THEY HAS TO BE WITH THEM AND BLESS THEM AND PROTECT THEM.

MADAM MAYOR TO THE CITY COUNCIL MEMBERS TO CITY MANAGER, SADRO TO STAFF AND TO ALL THE MEMBERS OF THE COMMUNITY.

THE REASON I'M HERE IS REALLY TO RELAY A HEARTFELT THANKS TO YOU, AND TO WISH TO RECOGNIZE THE CITY OF LA HOMBRE FOR THE REMARKABLE PARTNERSHIP YOU'VE DISPLAYED THROUGHOUT THE COVID-19 PANDEMIC.

AS A RESULT OF YOUR CITY'S EFFORTS, 25 BLOOD DRIVES HAVE BEEN HOSTED TO DATE COLLECTING 807 PINTS OF BLOOD AND SAVING UP TO 2,421 PRECIOUS LIVES.

THIS GENEROSITY HAS AIDED SO MANY RESIDENTS AND THEIR FAMILIES FROM A MOM IN DISTRESS DURING DELIVERY OF HER NEWBORN BABY TO A TEENAGER, RUSH TO A TRAUMA CENTER FROM A CAR CRASH TO A PATIENT, WAITING FOR TREATMENT TO FIGHT CANCER TO A FIREFIGHTER, SUFFERING FROM BURNS WHILE FIGHTING ONE OF OUR LOCAL WILDFIRES TO A LITTLE NEIGHBOR GIRL WHO HAS SICKLE CELL ANEMIA AND NEEDS BLOOD ON A REGULAR BASIS TO MANAGE HER DISEASE.

SO EVERY BLOOD DRIVE THAT YOU HOST MEANS SOMEBODY GAINS AN EXTRA MOMENT HOUR, DAY, WEEK, MONTH, YEAR, OR LIFETIME.

THE EXCHANGE BETWEEN DONOR AND RECIPIENT IS WHAT UNITES US AS HUMANS AND ITS DIVERSITY KNOWS NO BOUNDARIES.

SO WE'D LIKE TO PRESENT A RECOGNITION, EXCUSE ME, RECOGNITION TO THE CITY AND TO ALSO DIRECTOR OF RECREATION, KELLY FUJIO KELLY.

UH, SHORT-TERM RENTALS HAVE BECOME VERY POPULAR IN MANY COMMUNITIES OVER THE PAST SEVERAL YEAR THROUGH ONLINE HOSTING PLATFORMS, SUCH AS AIRBNB, HOMEAWAY

AND FIBRO CURRENTLY.

UM, THESE USES ARE UNREGULATED WITHIN THE CITY OF LA HABRA, THE RE THE STAFF REPORT AND THE ATTACHED ORDINANCE HAVE BEEN PREPARED BY THE STAFF FOR CITY COUNCIL CONSIDERATION DUE TO INCREASING COMPLAINTS RECEIVED BY STAFF REGARDING THE NEGATIVE EFFECTS OF SHORT-TERM RENTAL UNITS IN A PARTICULAR NEIGHBORHOOD WITHIN THE CITY, UM, DURING BETWEEN JULY AND OF 2020, AND NOW WE'D RECEIVED, UM, 14, UM, PD RE COMPLAINTS, AND THE CITY MANAGER'S OFFICE HAS RECEIVED MANY EMAIL COMPLAINTS.

UM, THE CITY HAS THREE OPTIONS IN TERMS TO REGULATE SHORT-TERM RENTALS.

UM, OPTION ONE WOULD BE TO PROHIBIT THEM OUTRIGHT.

UM, OPTION TWO WOULD BE TO ALLOW WITH REGULATIONS TO REDUCE THE NEGATIVE IMPACTS OR ALLOW BY, RIGHT, WHICH IS WHAT WE'RE DOING RIGHT NOW, WHICH DOESN'T SEEM TO BE WORKING.

STAFF HAS PREPARED A DRAFT ORDINANCE FOR THE COUNCIL CONSIDERATION THAT RE REQUIRE PROPERTY OWNERS TO OBTAIN A PERMIT AND MEET SPECIFIC REGULATIONS AND CONDITIONS THAT ARE MEANT TO PROTECT THE ESTABLISHED RESIDENTIAL NATURE OF THE NEIGHBORHOODS.

THE DRAFT WAS PREPARED WITH POLICY AND LEGAL GUIDANCE FROM THE CITY ATTORNEY'S OFFICE AND THE REVIEWS AND REVIEW OF SEVERAL SHORT-TERM RESIDENTIAL ORDINANCES ADOPTED BY OTHER CITIES THROUGH OUT THE REGION, INCLUDING ANAHEIM POINT APART, FULLERTON IN PLACENTIA IN YOUR STAFF REPORT.

WE ALSO PROVIDED A LIST OF CITIES THAT HAVE PROHIBITED SHORT-TERM RENTALS.

UM, WE HAVE UP CONTINUE TO UPDATE THAT LIST.

AND AS OF TODAY, WE HAVE IDENTIFIED, UM, 13 OTHER CITIES IN ORANGE COUNTY AND THE CITY OF LA HABRA HEIGHTS THAT HAVE PROHIBITED SUCH USES WITHIN THEIR CITY, THAT WE TOOK THIS ITEM TO THE PLANNING COMMISSION AND AT THE PLANNING COMMISSION MEETING, THERE WERE A NUMBER OF RESIDENTS FROM THE COUNTRY HILLS NEIGHBORHOOD AND ATTENDANCE, FIVE OF WHICH SPOKEN OPPOSITION TO ALLOWING SHORT-TERM RENTALS WITHIN THE CITY, BASED ON THEIR NEGATIVE EXPERIENCE WITH THEM IN THEIR NEIGHBORHOODS.

THEY EXPRESS COMPLAINTS REGARDING SAFETY CONCERNS, NOISE, TRASH, LARGE, LATE NIGHT PARTIES.

IN MANY OTHER OBNOXIOUS USES OF THE COMMISSION DELIBERATED FOR THIS, FOR THE SINGLE-FAMILY NEIGHBORHOODS AND THEIR CHARACTER OF LIVABILITY AND THE VALUE OF SHORT-TERM RESIDENTIALS.

THEY AGREED THAT THERE WAS NO VALUE IN REGULATING A USE, WHICH QUOTE THEY DEEMED UNREGULATED WILL.

AND SINCE THAT CITY DOES NOT HAVE A, A TOT, THEY DID NOT PROVIDE ANY REVENUE TO OFFSET THE COST OF REGULATING THEM.

THEREFORE, THE COUNCIL VOTED, UM, TO RECOMMEND TO THE CITY COUNCIL TO PROHIBIT SUCH USES SHOULD THE CITY COUNCIL WISH TO FOLLOW THE PLANNING COMMISSION'S RECOMMENDATION.

WE HAVE PREPARED A DRAFT ORDINANCE FOR YOU, WHICH MODIFIES THE LANGUAGE IN THE ZONING CODES AND IN SECTION 18.04 AND 18.06, UM, WHICH WOULD PROHIBIT THEM SHOULD THE COMMISSION WISHED OR EXCUSE ME, SHOULD THE COUNCIL WISH TO CONSIDER ALLOWING SHORT-TERM RENTALS? WE HAVE ALSO PROVIDED AN ORDINANCE FOR YOUR REVIEW THAT HAS KEY SECTIONS, UM, TO REGULATE THEM AND HOPE THAT THEY WOULD NEGATE THE NEGATIVE EFFECTS TO THE NEIGHBORHOOD.

UNLIKE THE CITIES OF LOS ANGELES, ANAHEIM AND BLIND, A PARK THAT HAD WORLD FAMOUS ATTRACTIONS REQUIRING A NEED FOR SUCH AS TTRS LAHABRA DOES NOT HAVE ATTRACTIONS REQUIRING AN OVERNIGHT STAY, ALLOWING SUCH RESIDENTIAL RENTALS TO CONTINUE WILL COST THE CITY SIGNIFICANTLY IN TERMS OF THE COST OF SENDING POLICE OVER TO CONTROL UNRULY AND NOISY GUESTS IN OUR OTHERWISE PEACEFUL NEIGHBORHOOD.

EVEN IF THE COUNCIL ADOPTED HER RESOLUTION, ALLOWING A CTRS, SUCH AN ORDINANCE.

MY VEINS WERE ALL CLEAR AND MY HEART WAS PERFECT.

MY IN FACT, MY CARDIOLOGIST SAID, IF ANYTHING GOES WRONG, I'LL GIVE YOU YOUR MONEY BACK.

BUT IT WAS, IT WAS A, A CLEAR BILL OF HEALTH WITH MY HEART.

LIKE OBVIOUSLY I HAVE TO, UH, I'M EXPLORING SOME OTHER OPTIONS TO SEE IF THEY CAN GET ME A LITTLE HEALTHIER THAN WHAT I AM RIGHT NOW.
