Please be advised that pursuant to Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chamber will not be open for the meeting. Community Services Commissioners will participate telephonically and will not be physically present in the Council Chamber. In accordance with Executive Order N-25-20, guidance from the California Department of Public Health on gatherings, and in an effort to slow the spread of COVID-19 and to ensure the health and safety of our community, remote public participation can be done by: 1. THEY DO HAVE THEIR JOB BOARD FOR ADULTS, UH, AT THE YOUTH CENTER OVER ON WHITTIER BOULEVARD.

I HAVE A CRYOGEN IS ON THE LA HABRA COMMUNITY EMPLOYMENT PROGRAM.

UM, WE, WE TALK ABOUT THE YOUTH IN THE COMMUNITY THAT WE'RE, WE'RE WORKING ON GETTING JOBS FOR THE YOUTH, BUT, UM, I WAS WONDERING IF WE CAN CONSIDER, UM, EXTENDING OR OPENING THAT UP TO ADULTS TO, TO PREVENT THEM FROM FALLING INTO, UM, YOU KNOW, HOMELESSNESS AND THAT SORT OF THING, BECAUSE THEY HAVE GREATER RESPONSIBILITIES IN SUPPORTING THEIR FAMILIES DURING THIS COVID RIGHT.

YEP.

THAT'S WHAT THIS PROGRAM IS FOR.

RIGHT.

THAT'S WHAT THIS PROGRAM IS FOR AS, AS YOU PROBABLY RECALL, THE ONE-STOP, ONE-STOP MOVED OUT OF THE CITY OF LA HABRA QUITE SOME TIME AGO AND THIS PROGRAM, UM, WE WERE TRYING TO INSTITUTE OUR OWN, AND SO WE WERE THANKFUL TO BE FUNDED THROUGH THE CDBG PROGRAM LAST YEAR.

UM, IT'S JUST MOSTLY COVID HAS NOT REALLY ALLOWED US TO BE AT THE PACE OF IMPLEMENTATION THAT WE THOUGHT WE WOULD BE, BUT THAT'S WHAT THIS WOULD DO RIGHT NOW IS TO CONTINUE THE FUNDING FOR THAT PROGRAM TO MAKE SURE THAT WE ARE ABLE TO, UM, BE ABLE TO PROVIDE MORE SERVICES FOR ADULTS RIGHT NOW.

WE'RE, WE'RE JUST STARTING, UH, MINIMALLY, UM, THROUGH THE CDBG FUNDING FROM LAST YEAR.

UM, PART TWO, ACTUALLY, UM, FOR DIGRESSES, UH, ON THE SOCIAL SERVICE OUTREACH OUTREACH PROGRAM.

UM, SO IT LOOKS TO ME AS THOUGH THAT THE QV, UM, SERVICE DEPARTMENT IS PIVOTING INTO LIKE SOCIAL SERVICES.

IS THAT WHAT I'M SEEING HERE? WELL, YOU KNOW, WE ALREADY DO THAT.

IT'S JUST NOW DURING COVID YOU WE'VE IDENTIFIED THAT WE NEED TO DO IT MORE.

SO COMMUNITY SERVICES ALREADY OPERATE IN THE SOCIAL SERVICES REALM.

AS WE DO THE PARK AT MARKET, THE CRCC FOOD GIVING PROGRAM, UH, MEALS ON WHEELS, LAHABRA AND MEALS ON WHEELS, ORANGE COUNTY'S FORMERLY SENIOR SERVE WITH THE CONGREGATE MEALS FOR SENIORS, AS WELL AS HOME DELIVERED MEALS.

UM, AGAIN, WE, UM, WHEN THE FIRE DEPARTMENT CALLS, UM, CODE ENFORCEMENT, THEY GENERALLY CALL US AND WE'RE THE ONES WHO GO KNOCK ON THE DOORS.

IF THERE'S A HOMELESS PERSON AT A PARK, OUR STAFF ARE USUALLY THE ONES WHO HAVE TO INTERCEPT THEM.

WE WORK CLOSELY WITH CITY NET AND, UM, TO, UH, IDENTIFY THE, THE CHRONIC, UH, HOMELESS, UH, THE ONES THAT ARE, YOU KNOW, UH, I, YOU KNOW, DRUNK IF WE'RE FOR LACK OF A BETTER WORD ON, UM, IN OUR, ON OUR PARKS AND OR OF SLEEPING IN OR ON OUR BUILDINGS AND OUR PROPERTY.

UM, SO WE PUT THIS PROGRAM IN THE QUEUE, EVEN THOUGH WE REALIZED THAT THE SOCIAL SERVICES COMPONENT OF CDBG IS ONLY 15% OF THE TOTAL FUNDING.

UM, AND WITH THAT INCLUDES AT THIS POINT, AT LEAST GRAFFITI FAIR HOUSING.

UM, AND THAT'S A PRETTY GOOD CHUNK, UH, AS WELL AS MERCY HOUSE AND THE OTHER PROGRAMS THAT ARE REALLY NEEDED, UH, WITHIN OUR COMMUNITY.

SO WE'RE NOT TRYING TO TAKE AWAY FROM THAT AT ALL.

WE'RE WE JUST WANNA MAKE SURE THAT, UH, WHEN WE HAVE THE OPPORTUNITY TO APPLY FOR THINGS WE DO SO THAT WAY, UH, IT'S RECOGNIZED THAT THERE IS A NEED, AND HOPEFULLY WE CAN FIND FUNDING, UH, OUTSIDE OF CDBG, BUT THE COUNCIL AND COMMISSION BOTH UNDERSTAND THAT WE REALLY DO NEED THESE KINDS OF PROGRAMS OR THE STAFF, BECAUSE RIGHT NOW WE, WE MIGHT CALL ST.

BERNARD TO GO OUT THERE.

AND HE'S A REC SPECIALIST, YOU KNOW, THAT'S SUPPOSED TO BE DOING SKATEBOARD PARK ISSUES OR, UM, UM, UH, RUNNING ON EASTER EGG HUNT OR MELISSA, WHO'S DOING A DAY CAMP.

SO WE'D LIKE TO REALLY GET, UM, EVENTUALLY INTO, UM, HAVING SOME TRAINED STAFF WHO ARE SPECIFICALLY TRAINED AND CAPABLE OF KNOCKING ON A SENIOR CITIZENS DOOR WHERE THEIR NEIGHBOR HASN'T SEEN HIM FOR THREE DAYS, YOU KNOW, OR IF THE FIRE DEPARTMENT SAYS THAT, HEY, THIS LADY IS CALLING NINE ONE ONE EVERY DAY BECAUSE HE'S LONELY.

UM, THAT WE HAVE SOME TRAINED PEOPLE TO GO INTO HOMES LIKE THAT.

AGAIN, WE JUST PUT IT IN THE QUEUE.

SO THAT WAY WE KNOW THAT EVERYBODY KNOWS THAT, UH, WE'RE THINKING OF THOSE.

AND IF THERE'S FUNDING IN THE FUTURE OUTSIDE OF CDBG INCLUDED, WHICH COULD BE GENERAL FUND OR OTHER GRANTS THAT WE HAVE IT, UM, BASICALLY A SHOVEL READY PROJECTS, UH, IN SOCIAL SERVICES.

LABIANCA I WAS JUST GONNA, UM, THIS IS HAPPENING THROUGH THE RECREATION DEPARTMENT AND ABOUT THE PARK AT MARKET AND ALL THOSE SORT OF THINGS.

I THOUGHT THAT WAS THROUGH THE COLLABORATIVE.

NOPE.

WE RUN PARK AT MARKET.

UM, THEY ARE THE ONES WHO HAVE THE CONTACT, JUST LIKE CRCC FOR THE MOST PART IS RUN BY VOLUNTEERS RIGHT NOW, BUT WE DO ALL OF THE ADMINISTRATIVE WORK FOR IT.

SO THAT WAY, UM, WHEN WE'RE COORDINATING WITH THE DIFFERENT, UM, UH, MARKETS THAT DELIVER TO US, UH, ON TUESDAYS, WE DELIVER THE FOOD FOR THE CRCC.

I MEAN, THE PARKING MARKET ON MONDAYS, WE ARE, UH, PUTTING THE BAPTIST TOGETHER.

SO TRADITIONALLY THE, THE PEOPLE WILL COME AND CONTACT THROUGH THE COLLABORATIVE, UH, AND, BUT PEOPLE WOULD PICK IT UP THEMSELVES, BUT BECAUSE THEY HAVE NO WAY NOW OUR STAFF ARE REQUIRED TO PACKAGE IT, ALL THE FOOD AND THEN DELIVER IT WHERE WE ARE NOT USING THE SHUTTLE ANY LONGER.

SO NOW WE'RE COORDINATING IT THROUGH OUR TAXI SERVICE AND WHEN IT COMES TO HOMELESS, BUT YOU KNOW, LIKE MARIE AT THE CHAMBER, REMEMBER WHEN YOU WERE HAVING ISSUES, UM, YOU KNOW, SITTING THERE TRYING TO DO WHAT THEY DID, YOU KNOW, DAVID TRIED TO DO, WE DID.

AND, UM, IT USUALLY ENDS UP LANDING IN OUR LAP.

SO THAT WAY WE CAN FOLLOW UP WITH CITY MET, AND THAT'S WHAT THIS PERSON WOULD HOPEFULLY IN THE FUTURE BE ABLE TO DO.

AGAIN, I DON'T EXPECT, ONCE WE TALK TO THE SUBCOMMITTEE, WE'LL GO WAY MORE INTO DETAIL TOO.

UM, BUT IT'S NOT LIKE WE EXPECT FUNDING BECAUSE WE DON'T WANT TO TAKE IT AWAY FROM GRAFFITI AND, UM, OR, OR ANYTHING ELSE.

UH, BECAUSE WE DO BELIEVE THAT MERCY HOUSE IS IN GREAT NEED AND LIKE, UH, FAIR HOUSING WILL BE IN, UM, IT USED TO BE IN ADMINISTRATION NOW IT'S IN, UM, COMMUNITY SERVICES.

SO WE KNOW THAT THE POT IS LIMITED.

UM, BUT YOU NEVER KNOW WHAT'LL HAPPEN IN THE FUTURE WHEN IT COMES TO, UH, THE GOVERNOR AND ANY OTHER COVID FUNDING THAT COMES AROUND.

UM, I WANTED TO MAKE SURE THAT WE HAD SOMETHING IN THE QUEUE AND THAT PEOPLE IDENTIFY THAT, UH, WE, WE NEED THE SERVICE, WE'RE ALREADY DOING IT AND WE NEED SOME HELP.

NOW, SOME OF THESE SERVICES HAVE COME ABOUT BECAUSE OF COVID.

UM, YEAH, I WOULD SAY WE ARE, EXCEPT FOR PARK MARKET.

WE WEREN'T DELIVERING IT BEFORE.

WE WERE JUST ADMITTED DURING THE PROGRAM AT THE COMMUNITY CENTER, PEOPLE WOULD WALK UP AND PICK UP THEIR OWN FOOD.

BUT OTHER THAN THAT, EVERYTHING ELSE WE'VE ALWAYS DONE OR HAVE BEEN DOING NOW MOST RECENTLY BECAUSE OF COVID NO, NO, ALL EVERYTHING, EXCEPT FOR THE DELIVERY OF FOOD FOR PARK AT MARKET, WE HAD ALREADY BEEN DOING CRCC, UH, THE FOOD GIVING PROGRAM THERE TOO, BECAUSE AS YOU KNOW, CRCC AND, UM, GARRY CENTER, WE'RE DOING TWO DIFFERENT PROGRAMS AND IT WAS, UM, NOT THE MOST ORGANIZED.

AND SO WE'RE JUST WORKING WITH THEM RIGHT NOW, UM, UH, WITH THE COLLABORATIVE TO MAKE SURE THAT THOSE PROGRAMS, UM, ARE DOING WHAT THERE ARE NEED TO BE DOING.

AND, UM, HOW DOES OLG COME INTO ALL OF THIS WITH THE COLLABORATIVE AND, UM, UH, BUT THEY'RE STILL RUNNING THEIR PROGRAM THERE, CORRECT? AT THE CHURCH, YO YEAH.

OH YEAH.

THEY HAVE A BIG FOOD GIVING PROGRAM THERE TOO, BUT, YOU KNOW, THANKFULLY THEY HAVE THEIR STAFF VOLUNTEER TO DO A LOT OF THINGS WITHIN, UM, THE CRCC AND THE COMMUNITY FOOD GIVING PROGRAM.

UM, THEY HAVE STAFF THAT HELP US WITH INDOOR AND OUTDOOR ACTIVITIES, AS WELL AS THEIR VOLUNTEERS WHO THEN ARE VETTED THROUGH THEIR PROGRAM.

AND WE DON'T HAVE TO, SO BASICALLY WITH CRCC, WE ARE THE SAFETY NET TO ENSURE THAT THE PROGRAMS CONTINUE TO EXIST.

UM, SO AS YOU KNOW, UM, DURING COVID, UH, IT'S ALMOST, UH, QUADRUPLED FOUR TIMES THE AMOUNT, UM, UM, SO THEN WE'LL PROVIDE STAFF, UH, WHEN THEY DON'T HAVE ENOUGH VOLUNTEERS, WHICH, YOU KNOW, GENERALLY THAT'S BEEN HAPPENING ON A REGULAR BASIS, AS WELL AS SAY, UM, MEALS ON WHEELS.

LAHABRA WE DON'T RUN THE PROGRAM AT ALL.

WE JUST HELP ADMINISTER IT.

YOU KNOW, WE HELP BY PROVIDING SPACE AND STAFF WHEN NEEDED, YOU KNOW, BUT CARMEN RUNS THE PROGRAM, BUT WE ARE THEIR SAFETY MAP THAT IF, AND WHEN THEY NEED SOMETHING, WE'RE THERE TO HELP THEM.

UM, AS WELL AS, UM, YOU KNOW, CONTACT, UH, UH, RECIPIENTS AND THINGS WHEN NEEDED TO, OKAY, KELLY, THIS IS MIRANDA.

WE DID, UM, FUND 30,000 OF THAT TOWARDS OUR, UM, BIG COMMUNITY EMPLOYMENT PROGRAM TO BE ABLE TO ASSIST THOSE THAT HAVE LOST THEIR JOBS SO THAT THEY WOULDN'T LOSE THEIR HOUSING.

AND WE THOUGHT IT WAS IMPORTANT.

SO WE DO REFER SOME OF THE APPLICANTS FROM OUR EMERGENCY RENTAL ASSISTANCE PROGRAM THAT THEY GO AND SEE AT AL SO THAT THEY COULD BE PLACED BECAUSE IT STARTS FROM THE, THEIR JOB AND THAT'S HOW SOMEBODY LOSES THEIR HOUSING.

SO WE DID MAKE THAT TIE BACK.

AND, UM, I THINK THAT WAS ALSO, UM, GREAT.

AND NOW WE'RE GOING TO TRY TO SEE IF WE CAN ASSIST WITH OTHERS CDBG CD MONEY.

SO WHY I LIKE HOW IT SAYS IT'S IMPORTANT TO PUT IT OUT SO THAT PEOPLE KIND OF THINK OF WHAT THEY'RE THINKING IN THE FUTURE AND IF THERE'S FUNDS AVAILABLE, THEN IT HELPS EVERYBODY.

THEY WERE FUNDED IN PREVIOUS YEARS, BUT THE MONEY IS TO MAKE SURE THOSE PROJECTS ARE COMPLETED IN THIS UPCOMING FISCAL YEAR.

I HAD A QUESTION ON THE COMMUNITY CENTER PARKING LOT AMOUNT REQUESTED.

SO THIS IS IN ADDITION TO THE MONEY THAT WAS APPROVED LAST YEAR.

IS THAT CORRECT? UM, HI, THIS IS MIRANDA.

SO YES, BUT THE PROJECTS ARE BEING BROKEN DOWN A LITTLE BIT DIFFERENTLY THAN WE ANTICIPATED.

WHEN WE CAME LAST YEAR, ENGINEERING HAS EXPERIENCED A, UM, A RECENT RUSH OF, UH, LOSS OF STAFF AND THEY HAVE ONE NEW STAFF MEMBER THAT IS CURRENTLY STARTING TO WORK ON PROJECTS.

SO WE'RE TAKING A TIERED APPROACH WITH SOME OF THE PROJECTS NOW WHERE WE'RE DOING, UM, EITHER PURCHASE DESIGN AND CONSTRUCTION AS DIFFERENT FISCAL YEARS.

AND WITH THAT, WE'VE HAD TWO PROJECTS THAT WE ARE DOING SUBSTANTIAL AMENDMENTS ON THAT WERE NOT INCLUDED IN THE ORIGINAL PROJECT.

AND ONE OF THEM WAS A SECURITY SYSTEM FOR THE SKATE PARK.

I MIGHT HAVE GOTTEN THAT INCORRECT KELLY.

IT'S LIKE A, I THINK IT'S LIKE A CAMERA SYSTEM OR SOMETHING LIKE THAT CAMERA.

YEAH, YEAH, YEAH.

SO THAT WAS A PROJECT THAT WASN'T ORIGINALLY INCLUDED AND THE FISCAL YEAR, 2020, 2021 ALLOCATIONS THAT WERE REVIEWED BY COMMISSION, BUT THAT WERE APPROVED THROUGH SUBSTANTIAL AMENDMENT WE'RE IN THE PROCESS OF GOING THROUGH AN ADDITIONAL SUBSTANTIAL AMENDMENT FOR FISCAL YEAR 20, 20, 2021.

UM, THERE WAS A NEW PROPERTY OWNER ON THE HARBOR BOULEVARD THAT IS INTERESTED IN MAKING HIS BUILDING, UM, UH, SUBDIVIDING THE PARCEL, THE BUILDING INTO FOUR DIFFERENT, UM, TENANT SPACES AND MODERNIZING IT TO MAKE IT MORE ATTRACTIVE TO, UH, BUSINESSES THAT ARE LOOKING FOR A COMMERCIAL SPACE TODAY IN ORDER TO HELP FACILITATE THAT, UH, PROJECT STAFF IS MEETING WITH

COUNCIL ON A MONDAY NIGHT IN CLOSED SESSION TO TRY TO PURSE, TO TRY TO PURCHASE THE BACK END OF HIS PARCEL AND TURN THAT INTO PARKING THAT WOULD HELP HIM COVER THE COST.

THEN WE'LL NEED TO DO THE, UM, TENANT IMPROVEMENTS TO THE BUILDING.

AND WHAT ALSO ALLOW US TO USE THAT SPACE TO HELP OFFSET REQUIRED PARKING FOR BUSINESSES WITHIN THAT GENERAL AREA, AND WOULD ALSO ALLOW THE CITY TO USE THAT SPACE, UM, AS THEY PLAN FUTURE EVENTS OR THE CITY IN ORDER TO MAKE IT ELIGIBLE UNDER CDBG, WITHOUT HAVING TO DO A SUBSTANTIAL AMOUNT OF DOCUMENTATION FOR A NUMBER OF YEARS, WITH THE BUSINESSES THAT WILL LOCATE THAT PARTICULAR SPACE.

WE ARE RECOMMENDING THAT, UM, WE DO IT AS A PUBLIC PARKING LOT BECAUSE IT'S IN A LOW INCOME CDC, CDBG CENSUS TRACT OUT THE QUALIFIES.

SO THERE WERE TWO SUBSTANTIAL AMENDMENTS THAT AFFECTED THE, THE BUDGETS FOR ALL OF THE PROJECTS THAT WERE APPROVED IN FISCAL YEAR 2020, BUT IT ACTUALLY WORKS FOR ENGINEERING BECAUSE IT ALLOWS THEM TO BREAK THEIR PROJECTS UP OVER TWO TO THREE YEARS WHERE THEY CAN FOCUS ON PURCHASE DESIGN AND CONSTRUCTION IN DIFFERENT YEARS.

AND THEN IT WILL ALSO HELP US MEET OUR DEADLINE WITH HUD FOR WHEN WE HAVE TO SPEND MONEY WITHOUT HAVING TO SIT ON MONEY FOR MULTIPLE YEARS WITHOUT ANY PROGRESS ON A PROJECT.

SO YOU'RE TALKING ABOUT THE ALDRIDGE IMPROVEMENT PROJECT, CORRECT? THAT'S THE NEW ONE.

SO THIS 196,000 ADDITIONAL IS NOT FOR THE COMMUNITY CENTER PARKING LOT.

IT'S FOR THE PARKING THAT WILL PARKING LOT ON ALDRIDGE, OR MAYBE I'M NOT COMPLETELY FOLLOWING.

SO THE 196,000 IS WHAT'S ULTIMATELY GOING TO BE THE FINAL APPROVED, UH, FUNDING AMOUNT FOR THE COMMUNITY CENTER OF A PARKING LOT, UH, FOR THIS FISCAL YEAR.

AND THAT'S GOING TO ALLOW THEM TO DEMOLISH THE EXISTING BUILDING TO DO ALL THE DEMO, AND THEY'RE GOING TO START DESIGN.

THEY ACTUALLY PLAN ON BRINGING A CONTRACT FOR DEMOLITION TO COUNCIL AND FEBRUARY.

UM, AND THEN AFTER THAT, THEY'LL START WORKING ON THE DESIGN OF THAT PARKING LOT.

SO WAS THE THREE 96 FROM LAST YEAR, NOT COMPLETELY USED.

UM, UM, IT HASN'T BECAUSE THEY HAVEN'T, THEY'RE STILL WORKING ON THE, UM, BACK FOR THE DEMOLITION AND THEN THAT'LL GO TO COUNCIL IN FEBRUARY.

SO THIS YEAR, WHEN WE, WHEN WE SAT DOWN AND TALKED TO ENGINEERING, WE ANTICIPATE THAT THEY'RE PROBABLY GOING TO NEED FOR THIS FISCAL YEAR 196,000, THE 65,000 THAT WE'RE PROPOSING FOR FISCAL YEAR 20.

AND, UM, FAMILY, FRIENDS, EVERYONE THAT CONTRIBUTED, WE WERE ABLE TO PURCHASE FOUR BRAND NEW BIKES AND EVERYTHING FOR, UH, THAT WERE ON THE WISHLIST FOR ALL THE FAMILY MEMBERS, MOMS, DADS, ROBE SHIRTS, PANTS, THE WORK.

AND, UM, WE DID A NICE BASKET OF GOODIES THAT WENT TO EACH OF THE FAMILIES.

AND SO WE GOT ALL DRESSED UP IN OUR CHRISTMAS GEAR AND WE WENT OVER, UM, AND DELIVERED TO THE TWO FAMILIES BEFORE CHRISTMAS.

AND THEY WERE JUST, THE LITTLE ONES WERE SO EXCITED THAT THEY GOT BRAND NEW BIKES.

AND, UM, IT WAS JUST A GOOD THING.
