UM, THIS EVENING'S PROJECT, UH, INVOLVES, UH, THE DEMOLITION AND RECONSTRUCTION OF A COMMERCIAL BUILDING.

THE SUBJECT BUILDING IS LOCATED WITHIN THE LA HOPPER MARKETPLACE SHOPPING CENTER.

AND THE ACTUAL PROJECT AREA IS LOCATED NEAR THE NORTHWEST CORNER OF THE CENTER.

THE SCOPE OF THE PROJECT INVOLVES A DEMOLITION OF A 3,450 SQUARE FOOT COMMERCIAL BUILDING, FORMERLY KNOWN AS THE PLUS KARAOKE OR THE KARAOKE FACILITY AND THE RECONSTRUCTION OF A SAME SIZE OF BUILDING 3,450 SQUARE FEET.

SINGLE STORY, UH, COMMERCIAL PAD BUILDING, UM, IN ADDITIONAL ONSITE IMPROVEMENT IS THE CONSTRUCTION OF NEW TRASH ENCLOSURE.

THAT'S GOING TO BE LOCATED ALONG THE WEST SIDE OF THE BUILDING.

THE PAD BUILDING HAS BEEN IDENTIFIED WITH TWO SUITES, SUITE A LOCATED ALONG THE SOUTHERLY SIDE WITH AN AREA OF 2100 SQUARE FEET.

WHILE SUITE B IS LOCATED ALONG THE NORTHERLY SIDE WHERE THE FLOOR AREA OF 1,350 SQUARE FEET, THE SWEET ENTRANCES WILL BE LOCATED ALONG THE EASTERLY SIDE OF THE BUILDING FACING THE PARKING LOT.

ALSO PROPOSED ALONG THE EASTERLY SIDE NEAR THE STREET.

ENTRANCES IS THE USE OF PAVERS THAT WILL PROVIDE THE FEATURE TENANTS, THE OPTION TO USE THAT SPACE FOR OUTDOOR SEATING.

THE TRASH ENCLOSURE LOCATED ALONG THE WEST SIDE OF THE BUILDING WILL INCLUDE WALL-MOUNTED TRELLISES WITH MINE POCKETS, UH, FACING BEACH BOULEVARD AND SOUTH TOWARDS THE DENNY'S RESTAURANT TO HELP SCREEN THE ENCLOSURE.

THE BUILDING'S FOOTPRINT HAS BEEN DESIGNED TO FIT WITHIN THE LIMITED BILLABLE AREA DUE TO THE EXISTING DRIVEWAY THAT WRAPS AROUND THE NORTHERLY SIDE OF THE BUILDING.

UM, SINCE THE REQUESTED DESIGN REVIEW INVOLVES THE APPROVAL OF THE BUILDING, STAFF WILL DETERMINE IF ANY ADDITIONAL ENTITLEMENTS WILL BE REQUIRED FOR THE USE OF THE SPACE.

UM, ONCE ADDITIONAL INFORMATION REGARDING THE ATTENDANCE HAS BEEN PROVIDED, UM, ALSO ONCE THE ACTUAL TENANTS ARE KNOWN, STAFF WILL DETERMINE IF THOSE USES ARE CONSISTENT WITH THE EXISTING, UH, PARKING STUDY, UM, OR IF A SUBSEQUENT AGENDUM, UH, NEEDS TO BE PREPARED.

UM, AT THIS TIME STAFF WOULD LIKE TO POINT OUT THAT ORDINANCE 1 8, 3 9, WHICH APPROVED ZONE CHANGE 2201 FOR FOOD TO GO RESTAURANTS IS IN EFFECT.

UM, SO THIS ORDINANCE WOULD ALLOW, UH, FOOD TO GO TYPE OPERATORS WITH LIMITED INTERIOR SEATING TO BE PERMITTED BY, RIGHT.

UM, IT ALSO MODIFIED THE PARKING STANDARDS WHERE FOOD TO GO TYPE RESTAURANTS HAVE THE SAME RATIO AS A RETAIL USE.

UM, SO THIS WAS MADE TO FAST TRACK, UH, FOOD TO GO FACILITIES AND NOT REQUIRE ANY TYPE OF DISCRETIONARY ACTION.

THE EXTERIOR OF THE BUILDING, UH, IT'S GONNA INCLUDE A COMBINATION OF PAINTED PLASTER WALLS, WOOD COMPOSITE, UH, BRICK SIDING, AND BLACK FABRIC AWNINGS.

UH, THE BUILDING YOU UTILIZE IS A CONTEMPORARY ARCHITECTURAL DESIGN WITH THE FLAT PARAPET ROOF, UH, BURIED IN HEIGHT AND THE SLIGHT ARTICULATION, UH, IN THE EXTERIOR BUILDING WALLS.

THE BUILDING COLORS INCLUDE WHITE AND GRAY, WHICH ARE SIMILAR TO THE COLORS FOUND ON THE 1901 WEST IMPERIAL HIGHWAY BUILDING.

UM, THAT'S THE BUILDING THAT FRONTS ON TWO IMPERIAL HIGHWAY THAT INCLUDES THE STARBUCKS DRIVE THROUGH A RESTAURANT.

SO THAT BUILDING WAS APPROVED BY THE COMMISSION IN 2018.

AND IT WAS CONSTRUCTED IN 2019.

SO BOTH BUILDINGS WILL HAVE A CONSISTENCY IN TERMS OF THEIR APPEARANCE.

UM, THE PROPOSED BUILDING MEETS ALL THE APPLICABLE ZONING STANDARDS, AS WELL AS THE GENERAL PLANS, GOALS AND POLICIES, WHICH ENCOURAGE THEIR REHAB AND RENOVATION OF UNDER COMMERCIAL CENTERS.

UM, WITH THE FINDINGS BEING MADE, STAFF RECOMMENDS APPROVAL OF DESIGNER VIEW 22 DASH ZERO THREE.
