UM, THE APPLICANT GREENHILLS BAPTIST CHURCH IS REQUESTING APPROVAL OF A LOT LINE ADJUSTMENT BETWEEN 2200 WEST IMPERIAL HIGHWAY AND 1240 SOUTH BRASS LANTERN DRIVE.

PARCEL.

ONE IS LOCATED AT THE SOUTHEAST CORNER OF WEST IMPERIAL HIGHWAY AND SOUTH BRASS LANTERN DRIVE PARCEL TWO TO THE SOUTH OF PARCEL.

ONE, UM, IS IMMEDIATELY SOUTH OF PARCEL.

ONE, BOTH PROPERTIES ARE BORDERED BY AN ORANGE COUNTY FLOOD CONTROL DISTRICT CHANNEL TO THE EAST.

UM, THEIR EXISTING SINGLE-FAMILY DWELLINGS TO THE SOUTH AND WEST OF BOTH PARCELS.

THE IMAGE SHOWN ON THE SCREEN IS THE CURRENTLY SHARED LOT LINE BETWEEN PARCEL ONE AND PARCEL TO THE PROPOSED LOT LINE ADJUSTMENT WOULD EXPAND THE SIZE OF PARCEL ONE AND REDUCE THE SIZE OF PARCEL TO A PORTION OF THIS SOUTHERLY PROPERTY LINE OF PARCEL.

ONE SHOWN IN YELLOW WOULD MOVE FURTHER.

THIS CHANGE WOULD REDUCE THE REAR YARD OF PARCEL TWO BY A TOTAL OF 12,924 SQUARE FEET.

THE LOT LINE WOULD ALLOW FOR THE EXPANSION OF THE PARKING LOT ON PARCEL ONE IN THE FUTURE, UH, SHOWN ON THE SCREEN OR THE EXHIBITS, WHICH WERE PROVIDED BY THE APPLICANT.

THE SOUTHERN LOT LINE OF 1240 BRASS LANTERN IS APPROXIMATELY 244 FEET LONG.

THE PROPOSED LOT LINE OF TO THE SOUTH OF 1240 BRASS LANTERN, UM, WOULD BE 147 FEET LONG.

UM, THERE WILL BE APPROXIMATELY 97 FEET OF SHARED PROPERTY LINE BETWEEN 1250 BRASS LANTERN AND 2200 WEST IMPERIAL HIGHWAY, THE SEWER AND UTILITY EASEMENTS, WHICH TRAVERSE BOTH LOTS PARALLEL TO THE FLOOD CONTROL CHANNEL WILL REMAIN IN PLACE.

UH, IT'S THE CURRENT FRONTAGE OF 1240 BRASS LANTERN.

UH, THE LOT IS CURRENTLY 55.3, EIGHT FEET WIDE.

UH, NO CHANGES ARE PROPOSED TO THE WIDTH OF THE PARCEL.

CURRENT ZONING STANDARDS REQUIRE A 60 FOOT WIDTH.

UM, HOWEVER, THIS IS ILLEGALLY, UH, APPROVED WITHIN.

THERE ARE NO CHANGES, UH, SO THAT WILL REMAIN PART OF THE REQUIRED FINDINGS FOR APPROVAL OF A LOT LINE ADJUSTMENT, UM, ARE THAT THE LOTS CONTINUE TO MEET THE ZONING REQUIREMENTS OF THE UNDERLINING ZONE AFTER THE CHANGE? UH, THE LOT OF CONCERNS, 1240 BRASS LANTERN, WHICH IS PARCEL TO, UH, THE LOT WHICH IS BEING REDUCED.

UH, THE TABLE SHOWS THE EXISTING REQUIREMENTS.

UM, THE FRONT YARD REQUIREMENT IS 20 FEET.

THERE ARE NO PROPOSED CHANGES TO THE FRONT.

UH, THE REAR YARD.

UH, THE MINIMUM REQUIREMENT IS 25 FEET.

UH, THE NARROWEST DIMENSION OF THE REAR YARD WILL BE 43 FEET AFTER THE CHANGE.

UH, THE MINIMUM LOT SIZE IN THE ZONE IS 5,500 SQUARE FEET.

UH, THE PROPOSED ADJUSTMENT WOULD BRING 1240 BRASS LANTERN TO ABOUT 9,500 SQUARE FEET.

UH, THERE'S A REQUIRED THOUSAND SQUARE FEET OF USABLE YARD AREA.

AND AFTER THE CHANGE, THERE WOULD BE 4,294 SQUARE FEET.

AND THE LOT WITH WOULD REMAIN AS REQUIRED BY CHAPTER 17 AND WILL HARBOR MUNICIPAL CODE, UH, PLANNING COMMISSION APPROVAL IS REQUIRED FOR LOT LINE ADJUSTMENTS

SINCE THE SEVEN REQUIRED FINDINGS CAN BE MADE.

IT IS RECOMMENDED THAT THE PLANNING COMMISSION APPROVE LOT LINE ADJUSTMENT, 2201 SUBJECT TO THE FINDINGS AND RESOLUTIONS FINDINGS AND CONDITIONS IN THE ATTACHED RESOLUTION.

THE PROPOSED LOT LINE ADJUSTMENT, UM, WOULD STILL NEED TO BE REVIEWED BY ENGINEERING, UH, BEFORE BEING FINALIZED.

UM, I GUESS IN THEORY, THEY WOULD BE CREATING A NEW NEIGHBOR AT 1250, UM, BRASS LANTERN, AND THERE WOULD BE LIKE THE SECTION OF THAT PARCEL THAT WOULD BE CONNECTED TO, UM, EXACTLY THERE ON THE BOTTOM, RIGHT? THAT LITTLE PORTION OF THAT BACKYARD AT 12, 12 50 WOULD NOW BE SHARING, UM, THAT LOT LINE WITH THE PARCEL ONE FOR THE APPLICANT.

THE QUESTION WOULD BE WHAT ARE THE THINGS THAT IF THE APPLICANT WERE TO WANT TO EXPAND PARKING THERE, OR THEY WOULD WANT TO BUILD A PLAYGROUND THERE, OR THEY WOULD WANT TO BUILD SOME TYPE OF A STORAGE OR ADD A STORAGE STRUCTURE, UM, WHAT THINGS WOULD THEY HAVE TO DO OR WHAT WOULD BE SOME OF THE THINGS THAT WOULD REQUIRE THE APPLICANT TO COME BACK TO THE CITY, UM, FOR PERMITS, FOR MODIFICATIONS TO THEIR CUP? UM, WHEN WE, IF, IF THE COMMISSION WERE TO APPROVE LIKE THE LA LION CHANGE, CAN THE APPLICANT DO WHATEVER THEY WANT THERE? OR ARE THERE SOME LIMITATIONS? SO ANY EXPANSION OR INTENSIFICATION OF USE WOULD REQUIRE A MODIFICATION TO THE ORIGINAL CUP, UH, FOR, TO ESTABLISH THE CHURCH USE ON THAT SITE? UH, THE ORIGINAL CUP DATES BACK TO 1965.

UH, SO IT'S ONLY APPROVED AS, IS ANY MODIFICATION BEYOND AN EXEMPT STRUCTURE, LIKE A SHED UNDER 120 SQUARE FEET, UM, WOULD REQUIRE A CONDITIONAL USE A MODIFICATION TO THE CONDITIONAL USE PERMIT, UM, WHICH WOULD GO TO PUBLIC HEARING.

SO IN THE EXPANSION OF THE PARKING LOT, THERE WOULD STILL REQUIRE A MODIFICATION TO THE CUP.

UM, SO AS WE STATED, WE'VE BEEN A CHURCH IN THE, FOR NEARLY 60 YEARS NOW, UM, IS, UH, ROUGHLY 10 YEARS AGO THAT WE, UH, ACQUIRED THAT PROPERTY PARCEL TO AT 1240 BRASS LANTERN,

UH, PURCHASE THAT, LIKE I SAID, ROUGHLY 10 YEARS AGO, THE ORIGINAL INTENT UNDER DIFFERENT LEADERSHIP OF OUR CHURCH, UM, WAS TO USE THAT FOR MORE EXPANSION OF THE CHURCH FACILITIES AND MEETING ROOMS AND OFFICES AND THINGS LIKE THAT.

UM, GIVEN CHANGE IN LEADERSHIP, GIVEN EVEN THE, UH, CHANGES OVER THE LAST COUPLE OF YEARS OF, OF OUR WORLD.

UM, THAT'S NO LONGER, UM, IN THE PLANS OR THE DIRECTION OF OUR CHURCH.

UM, BUT WHAT WE HAVE DESIRED IS MORE OUTDOOR SPACE, UH, POTENTIALLY MORE PARKING SPACE, LIKE WAS NOTED.

UM, AND SO, BECAUSE WE OWN BOTH OF THOSE PROPERTIES CURRENTLY, WE WANTED TO BEST UTILIZE THAT SPACE FOR THE CHURCH WHILE ALSO MAINTAINING A RESIDENTIAL PRESENCE THERE, UM, THE HOUSE ON 1240 BRASS LANTERN.

UM, SO WE VERY MUCH VALUE THE COMMUNITY AND ARE NOT TRYING TO IMPOSE ON, ON, UH, FURTHER NEIGHBORS OR ANYTHING LIKE THAT.

UM, YEAH, TH THIS WOULD, THIS LOT LINE ADJUSTMENT WOULD BENEFIT US SO THAT WE COULD UTILIZE THAT SPACE, UM, OFFICIALLY AS PART OF THE 2200 PROPERTY.

UM, AND EVEN SOME OF THE CONSIDERATIONS ARE WHETHER OR NOT WE CONTINUE TO, TO RENT OUT KIND OF AS A PARSONAGE, THE BRASS LANTERN PROPERTY, OR EVEN POTENTIALLY DOWN THE LINE.

IF WE DID WANT TO SELL IT, UM, TO MAINTAIN IT AS A RESIDENTIAL PROPERTY, WE WOULD STILL BE ABLE TO UTILIZE THE SPACE.

IT'S SUCH A BIG LOT IN A, IN A LARGE, UH, BACKDOOR AREA, LIKE WAS SHOWN IT MEETS ALL THE REQUIREMENTS.

UM, AND SO WE THOUGHT IT COULD BEST BE USED, UM, FOR US TO, TO USE IT THAT WAY.

AND EVEN AS WAS NOTED IN THE QUESTION, UH, WE WOULD BE ADDING A NEIGHBOR AT 1250 BRASS LANTERN.

UM, I JUST WANTED TO NOTE THAT THE BACK SECTION ON, ON THAT IMAGE IS, UM, IS A HILLSIDE LEADING DOWN TO THE STORM DRAIN.

THAT'S PRIMARILY UNUSABLE, THERE'S A SMALL CORNER, SMALL SLIVER THAT, THAT WE WOULD SHARE, UM, THEY WERE, BUT, BUT IT'S OUR BEST, UH, ESTIMATION.

IT DOESN'T REALLY IMPOSE ON ANYTHING.

UM, AND CERTAINLY, UM, ANY NOISE REGULATIONS AND THINGS LIKE THAT.

WE TRY TO DO OUR BEST TO, TO RESPECT THE NEIGHBORS AND FEEL LIKE WE'VE HAD HEALTHY RELATIONSHIPS, UM, OVERALL THROUGHOUT THE YEARS.

UM, IF WE DID EVENTUALLY SELL THE 1240 PROPERTY, UM, ONE OF THE THINGS THAT, THAT ACTUALLY BENEFIT THE CITY IS GETTING THE TAX DOLLARS FOR THAT SINCE WE ARE TAX EXEMPTS, CURRENTLY IN THAT PROPERTY IS TAX EXEMPT.

UM, THE CITY ISN'T BENEFITING FROM ANY OF THE TAXES, UM, ON THE 1240 BRASS LANTERN PROPERTY, IF DOWN THE FUTURE, DOWN THE ROAD, WE WERE TO SELL THAT AND MAINTAIN IT AS A RESIDENTIAL, THAT WOULD CERTAINLY BE TAX DOLLARS THAT WOULD COME BACK TO THE CITY.
