Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the Regular Meeting of the City Council for Tuesday, January 19, 2021, will be conducted telephonically through Zoom and broadcast live on the City's website. Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chamber will not be open for the meeting. Councilmembers will be participating telephonically and will not be physically present in the Council Chamber.

In accordance with Executive Order N-25-20, guidance from the California Department of Public Health on gatherings, and in an effort to slow the spread of COVID-19 and to ensure the health and safety of our community, remote public participation can be done by:

        1.  Submitting an email to cc@lahabraca.gov or by calling (562) 383-4030 no later than 5:00 p.m. on Tuesday, January 19, 2021.  Please be aware that City Offices will be closed on Monday, January 18, 2021, in observance of Martin Luther King Jr. Day.
        
        2.  Viewing the meeting live on Channel 3 and through the City of La Habra website at http://www.lahabraca.gov/356/Archived-Council-Meetings, and click on "Watch Live" at 6:30 p.m.

        3. Participating via Zoom during the meeting on an audio only conference call by dialing 1-669-900-9128 and entering Meeting ID: 834 6576 6187, and when prompted type in the Passcode 022874. Please note, you will enter the meeting muted, but if you want to comment during the public comment portions of the agenda, press *9, at the appropriate time indicated by the Mayor during the meeting, and your call will be selected from the meeting cue. Before you Press *9, turn off other electronic devices and turn down background noise at your location to avoid interference with your call. Please note that speakers must limit their comments to three minutes each and that the total time period for public comment is 30 minutes.

Your patience with these changes is appreciated as the City adjusts to new ways of conducting business during the COVID- 19 pandemic.

General Public Comments shall be received at the beginning of the governing body meeting and limited to three (3) minutes per individual, with a total time limit of 30 minutes for all public comments, unless otherwise modified by the Mayor or Chair.  Speaking time may not be granted and/or loaned to another individual for purposes of extending available speaking time, and comments must be kept brief, non-repetitive, and professional in nature.

The general Public Comment portion of the meeting allows the public to address any item of City business not appearing on the scheduled agenda. Per Government Code Section 54954.3(a), such comments shall not be responded to by the governing body during the meeting.

That the City Council approve and authorize the City Manager to execute Restricted Project Grant Agreement No. 202107 with St. Jude Hospital for $87,000 to retain a grant writer to apply for early childhood grants, play equipment, consultant services, purchase of a walk-in freezer for Community Resources Care Center (CRCC), and graphics design services for the City's Whittier Boulevard preschool site.

APPROVE FIRST READING OF ORDINANCE NO. ______ ENTITLED: AN ORDINANCE OF THE CITY OF LA HABRA APPROVING ZONE CHANGE 20-03 AMENDING TITLE 18 ("ZONING") OF THE LA HABRA MUNICIPAL CODE (LHMC) BY ADDING CHAPTER 18.82 ("INCLUSIONARY HOUSING UNITS") AS PER EXHIBIT “A”

CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA):
The proposed amendments are exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA guidelines.

On January 21, 2014, the City Council certified Environmental Impact Report 13-01 associated with the La Habra General Plan 2035, the 2014-2021 Housing Element Update, and the La Habra Climate Action Plan (CAP).  The proposed action fulfills one of the stated goals of the La Habra General Plan 2035.  The goals and policies discussed within this report were analyzed as part of the approved EIR and therefore no additional CEQA review is required.  Any future improvement of potential development sites, subject to this proposal, will be required to be reviewed pursuant to the CEQA requirements at such time as development is considered.

APPROVE FIRST READING OF ORDINANCE NO. ______ ENTITLED:  AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA HABRA APPROVING ZONE CHANGE 20-05 FOR AMENDMENTS TO TITLE 18 ("ZONING"), CHAPTER 18.62 ("WIRELESS COMMUNICATIONS FACILITIES") TO THE LA HABRA MUNICIPAL CODE (LHMC), AS PER EXHIBIT “A”

CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA):
This project was reviewed pursuant to the guidelines of the California Environmental Quality Act (CEQA) and determined to be Categorically Exempt pursuant to Section 15303(c), Class 3: “New Construction or Conversion of Small Structures” of the CEQA Guidelines.  The project consists of the construction of a 10,000 square-foot commercial building not exceeding the maximum size permitted under the categorical exemption.
