UH, THIS EVENING'S PROJECT IS A FACADE IMPROVEMENT PROJECT THAT INCLUDES PARKING LOT IMPROVEMENTS TO AN EXISTING COMMERCIAL BUILDING.

THE SUBJECT PROPERTY IS LOCATED AT THE NORTHWEST CORNER OF HARBOR AND LAHABRA BOULEVARD.

IT'S AN EXISTING COMMERCIAL SHOPPING CENTER THAT CONTAINS FIVE PARCELS, EACH OWNED BY FIVE DIFFERENT PROPERTY OWNERS.

AND OVER THE YEARS, THE PLANNING COMMISSION HAS APPROVED FACADE IMPROVEMENT PROJECTS.

UH, FOR EXAMPLE, THE HARBOR FREIGHT BUILDING THE UNITED FITNESS WITH THE HEART DANCE STUDIO, THE DEVELOPMENT OF THE DRIVE-THRU STARBUCKS AND THE DEVELOPMENT OF THE PAD BUILDING ADJACENT TO THE STARBUCKS.

ALL THE PREVIOUS PROJECTS WERE DESIGNED AND APPROVED TO COMPLY WITH THE LAHABRA BOULEVARD, SPECIFIC PLANS, ARCHITECTURAL REQUIREMENTS.

THEY, THEY ALL PRESENT A UNIFORM APPEARANCE.

THE PROJECT FOR THIS EVENING'S CONSIDERATION IS THE BUILDING LOCATED ON THE PARCEL AT THE EASTERLY END OF THE CENTER.

AND THE SUBJECT PARCEL IS IMPROVED WITH A 9,900 SQUARE FOOT COMMERCIAL BUILDING THAT CURRENTLY CONTAINS SIX SUITES.

THE EXISTING BUILDING WAS ORIGINALLY CONSTRUCTED IN 1979.

AND THE CURRENT LIST OF TENANTS INCLUDE ARTHUR'S COFFEE SHOP LOCATED AT THE NORTHERLY END OF THE BUILDING, A HAIR AND NAIL SALON, A TOBACCO STORE CHIROPRACTIC OFFICE AND A DENTAL

OFFICE.

THE PROPOSED PROJECT INCLUDES A FACADE REMODEL AND THE FACADE IN RA REMODEL INCLUDES THE ADDITION OF TOWER ELEMENTS ALONG THE WESTERLY BUILDING FACE THAT WILL BREAK UP THE LINEAR APPEARANCE OF THE BUILDING PROJECT ALSO INCLUDES PARAPET WALLS TO SCREEN THE ROOFTOP EQUIPMENT AS REQUIRED BY THE ZONING CODE.

THE FACADE ALSO INCLUDES THE INSTALLATION OF FABRIC AWNINGS, THE TOWER ELEMENTS, UH, MATERIALS AND COLORS THAT ARE ALSO FOUND ON THE FOUR COMMERCIAL BUILDINGS WITHIN THE CENTER TO CREATE AN ARCHITECTURAL CONSISTENCY AMONGST THE BUILDINGS.

PARKING LOT IMPROVEMENTS INCLUDE THE REMOVAL OF THE TRASH ENCLOSURE.

THAT'S LOCATED NEAR THE HARBOR BOULEVARD AND UPGRADING THE EXISTING TRASH ENCLOSURE LOCATED ALONG THE NORTH PROPERTY LINE.

ON-SITE IMPROVEMENTS INCLUDE ENLARGING THE LANDSCAPE PLANNER.

THAT'S LOCATED ALONG THE HARBOR BOULEVARD TO CREATE A 20 FOOT WIDE DRIVE-THROUGH AS REQUIRED BY CODE.

UH, THIS NOT ONLY IMPROVES ONSITE CIRCULATION AND PUBLIC SAFETY.

UM, IT ALSO PROVIDES ADDITIONAL ONSITE LANDSCAPING.

THE MONUMENT SIGN IS ALSO GOING TO BE RELOCATED FURTHER NORTH TO PROVIDE A IMPROVED LINE OF SIGHT FOR VEHICLES EXITING THE PROPERTY.

THE PROPERTY IS CURRENTLY IMPROVED, DOES NOT COMPLY WITH THE SIDE YARD SETBACK.

AND THIS IS SPECIFICALLY ALL ALONG THE EASTERN PROPERTY LINE.

THESE ONLY CUTTER REQUIRES A 10 FOOT SEPARATION.

HOWEVER, THE BUILDING HAS BUILT ONLY PROVIDES FIVE FEET.

IN ADDITION, THE PROPERTY DOESN'T PROVIDE SUFFICIENT ONSITE LANDSCAPING WITHIN THE PARKING LOT.

THE ZONING CODE REQUIRES 7%, UM, AND THE PROJECT ONLY PROVIDES 2%.

THESE TWO ITEMS ARE PRE-EXISTING NON-PERFORMING THAT CAN BE ADDRESSED VIA THE SPECIFIC PLANS, UM, CODE SECTION THAT AUTHORIZES THE PLANNING COMMISSION TO CRAN DEVIATIONS FROM PRESCRIBED DEVELOPMENT STANDARDS TO PARCELS, WHICH BASED ON THE NATURE OF THEIR SIZE LOCATION, TOPOGRAPHY OR CONFIGURATION REQUIRE OVERALL PLANNING DESIGN IN ORDER TO ACHIEVE THE GOALS AND OBJECTIVES OBJECTIVES OF THE SPECIFIC PLAN.

IN THIS CASE, THESE ARE PREEXISTING, UH, NON-PERFORMING ISSUES.

UM, IT'S NOT FEASIBLE TO REMOVE A PORTION OF THE BUILDING TO COMPLY WITH THE SIDE YARD SETBACK AND BASED ON THE EXISTING PARKING LOT LAYOUT.

THERE ISN'T SUFFICIENT SPACE TO ADD ADDITIONAL ONSITE LANDSCAPING.

SO STAFF IS RECOMMENDING THAT THOSE TWO ITEMS BE WAIVED AS PART OF A PROJECT, UM, PARKING ONSITE PARKING.

IT IS ADDRESSED VIA A ZONE VARIANCE, WHICH WAS APPROVED REDUCING ONSITE PARKING FOR THIS PARCEL FROM 57 SPACES TO 34 SPACES.

UM, IN ADDITION, THERE IS A PARKING AGREEMENT BETWEEN ALL FIVE PARCELS THAT AUTHORIZES INGRESS AND EGRESS AS WELL AS PARKING.

OKAY.

UM, SO ALL THE FIVE PARCELS ALLOW PARKING TO BE, UH, ON DGC PARCELS AS WELL.

LASTLY, THE PROJECT INCLUDES A ONE-FOOT ENCROACHMENT ALONG LAMAR BOULEVARD.

UH, THE ZONING CODE REQUIRES, UH, PROJECTIONS, UM, UP TO ONE POINT THAT DON'T INVOLVE ANY USABLE FLOOR AREA.

THIS PROJECT INCLUDES A PROJECTION OF THE TOWER ELEMENT OR THE PI LASKER'S ENCROACHING INTO THE FRONT STEP BACK BY ONE FOOT.

UM, THIS FEATURE DOES NOT ADD ANY USABLE FLOOR AREA TO THE BUILDING AND IT'S JUST AN ARCHITECTURAL PROJECTION.

UM, THE SPECIFIC PLAN ALLOWS ARCHITECTURAL PROJECTIONS WITHIN THE FRONT SETBACK OF NO MORE THAN 36 INCHES.

SO THIS IS WITHIN ACCEPTABLE LIMITS.

OKAY.

AND THE FACADE DESIGN, AS PREVIOUSLY MENTIONED, UH, THE COLORS MATERIALS, THEY'RE ALL IN COMPLIANCE WITH THE LAW BOULEVARD, SPECIFIC PLAN DESIGN GUIDELINES.

THESE WERE THE SAME GUIDELINES THAT WERE USED TO REVIEW THE OTHER BUILDINGS LOCATED WITHIN THE CENTER.

THEY'RE DESIGNED TO PROVIDE APPLICANTS WITH OPTIONS IN ACHIEVING THE EARLY CALIFORNIA SPANISH STYLE ARCHITECTURE.

UM, THE PROPOSED FACADE COMPLIES WITH THOSE GUIDELINES, WITH THE USE OF EXTERIOR STUCCO, THE CERAMIC TILE, THE CLOTH AWNINGS, THE ARCHES INCORPORATE INTO THE DESIGN AND THE EARTH TONE COLORS WITH THE DECORATIVE WROUGHT IRON ACCENTS.

ALL THESE FEATURES ARE FOUND ON THE OTHER BUILDINGS LOCATED WITHIN THE CENTER.

SO THIS DESIGN IS CONSISTENT WITH THE OTHER COMMERCIAL BUILDINGS WITHIN THE CENTER.

SINCE THE REQUIRED FINDINGS CAN BE MADE.

IS RECOMMENDING THE APPROVAL OF DESIGNER VIEW 20 DASH ZERO THREE, AND I WILL STOP SHARING MY SCREEN HERE.

UM, I WOULD LIKE TO POINT OUT THAT I DID RECEIVE TWO EMAILS, UH, REGARDING THE PROJECT, UM, WITH CONCERNS BASED ON THE DESIGN.

AND I WOULD JUST LIKE TO TAKE A, A MOMENT TO GO THROUGH TO, UM, THESE CONCERNS AND PROVIDE, UH, A BRIEF RESPONSE.

THE LETTER IS FROM MR. BRIAN FAST, AND THE BULLET POINTS OUTLINE PUBLIC SAFETY ELIMINATION OF VISIBLE SIGNAGE, DETAILED PLANS FOR PARKING REAR BUILDING DRAINAGE, TRASH CONTAINERS, AND ENCLOSURES AND NEW PAIR OF PAINT ROOFLINE AND POP-UP, UH, FACADES EXPOSED RESTAURANT AND PLUMBING EQUIPMENT.

SO, UH, BRIEFLY THE CONCERN REGARDING PUBLIC SAFETY, UM, THE OUTLINE INCLUDES A 25 FOOT DRIVE AISLE THAT IS, UH, IN ACCORDANCE TO MR. FAST NON-COMPLIANCE.

UM, I WOULD LIKE TO POINT THAT THE 25 FOOT DIMENSION IS A CODE REQUIREMENT FOR 90 DEGREE PARKING STALLS.

SO AS DESIGNED, IT ACTUALLY DOES COMPLY WITH CODE.

UM, THE SECOND BULLET POINT IS REGARDING ACCIDENTS AND CLOSE CALLS.

UM, PLANNING STAFF WAS IN CONTACT WITH THE POLICE DEPARTMENT IN WHICH THEY PROVIDED A MEMO THAT AS DESIGNED IT, UH, DID NOT CALL FOR ANY MODIFICATIONS OR ADDITIONS TO ADDRESS ANY SAFETY CONCERNS AS QUOTED IN THE LETTER.

UH, THE THIRD POINT IS, UM, REDUCING LINE OF SIGHT WITH THE PILLARS OR IN THIS CASE, THE ARCHITECTURAL ELEMENTS, UM, THERE BASED ON THE SITE DESIGN, THERE'S ABOUT 93 FEET OF DISTANCE FROM BOULEVARD TO THE FIRST PROJECTION, PROVIDING SUFFICIENT SPACE FOR PERSONS TO BE ABLE TO SEE ONCOMING TRAFFIC.

IN ADDITION, ON THE, UH, SITE PLAN, IF YOU NOTICE IT CALLS OUT FOR STOP SIGNS ALONG THE TWO, UM, IT WOULD BE THE STRIPED AREAS FOR THE ACCESSIBLE SPACES.

IT PROVIDES FOUR STOP SIGNS AT BOTH ENDS, MEANING VEHICLES WOULD HAVE TO STOP BEFORE MOVING FORWARD, UH, TO BE ABLE TO PROVIDE A PROTECTED WALK WAY FOR PEDESTRIANS.

SO THIS IS SOMETHING THAT DOESN'T EXIST NOW THAT IS BEING ADDED TO THE PROPERTY TO BE ABLE TO, TO, UM, PROVIDE FOR PUBLIC SAFETY AND FOR PERSONS TO BE ABLE TO WALK ON A PROTECTED, UM, AT THE TRIBAL WITH VEHICLES HAVING TO STOP BEFORE MOVING FORWARD.

THE BULLET POINT REGARDING THE ELIMINATION OF VISIBLE SIGNAGE, UM, THE PROPERTY DOES INCLUDE A CONDITION OF APPROVAL THAT REQUIRES A MASTER ASSIGNED PROGRAM.

THE MASTER SIGNED PROGRAM IS GOING TO PROVIDE THE PROPERTY UNDER SOME FLEXIBILITY.

SO I THINK MR. FASTS CONCERNS THAT THE REDUCTION OF THAT PARAPET BY FOUR FEET WILL EXPOSE THE ROOFTOP EQUIPMENT FROM OUR PERSPECTIVE, UM, THE DEVELOPERS HIRED PROFESSIONAL ARCHITECTURAL FIRMS TO DESIGN A FACADE IMPROVEMENT WITH THE STANDARD OF SCREENING ROOFTOP EQUIPMENT IN MIND.

UM, AS WE GO THROUGH PLAN CHECK, WE ASK FOR ADDITIONAL CONSTRUCTION DRAWINGS DURING THAT PHASE TO ENSURE THAT THAT CONDITION IS MET.

UM, AND WE'LL ASK FOR THOSE DETAILS.

AND IF, UH, WE DO NOT FEEL THAT THE MECHANICAL EQUIPMENT IS SCREENED, UH, WE WILL ASK DURING FINE CHECK TO RAISE THE PARAPET, UM, IF THE PROPERTY OWNER AND THE ARCHITECT, UH, FIGHT THAT COMMENT, UM, DURING THE CONSTRUCTION INSPECTION PHASE, IF WE GO OUT THERE AND WE WALK AROUND THE PROPERTY AND WE SEE THE ROOFTOP EQUIPMENT, UH, WE'LL ISSUE A STOP WORK ORDER, AND WE'LL GO BACK TO THE DEVELOPER AND SAY, WE STILL SEE RICK POP EQUIPMENT, UH, RAISE THE PARAPET.
