The Regular Meeting of the City Council and the Regular Joint Meeting with the Successor Agency to the Redevelopment Agency of the City of La Habra, La Habra Civic Improvement Authority, City of La Habra Housing Authority, and La Habra Utility Authority for June 20, 2022, will be conducted in person at the City of La Habra Council Chamber, located at 100 East La Habra Boulevard, La Habra, California.  The Council Chamber will be open for public seating and speakers when the Mayor opens public comment periods.  Effective March 1, 2022, the wearing of masks is no longer required for those entering this facility. 

The public is also encouraged to participate in the Regular Meeting of the City Council and the Regular Joint Meeting with the Successor Agency to the Redevelopment Agency of the City of La Habra, La Habra Civic Improvement Authority, City of La Habra Housing Authority, and La Habra Utility Authority by submitting written comments via email to cc@lahabraca.gov no later than 5:00 p.m. on Monday, June 20, 2022, or by viewing the meeting live through the City of La Habra website and clicking on "Watch Live" at 6:30 p.m.

That the City Council approve the City Council of the City of La Habra Meeting Minutes of May 2 and May 16, 2022.

That the City Council:
A. Receive this report; and,

B. APPROVE AND ADOPT RESOLUTION NO. ______ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, MAKING THE LEGALLY REQUIRED FINDINGS TO CONTINUE TO AUTHORIZE THE CONDUCT OF REMOTE "TELEPHONIC" MEETINGS DURING THE STATE OF EMERGENCY. 

That the City Council approve and authorize the City Manager to execute a professional services agreement with Townsend Public Affairs, Inc. (TPA) to conduct legislative advocacy and grant writing services for the City.

That the City Council:
A.  Consider and approve a Memorandum of Understanding (MOU) between the City of La Habra and the La Habra Professional Employees' Group for the period of July 1, 2022, through June 30, 2023; and,

B.  APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, REPEALING AND REPLACING RESOLUTION NO. 6011 PERTAINING TO A COMPENSATION PLAN FOR THE LA HABRA PROFESSIONAL EMPLOYEES' GROUP.

That the City Council:
A.  Approve and authorize the City Manager to execute and submit Contract CCTR-2165 with the California Department of Social Services for the 2022-2023 Fiscal School Year; and,

B.  APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE ACCEPTANCE OF LOCAL AGREEMENT NO. CCTR-2165, WITH THE CALIFORNIA STATE DEPARTMENT OF SOCIAL SERVICES.

That the City Council:
A.  Approve and authorize the City Manager to execute and submit the CSPP-2327 contract with the California Department of Education Early Learning and Care Division for the 2022-2023 Fiscal School Year; and,

B.  APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, CERTIFYING THE APPROVAL AND AUTHORIZING THE ACCEPTANCE OF LOCAL AGREEMENT NO. CSPP-2327, WITH THE CALIFORNIA STATE DEPARTMENT OF EDUCATION.

That the City Council:
A. Adopt a list of Capital Projects for Fiscal Year 2022-2023 Funded by SB 1: The Road Repair and Accountability Act of 2017; and,

B. APPROVE AND ADOPT RESOLUTION NO. ____ ENTITLED:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2022-2023 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017.

That the City Council approve the Measure M2 Seven-Year Capital Improvement Program (CIP) for Fiscal Year 2022-2023 and authorize staff to submit the required documents to the Orange County Transportation Authority (OCTA) to comply with the Measure M2 eligibility requirements for Fiscal Year 2022-2023.
