The Regular Meeting of the City Council for May 3, 2021, will be conducted in person at the City of La Habra Council Chamber, located at 100 East La Habra Boulevard, La Habra, California. The City Hall atrium will be open for limited seating for the public to ensure proper social distancing and the wearing of masks or appropriate face covering is required.

Please be advised that in order to ensure the health and safety of the public by limiting contact that could spread COVID-19, the Council Chamber will be open for one speaker at a time during the Regular Meeting of the City Council meeting when the Mayor opens public comment periods. Staff will be available to assist those who wish to speak. We encourage the public to also participate in the Regular Meeting of the City Council by submitting written comments via email to cc@lahabraca.gov no later than 5:00 p.m. on Monday, May 3, 2021.  The public may also view the meeting live on Channel 3 and through the City of La Habra website and click on "Watch Live" at 6:30 p.m.

Your patience with these changes is appreciated as the City adjusts to new ways of conducting business during the COVID-19 pandemic.

PUBLIC COMMENTS: When addressing the La Habra City Council, please complete a Speaker’s Card before leaving the Council Chamber.
 
General Public Comments shall be received at the beginning of the governing body meeting and limited to three (3) minutes per individual, with a total time limit of 30 minutes for all public comments, unless otherwise modified by the Mayor or Chair.  Speaking time may not be granted and/or loaned to another individual for purposes of extending available speaking time, and comments must be kept brief, non-repetitive, and professional in nature.

The general Public Comment portion of the meeting allows the public to address any item of City business not appearing on the scheduled agenda. Per Government Code Section 54954.3(a), such comments shall not be responded to by the governing body during the meeting.
 
CONSENT CALENDAR:
 
All matters on Consent Calendar are considered to be routine and will be enacted by one motion unless a Councilmember, City staff member, or member of the audience requests separate action or removal of an item. Removed items will be considered following the Consent Calendar portion of this agenda. Public comment shall be limited to three (3) minutes per individual, with a total time limit of 30 minutes per item that has been removed for separate discussion, unless otherwise modified by the Mayor. That the City Council approve and authorize the City Manager to execute the First Amendment to the Workforce Innovation Opportunity Act (WIOA) Agreement for Youth Program Services with the County of Orange, in the amount of $2,180,915, so that the City of La Habra can continue as the sole provider of the County's "Ready, S.E.T. OC" Youth Employment Program for Fiscal Year 2021-2022.
 
4.   APPROVE AWARD OF CONTRACT TO GRANVILLE CONTRACTING AND MANAGEMENT, INC., FOR COMMUNITY CENTER PARKING LOT DEMOLITION OF STRUCTURES AT 115 AND 121 NORTH EUCLID STREET, PROJECT NO. 1-D-20 Click to View
 
 
That the City Council:
A.  Approve Plans and Specifications for Community Center Parking Lot Demolition of 115 and 121 North Euclid Street, Project No. 1-D-20; and

B.  Award a contract for the Community Center Parking Lot Demolition of 115 and 121 North Euclid Street, City Project No. 1-D-20 to Granville Contracting and Management, Inc., of Brea, California, in the amount of $108,190 and reject all other bids; and

C. Authorize the City Manager to Execute an agreement with Granville Contracting and Management, Inc. of Brea, California, in the amount of $119,009.00, which includes a 10 percent contingency.
 
5.   APPROVE AND AUTHORIZE AN APPROPRIATION OF FUNDS FROM THE CITY'S GENERAL CAPITAL PROJECTS FUND FOR ADDITIONAL "ON CALL" PUBLIC WORKS INSPECTION SERVICES WITH ONWARD ENGINEERING Click to View
 
 

That the City Council approve and authorize an appropriation of funds for additional "On Call" Public Works Inspection services with Onward Engineering in the amount of $74,000 from the City's General Capital Projects Fund as a result of cost savings associated with the Russell Storm Drain project.

That the City Council:
A. Approve the Plans and Specifications for the Annual Residential Street Rehabilitation and Slurry Seal Project, Fiscal Year 2020-2021, City Project No. 4-R-20; and

B. Award construction contract for the Annual Residential Street Rehabilitation and Slurry Seal Project, Fiscal Year 2020-2021, City Project No. 4-R-20 to Hardy and Harper, Inc., of Lake Forest, California, in the amount of $593,000 and reject all other bids; and

C. Approve and authorize the City Manager to execute an agreement with and open a purchase order for Hardy and Harper, Inc., of Lake Forest, California, in the amount of $652,300, which includes a 10 percent contingency.
 
7.   APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE AN AFFILIATION AGREEMENT WITH THE REGENTS OF THE UNIVERSITY OF CALIFORNIA, ON BEHALF OF UNIVERSITY OF CALIFORNIA, IRVINE (UCI) DEPARTMENT OF OPHTHALMOLOGY FOR THE 2021-2022 SCHOOL YEAR Click to View
 
 
That the City Council approve and authorize the City Manager to execute an Affiliation Agreement with the Regents of the University of California, on behalf of the University of California, Irvine (UCI) Department of Ophthalmology to provide vision care for the children enrolled in the Child Development Division programs and provide further assessments for those who fail the annual vision screening for the 2021-2022 School Year.
