REGULAR MEETING OF THE JANUARY 19TH, 2021 HOUSING AUTHORITY HOUSING AUTHORITY.

THE CITY OF ALHAMBRA IS NOW CALLED THE ORDER.

WHEN THE SECRETARY KNOW THAT IT IS 7:15 PM, WILL THE SECRETARY PLEASE CALL DIRECTOR SIMONIAN DIRECTOR.

MADRANO HERE DIRECTOR ESPINOSA, VICE CHAIR GOMEZ HERE, SHERIFF SHAW HERE, WE SEE THE PUBLIC COMMENTS, GENERAL PUBLIC COMMENTS SUBMITTED RECEIVED AT THE BEGINNING OF THE GOVERNING BODY MEETING AND LIMITED TO THREE MINUTES PER INDIVIDUAL WITH A TOTAL TIME LIMIT OF 30 MINUTES FOR ALL PUBLIC COMMENTS, UNLESS OTHERWISE BOUGHT A BUTTON.

ANOTHER CHAIR SPEAKING TIME MAY NOT BE GRANTED AND OR LOAN TO ANOTHER INDIVIDUAL FOR PURPOSES OF EXTENDING AVAILABLE.

THE GENERAL PUBLIC COMMENT PORTION OF THE MEETING ALLOWS THE PUBLIC TO ADDRESS ANY ITEM OF CITY BUSINESS, NOT APPEARING ON THE SCHEDULED AGENDA FOR GOVERNMENT CODE SECTION FIVE, FOUR NINE FIVE, 4.38.

SUCH COMMENTS WILL NOT BE RESPONDED TO BY THE GOVERNING BODY DURING THE MEETING.

Public comment shall be limited to three (3) minutes per individual, with a total time limit of 30 minutes per item that has been removed for separate discussion, unless otherwise modified by the Chair. Speaking time may not be granted and/or loaned to another individual for purposes of extending available speaking time, and comments must be kept brief, non-repetitive, and professional in nature.]

THE COMMENTS FROM DIRECTORS NOW, TRUMP, I ACTUALLY DO HAVE A COMMENT.

UM, I'VE BEEN THINKING FOR SOME TIME IT WOULD BE, UM, BENEFICIAL.

I THINK NOT ONLY TO US AS, UH, AS A BOARD OF DIRECTORS, I GUESS, FOR A HOUSING AUTHORITY, BUT AS WELL AS FOR THE PUBLIC AT LARGE TO SORTA HAVE A, A HOUSING ONE-ON-ONE, UM, FROM THE STAFF, I THINK THE GENERAL PUBLIC, AND MAYBE EVEN NOT FROM THE COUNCIL OR DIRECTOR OR A HOUSING AUTHORITY, OR SOMETIMES MAYBE MISS THE BIG PICTURE ON, ON HOUSING POLICY AND LAWS THAT WE ARE OPERATING WITHIN.

SO I WOULD LIKE TO ASK STAFF TO PREPARE AT A FUTURE MEETING, SORT OF A HOUSING POLICY, ONE OH ONE.

WHAT ARE THE LAWS THAT WE'RE OPERATING IN AND WHAT ARE THE, UM, YOU KNOW, THE PARAMETERS? I THINK WHEN WE ARE CONSIDERING BROAD HOUSING PROJECTS IN, AND IN THE CONTEXT OF, ARE WE APPROVING OR DISAPPROVING THIS PARTICULAR PROJECT SOMETIMES MAYBE, YOU KNOW, THERE'S EMOTION AND EVERYTHING WE MIGHT LOSE LIGHTLY OF WHAT IS THE PARAMETERS THAT WE ARE OPERATING.

AND I THINK, UM, A PARTICULAR IMPORTANT WOULD BE THE CALIFORNIA HOUSING ACCOUNTABILITY ACT.

NOW THAT IS THE KIND OF THE GOVERNING STATE LAW OVER THIS.

WE HAVE THE HOUSING, THE CALIFORNIA HOUSING CRISIS ACT OF 2019, THAT

WAS SVP 30 ADOPTED AND SIGNED INTO LAW BY THE GOVERNOR.

OF COURSE WE KNOW ABOUT RENO, THE REGIONAL HOUSING NEEDS ASSESSMENT.

I THINK EVEN IT WOULD BE BENEFICIAL TO HEAR A LITTLE BIT OF THE HISTORY OF THE MACABRE HOUSING AUTHORITY, OUR HISTORY AND OUR PROGRAMS, OUR ASSETS.

WHAT, WHAT IS, HOW DID WE GET HERE AS A LITTLE HUB, THE HOUSING AUTHORITY? SO SOME OF THESE THINGS, SORRY, NOT IN THE CONTEXT OF ANY DECIDING ANYTHING YES OR NO, BUT JUST AS A, AS AN INFORMATION ITEM.

SO I WOULD LIKE TO ASK THAT WE TEND TO DIRECT STAFF TO COME BACK WITH THAT IN, UH, YOU KNOW, WHENEVER A MEETING OF TWO OR THREE, WHENEVER YOU GO HAVE IT DONE AND KIND OF GIVE US THAT KIND OF HOUSING ONE OH ONE, UH, THAT WE WOULD, WE MIGHT NEED TO KNOW.

I THINK IT WOULD BE BENEFICIAL FOR US AS WELL AS, UM, OUR COMMUNITY TO, TO KIND OF HEAR THESE, UH, LAWS AND WHERE WE'RE AT.

SO, UM, THAT WOULD BE WHAT MY REQUEST WOULD BE.

AND NOW DO I NEED TO ASK FOR ANOTHER DIRECTOR TO SECOND THAT JIM, IS THAT RIGHT? IT'S YEAH, JUST A LOT OF PERSONS WHO AGREE WITH THAT AND WE'VE EVEN GOT REPORT BACK TO COUNSELING OR OKAY.

WOULD ANY OTHER DIRECTOR LIKE TO, UM, SECOND TIME IDEA? GOOD.

I GUESS THAT FAILS.

SO THIS MEETING IS NOW HIS RENT.
