THE PUBLIC HEARING TONIGHT IS TO CONSIDER THE PROPOSED AND SUBSTANTIAL AMENDMENT TO THE CITY OF LA HARBOR COMMUNITY DEVELOPMENT BLOCK GRANT REFERRED TO AS CDBG PROGRAM ANNUAL ACTION PLAN FOR FISCAL YEAR 2020, 2021.

THE 2020 2021 CBD ANNUAL ACTION PLAN WAS ADOPTED BY THE CITY COUNCIL ON APRIL 20TH, 2020, A SUBSTANTIAL AMENDMENT TO THE ANNUAL ACTION PLAN IS REQUIRED FOR THE CITY OF LA HABRA CITIZEN PARTICIPATION PLAN.

WHENEVER A NEW PROGRAM, NOT PREVIOUSLY APPROVED IN AN ACTION PLAN BECOMES NECESSARY.

WE HAVE TO MAKE IT A SUBSTANTIAL AMENDMENT AVAILABLE FOR A 30 DAY REVIEW PERIOD.

AND WE'D HAVE TO INCLUDE A PUBLIC HEARING TO RECEIVE COMMENTS BEFORE WE CAN EXPRESS APPROVAL OF THE AMENDMENT.

THAT SUBSTANTIAL AMENDMENT WAS AVAILABLE FROM JUNE 20TH, 2020 THROUGH JULY 20TH, 2012, THE SUBSTANTIAL AMENDMENT.

LEBANESE STATE PARKS IS A POPULAR RECREATION AMENITY AVAILABLE TO THE PUBLIC AT BENITA PARK.

WHILE THE SKATE PARK IS HEAVILY UTILIZED BY AVID IS UNFORTUNATELY IS ALSO ROUTINELY VANDALIZED.

PRIMARILY DURING OVERNIGHT HOURS IN THE IS CLOSED TO BETTER SERVE.

AND SOME STAFF RECOMMENDS THE INSTALLATION OF A MOTION ACTIVATED SECURITY SYSTEM AND OR INFRARED CAMERAS, SECURITY SYSTEM LOCATED AS STRATEGIC MUST MAKE THINGS AROUND THE PARK THAT WOULD BE CONNECTED VIA THE INTERNET TO ALLOW FOR REMOTE MONITORING.

THE TOTAL AMOUNT OF CDBG FUNDS THAT ARE AVAILABLE FOR THIS SUBSTANTIAL AMENDMENT WERE APPROVED AT A PUBLIC HEARING ON MARCH 16TH, 2020, THE SUBSTANTIAL AMENDMENT THAT WAS APPROVED AT THAT TIME CANCELED FISCAL YEAR 2019 2020 PROJECTS PROGRAMS. AND THAT'S AN AVAILABLE CDB JEEP BALANCE OF 76,212.

SO THE CITY COUNCIL APPROVED THIS ACTION CDBG FUNDS IN THE AMOUNT OF 51,000 WILL BE ALLOCATED TO THE FISCAL YEAR 2021 LAB BENITA SKATE PARK SECURITY IMPROVEMENT PROGRAM.

THE REMAINING BALANCE IN THE AMOUNT OF 25,612, HE KEPT AS AVAILABLE CARRY OVER FUNDS FOR FISCAL YEAR 2021 AND CAN BE ALLOCATED AT A FUTURE DATE.

WE ARE RECOMMENDING THAT CITY COUNCIL CONDUCT A PUBLIC CAMPAIGN AND WE ARE RECOMMENDING THAT COUNSEL, A APPROVE THE PROPOSED SUBSTANTIAL AMENDMENT TO THE CITY OF LA HABRA COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM ANNUAL ACTION PLAN FOR FISCAL YEAR 20 2021, AND BE APPROVED AND ADOPT THE RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, APPROVING THE COMMUNITY DEVELOPMENT BLOCK GRANTS, SUBSTANTIAL AMENDMENT TO THE ANNUAL ACTION PLAN FOR FISCAL YEAR 2020, 2021.

MY NAME IS SUSAN LEE FOR BETWEEN COMMUNITY DEVELOPMENT.

THE PUBLIC HEARING TONIGHT IS TO CONSIDER THE PROPOSAL CENTRAL AMENDMENTS, THE 2019 COMMUNITY DEVELOPMENT BLOCK GRANT COVID 19 CDBG CV ACTION PLAN TO INCLUDE THE NEW PARKLET PURSUANT TO THE CORONA VIRUS, A RELIEF AND ECONOMIC SECURITY TASK IMPACTED BY THE FEDERAL GOVERNMENT ON MARCH 27, 2020.

THE CITY OF LAHABRA HAS RECEIVED A SPECIAL ALLOCATION OF US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT RESOURCES IN THE AMOUNT OF 400,188 TO BE USED TO ADDRESS THE IMPACT OF THE COVID-19 PANDEMIC IN LAHABRA.

SO COMMUNITY DEVELOPMENT DEPARTMENT HAS PREPARED AN AMENDMENT TO THE ORIGINAL SUBSTANTIAL AMENDMENT TO FUND SEVERAL PROGRAMS WITH THESE FUNDS, INCLUDING THE INSTALLATION OF UP TO TWO PARKLET CONCEPTS IN DEPTH ON THE HOMBRE THAT WOULD CREATE NEW PUBLIC SPACES OR RESIDENTS AND VISITORS TO SAFELY SOCIALLY DISTANCE IN THE HARVEST.

COMMERCIAL CORE, A PARKLET IS A SIDEWALK EXTENSION OR POP OUT INSTALLED ON PARKING LANES WITHIN COMMERCIAL CORRIDORS THAT CAN PROVIDE MORE SPACE AND ENTITIES FOR PEOPLE USE THE STREET AND IN THE AREA PARKLETS ARE INTENDED FOR USE AS PLACE FOR CUSTOMERS TO STOP, FIT, TO EAT AFTER REST, WHILE TAKING IN THE ACTIVITIES ALONG THE STREETS, IF APPROVED THE SUBSTANTIAL AMENDMENTS INCLUDE THE FOLLOWING CHANGES, THE RESIDENTIAL RENTAL ASSISTANCE WOULD BE IN THE AMOUNT OF 200,000, 188, SMALL BUSINESS SUPPORT AND TECHNICAL ASSISTANCE IN THE AMOUNT OF 55,000 PARKLET DESIGN AND INSTALLATION IN THE AMOUNTS OF 105,000.

SO GRANTING ADMINISTRATION AND THE AMOUNT OF 40,000, THE PARTIAL HAS DEVELOPMENT TO CREATE NEW SPACE FOR RESIDENTS WHO WAS SAFELY THEY'LL FEEL DISTANCE IN THE DOWNTOWN AREA.
