WE'RE ESPECIALLY GRATEFUL FOR ALL THOSE WHO SERVED US IN THIS COMMUNITY, PROVIDING HEALTHCARE AND SUPPORT.

AT THIS TIME, WE WILL GO TO PROCLAMATIONS.

AND THE FIRST ONE UP LOOKS LIKE IS PAUL MCPHILLIPS CHEAP PRICE.

UM, IT'S A BITTERSWEET MOMENT THAT WE HAVE TONIGHT.

UH, THE CITY IS LOSING, UH, 55 YEARS OF SERVICE.

PAUL'S NOT THAT OLD.

SO THAT IS A COMBINED BETWEEN PAUL AND RON ABOUT THE 29 AND 26.

BUT, UH, PAUL, HERE'S THE REASON WE'RE GOING UP FIRST.

HE'S HAD A DISTINGUISHED 26 YEAR CAREER WITH US HERE AT THE LAHABRA POLICE DEPARTMENT.

HE WAS HIRED AS A POLICE OFFICER IN 1994.

AND I, DURING THAT TIME, HE'S WORKED NUMEROUS ASSIGNMENTS, INCLUDING PATROL SCHOOL RESOURCE OFFICER AND FIELD TRAINING OFFICER.

HE WAS PROMOTED TO CORPORAL IN 2006, ASSIGNED TO THE DETECTIVE BUREAU IN 2009, HANDLING SUCH CASE LOADS AS FRAUD, FORGERY, AND THEN DOMESTIC VIOLENCE WAS ASSIGNED TO THE PROFESSIONAL STANDARDS BUREAU IN 2016, A POSITION THAT HE CURRENTLY HOLDS PRIMARY RESPONSIBILITIES INCLUDE OVERSEEING THE DEPARTMENT'S TRAINING PROGRAM AND HIRING ALL OF OUR NEW POLICE EMPLOYEES.

LITTLE A EXAMPLE OF HIS WORK SINCE JANUARY OF 17, PAUL HAS HELPED HIRE 24 OF OUR CURRENT OFFICERS THAT ARE CURRENTLY WORKING WITH US.

PAUL'S OUR TENURED CORPORAL AND HAS ASSISTED THE DEPARTMENT ON A FEW DIFFERENT OCCASIONS OVER THE YEARS BY THE FILLING IN AS AN ACTING SERGEANT, WHEN WE WERE SHORT AND NEEDED HELP AT THE SERGEANT RANKS.

UH, ONE OF PAUL'S GREAT CONTRIBUTIONS TO IS OUR AWARDS AND COMMENDATION CEREMONY.

HE'S BASICALLY BEEN ON THIS COMMITTEE SINCE THE BEGINNING.

YEAH, MANY YEARS.

HE'S BEEN AN INTEGRAL PART IN MAKING SURE THAT WE'RE RECOGNIZING OUR POLICE EMPLOYEES EVERY YEAR THROUGH THAT BANQUET.

PAUL HAS BEEN RECOGNIZED NUMEROUS TIMES FOR HIS OUTSTANDING WORK.

IT'S BEEN THE RECIPIENT OF A CHIEF CITATIONS AND ALSO BEEN HONORED AS AMERICAN LEGION OFFICER OF THE YEAR.

PAUL I'VE ENJOYED WORKING WITH YOU OVER THE LAST 26 YEARS.

YOU'RE A MAN OF INTEGRITY AND YOU HAVE DONE GREAT SERVICE TO THE CITIZENS OF LAHABRA PAUL.

AND, AND I, AND I IT'S, IT'S BEEN A GREAT, GREAT CAREER HERE.

NEXT UP, WE HAVE SERGEANT RON HEARST IS RETIRING AFTER 29 YEARS OF SERVICE.

HE, WITH THIS HERE AT THE LAHABRA POLICE DEPART, A LITTLE BIT ABOUT RON'S CAREER.

HE WAS HIRED AS A POLICE OFFICER BACK IN JUNE OF 1991.

UH, DURING HIS TIME WITH THE DEPARTMENT, HE'S WORKED NUMEROUS ASSIGNMENTS, INCLUDING PATROL OFFICER FIELD TRAINING OFFICER.

HE WAS PART OF THE NEIGHBORHOOD FOCUS POLICING TEAM.

BACK IN THE NINETIES, HE WAS A NARCOTICS DETECTIVE, AND THEN HE WAS A DETECTIVE WITH THE

ORANGE COUNTY METHAMPHETAMINE LAB TASK FORCE, AND ALSO A SCHOOL RESOURCE OFFICER.

RON WAS PROMOTED TO CORPORAL IN 2003, AND THEN TO SERGEANT IN 2007, UH, WHILE SERGEANT HE SERVED AS A SPECIAL INVESTIGATION, SERGEANT THAT'S THE SERGEANT THAT'S RESPONSIBLE FOR OUR GANG AND NARCOTICS DETECTIVES.

AND RON HAS RECEIVED NUMEROUS ACCOLADES DURING HIS CAREER DISTINGUISHED SERVICE MEDAL TO LIFE-SAVING METALS.

THE CHIEF CITATION, AND WAS RECOGNIZED AS SUPERVISOR OF THE YEAR BACK IN 2009, RON'S BEEN ACTIVE IN THE DEPARTMENT HAS BEEN PARTICIPATED IN MANY ACTIVITIES AND EVENTS, EXPLORER, POST ADVISOR.

HE WAS ON THE AWARDS AND COMMENDATIONS COMMITTEE, PART OF THE POLICE DEPARTMENT, OPEN HOUSE.

HE WAS A DRIVING INSTRUCTOR AND PARTICIPATED IN THE PDS, UH, OPEN HOUSE.

LIKE I MENTIONED, DRIVING IS A PASSION OF RON'S IF YOU DID NOT KNOW.

SO THAT'S WHY HE BECAME ONE OF OUR DRIVING INSTRUCTORS.

AND I'M GOING TO DO THAT IN RETIREMENT.

THERE, THERE WE GO.

HE IS PASSIONATE ABOUT DRIVING.

UH, RON AND I GREW UP IN THE DEPARTMENT TOGETHER.

UH, WE STARTED A COUPLE OF MONTHS APART, BACK IN 1991, WE'VE GROWN UP OR GROWN OLD, OR MAYBE A LITTLE BOTH.

WE'VE DONE BOTH.

DEPENDS ON HOW YOU LOOK AT IT.

DURING THE LAST 29 YEARS, RON'S WORKED HARD AND HE'S MADE MANY CONTRIBUTIONS TO THE DEPARTMENT AND THE COMMUNITY.

AND THAT'S THE KIND OF PEOPLE THAT WE HAVE IN OUR DEPARTMENT.

UM, AND SHE'S PUT, HAD TO PUT UP WITH ME IN ADDITION TO ALL THAT.

SO, UM, I HAVE TO THANK HER.

UM, AND THEN, YOU KNOW, LAST BUT NOT LEAST IS OBVIOUSLY THE DEPARTMENT, UM, THE FOLKS ACROSS THE HALL, UM, AND THE OTHER SIDE OF THE STREET, YOU KNOW, I WALKED IN THERE IN 1991 LOOKING FOR A JOB AND, UH, I HAVE TO THANK STEVE STAVELEY, TOOK STEVE STALEY, TOOK A CHANCE ON A 22 YEAR OLD KID, AND I'M HAPPY TO HAPPY TO HAVE SURVIVED MY CAREER AND, AND, UH, BEEN, BEEN FAIRLY HEALTHY THROUGHOUT IT.

AND IT'S, IT'S REALLY A TRULY INCREDIBLE WHAT A DYNAMIC WE HAVE OVER THERE.
