THE INVOCATION WILL BE GIVEN BY THE CITY ATTORNEY RICHARD JONES FOLLOWED BY THE PLEDGE OF ALLEGIANCE LED BY MAYOR PRO TEM MEDRANO.

AS WE CELEBRATE THE SEASON OF SEASON, WE'RE GRATEFUL FOR THE MANY BLESSINGS IN OUR LIVES.

WE'RE GRATEFUL FOR THE FIVE MEN AND WOMEN OF THIS COMMUNITY THAT SUPPORT SERVICE THROUGH PUBLIC SAFETY AND THROUGH OUR PUBLIC WORKS YARDS TO THE MANY PEOPLE IN CITY HALL, WE'RE GRATEFUL FOR OUR CITY COUNCIL, THE FIVE PEOPLE THAT THEY ARE AND THE WISDOM AND INSIGHT THEY OFFER AS THEY DECIDE THAT, WHICH IS BEST FOR ALL THE HOVER.

WE'RE GRATEFUL FOR THE MANY PEOPLE IN THE MEDICAL COMMUNITY WHO HAVE SERVED AS A SERVICE AND PROTECTED US DURING THIS COVID TIME.

AND I BELIEVE WE HAVE, I'D LIKE TO INVITE LIZETTE MONTEZ FROM THE FAIR HOUSING FOUNDATION TO THE PODIUM TO ACCEPT THE PROCLAMATION.

AND WE JUST WANT TO SAY THANK YOU AND SHOW, UH, SHOW OUR APPRECIATION FOR ALLOWING US TO THANK THE CITY FOR, UM, YOU KNOW, CELEBRATING AND JOINING US TO CELEBRATE FOR OUR HOUSING MONTH, AS WELL AS ACKNOWLEDGING ITS IMPORTANT.

THEIR PROCLAMATION IS FOR A NATIONAL SAFETY PUBLIC TELECOMMUNICATIONS WEEK IN THE CITY OF LA BARBARA.

AND I BELIEVE, UM, OH, NOT THE POLICE CHIEF, BUT OKAY.

THEY WILL NOT BE AT THE PODIUM, BUT, UH, GO, DO WE HAVE THE PROCLAMATION THERE? YES.

AND IF YOU COULD SAY A FEW WORDS, YES MA'AM THANK YOU.

OUR DISPATCHERS ARE OFTEN WORKING BEHIND THE SCENES.

HOWEVER, WITH OVER 39,000 CALLS FOR SERVICE, THEY'RE THE FIRST ONES MAKING CONTACT.

WHEN ANYONE CALLS FOR HELP, THEIR ABILITY TO DECIPHER FRANTIC CALLS, TO BE A CALMING VOICE DURING A TIME OF NEED, MAKE ALL OF OUR JOBS AT THE PD, EASIER, THEIR TECHNICAL SKILL AND ABILITY TO MULTITASK ALLOWS OUR OFFICERS TO RIDE QUICKLY AND SAFELY.

THE ANIMAL CONTROL UNIT WORKS CLOSELY WITH OUR COMMUNITY TO ASSIST THEM WITH EVERYTHING FROM LOST DOG, LOST CATCH TO INJURED ANIMALS OR ONES THAT JUST NEED A HOME.

OUR STAFF WORKS HARD TO BE A CONDUIT OF INTER INFORMATION AND RESOURCES TO THE MINI ANIMAL OWNERS OF LAHABRA OR ONES JUST SEEKING HELP.

OUR ANIMAL CONTROL UNIT IS WORTHY OF THIS RECOGNITION FOR THEIR GREAT WORK THEY PROVIDE TO OUR COMMUNITY ON A DAILY BASIS.

A PROCLAMATION FOR DMV DONATE LIFE MONTH IN THE CITY OF LA HARBOR.

AND I BELIEVE WE HAVE THE ONE LEGACY AMBASSADOR, BOBBY HEM, HAM FELLED TO THE PODIUM TO ACCEPT THE PROCLAMATION.

I APPRECIATE YOU, UH, ALLOWING ME TO BE HERE AND YOUR SUPPORTIVE DONATE LIFE MONTH, WHICH OCCURS EVERY APRIL, AS YOU SAID, MY NAME IS BOBBY HANFIELD AND I'M WA ONE LEGACY AMBASSADOR.

UH, ONE LEGACY IS THE ORGAN PROCUREMENT ORGANIZATION THAT, UH, REPRESENTS THE GREATER LOS ANGELES AREA SEVEN COUNTIES, UH, AND WE'RE DEDICATED TO SAVING THE LIVES OF PEOPLE THROUGH THE CAUSE OF OREGON EYE AND TISSUE DONATION.

UM, MY PERSONAL CONNECTION TO ONE LEGACY IS THROUGH, UM, MY SON, ERIC.

UH, HE WAS ALWAYS VERY GIVING SPIRIT AND THE OLDER HE GOT, THE MORE COMMITTED HE WAS TO GIVING BACK TO THE WORLD.

UM, DONATION WAS ALWAYS A CAUSE IT WAS VERY IMPORTANT TO HIM AND, UM, SO MUCH SO THAT, UM, AT THE AGE OF 33, HE TRIED TO BECOME, UM, A LIVING DONOR OF A KIDNEY TO A COMPLETE STRANGER.

HE WENT THROUGH ALL THE VERY EXHAUSTIVE MEDICAL, PSYCHOLOGICAL TESTS.

AND IN THE END THEY DECIDED THAT THERE WAS AN EXCESSIVE AMOUNT OF A CERTAIN KIND OF PROTEIN THAT HE HAD IN HIS BODY.

THEY THOUGHT HE WOULD NEED HIS EXTRA KIDNEY.

SO THEY DENIED HIS ABILITY TO, TO DONATE.

HE WAS, UM, EXTREMELY DISAPPOINTED BECAUSE IT WAS SUCH AN IMPORTANT CAUSE FOR HIM.

UH, HE DIDN'T KNOW AT THE TIME, BUT TWO YEARS LATER HE WOULD BE TRAGICALLY KILLED IN AN ACCIDENT.

UM, DUE TO THE NATURE OF THE WAY THE ACCIDENT HAPPENED, UH, THEY COULD NOT USE, UM, ANY OF HIS ORGANS.

UH, IT'S A LITTLE KNOWN FACT THAT ONLY ONE IN 200 DEATHS, A RESULT IN MEDICALLY ELIGIBLE ORGANS TO BE DONATED.

SO HIS WAS ONE OF THOSE CASES THAT HIS ORGANS COULD NOT BE USED, BUT THEY WERE ABLE TO RECOVER HIS, UH, HEART VALVES AND USE THOSE.

UM, AGAIN, HE WOULD HAVE BEEN EXTREMELY DISAPPOINTED BECAUSE HE WOULD HAVE WANTED EVERY SQUARE INCH OF HIS BODY TO BE ABLE TO BE USED TO HELP SOMEBODY ELSE.

SO, UM, IN HIS PLACE, I, UM, I HAVE DECIDED TO BECOME A ONE LEGACY AMBASSADOR TO BE IN HIS VOICE AND TO HONOR HIS LEGACY BY SPREADING THE WORD OF ORGAN I AND TISSUE DONATION.

UM, EVERY DAY, UH, 20 PEOPLE LOSE THEIR LIFE BECAUSE THEY'RE WAITING FOR AN ORGAN TRANSPLANT.

THERE ARE OVER 114,000 PEOPLE IN THE COUNTRY THAT ARE WAITING FOR THIS, UH, LIFE-SAVING TRANSPLANT.

AND, UH, IT'S EVERY 10 MINUTES THAT, THAT, UM, SOMEBODY IS DYING FROM, UM, FROM WAITING FOR, FOR, FOR SOMEBODY TO BE DONATING A ONE, ONE ORGAN CAN, ONE ORGAN DONOR CAN SAVE UP TO EIGHT LIVES.

AND AS I MENTIONED, IT'S A RARE OCCASION WHERE SOMEBODY IS MEDICALLY ELIGIBLE TO BE AN ORGAN DONOR, BUT TISSUE DONATION, LIKE MY SONS CAN SAVE OR CAN ENHANCE UP TO 75 LIVES.

SO TISSUE DONATION WOULD BE, AS I SAID, MY, IN MY SON'S CASE, A HEART VALVES, IT COULD BE TENDONS, CARTILAGE, BONE, UH, SO MANY DIFFERENT PARTS, AND THAT CAN ENHANCE OVER 75 LIVES.

AND, UH, ONE CORNEA DONOR CAN ENHANCE, UH, THE SIGHT OF TWO PEOPLE.

SO THERE ARE MANY REASONS TO BECOME A DONOR.

UM, IF YOU HAVE NOT SIGNED UP YET TO BE A DONOR, YOU CAN ALWAYS DO THAT AT YOUR LOCAL DMV, OR YOU CAN GO TO WWW DOT, UH, DONATE LIFE, CALIFORNIA.ORG.

UH, RECOGNITION IS WE HAVE FOR THE CHIEF, WHICH HE WILL BE COMING UP TO THE PODIUM, UM, FOR HIS SERVICE WITH THE CITY OF LA BARBARA.

AND I BELIEVE WE HAVE, UM, ANY KIND OF RECOGNITION.

I DO HAVE ONE THAT WAS SENT A LITTLE LATE, AND IT IS FROM REPRESENTATIVE SENATOR JOSH NEWMAN, A SENIOR DISTRICT REPRESENTATIVE HAD SENT THIS TO US AND IT SAID, SENATOR, JOSH NEWMAN TAKES IMMENSE PLEASURE IN RECOGNIZING AND THANKING POLICE, CHIEF JERRY PRICE FOR THE LA HARBOR POLICE DEPARTMENT FOR PROVIDING THE HIGHEST LEVEL OF SERVICE AND PROTECTION TO THE HARVARD COMMUNITY AND EXTENDS TO HIM SINCERE BEST WISHES FOR A REWARDING AND GRATIFYING RETIREMENT.

AND I KNOW OUR COMMUNITY FELT THAT GENUINELY FELT THAT AND, UH, ALL THE LEAVE EVENTS HAD HAPPENED MORE.

SO WITH YOU IN YOUR POSITION, THEN I HAD OTHER SCENE IN WITH OTHER POLICE CHIEFS.

SO, UM, WHILE I REALLY, REALLY MISS HAVING YOU LEAVE, UM, I KNOW THAT YOU DESERVE IT AND THAT YOU HAVE TO, YOU KNOW, HAVE ENJOY YOUR LIFE.

AND, UH, YOU KNOW, WHAT I ADMIRE ABOUT YOU MOST IS JUST YOUR LEADERSHIP AND YOU LOVE YOUR COUNTRY.

YOU BROUGHT BACK SO MANY EVENTS THAT HAD BEEN FALLEN BY THE WAYSIDE.

I THINK OF THE OPEN HOUSE, UM, THE COOL COPS EVENT, UH, THE BIKE PATROL PROGRAM, UH, THE CRIME IMPACT TEAM THAT YOU BROUGHT BACK THE COFFEE WITH A COP.

SO MANY ITEMS THAT YOU, YOU BROUGHT BACK AND YOU DIDN'T COME HERE JUST TO, TO, UH, GET A PAYCHECK.

YOU WERE SOMEBODY THAT WORKED PASSIONATELY WITH OUR NONPROFIT ORGANIZATIONS.

UM, THE, I THINK OF HPIC THAT PASSION YOU HAD FOR THOSE INDIVIDUALS OVER THERE.

I THINK OF, UH, THE MAYOR'S PRAYER BREAKFAST.

I GOT TO SERVE WITH YOU FOR MANY YEARS ON THAT COMMITTEE.

AND THAT'S WHERE I GOT TO KNOW MORE ABOUT WHERE YOU STAND IN YOUR FAITH.

AND YOU'RE VERY BOLD, UH, WITH THAT, AND JUST HAVE BEEN A LIGHT IN THIS COMMUNITY.

AND I TELL YOU, AS YOU WENT THROUGH THE RANKS AND I SAW YOU GO THROUGH EACH RANK, YOU, YOU KNOW, YOUR LEADERSHIP TECHNIQUES GREW AND GREW.

HE HAS BEEN RESPONSIBLE FOR THE MANAGEMENT OF MULTIPLE BUREAUS WITHIN THE DEPARTMENT OVER THE COURSE OF HIS CAREER, AS WELL AS SERVING AS A MEMBER OF THE NORTH ORANGE COUNTY, SWAT IT'S CRISIS NEGOTIATION TEAM AND HIS SWAT COMMANDER, WHILE SERVING AS POLICE CHIEF FOR THE LA HARBOR POLICE DEPARTMENT, JERRY HAS ACTIVELY DEVELOPED HIS STAFF TO SUCCEED IN LAW ENFORCEMENT AND HAS AGGRESSIVELY PURSUED THE RECRUITMENT OF TOP TIER PERSONNEL TO SERVE AS BOTH POLICE OFFICERS AND CIVILIAN PERSONNEL KNOWN FOR HIS DEDICATION TO STRONG CUSTOMER SERVICE.

AND I'VE HAD THE OPPORTUNITY TO GROW UP IN THE POLICE DEPARTMENT AND SEE THIS CITY EVOLVE.

AND A LOT OF IT IS CHANGED OVER THE 30 YEARS FROM SOME OF THE, YOU KNOW, VACANT BUSINESSES AND DRIVE INS AND SO FORTH.

THAT WAS AROUND IDAHO AND IMPERIAL BACK IN THE EARLY 1990S, THAT HAS ALL CHANGED.

AND THAT HAS BEEN THANKS TO THE WORK OF COUNCIL, THIS COUNCIL AND THE ONES BEFORE THAT HAD A LOT TO DO IN THE TRANSFORMATION OF THE CITY.

AND I THINK THE CITY IS MUCH BETTER OFF THESE DAYS AND IT WAS 30 YEARS AGO.
