THE STAFF REPORT THIS EVENING WILL BE PRESENTED BY PLANNING MANAGER, ROY GOOD EVENING COMMISSION.

SO THE PROJECT SITE IS LOCATED AT THE NORTHWEST CORNER OF WHITTIER AND IDAHO STREET.

AS PART OF THE NORTH GATE CENTER.

IT'S CURRENTLY OCCUPIED BY A VACANT BUILDING THAT WAS PREVIOUSLY OCCUPIED BY PETCO, UM, THE PROPERTY ZONED COMMERCIAL, AND IT HAS A LAND USE DESIGNATION OF HIGHWAY COMMERCIAL.

SO THIS PROJECT SITE IS APPROXIMATELY 0.8, SIX AND ACRES.

UH, THE NEW MEDICAL OFFICE BUILDING WILL BE TWO LEVELS OF 10,000 SQUARE FEET, EACH FLOOR APPROXIMATELY, OR THE 20,000 SQUARE FOOT BUILDING.

UH, THE BUSINESSES WILL BE OPEN MONDAY THROUGH SATURDAY AND WILL BE CLOSED ON SUNDAYS.

UH, THAT HOURS WILL GENERALLY BE BETWEEN EIGHT AND FIVE.

UM, THE TOTAL STAFF, INCLUDING PHYSICIANS, UH, WOULD TYPICALLY NUMBER IN THE LOW FORTIES, THE DISCRETIONARY ACTIONS BEFORE YOU THIS EVENING, TONIGHT ARE THE DESIGN REVIEW, UM, FOR THE ARCHITECTURAL DESIGN OF THE PROJECT, UM, A CONDITIONAL USE PERMIT FOR THE CONSIDERATION OF SHARED PARKING WITHIN THE CENTER AND THE SEQUEL, UH, ACTION TONIGHT WOULD BE A CLASS 32 INFILL EXEMPTION.

SO WHEN WE LOOK A DESIGN REVIEW, UM, PER CODE, WHAT WE'RE, WE'RE LOOKING AT TWO DIFFERENT THINGS.

WE'RE LOOKING AT ARCHITECTURE REALLY, UM, AS THE PROPOSED BUILDING COMPATIBLE WITH WHAT'S GOING ON THE SAME SITE AND IN THE VICINITY AROUND IT.

AND DOES IT MEET OUR DEVELOPMENT STANDARDS IN TERMS OF, UM, PROVIDING THE CORRECT SETBACKS AND PARKING, UM, AND LANDSCAPING, ET CETERA.

SO IN THIS PARTICULAR CASE, UM, YOU CAN SEE AS DEPICTED ON THIS SLIDE, THE BUILDING IS A, UH, EXCELLENT ARCHITECTURAL MATCHED WITH THE REST OF THE CENTER.

UM, IT COMPLIES WITH ALL THE APPLE GOAL DEVELOPMENT STANDARDS, WITH THE EXCEPTION OF FLOOR AREA RATIO AND PARKING IN TERMS OF THAT AS A STANDALONE PARCEL, IT, IT CANNOT PARK ITSELF.

SO I'LL GO INTO A BIT MORE DETAIL ON THOSE TWO ITEMS ON AS WE MOVE FORWARD.

SO AS YOU CAN SEE HERE ON THE SITE, AS I INDICATED, THIS PARTICULAR PROJECT IS LOCATED AT THE CORNER OF IDAHO AND WHITTIER BOULEVARD.

UM, AND YOU CAN SEE BY

THE BLOW UP HERE, IT DEPICTS THAT IT, IT MEETS OUR SETBACK STANDARD.

UM, AS YOU'RE ALL AWARE, RIGHT? THE CURRENT BUILDING THAT'S OUT THERE IS BUILT RIGHT UP TO THE SIDEWALK ON BOTH SIDES.

UM, SO TH THE NEW BUILDING WILL BE, UM, SETBACK, WHICH WILL HELP WITH, UH, VISIBILITY OF PEDESTRIANS AND TRAFFIC AT THE CORNER OVER OVER THE CURRENT CONDITION.

SO WHEN WE TALK ABOUT FLOOR AREA RATIO, THAT THAT'S A METRIC USED TO DETERMINE THE INTENSITY DEVELOPMENT FLOOR AREA RATIOS ARE APPLIED THROUGH THE GENERAL PLAN CITYWIDE AND ARE BASED ON THE PREMISE OF HOW MUCH TOTAL BUILDING SPACE COULD BE BUILT IN THE CITY AND STILL BE SUPPORTED BY OUR INFRASTRUCTURE.

BASED ON THOSE STUDIES DONE AS PART OF THE GENERAL PLAN, A FLOOR AREA RATIOS WERE ESTABLISHED FOR EACH OF THE INDIVIDUAL COMMERCIAL INDUSTRIAL PROPERTIES.

SO IN THIS PARTICULAR CASE, THE PARCEL AS IT EXISTS DOES NOT COMPLY WITH THAT REQUIREMENT OF THE AMOUNT OF FLOOR AREA IN RELATIONSHIP TO THE PERCENTAGE OF A LOT TO ACHIEVE COMPLIANCE.

THEY'RE PROPOSING TO THROW A LEGAL AGREEMENT TO TIE THAT THIS LOT WITH THE LOT IMMEDIATELY NORTH OF IT TOGETHER IN PERPETUITY, WHICH MAKES THE LOT SIZE NOW MATCH THE SIZE APPROPRIATE FOR WHAT OUR FLOOR, OUR RATIO REQUIREMENT WOULD BE.

SO WITH THAT, BY DOING THIS, THEY CAN, THAT MEANS THEY CAN'T BUILD A STRUCTURE ON THIS LOT WITH INSIDE THE RED BOX.

THAT THAT'S WHAT THE AGREEMENT, UM, KEEPS IN PLACE.

THEY CAN USE IT FOR PARKING AND CIRCULATION AND A NUMBER OF OTHER THINGS, UH, BUT THEY COULD NEVER BUILD A BUILDING THERE.

THIS IS D THESE ARE REALLY HARD TO SEE AT THIS SCALE, BUT THIS IS JUST SHOWS THE LAYOUT OF THE TWO FLOOR PLANS, UM, TYPICAL MEDICAL OFFICE BUILDING.

UM, AND AGAIN, HERE'S THE ELEVATIONS OF THE BUILDING ALL THE WAY AROUND.

UM, SO YOU CAN SEE IT HAS THE, UH, THE MATCHING ARCHITECTURAL MATERIALS AND COLORS THAT MATCH THE REST OF THE BUILDINGS IN THE CENTER.

AND HERE'S THE CONCEPTUAL LANDSCAPE PLAN SHOWING THE PALETTE OF THE LANDSCAPING MATERIALS, UM, AND SHOWING THAT IT WILL BE COMPATIBLE AND MATCHING WITH THE, WITH THE REST OF THE CENTER.

SO EVERYTHING BLENDS IN AS A SEAMLESS DEVELOPMENT.

SO FOR NOW, ISN'T IN REGARDS TO PARKING.

SO THAT SITE, EVEN WITH THE LOT THAI AGREEMENT CANNOT SUPPORT THE AMOUNT OF PARKING THAT WOULD BE REQUIRED FOR THIS USE ON A STANDALONE BASIS.

SO WHAT OUR CODE ALLOWS FOR IS THROUGH A CONDITIONAL USE PERMIT PROCESS IS TO CONSIDERED SHARED PARKING IN THE CASE OF JOINT USES OR A COMMERCIAL CENTER.

SO A PARKING SUPPLY AND DEMAND STUDY WAS PERFORMED BY LG AND THEY, THEY LOOKED AT THE CONDITIONS OUT THERE.

SO STRICT CODE COMPLIANCE WOULD REQUIRE 570 SPACES CURRENT CURRENTLY ON THE SITE, THERE ARE ONLY 501 SPACES.

SO WE'VE LOOKED AT THIS BEFORE, UM, WHEN WE DID THE REMODEL OF THE CENTER, UM, AND THE STUDY THAT THEY'VE DONE INDICATES THAT AT ANY GIVEN TIME IN THE, IN THE WORST CASE SCENARIO, ONLY 483 SPACES ARE ACTUALLY REQUIRED.

UM, SO BASED ON THAT, UM, STAFF IS RECOMMENDING THAT THE COMMISSION APPROVE THE CONDITIONAL USE PERMIT FOR THE SHARED PARKING.

UM, IF YOU HAVE ANY PARTICULAR QUESTIONS ABOUT THIS, THE GENTLEMAN THAT PREPARED THE PARKING STUDY IS AVAILABLE, UM, FOR YOUR QUESTIONS.

SO THE NEXT THING WE'LL LOOK AT IS THE TYPE 32 INFILL EXEMPTION.

THIS IS UNIQUE, UM, FOR LAHABRA, THIS WILL BE THE FIRST TIME WE'VE USED THIS EXEMPTION.

UM, BECAUSE TYPICALLY THE TYPES OF PROJECTS THAT WE WOULD LOOK AT, OR PEOPLE HAVE ASKED TO USE IT IN THE PAST, DON'T MEET THE CRITERIA.

UM, IN THIS PARTICULAR CASE, WE FELT THAT IT, THAT IT DID.

UM, SO THE BULLET POINTS HERE SHOW WHAT THE CRITERIA ARE TO QUALIFY FOR THIS TYPE OF AN EXEMPTION.

AND THE OBVIOUS ONES IS IT'S CONSISTENT WITH THE GENERAL PLAN.

UM, IT'S CONSISTENT WITH THE ZONING, UH, IT'S WITHIN THE CITY LIMIT, IT'S, YOU KNOW, LESS THAN FIVE ACRES, THERE'S NO HABITAT OR RARER TO ENDANGERED SPECIES.

AND THEN THE SITE CAN ADEQUATELY BE SERVED BY UTILITIES.

AND THEN THE ONE WHERE IT'S USUALLY A CHALLENGE IS THE PROJECT WOULD NOT RESULT IN ANY SIGNIFICANT EFFECTS RELATING TO TRAFFIC NOISE, AIR, WATER, QUALITY, UM, AND ITEMS LIKE

THAT.

SO TO JUSTIFY THIS EXEMPTION, AN ENVIRONMENTAL ASSESSMENT WAS PREPARED AND INCLUDED IN YOUR PACKET, WHICH ANALYZED EACH OF THESE ITEMS, UM, TO DETERMINE IF THERE WOULD BE ANY SIGNIFICANT IMPACTS RELATED TO THE, IN THERE.

THERE WERE NONE.

SO THE, THE BIG ONE, OF COURSE IT IS, IS PEOPLE ARE WRAPPING THEIR HEAD AROUND.

IT IS TRAFFIC BECAUSE THE RECENTLY THE STATE CHANGED THE WAY WE LOOK, WE LOOK AT TRAFFIC AND PROJECTS.

SO IN THE PAST, EVERYTHING WAS MEASURED BY LEVEL OF SERVICE, YOU KNOW, AND THIS IS, YOU LOOKED AT HOW MANY CARS GOING THROUGH INTERSECTIONS AND WAIT TIMES AND, AND HOW LONG IT TOOK TO GET THROUGH THAT INTERSECTION.

BUT REESE, WITH IN 2018, I BELIEVE IT WAS THIS STATE PASSED A NEW CRITERIA CALLED VEHICLE MILES TRAVELED, AND THEY DETERMINED THAT THIS WOULD BE THE STANDARD UNDER SEQUEL FOR BECAUSE THE, THE PREMISE IS LEVEL OF SERVICE AT AN, AT AN INTERSECTION IS NOT REALLY THE ENVIRONMENTAL CONCERN.

IT'S CERTAINLY IT'S A CONCERN AND CITIES STILL NEED TO LOOK AT AN AT ADDRESS IT, BUT FROM AN ENVIRONMENTAL STANDPOINT, IN THE SQL PROCESS, THE CONCERN IS GREENHOUSE GASES.

IN THE WAY YOU MEASURE GREENHOUSE GASES IS HOW LONG THE CARDS ARE ON THE ROAD, HOW MANY MILES THEY'RE TRAVELING AND FROM THEIR DESTINATIONS, FROM THEIR HOME TO THE, IN BACK, BACK AND FORTH.

SO THEY CREATED THIS NEW METRICS CALLED VEHICLE MILES TRAVELED.

SO THE CITY WORKING WITH PARENT FEARS AND ALL THE OTHER NORTH COUNTY CITIES CREATED A TOOL WHICH ESTABLISHED CRITERIA FOR ANALYZING PROJECTS USING THIS NEW SYSTEM.

THE F THE FIRST LEVEL TEST FOR SCREENING IS NUMBER OF TRIPS.
