COUNCIL CHAMBER 100 EAST LA HABRA BOULEVARD LA HABRA, CALIFORNIA 90631 PUBLIC ADVISORY: THE COUNCIL CHAMBER WILL NOT BE OPEN TO THE PUBLIC Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsome on March 17, 2020, the Regular Meeting of the City of La Habra Community Services Commission for DECEMBER 9, 2020, will be conducted telephonically through Zoom. Please be advised that pursuant to Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chamber will not be open for the meeting. Community Services Commissioners will participate telephonically and will not be physically present in the Council Chamber. In accordance with Executive Order N-25-20, guidance from the California Department of Public Health on gatherings, and in an effort to slow the spread of COVID-19 and to ensure the health and safety of our community, remote public participation can be done by: 1. Submitting an email to kalbarian@lahabraca.gov no later than 5:15 p.m. on Wednesday, September 9, 2020. 2. UM, MADAM CHAIR AND MEMBERS OF THE COMMUNITY SERVICES COMMISSION, WE ARE GOING TO PRESENT TO YOU TONIGHT.

UM, A REQUEST FOR INFORMATION PACKET THAT WE PUT OUT FOR THE DEVELOPMENT OF PORTFOLIO PARKS.

UM, THROUGHOUT THE LAST FEW YEARS, THERE HAS BEEN A GOOD AMOUNT OF INTEREST IN PORTOLA PARK.

AS YOU GUYS ALL ARE AWARE, WE HAVE MANY OF OUR MAJOR ACTIVITIES THERE, INCLUDING CONCERTS IN THE PARK AND, UM, OUR MUSEUM ACTIVITIES OR LITTLE LEAGUE AND A NUMBER OF OTHER ACTIVITIES WHEN OUR LEASE EXPIRED IN 2019, THE CITY, UH, TOOK INTEREST IN SEEING IF WE CAN DEVELOP THAT PARK INTO, UM, BETTER USAGE, MORE USAGE, NEWER USAGE AND WHATEVER.

UM, WE THOUGHT WE COULD USE.

WE HAD, UH, A PRESENTATION GIVEN TO US BY A SOCCER GROUP, UM, THAT WANTED TO DEVELOP THE CART INTO A STATE OF THE ART, UH, SMALL SIDE OF SOCCER FACILITY.

UM, INSTEAD OF JUST GOING DIRECTLY INTO AN AGREEMENT WITH THE SOCCER GROUP, WE DECIDED TO RELEASE IN RFI OR REQUEST FOR INFORMATION TO ASK PEOPLE WHAT ELSE THEY THOUGHT WE CAN DO WITH THE FACILITY.

WE, WE RECOGNIZE THAT IT'S THE ONLY FACILITIES THAT HAS TENNIS EXCEPT FOR THE HIGH SCHOOL HERE IN LA OPERA.

BUT WE ALSO RECOGNIZE THAT THAT A LOT OF THE PEOPLE THAT PLAY TENNIS IN OUR COURTS ARE NOT NECESSARILY LAHABRA RESIDENTS.

AS YOU KNOW, WE GET A LOT OF REQUESTS FOR SOCCER USAGE.

IN FACT, IT'S THE ONLY YOUTH SPORT THAT WE HAVE TWO DIFFERENT, UM, FACILITIES.

WE USE IMPERIAL MIDDLE SCHOOL AND, UH, SONYA APART FOR SOCCER AND WE EVEN HAVE A FACILITY FOR ADULTS.

SO WHILE SOCCER IS VERY POPULAR, WE WANTED TO MAKE SURE THAT WE ADDRESSED THE ENTIRE COMMUNITY AND LOOKED AT ALL DIFFERENT OPTIONS TO DEVELOP THAT PARK.

SO WE RELEASED AN RFI, UM, EARLIER THIS YEAR ASKING PEOPLE TO GIVE US SOME IDEAS OF HOW THEY WOULD DO IT, AND THAT COULD INCLUDE SOCCER.

IT COULD INCLUDE TENANTS, IT COULD BE A HYBRID SOCCER, TENNIS, UM, EXCUSE ME.

WE WOULD LIKE TO TRY TO SEE IF THERE'S ANY WAY WE COULD SAVE PICKLE BALL SINCE THAT'S SUCH AN UP AND COMING SPORT RIGHT NOW.

UM, HOWEVER, AS YOU KNOW, THE FACILITY IS, IT'S PRETTY OLD, THERE'S A LOT OF, UM, UPDATES THAT NEED TO BE MADE.

AND SO THERE'S GOING TO HAVE TO BE QUITE AN EXTENSIVE AMOUNT OF INVESTMENT FROM ANY VENDOR.

UM, WE, WE MADE AVAILABLE THE, NOT JUST THE TENNIS TENNIS CENTER WITH 12 TENNIS COURTS, THE PRO SHOP AND THE LOCKER FACILITIES.

WE ALSO SAID THAT IF YOU HAVE THE, UM, IDEAS AND MONEY, THAT GREEN SPACE AND PICNIC CENTER, THE, UM, UH, YOUTH PLAYGROUND, UM, THE BASEBALL FIELD FOR

THE ONE THAT'S, UM, THE FURTHER SOUTH ONE THAT WE CALL THE CHALLENGER, ALTHOUGH IT'S NOT REALLY THE CHALLENGER FIELD, IT'S NOT REALLY UTILIZED RIGHT NOW BECAUSE IT DOES SLOPE.

SO YOU CAN DEVELOP THAT.

SO THERE, WE COULD ADD MORE PARKING, THINGS LIKE THAT.

SO WE ASKED PEOPLE TO GIVE US AN IDEA, IT WAS A NON-BINDING AGREEMENT THAT JUST SAID, HEY, IF I WAS, UM, IF I HAD THE OPPORTUNITY, THIS IS HOW I WOULD DEVELOP PORTOLA PARK SPORTS COMPLEX AND, OR, UH, CULTURAL ARTS CENTER, YOU KNOW, WHAT THE MUSEUMS OR THE DEPOT THEATER AND THINGS LIKE THAT.

WE'VE GOT A NUMBER OF RESPONSES, UM, FORMAL, AND, BUT, YOU KNOW, WITH NUMBERS AND SOME WITH JUST IDEAS.

SO WHAT WE LISTED HERE FOR YOU ARE SOME OF THE IDEAS THAT WE GOT, FOR INSTANCE, OPERATOR NUMBER ONE, UM, THEY SUGGESTED THAT, UH, WE PRODUCE, UM, WE TAKE THE TENNIS COURTS, WE RAISED THEM AND PUT, UH, UH, A PERFORMING ARTS CENTER THERE, UH, THAT WOULD COMPLIMENT THE DEPO THEATER.

SO WE WOULD HAVE AN OUTDOOR AMPHITHEATER, UM, THAT THEY'RE WILLING TO BUILD A COFFEE SHOP AND ARTS EDUCATION AREA.

SO WE WOULD BOTH COMPLIMENT THE DEPO THEATER, THE CHILDREN'S MUSEUM, AND PROVIDE, UM, THE WELL ROUNDED, CULTURAL ARTS EXPERIENCE.

UM, EACH ONE OF OUR OPERATORS, UH, THEY DISCUSSED WHAT THE INVESTMENT WOULD BE, WHETHER OR NOT THEY WOULD BE INTERESTED OR, AND WE LOOKED AROUND TO SEE IF ANYBODY ELSE WOULD AND WHAT IT WOULD TAKE FOR YOU TO MAKE THAT INVESTMENT.

MOST PEOPLE, OF COURSE, THEY HAVE BETWEEN A 10 AND A 20 YEAR LEASE, UM, DEPENDING ON THEIR INVESTMENTS, EACH ONE OF THE OPERATORS GAVE US WHAT THEY WOULD CONSIDER, UH, A REASONABLE RATE OF RENT AND, OR, UM, ACCESSORIES.

SO FOR THEM, SINCE THIS ONE, UM, SAID, YOU KNOW, I THINK IT WOULD BE REASONABLE IF THE CITY TOOK 10% OF THE GROSS REVENUES OF ALL SHOWS AND 30% OF ANY CLASS OR WORKSHOP.

SO THAT WAS THE CULTURAL ARTS BUILDING IN LIEU OF THE TENNIS CENTER.

UM, THEY DESIGN, THEY SAID THAT THEY COULD MAKE PARKING IMPROVEMENTS THAT WOULD EXPAND FROM 138 TO ALMOST 325 PARKING SPOT.

UM, IF POSSIBLE, THEY THOUGHT THAT, UM, A REASONABLE RATE WOULD, UM, BECAUSE THEY WOULD ALSO TAKE OVER THE PEOPLE'S THEATER, UM, 4,800 FOR THE, UH, PEOPLE THEATER, UH, PLUS ANOTHER $7,500 IN AMENITIES AND THE 10% GROSS TURN OPERATOR, NUMBER TWO, WHAT THEY, WHAT THEY SUGGESTED IS THEY WOULD, UM, THEY WOULD THINK THAT WE COULD SUCCESSFULLY RUN A TENNIS CENTER THAT ALSO HAD A CAFETERIA FOR TENNIS PLAYERS.

AND, UM, OTHER PART VISITORS COULD GO TO THAT COFFEE SHOP.

UM, THEY WOULD HOLD A TOURNAMENT EVERY YEAR TO MAKE A LARGE DONATION TO THE CITY AND THEIR INVESTMENT WOULD BE INSTALLING.

AND I KNOW YOU CAN READ THAT, BUT I'M READING IT SO I CAN PUT IT INTO THE RECORD, BUT THEY WOULD INSTALL TWO SHADE STRUCTURES, UM, AND USE ABOUT A HUNDRED THOUSAND DOLLARS BUILDING AN OBSERVATION DECK.

UM, THEY THOUGHT REASONABLY 5,500 A MONTH OR 60 SLOTS, 6,000 A MONTH FLAT FEE.

UM, AND THEIR CAPITAL INVESTMENT WOULD BE 150,000.

UM, NOW, IF, IF WE CHOOSE ANY OF THESE THINGS OR WHEN WE CHOOSE ANY OF THESE, IT DOESN'T MEAN THAT THE PERSON, THE OPERATOR IS THE PERSON THAT WE CHOOSE.

WHAT WE'LL DO FROM THERE IS RECOMMEND TO THE CITY COUNCIL THAT THEY ALLOW STAFF TO SEND OUT A FORMAL RFP AND ANY VENDOR CAN, UM, COULD APPLY, UH, TO WHAT THE RFP.

SO, UH, OPERATOR THREE SAID THAT THEY WOULD LIKE TO TURN THE, UH, THE TENNIS CENTER INTO A MULTI-SPORT ENTERTAINMENT COMPLEX, WHICH WOULD FEATURE TENNIS, PICKLE, BALL, AND SOCCER.

UM, THEY WOULD LIKE TO INSTALL FOUR TO SIX NEW ARTIFICIAL GRASS SOCCER FIELDS, UM, WHICH WOULD BE IN PLACE OF SOME OF THE TENNIS COURTS, OF COURSE, UM, AND PROVIDE LED, BITING AND UPGRADING THE ENTIRE FACILITY.

THEY THINK THAT BECAUSE THE INVESTMENT THAT MAYBE THE RENT SHOULD ONLY BE SOMETHING TO THE, UM, $33,750 A YEAR, OR I THINK THAT MUST BE A MONTH, BUT, UM, AND WITH A 10 YEAR LEASE OPTION, UM, THE PORT OPERATORS SUGGESTED THAT WE TURN THE TENNIS CENTER INTO A STATE OF THE ART SPORTS FACILITY WITH A CAFE, UM, STAFFED AND OPERATED BY THE OPERATOR THEMSELVES.

AND IT WOULD BE, UM, I, I BELIEVE THIS SPORTS FACILITY WAS SOCCER AND, UM, UH, PICKLEBALL.

UM, THEY THINK THAT, UM, A REASONABLE INVESTOR WOULD INVEST UP TO $4.5 MILLION AND WOULD BE ABLE TO PAY $110,000 ANNUALLY PLUS A FUNDRAISER TO, UM, GIVE THE CITY $20,000 TO THE REC PROGRAMS. UM, AND A REASONABLE, UH, LEASE WOULD BE 20 YEARS WITH A RENEWAL OPTION OPERATOR.

SUGGESTED THAT WE CREATE A FAMILY AND RECREATION AREA WITHIN THE TENNIS CENTER FOOTPRINT ITSELF WITHOUT, UH, EXPANDING THE SPORTS COMPLEX WOULD INCLUDE SOCCER, E-SPORTS GAMES, TENNIS, AND PICKLEBALL.

THEY THINK THAT A REASONABLE INVESTOR COULD INVEST BETWEEN ONE AND A HALF AND TWO AND A HALF MILLION DOLLARS FOR THE FACILITY.

UM, DEPENDING ON HOW LONG THE AGREEMENT WOULD BE.

UM, THEY WOULD STILL MAKE AN ANNUAL CITY DONATION.

UH, THEY DIDN'T SUGGEST ANY RATE RENTAL RATE AMOUNT.

UM, BUT THEY THINK THAT REASONABLY A 10 TO 15 YEAR LEASE AGREEMENT WOULD BE NECESSARY FOR SOMEBODY TO MAKE THAT KIND OF INVESTMENT.

NOW, OTHER THINGS THAT HAVE COME UP IN THE PAST THAT WEREN'T, UH, RFI, THEY DIDN'T COME IN WITH, UH, AS AN OFFICIAL RFI, BUT MAYBE YOU GUYS ARE AWARE OF THOSE OF YOU WHO HAVE BEEN ON THE COMMISSION LONGER THAN I'VE BEEN HERE.

I GUESS WE TALKED ABOUT A LONG TIME AGO, TURNING THAT INTO AN AQUATIC CENTER NOW, UM, THAT COULD HAPPEN.

UM, BUT IT WOULD HAVE TO TAKE A SIZABLE INVESTMENT FROM SOMEBODY, UM, WHETHER I'M FACILITY OR AN OUTSIDE VENDOR WHO WOULD THEN OPERATE IT, UM, ON THEIR OWN, LIKE THE TENNIS COMPANY DOES, OR LIKE A SOCCER COMPANY.

SO THERE'S THE AQUATIC CENTER.

THERE'S ALSO, UM, A SPORTS ACTIVITY CENTER, WHICH WOULD BE BUILDING THE GYMNASIUM FOR VOLLEYBALL, FITNESS, YOGA, RACQUETBALL, UM, MAYBE EVEN KEEPING SOME OF THE TENNIS COURTS AGAIN, NOBODY'S SUBMITTED INTEREST IN THAT, BUT THAT CAME UP WHETHER OR NOT I WAS WITH STAFF OR WITH COMMISSION OR COUNCIL OVER THE YEARS, IF THERE WERE NO, UH, UH, IF WE DECIDED TO OPEN UP AN RFP FOR THAT RIGHT NOW, WE DON'T HAVE ANY BITTERS THAT WE THINK WOULD EVEN SUBMIT AN RFP, BECAUSE THAT WOULD PROBABLY TAKE MORE LIKE 10 MILLION, YOU KNOW, MAYBE EVEN MORE, UM, SOMEBODY, ANOTHER SUGGESTION CAME IN THAT WE TURNED IT INTO AN OUTDOOR AMPHITHEATER, SO WE ALREADY HAVE OUR CONCERTS THERE, BUT IT WOULD BE AN OPPORTUNITY TO, UM, UH, REMOVE THE TENNIS COURTS AND JUST PUT A GRASS AND HAVE IT THAT WHERE IT'S AN ART AND ENTERTAINMENT COMPLEX WITH AN AMPHITHEATER, FOR CONCERTS AND FEEDING.

OF COURSE IT WOULDN'T TAKE AS MUCH CAPITAL INVESTMENT AS THE OTHERS, BUT, UM, UM, IT, IT WOULD NOT BRING AS MANY AMENITIES AS THE OTHER OPTIONS.

UM, AND THEN THERE WAS ALSO SUGGESTION THAT THE CITY JUST TAKE THE TENNIS COURTS AS THEY ARE, MAKE THE INVESTMENT THAT WE NEED TO MAKE, WHETHER OR NOT IT'S IN RESURFACING, RECONSTRUCTING, THE TENNIS COURTS, REDOING THE NETS, PUTTING NEW LIGHTS UP, UH, NEW FENCING AND WIND SCREENS, THINGS LIKE THAT, AND THEN OPERATING IT OUT OF THE RECREATION DEPARTMENT.

UH, WHAT'S A NUMBER OF CITIES DO.

SO YOU WOULD CALL THE RECREATION DEPARTMENT, UH, SIGN UP FOR CLASSES, MAKE, UM, UH, RESERVATIONS FOR PRIVATE LESSONS OR FOR PRIVATE TO PLAY.

UH, AND IT WOULD BE OPERATED BY THE CITY AND CITY STAFF.

UM, OF COURSE THERE ARE PEOPLE THAT BELIEVE THAT IF OTHER PEOPLE WANT TO RUN A TENNIS CENTER THERE, THEN IT MUST BE LUCRATIVE ENOUGH THAT THE CITY COULD DO IT AND EITHER, UM, BE SELF-SUPPORTING HAS AN ENTERPRISE FUND AND, OR, UM, MAKE MONEY AND BE ABLE TO REINVEST IN THE PROPERTY ON A REGULAR BASIS.

SO THOSE ARE ALL THE, UM, IDEAS THAT CAME TO US WITH THIS RFI PROCESS.

AND THERE'S A LOT OF, UM, INTERESTING IDEAS.

UM, SO WE ANALYZE THEM ALL.

AND, UM, WHILE WE WOULD LOVE TO RUN THE TENNIS CENTER OURSELVES, WE DO REALIZE THAT THE INITIAL CAPITAL INVESTMENT MAY BE TOO MUCH.

AND I'M NOT SURE IF THE CITY WOULD HAVE THE MONEY.

SO WHILE THAT WOULD NATURALLY BE OUR FIRST IDEA THAT WE WOULD WANT TO DO THAT, YOU KNOW, HEY, LET'S PUT IN, YOU KNOW, A MILLION DOLLARS, 500,000, WHATEVER THE NUMBER WOULD BE TO DO ALL THOSE THINGS I MENTIONED, AND THEN RUN IT OURSELVES, KEEP THE COST LOW TO OUR RESIDENTS AND FRIENDS, BUT, YOU KNOW, THAT'S A LONG-TERM INVESTMENT AND WE CAN'T NECESSARILY BIND OURSELVES TO THAT.

SO WHAT WE LOOKED AT IS WHAT THE COMMUNITY WANTS, WHAT THE COMMUNITY HAS ASKED FOR IN THE PAST, UM, HOW SUCCESSFUL THE TENNIS CENTER HAS BEEN RECENTLY OR TENNIS IN GENERAL.

UM, WE KNOW WE'RE TRANSITIONING IN A PICKLE BALL.

WE TOOK ALL THAT INTO CONSIDERATION.

AND SO WE, OUR STAFF RECOMMENDATION IS TO KIND OF KEEP IT GENERIC.

WE ARE WORKING ON A COMMUNITY SURVEY THAT WILL ASK THE COMMUNITY THOSE QUESTIONS.

UM, WOULD YOU RATHER KEEP TENNIS OR WOULD YOU RATHER SEE SOCCER?
