The Regular Meeting of the City Council for June 6, 2022, will be conducted in person at the City of La Habra Council Chamber, located at 100 East La Habra Boulevard, La Habra, California.  The City Council Chamber will be open for public seating and speakers when the Mayor opens public comment periods.  Effective March 1, 2022, the wearing of masks is no longer required for those entering this facility.

The public is also encouraged to participate in the Regular Meeting of the City Council by submitting written comments via email to cc@lahabraca.gov no later than 5:00 p.m. on Monday, June 6, 2022, or by viewing the meeting live on Channel 3 and through the City of La Habra website and clicking on "Watch Live" at 6:30 p.m.

General Public Comments shall be received at the beginning of the governing body meeting and limited to three (3) minutes per individual, with a total time limit of 30 minutes for all public comments, unless otherwise modified by the Mayor or Chair.  Speaking time may not be granted and/or loaned to another individual for purposes of extending available speaking time, and comments must be kept brief, non-repetitive, and professional in nature.

The general Public Comment portion of the meeting allows the public to address any item of City business not appearing on the scheduled agenda. Per Government Code Section 54954.3(a), such comments shall not be responded to by the governing body during the meeting.
 
CONSENT CALENDAR:
 
All matters on Consent Calendar are considered to be routine and will be enacted by one motion unless a Councilmember, City staff member, or member of the audience requests separate action or removal of an item. Removed items will be considered following the Consent Calendar portion of this agenda. Public comment shall be limited to three (3) minutes per individual, with a total time limit of 30 minutes per item that has been removed for separate discussion, unless otherwise modified by the Mayor. Speaking time may not be granted and/or loaned to another individual for purposes of extending available speaking time, and comments must be kept brief, non-repetitive, and professional in nature.

That the City Council approve the second reading and adoption of Ordinance No. 1842.

California Environmental Quality Act (CEQA):
On December 3, 2018, the City Council of the City of La Habra approved a Mitigated Negative Declaration of Environmental Impacts 17-02 (SCH2018071057) for a commercial center at 701 through 751 East Imperial Highway, subject to the Mitigation Monitoring and Reporting Program and the Statement of Findings of Facts.  Staff has determined that the subject request, Precise Plan 22-01, is consistent with the project analyzed by the previously-approved Mitigated Negative Declaration; all applicable mitigations measures have been made conditions of approval for the subject request.

A.  Receive and file the 2022 Local Agency Biennial Notice to Amend the Conflict of Interest Code for designated employees of the City of La Habra;

B.  Direct staff to notice and report any public comments to City Council for consideration; and,

C.  Direct staff to prepare a revised Conflict of Interest Code within 90 days for submittal to the City Council for final approval and adoption.

APPROVE PURCHASE ORDER AND RENEWAL OF A FIVE-YEAR CONTRACT WITH AXON ENTERPRISE INC. FOR BODY WORN CAMERAS AND DATABASE MANAGEMENT SYSTEMS, AND FOR CONDUCTED-ENERGY WEAPONS (TASER DEVICES)

That the City Council:
A.  Approve to waive formal bid procedures per La Habra Municipal Code Section 4.20.070(E) regarding the acquisition of information technology equipment for the body-worn cameras, and 4.20.070(D) regarding the acquisition of the Taser devices;

B.  Approve and authorize the City Manager to enter a five-year agreement with Axon Enterprise, Inc. (Axon) in the amount of $798,205 for the purchase, maintenance, support and replacement (as needed) of body-worn cameras and Taser devices; and,

C.  Authorize staff to issue a purchase order to Axon for $159,641 for the initial purchase of 85 new body-worn cameras, 73 conducted energy weapons (Tasers), and associated hardware and evidence storage infrastructure.
