THE PROPERTIES LOCATED ON NORTH SIDE OF IMPERIAL HIGHWAY, BETWEEN LESLIE STREET AND HARBOR GENERAL PLAN LAND USE DESIGNATION IS COMMERCIAL INDUSTRIAL, AND THE PROPERTY HAS A PCI PLAN COMMERCIAL ZONE WITH A PUD PLAN UNIT DEVELOPMENT OVERLAY.

THE PROJECT INVOLVES THE DEVELOPMENT OF A COMMERCIAL BUILDING ON A VACANT PROPERTY.

UM, THIS WAS APPROVED IN 2018, UH, A DISCRETIONARY PERMITS, UH, THAT INVOLVED THE PLANNING COMMISSION AND THE CITY COUNCIL, UH, FOR THE SUBDIVISION OF THE PROPERTY INTO FOUR LOTS.

UH, THE

DEVELOPMENT INVOLVED LIKE KINKED A HOTEL ON THE NORTH SIDE, THE CONSTRUCTION OF TWO DRIVE-THROUGH RESTAURANTS ON THE SOUTH SIDE, NEAR IMPERIAL HIGHWAY.

UH, THE PROPOSED PROJECT IS LOCATED ON PARCEL FOUR OR LOT FOUR, WHICH IS LOCATED ON THE EAST SIDE, ADJACENT TO THE RAILROAD RIGHT AWAY, A LOT SIZES AND APPROXIMATELY 20,000 SQUARE FEET IN SIZE.

THE PROPOSED STRUCTURE IS GOING TO BE A SINGLE STORY, COMMERCIAL BUILDING, A FLOOR AREA OF ABOUT 6,200 SQUARE FEET.

UM, MAJORITY OF STRUCTURE IS DEVOTED TO OPEN DISPLAY AREA.

AND TWO RESTROOMS IN OFFICE ARE LOCATED NEAR THE NORTHERLY PORTION OF THE BUILDING.

THE BUILDING WILL BE UTILIZED BY THE OPERATOR HALLMARK GREETING CARDS, WHICH IS PROPOSED TO OPERATE, UH, MONDAY THROUGH SATURDAY FROM 9:30 AM TO 7:00 AM AND SUNDAYS FROM 10:00 AM TO 5:00 PM.

THE PROPOSED BUILDING ELEVATIONS CONSISTS OF STUCCO FACADES, UH, RES PARAPET, UM, SOME OF THE ELEMENTS AND COLORS THAT ARE FOUND WITHIN THE REST OF THE DEVELOPMENT.

UM, THIS WILL MATCH THE LAKITA HOTEL AND PARTS OF THE TACO BELL RESTAURANT AS REQUIRED BY LAW HOPPER, MUNICIPAL CODE CHAPTER 18 POINT 36.1 HUNDRED PLANNING COMMISSION AND CITY COUNCIL IS APPROVAL IS REQUIRED FOR ANY PUD SINCE ALL THE REQUIRED FINDINGS CAN BE MADE FOR THIS PARTICULAR BUILDING STAFF IS RECOMMENDING APPROVAL OF THE PRECISE PLAN, UH, SUBJECT TO THE FINDINGS AND CONDITIONS.

THAT GENERAL PLAN LAND USE DESIGNATION FOR THE SITE IS OPEN SPACE.

THE ZONING FOR THE SITE IS O S OPEN SPACE, WHICH IS CONSISTENT WITH THE JOHN PLAN DESIGNATION.

THE CITY IS PROPOSING TO CONSTRUCT A NEW VISTA GROUNDED PARK.

THE 17 AND A HALF ACRES PROPERTY WAS A FORMER CLASS THREE MUNICIPAL LANDFILL AND WAS ACQUIRED BY THE CITY.

IN 1959.

CLASS THREE LANDFILLS ARE ONLY PERMITTED TO ACCEPT NON-HAZARDOUS MUNICIPAL WASTE.

THE PARK WAS USED AS A BALL FIELDS IN THE EIGHTIES AND HAS NOW AN ABANDONED RESTROOM BUILDING AND GRAVEL PARKING LOT.

STEPH CONDUCTED OUTREACH TO THE COMMUNITY TOGETHER.

INPUT ON THE PROJECT IN APRIL OF 20 NINETEENS MA MAILERS WERE SENT OUT TO ALL PROPERTY OWNERS IN THE CITY AND IN JUNE AND JULY OF THAT SAME YEAR FIVE COMMUNITY MEETINGS WERE HELD THE PROPOSED THE PURPOSE OF THE, OF THESE MEETINGS TO DISCUSS THE TWO PRO PROPOSED LAYOUT AND OBTAIN ATTENDEES PARK AMENITIES, REFERENCE PREFERENCES.

THE MAJORITY OF THE ATTENDEES PREFERRED A PASSIVE PARK PLAN AND REMOVED THE WAS PROPOSED AT THE TIME, A SOCCER FIELD AND REPLACED IT WITH A LARGE LANDSCAPED OPEN SPACE.

SO THIS IS WHAT THE PROPOSED LAYOUT LOOKS LIKE.

THE PRESS, THE PASSIVE PARK AND ACTIVE ALTERNATIVES WERE PRESENTED TO THE COUNCIL ON JULY 15TH, 2019 2019.

THE COUNCIL CONSIDERED THE TWO ALTERNATIVES AND DIRECTED STAFF TO PROCEED WITH THE FINAL PASSIVE PARK DESIGN PLAN TO INCLUDE IMPLEMENTING ITEMS FROM THE COMMENTS OBTAINED FROM THE COMMITTEE COMMUNITY COMMUNITY MEETINGS.

THE LAYOUTS OF THE PARK INCLUDES A TWO-WAY DRIVEWAY FROM LAS LOMAS DRIVE AND A RING AROUND THE PARK THAT ALLOWS VEHICLES TO CIRCLE, TO CIRCLE THE PARK AND STOP AT FOUR PARK SPEYER LOCATIONS.

ALONG THE ROAD, THE VARIOUS PARKING LOTS PROVIDE A TOTAL OF 102 PARKING STALLS.

THE MAIN PARKING LOT OF THE SOUTH END PROVIDES 38 SPACES A LOT ALONG THE WEST SIDE OF THESE THINGS, DON'T SHOW THE, THE AREAS ON THE SCREENS, BUT IT'S ON THE WEST SIDE.

THERE IS A 19 SPACES

AND ON THE NORTHWESTERN CORNER, THERE'S 18 SPACES OF PARKING AND A NORTH EAST CORNER.

WE OBTAINED A GRANT FROM CALORIE CYCLE FOR $750,000 AND THEREAFTER.

WE GOT A GRANT FOR $3 MILLION FROM PROP 68.

IT WAS JUST APPROVED ABOUT A MONTH AGO FOR A TOTAL OF, UH, $8.8 MILLION.

THE ESTIMATE COST OF THIS PROJECT, WE WILL HAVE ABOUT $10 OR SO FROM, UH, PARKS, UH, FUND AND, UH, MOST LIKELY ANOTHER, A HUNDRED THOUSAND DOLLARS FROM

AND I NOTICED THAT, UM, NONE OF THE DEVELOPMENTS HAVE ANY TYPE OF SIGNAGE THAT NECESSARILY STATE WHAT'S GOING THERE.

AND ONE SPECIFIC EXAMPLE THAT I CAN THINK OF IS THE ONE ON RIGHT AT THE NORTH GATE, UM, THE CORNER OF IDAHO AND WHITTIER AND, YOU KNOW, THERE'S THIS BUILDING AND EVERYBODY'S LIKE, WHAT IS THAT? WHAT DOES THAT, WHAT IS THAT? WELL, IT'S THE ST.

UM, SO JUST TO RE JUST A SUGGESTION, MAYBE THAT IF THE CITY COULD CONSIDER, UM, MAYBE STAFF JUST KIND OF LOOK INTO IT, CREATING SOME SORT OF BANNERS TO SAY, HEY, HERE'S, WHAT'S COMING.

UM, I THINK THAT WOULD REALLY EXCITE THE RESIDENTS AND KEEP EVERYBODY INFORMED AND, AND I'VE SEEN SIMILAR BANNERS IN DIFFERENT CITIES.

UM, BUT FOR SOME REASON, I'VE JUST, I HAVE MISSED THOSE HERE.
