Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the Regular Meeting of the City Council for Tuesday, February 16, 2021, will be conducted telephonically through Zoom and broadcast live on the City's website.

Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chamber will not be open for the meeting.  Councilmembers will be participating telephonically and will not be physically present in the Council Chamber.  In accordance with Executive Order N-25-20, guidance from the California Department of Public Health on gatherings, and in an effort to slow the spread of COVID-19 and to ensure the health and safety of our community, remote public participation can be done by:      

1.  Submitting an email to cc@lahabraca.gov or by calling (562) 383-4030 no later than 5:00 p.m. on Tuesday, February 16, 2021.             

2. Participating via Zoom during the meeting on an audio only conference call by dialing 1-669-900-9128 and entering Meeting ID: 849 5767 3813, and when prompted type in the Passcode 257212. Please note, you will enter the meeting muted, but if you want to comment during the public comment portions of the agenda, press *9, at the appropriate time indicated by the Mayor during the meeting, and your call will be selected from the meeting cue. Before you Press *9, turn off other electronic devices and turn down background noise at your location to avoid interference with your call. Please note that speakers must limit their comments to three minutes each and that the total time period for public comment is 30 minutes.Your patience with these changes is appreciated as the City adjusts to new ways of conducting business during the COVID- 19 pandemic.

General Public Comments shall be received at the beginning of the governing body meeting and limited to three (3) minutes per individual, with a total time limit of 30 minutes for all public comments, unless otherwise modified by the Mayor or Chair.  Speaking time may not be granted and/or loaned to another individual for purposes of extending available speaking time, and comments must be kept brief, non-repetitive, and professional in nature.

The general Public Comment portion of the meeting allows the public to address any item of City business not appearing on the scheduled agenda. Per Government Code Section 54954.3(a), such comments shall not be responded to by the governing body during the meeting.

That the City Council:

A.  Approve and authorize the City Manager to enter into an agreement with AGA Engineers, Inc., of Fullerton, California, in the amount of $658,425 to provide professional engineering services for the Lambert Road Corridor Regional Traffic Signal Synchronization Project; and

B.  Authorize staff to issue a purchase order to AGA Engineers, Inc., of Fullerton, California, in the amount of $691,346 that includes a five percent (5%) contingency.
 
9.   AWARD A CONTRACT TO BAKER ELECTRIC, INC., FOR THE CONSTRUCTION OF HARBOR BOULEVARD AND ARBOLITA DRIVE TRAFFIC SIGNAL MODIFICATION, CITY PROJECT NO. 1-TC-20 Click to View
 
 
That the City Council:

A. Approve Plans and Specifications for the construction of Harbor Boulevard and Arbolita Drive Traffic Signal Modifications, City Project No. 1-TC-20; and

B. Award a construction contract for the construction of Harbor Boulevard and Arbolita Drive Traffic Signal Modifications to Baker Electric, Inc., of Escondido, California, in the amount of $253,562 and reject all other bids; and

C. Authorize the City Manager to execute an agreement with Baker Electric, Inc., of Escondido, California, in the amount of $253,562 and authorize staff to issue a purchase order to Baker Electric, Inc., of Escondido, California, in the amount of $278,918, which includes a ten percent contingency; and

D. Appropriate an additional $8,190 from the Gas Tax funds to provide sufficient funding to complete this project.

That the City Council:

A.  Waive formal bid procedures per La Habra Municipal Code Section 4.20.050 (C) and utilize the cooperative purchase provision of the contract awarded by Sourcewell, also known as National Joint Powers Alliance (NJPA) master vehicle contract #120716-NAF, for the purchase of six new 2021 Ford Police Interceptor utility vehicles to replace existing vehicles; and

B.  Authorize City Manager to issue a purchase order in the amount of $234,263 from the Fleet Replacement Fund to Wondries Fleet Group, Alhambra, California, for the purchase of six new 2021 Ford Police Interceptor utility vehicles.

B.  Authorize the City Manager, or his/her designee, to approve or deny requests from third parties who request official use the City seal and/or logo.

That the City Council:

A.  Approve a Purchase and Sales Agreement between the City of La Habra and Vishnu A. Patel and Rita V. Patel, Trustees, of the Patel Family Trust dated May 31, 2007, for the purchase of property located at 222 South Euclid Street (Assessor’s Parcel Number 022-174-08) in the amount of $205,000; and

B.  Approve the appropriation of $210,000 from General Fund land acquisition reserves to fund the Purchase and Sales Agreement between the City of La Habra and Vishnu A. Patel and Rita V. Patel, Trustees, of the Patel Family Trust dated May 31, 2007 for the purchase of the subject property and related escrow fees; and

C.  Authorize the City Manager to sign all related documents for the purchase; and

D.  APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA APPROVING THE PURCHASE OF 222 SOUTH EUCLID STREET FROM VISHNU A. PATEL AND RITA V. PATEL, TRUSTEES, UNDER THE PATEL FAMILY TRUST DATED MAY 31, 2007.

The project was reviewed pursuant to California Environmental Quality Act (CEQA) and determined to be Categorically Exempt pursuant to Section 1506(b)(3) "Review of Exemption of the California Environmental Quality Act Guidelines," because the purchase of the Property will have no significant effect on the environment.  Further environmental review will be conducted before the start of any construction.
