ROY WAS INSTRUMENTAL IN APPROVING MAJOR PROJECTS IN THE COMMUNITY, INCLUDING THE LABRA MARKETPLACE, WESTRIDGE PLAZA, WESTRIDGE GOLF CLUB, UH, GOLF COURSE, COSTCO, HOME DEPOT, ALBERTON'S, PALM COURT SHOPPING CENTER, IMPERIAL PROMENADE, VALENTI APARTMENTS, WALMART, SAM'S CLUB, AND NORTHGATE. ROY ALSO ACHIEVED A CAREER LONG GOAL OF HELPING DESIGN AND CONSTRUCT A NEW CITY HALL AND COUNCIL CHAMBERS FACILITY, ALONG WITH OTHER CRITICAL CIVIC BUILDINGS THAT THE CITY CONTINUES TO GROW AND IMPROVE SERVICES TO THE PUBLIC. THESE PROJECTS HAVE ENHANCED THE COMMUNITY, INCREASED PROPERTY VALUES, AND ENSURE QUALITY DEVELOPMENT IN THE CITY OF LAHABRA FOR YEARS TO COME. THE PROJECT INVOLVES THE DEMOLITION OF ALL ONSITE IMPROVEMENTS IN ORDER TO CONSTRUCT A NEW AUTOMOBILE SERVICE STATION THAT WILL, UH, INCLUDE 12 FUELING POSITIONS, A 2,240 SQUARE FOOT CANOPY, AND A 2,400 SQUARE FOOT CONVENIENCE STORE, UH, FULL ONSITE LANDSCAPING IMPROVEMENTS ALONG WEEDER AVENUE AND HARBOR BOULEVARD. UM, OTHER ONSITE IMPROVEMENTS INCLUDE A NEW TRASH ENCLOSURE, UH, 12 ONSITE PARKING SPACES IN AIR AND WATER STATION FOR VEHICLES. UM, AND THE EXISTING 25 FOOT HIGH FREE STANDING SIGN LOCATED AT THE NORTHWEST CORNER OF THE PROPERTY WILL BE MAINTAINED AND UPDATED TO MATCH THE THEME OF THE NEW STATION. UM, WHITTIER AVENUE IS NOT A DESIGNATED TRUCK ROUTE, MEANING THAT TRUCKS WILL HAVE TO USE HARBOR BOULEVARD AS THE ONLY MEANS OF ACCESS. THESE THREE SITES WERE GRANTED VIA THE SPECIFIC PLAN DEVIATIONS, WHICH INVOLVED A REDUCTION OF A REAR ART SETBACK. THE COMMUTING STORE OPERATOR IS PROPOSED TO BE SEVEN 11, WHICH WILL OPERATE 24 HOURS A DAY, SEVEN DAYS A WEEK. THE COMMUTING STORE WILL PROVIDE PREPACKAGED FOOD ITEMS, SNACKS, BEVERAGES, COFFEE, HEATED FOOD, AND CONVENIENCE ITEMS. THE FACILITY WILL EMPLOY TWO TO THREE EMPLOYEES WITH DAYTIME AND NIGHTTIME SHIFTS. THE PROPOSAL ALSO INCLUDES A REQUEST FOR A TYPE 20 ABC LICENSE. THIS WOULD AUTHORIZE OFF SALE OF BEER AND WINE. UH, THE FLOOR PLAN OUTLINES FOUR REFRIGERATION UNITS IN RED THAT WILL BE USED TO DISPLAY, UH, THE ALCOHOL PRODUCTS. WELL, I'M HERE TO TELL YOU QUITE A LOT HAS HAPPENED ON LARA BOULEVARD AND PEOPLE JUST HAVE TO BE PATIENT AND UNDERSTAND THAT GOOD PLANNING TAKES A LONG TIME. SO THAT'S WHEN YOU FIRST STARTED, ROY, THAT PICTURE, RIGHT? NO, NO, . THIS IS CLOSER TO WHEN I FIRST STARTED. SO THIS, SO YEAH, SO THIS IS A HUNDRED YEARS AFTER THE FIRST PICTURE. SO THINGS HAVE CHANGED A LITTLE BIT, AT LEAST IN THAT PARTICULAR PICTURE. BUT ACTUAL PLANNING EFFORT STARTED ON LARA BOULEVARD IN 1975. AND YES, I WASN'T HERE YET, I WAS STILL IN HIGH SCHOOL, BUT I'VE BEEN HERE FOR MOST OF THE OTHER STUFF ON THAT LIST. SO WE'VE, THERE'S BEEN A NUMBER OF DIFFERENT INITIATIVES, UM, OVER THE YEARS. WE'VE DONE THE, STARTED IN 1975 WITH THE DOWNTOWN REDEVELOPMENT PLAN, AND THEN WE HAD A REVITALIZATION STUDY FOR THE QUARTER IN 1985, UM, WHICH LED TO A SPECIFIC PLAN THAT WAS PUT TOGETHER IN 1988. IN BETWEEN THAT, WE DID, UM, INITIATED THE BOULEVARD OF THE BES MOTIF FOR THE BOULEVARD. [00:25:01] UM, IN 1999, WE DID A REVISION TO THE SPECIFIC PLAN. THEN IN 2014, OF COURSE, WE DID A CITYWIDE GENERAL PLAN, WHICH HAD LOTS OF IMPLICATIONS FOR LAU BOULEVARD. AND THEN WE DID THE CIVIC CENTER MASTER PLAN, UM, AFTER THAT. AND THEN WE DID SPECIFIC PLAN AMENDMENTS. AND THE NEWEST THING WE DID THAT I DON'T THINK THE COMMISSION SAW, I THINK CUZ IT WENT STRAIGHT TO COUNCIL, WAS A COMPLETE STREET MASTER'S PLAN, WHICH HAS SOME IMPLICATIONS FOR HARBOR BOULEVARD TOO. SO, SO FIRST THING, DOWNTOWN REDEVELOPMENT, SO THAT, THAT'S KIND OF A MAP OF A, LOOKS LIKE A GERRYMANDERED, UM, BOUNDARY. UM, BUT WHEN THEY FIRST PUT THAT PLAN TOGETHER, THEY WERE TRYING TO GET A NUMBER OF THE, UH, IMPORTANT PARCELS WITHOUT INTERFERING WITH ANY OF THE RESIDENTIAL PAR PROPERTIES, WHICH YOU'RE ALL AWARE SURROUNDS THE, THE DOWNTOWN AREA. SO DURING THAT TIME, THIS, THIS IS A LIST OF SOME OF THE THINGS THAT WERE EX ARE RESULT OF THAT REDEVELOPMENT PLAN. SO WE CROSSED THE STREET OVER HERE ON THE CORNER OF CYPRESS. WE HAVE, UM, CASA EL CENTRO, WHICH IS 50 UNITS, SENIOR APARTMENTS, YOU, YOU DID THE CHAMBER OF COMMERCE OFFICE. WE DID THE NEXT BUILDING DOWN NEXT TO THE CHAMBER OF COMMERCE. SO THAT BUILDING THAT DOESN'T LOOK TOO FAMILIAR IS THE ONE WE'RE IN RIGHT NOW. THAT'S THE, THE ORIGINAL REDEVELOPMENT PLAN OFFICE BUILDING FOR THIS SITE WHERE CITY HALL'S AT NOW, UM, THAT WE HAD THE BANK OF AMERICA NEXT DOOR WE HAD, UM, IT WAS CALLED, UM, MCKINNON STATIONARY WHEN IT WAS ORIGINALLY REDONE. IT'S THE DANCE SCHOOL NOW. AND THEN WE DID AN ADDITION ONTO THE FRONT OF THE LIBRARY. SO, YOU KNOW, THOSE ARE ALL THINGS THAT HAPPENED FROM 75 IN INTO THE EARLY, MID, MID EIGHTIES. THEN IN 1985 WHEN I FIRST CAME ON BOARD, UM, THEY WERE IN THE TAIL END OF DOING A STUDY OF, OKAY, WHAT DO WE, WHAT DO WE NEED TO DO TO REVITALIZE LA HARBOR BOULEVARD? WE'VE KIND OF GOT THREE DEVELOPMENT PLAN, BUT THERE'S LOTS OF OTHER STUFF GOING ON HERE. SO THEY DID, THEY DID A MARKET STUDY AND LOOKED AT THE DIFFERENT PHYSICAL CHARACTERISTICS AND KIND OF WHAT'S GOING ON. SO AS A RESULT OF THAT, ULTIMATELY THEY DID THE, UM, THE SPECIFIC PLAN IN IN IN 1985. UM, SO I GOT THESE SLIDES A LITTLE OUTTA ORDER, BUT IN 1988, AS THE CITY'S COMMEMORATION OF THE BICENTENNIAL OF THE CONSTITUTION, THEY WANTED TO MAKE AN EFFORT TO HONOR THE EL CAMINO REAL, WHICH WAS THE IMPORTANT HISTORIC EVENT FROM 200 YEARS AGO. AT THAT TIME, GOING THROUGH, THROUGH LAHABRA. SO HAD THIS INITIATIVE WHERE WE, WHERE WE HAVE THE MISSION BELLS AT VARIOUS LOCATIONS ALONG ALONG THE BOULEVARD THAT DESIGNATED SOMETHING SIGNIFICANT OR IMPORTANT IN THE, IN THE HISTORY OF LAHABRA AT THAT TIME. ADDITIONALLY, UM, YOU OVER TIME WE'VE DONE THE LAHABRA BOULEVARD STREET SIGNS WITH THE BELL LOGO ON IT, AND YOU'VE, I'M SURE YOU'VE ALL NOTICED, WELL, ALL THE STREETLIGHTS ON LAHABRA BOULEVARD ARE ALSO ALSO THE BELL SHAPE. SO THIS WAS TO TRY TO, TO PUT TOGETHER SOME, TO, TO UNIFY THE BOULEVARD, TO, TO HAVE TO GET A THEME GOING. SO THESE ARE JUST, UM, WHAT WAS GOING ON THE HISTORIC, UM, BUILDINGS THAT EXISTED AT THOSE A PARTICULAR LOCATIONS WHERE, WHERE THEY SELECTED, UH, ONE OF WHICH IS NUMBER FIVE THERE, WHICH WAS THE OLD LAHABRA CITY HALL THAT WAS ACROSS THE STREET WHERE THE HOUSES ARE AT NOW. SO, UM, SO YEAH, SO BACK, SO SKIPPING NOW BACK TO THE SPECIFIC PLAN. SO WE DID ADOPT A NEW SPECIFIC PLAN IN 1988. UM, THE FIRST KIND OF MAJOR THINGS THAT HAPPENED STARTED HAPPENING IN, IN THE MID NINETIES OR THE EARLY NINETIES, AND THAT'S WHERE WE BUILT THE COMMUNITY CENTER AND WE DID A, A MAJOR EXPANSION TO THE POLICE STATION. OTHER THAN THAT, NOT A LOT HAPPENED. UM, BETWEEN 88 AND 99, WE HAD A FEW LITTLE PROJECTS HERE AND THERE, SOME SMALL FACADE IMPROVEMENTS, BUT IT WASN'T, IT WASN'T WORKING. SO WE WENT BACK AND REVISITED IT LIKE, YOU KNOW, WHAT DO WE NEED TO JUMPSTART THIS AND, AND, AND MAKE IT WORK, WORK A LITTLE BETTER? SO ONE OF THE THINGS THAT SHOWED UP AS A CONSTRAINT WAS SUB THE SMALL SUBSTANDARD LOTS, WHICH MOST OF THE LOT WITHIN [00:30:01] THE SPECIFIC PLAN AREA ARE 50 BY A HUNDRED FEET, GREAT FOR A HOUSE NOT TOO CONDUCIVE TO CONDUCTING BUSINESS. HER BUILDING RE RETAIL, UH, WE HAD THE PARKING STANDARDS WERE PRETTY STRICT FOR A BUNCH OF THE EXISTING COMMERCIAL BUILDINGS THAT COULDN'T MEET THE STANDARDS. SO, UH, WE REDUCED THE PARKING STANDARDS, UH, TO MAKE IT A LITTLE EASIER TO, TO DEVELOP WHAT WAS THERE ALREADY AND DO SOME IMPROVEMENTS. AND THEN LASTLY, UH, WE, WE IMPLEMENTED SOME STREAMLINING AND, AND AN ARCHITECTURAL REVIEW PROGRAM. AND AGAIN, BECAUSE OF THE BOULEVARD OF THE BELLS AND, AND THE HISTORIC EL CAMINO REAL, UM, WE WENT WITH THE SPANISH THEME AND THEN THERE WE GO, SLIDE BEHIND. AND THEN THE ALSO WAS PART OF THAT PAN WAS AN IMPLEMENTATION PLAN, WHICH WAS FOR MEDIAN WIDE SIDEWALK WIDENING, STREET LANDSCAPING, STREET FURNITURE, UM, TRAFFIC CALMING EITHER BY NARROWING THE LANES OR MEANDERING THE LANES, TAKING OFF STREET PARKING OFF, YOU KNOW, A NUMBER OF DIFFERENT INITIATIVES WHICH NEVER ACTUALLY HAPPENED. UM, THAT, AND AGAIN, THAT WAS UNFORTUNATE, BUT, YOU KNOW, WE, WE GOT A GRANT SINCE IT WAS STILL IN THE REDEVELOPMENT AREA, WE WERE ABLE TO, TO DO BONDS AND WE WERE ABLE TO GET A COUPLE MILLION DOLLARS TO, TO IMPLEMENT THESE PLANS AND DO SOME OF THESE IMPROVEMENTS. WELL, WHEN YOU STARTED PRIORITIZING THE NEEDS BEFORE WE COULD DO ANY OF THIS STUFF ABOVE GROUND, WE HAD A BUNCH OF STORM DRAINS WE HAD TO FIX UNDERGROUND. UM, AND UNFORTUNATELY THAT TOOK MOST OF THE MONEY. SO THIS PART OF THE PROJECT NEVER, NEVER REALLY HAPPENED EXCEPT IN, IN TWO SMALL AREAS AT THE EXTREME ENDS OF THE CITY OR THE OF THE BOULEVARD. WE DIDN'T GET ANY OF THIS IN THE, IN THE CORE. SO HERE'S SOME OF THE BUILDINGS, UM, THAT HAPPENED AND I'VE BROKEN IT DOWN INTO EAST AND WEST LA HARBOR BOULEVARD. SO QUITE A LOT HAS HAPPENED SINCE THE 1999 SPECIFIC PLAN. AND, UM, PICTURES ARE NICER THAN WORDS. SO, SO THIS IS DOWN AT THE WEST HARBOR BOULEVARD, KIND OF IT, JUST A LITTLE PAST BEACH LOOKING BACK THIS DIRECTION. SO THAT, THAT'S ONE OF THE AREAS WHERE WE WERE ABLE TO DO THE LANDSCAPE MEDIANS AND, AND GET THE PLAN GOING. AND THAT INITIATED A LOT OF THE OTHER STUFF GOING ON IN THAT AREA. SO THIS IS A NEWER ADDITION, WHICH, WHICH IS THE, UH, PORT TOLO WALK APARTMENT OR CONDOMINIUM PROJECTS THAT YOU GUYS JUST APPROVED WITHIN THE LAST COUPLE YEARS. WE, WE HAVE THE SKYLAR, UM, APARTMENT CONDOS, OH, I APARTMENTS TONGUE TIED. I, UM, THOSE ARE LIKE THE TWO NEWEST THINGS. AND THIS WAS AN INTERESTING PROJECT. THIS ONE IS CALLED CAST ON NICOLINA. AND THIS IS AN APARTMENT BUILDING THAT WAS OLD AND RUNDOWN. AND AS PART OF THE RIO PROJECT ACROSS THE STREET, THEY HAD TO CONTRIBUTE MONEY TOWARDS AFFORDABLE HOUSING AS PART OF THEIR PROJECT. AND THE WAY THAT MONEY WAS USED WAS TO REFURBISH THIS RUNDOWN APARTMENT BUILDING AND CREATE AN UPDATED, MODERN, NICE, NICER LOOKING, UH, FACILITY ON THE BOULEVARD. AND THAT THIS WAS NOT A BUILT WITHIN THE TIMEFRAME OF THE SPECIFIC PLAN, BUT I THREW IT IN BECAUSE IT'S IMPORTANT IT FOR THE END OF THE BOULEVARD WHERE WE'RE TALKING ABOUT. SO THIS, THIS WAS THE CONVALESCENT HOSPITAL AND IT, AND IT WAS PROBABLY BUILT 86 87 AROUND IN THERE. BUT AGAIN, IT DID UTILIZE THE, THE SPANISH THEME AND IT, AND IT DOES FIT IN OVERALL WITH THE, WITH THIS BLOCK CLOSER INTO THE CENTRAL CORE. WE DID A FACADE IMPROVEMENT, UM, JUST WAS A, A TARGET PROGRAM TO SEE IF WE COULD GET MORE BUSINESSES INTERESTED IN THAT. UM, IT DIDN'T REALLY CATCH FIRE, BUT WE DID A COUPLE OF BUILDINGS. UM, THIS, THIS IS A CHURCH, UM, AGAIN, DOWN IN THE SAME BLOCK AT THE WEST END THAT THEY CAME IN AND DID SOME REMODELING AND THEY HAD ADOPTED THE SPANISH THEME AND THEN CLOSER IN AGAIN THAN WE HAD CANNINGS THAT CAME IN. AND, AND THIS WAS KIND OF PART OF THE FACADE IMPROVEMENT PROGRAM THAT WAS GOING ON. AND, AND THEY TOOK IT ON THEMSELVES AND, AND DID A MAJOR UPGRADE TO, TO THAT FACILITY. IT WAS A PRESCHOOL THAT USED TO BE THE TRIPLE A [00:35:02] ON, ON THE CORNER OF DEANNA AND LA HARBOR BOULEVARD. AND AGAIN, THEY ADOPTED THE, THE SPANISH STYLE ARCHITECTURE WHEN THEY UPGRADED THAT BUILDING. AND THEN THIS IS THE MASONIC LODGE AND THAT'S A CELL TOWER, WHICH WAS, PEOPLE DON'T REALIZE DRIVING DOWN THE BOULEVARD LOOKING AT THAT, WHICH IS THE WAY WE LIKE IT. YOU DON'T REALIZE IT'S JUST FUNCTIONAL. BUT AGAIN, ADOPTED THE SPANISH STYLE ARCHITECTURE. AND THEN COSTCO HAPPENED AS A RESULT OF REDEVELOPMENT. AND OF ALL THE COSTCOS AND ALL OF CALIFORNIA, THIS WAS ONE OF THE MOST EXPENSIVE ONES FOR THEM TO BUILD BECAUSE THEY ADOPTED OUR SPECIFIC PLAN AND PUT LOTS OF EXTRA EFFORT INTO THE MATERIALS TO TRY TO CAPTURE AS BEST YOU COULD SPANISH STYLE ARCHITECTURE IN A, IN A BIG BOX BUILDING. SO AGAIN, A LOT OF STUFF GOING ON, BUT A MAP'S REALLY A BETTER WAY OF TELLING THE PICTURE OF WHAT'S, WHAT'S GOING ON HERE. SO YOU CAN SEE IN THIS BLOCK WE'VE BEEN TALKING ABOUT, I WOULD HAVE TO CALL THAT A SUCCESS FOR A SPECIFIC PLAN. I MEAN, YOU GOT A GOOD THREE SOLID BLOCKS THERE WHERE YOU UPGRADED ALL THE OLD BUILDINGS AND RE AND REPLACED IT WITH WHAT YOU WERE TRYING TO GET WITH, WITH YOUR SPECIFIC PLAN IS YOU MOVE FROM IDAHO STREET MORE TOWARDS THE CENTER CORE. THAT'S WHERE WE HAVE TO KEEP WORKING. CUZ NOT A LOT, NOT A LOT HAPPENED ON IN THAT END, BUT I, I'D SAY AT THIS END THAT THAT PRETTY MUCH WOULD A SUCCESS. SO NOW GOING THE OPPOSITE DIRECTION AND GOING DOWN, AND THIS IS BY WASHINGTON SCHOOL AGAIN, THIS WAS ANOTHER AREA WHERE WE WERE ABLE TO PUT THE MEDIANS IN AND THEY GO FROM WASHINGTON SCHOOL TO, UM, HARBOR BOULEVARD. SO, AND THIS WAS ANO ANOTHER ONE OF OUR FACADE, UM, IMPROVEMENT PROGRAMS THAT WE EXPERIMENTED WITH. UM, AGAIN, THIS WAS A, A BLOCK OF DILAPIDATED COMMERCIAL BUILDINGS AND UM, I THINK AGAIN THAT TURNED OUT VERY WELL AND SUCCESSFUL. AND THIS IS, THIS IS, UH, WE DID A LOT OF RESIDENTIAL DOWN AT THIS END. THIS, THIS IS A, A, AN APARTMENT BUILDING THAT WAS A PUBLIC PARTNERSHIP BETWEEN THE CITY AND WHAT WAS AT THE TIME CALLED THE NEIGHBORHOOD HOUSING SERVICE. I THINK THEY'RE CALLED NEIGHBORHOOD WORKS NOW. AND THEY WERE TAKEN OVER BY THE COUNTY, BUT IT STARTED IN LAJA NEIGHBORHOOD HOUSING. MM-HMM AND I DON'T KNOW IF ANY OF YOU, UH, REMEMBER THAT. AND THAT'S SIX UNITS. AND YOU KNOW, I WENT OUT AND HELPED BUILD THIS ONE WITH EVERYBODY ELSE. WE HAD SHOVELS AND MOVED DIRT AROUND. AND SO THAT WAS, THAT WAS A GREAT PROJECT TOO. AND THEN NOW AS WE GET DOWN TO THE CORNER OF HARBOR WHERE WE HAVE HARBOR FREIGHT NOW, WHICH FOR MOST PEOPLE WAS KNOWN AS THE BIG LOT CENTER FOR FOREVER UNDER UNDERWENT A, A BIG TRANSITION. BUT AGAIN, ONE BUILDING AT A TIME WE DIDN'T, CUZ IT'S OWNED BY FIVE DIFFERENT OWNERS. SO UNLIKE A BIG SHOPPING CENTER WHERE THEY COME IN AND BUILD EVERYTHING ALL AT ONCE, YOU, YOU GET, YOU GET 'EM ONE AT A TIME AND YOU TRY TO ESTABLISH AN OVERARCHING THEME AND ARCHITECTURAL STYLE AND HOPE THAT EVERYBODY GETS ON BOARD AS THEY COME THROUGH. SO THIS IS OUT IN THE FRONT, ONE OF THE FIRST BUILDINGS THAT CAME ALONG UNDER THE NEW, UH, DESIGN. SO THAT WAS THE, THE STARBUCKS IN IN WINGSTOP, OR EXCUSE ME, SUBWAY. AND THEN RECENTLY HARBOR FREIGHT MOVED IN AND FIXED THAT BUILDING UP FROM WHAT IT WAS BEFORE. UM, ALSO DOWN AT THAT END WE HAVE THE, UH, ZA WHICH WAS ACTUALLY THE FIRST PROJECT BUILT UNDER THE NEW 1999 HARBOR BOULEVARD SPECIFIC PLAN. AND THAT'S BEEN A SUCCESS STORY OVER THE YEARS FOR THE CITY. SO AGAIN, WHEN, WHEN YOU LOOK AT THIS ON THE MAP, SEE WE DON'T HAVE THAT GOOD CONCENTRATION. IT'S, IT'S A LITTLE BIT MORE SPREAD OUT AND A FEW OTHER THINGS IN THERE, WHICH I I'M SURE THIS POINTER'S NOT GONNA ACTUALLY WORK, BUT I, THAT I DIDN'T SHOW YOU A PICTURES OF IS THE CORNER OF, OF HARBOR. UM, BOTH OF THE GAS STATIONS HAVE BEEN REMODELED IN, INTO TO SPANISH STYLE ARCHITECTURE. UM, SO THAT'S KIND OF THE EAST AND THE WEST. AND [00:40:01] SO IN, IN 2014 WE DID THE GENERAL PLAN UPDATE AND AS PART OF THE GENERAL PLAN UPDATE, ONE OF THE BIG STRATEGIES CITYWIDE WAS LOOKING AT MIXED USE AND LOOKING AT HIGHER DENSITY RESIDENTIAL IN, IN AREAS WHERE, WHERE IT MADE SENSE. SO WITHIN LAHA BOULEVARD, A NUMBER OF AREAS WERE, WERE DESIGNATED FOR VARIOUS DIFFERENT MIXED USE AND, AND WITH SOME HIGHER DENSITY ZONING. SO I'LL GET BACK TO THAT A BIT MORE. SO WE'VE DONE THE EAST AND THE WEST, SO NOW WE'RE IN THE CENTER OF WHAT HAPPENED IN LAU BOULEVARD. SO WE DID A LITTLE PROJECT CALLED THE CIVIC CENTER MASTER PLAN, WHICH STARTED OUT AS WE WERE GONNA BUY THIS OFFICE BUILDING AND REMODEL IT. AND IT WAS LIKE PULLING ON THE, TO SPAGHETTI OUT OF THE PLATE. WELL, WHY WE'RE DOING THAT, WE SHOULD, UH, MAYBE REFURBISH THE COMMUNITY CENTER CUZ IT'S BEEN THERE, YOU KNOW, 10, 15 YEARS NOW IT CAN DO SOME NEW AIR CONDITIONING AND SOME NEW PAINT AND SOME NEW CARPET AND WHY WE'RE AT IT, WELL MAYBE WE CAN PUT AN ADDITION ON IT. AND IT WAS LIKE, WELL WE CAN'T LEAVE EVERYTHING OUT SO WE, WE SHOULD PROBABLY REHAB THE PD TOO. SO WE GET EVERYTHING TO LOOK THE SAME. AND THEN WE LOOKED TO THE PAST WHERE WE HAD THE VETERANS HALL IN, IN THE OLD HISTORIC, UH, HISTORY MUSEUM, WHICH WAS THE, THE CITY'S FIRST LIBRARY. AND IT WAS LIKE, LET'S BRING THOSE BACK TO THEIR ORIGINAL 1935 CONDITION AND THEIR, AND THEIR LOOK. AND THAT'S WHAT WE DID. SO WHAT STARTED OUT IS ONE BUILDING ENDED UP BEING SIX BUILDINGS IN, IN A COMPLETE REHAB OF THE ENTIRE CIVIC CENTER. SO WE GOT THE CENTER AND THEN OF COURSE WHEN WE VACATED ALL THAT PROPERTY ACROSS THE STREET, THEN WE SOLD THAT TO A DEVELOPER WHO WAS CAME, CAME IN AND BUILT HIGHER DENSITY HOUSING THAN WHAT WE WERE TYPICAL FOR LA HARBOR BOULEVARD, BUT STILL NOT HIGH DENSITY HOUSING BY ANY STRETCH OF THE IMAGINATION. IT'S STILL LESS THAN 10 UNITS AN ACRE, WHICH IS NOT HIGH DENSITY. SO, AND AGAIN, THIS IS WHAT THAT KIND OF LOOKS LIKE ON A MAP. SO ALL THE, ALL THE RED, UM, BOXES OR THE THINGS WE DID, THE BLUE BOX WAS THE PRIVATE DEVELOPMENT, WHICH AGAIN, I DIDN'T SHOW YOU A PICTURE OF, BUT THE SHOPPING CENTER OVER HERE BEHIND US DID A FACADE REHAB AROUND THE SAME TIME INTO THE SPANISH ARCHITECTURE. AND THEN THE BOX, THE FARTHEST TO THE LEFT IS, IS CANNINGS, JUST CUZ IT WASN'T CAPTURED IN EITHER THE LEFT OR THE RIGHT. SO, AND THEN WHEN YOU COUPLE THIS WITH WHAT HAPPENED WITH THE REDEVELOPMENT PLAN, WHICH ARE NOW THE PURPLE BOXES AND THEN THE BLUE AT THE BOTTOM IS AGAIN ANOTHER PRIVATE PROJECT OUTSIDE THE SPECIFIC PLAN THAT HAPPENED AT THIS TIME. AND AS YOU'LL NOTICE, PORT PARK WAS IN THAT REDEVELOPMENT AREA. SO A LOT OF THE STUFF THAT HAPPENED IN PORT PARK WAS TIED BACK TO REDEVELOPMENT LIKE THE CHILDREN'S MUSEUM AND THE DEPOT THEATER, YOU KNOW, GOING BACK TO THE LATE SEVENTIES, EARLY EIGHTIES WHEN THEY WERE DOING THAT. AND THEN COMING UP THE, THIS IS ALL THE STUFF THAT'S KIND OF GONNA BE HAPPENING. UM, THE ORANGE BOXES WITH THE DOTED LINES ARE ALL PROPERTIES THAT THE CITY HAS PURCHASED RECENTLY AND WE'LL BE REHABBING AND USING FOR VARIOUS CIVIC PURPOSES. AND THEN AT THE BOTTOM RIGHT HAND SCREEN ARE TWO HOUSING DEVELOPMENTS THAT THE COMMISSION JUST APPROVED WITHIN THE LAST YEAR, AGAIN OF SOME MORE HOUSING IN THE, SO AGAIN, YOU, YOU SEE A LOT HAS HAPPENED OVER OUR PLANNING PERIOD OF THE LAST 40 YEARS IN THE CENTER PART OF DOWNTOWN AND YOU COMBINE THIS WITH THE EAST AND THE WEST AND A LOT HAS HAPPENED ON L BOULEVARD. SO, YOU KNOW, WHEN YOU GUYS MOVING INTO THE FUTURE, WHEN I'M COMING BACK TO SIT ON THIS SIDE OF THE ROOM, YOU, YOU GUYS NEED TO BE LOOKING AT THAT SECTION BETWEEN UM, UM, CYPRESS AND, AND MCPHERSON AND BETWEEN WALNUT AND IDAHO, CUZ THOSE, THOSE ARE THE KIND OF AREAS WHERE WE, WE HAVEN'T, HAVEN'T GOT ANYTHING GOING YET. SO WE NEED TO, AND THOSE ARE AGAIN, THE BULK OF THE SMALL LOTS. SO YOU GUYS ARE GONNA NEED TO BE THINKING ABOUT STRATEGIES, HOW, HOW DO WE MAKE THAT STUFF FIT IN OR DO WE NEED TO, SHOULD WE BE LOOKING AT SOMETHING ELSE? AND WE'RE TALKING 50 UNITS TO THE ACRE HIGH DENSITY. AND AND THE THOUGHT AT THE TIME WAS, YOU KNOW, LET'S GET SOME, SOME PEOPLE DOWNSTAIRS TO SUPPORT THE BUSINESSES AND LET'S GET THOSE PARTICULAR PROPERTIES MIGHT NOT BE MIXED USE, BUT WHEN YOU LOOK AT THE WHOLE NEIGHBORHOOD AND THE WHOLE AREA KIND OF GET, GET THE MIXES OF USE GOING. AND THEY HAD A CONSULTANT LOOK AT ALL OF OUR MAJOR THOROUGH FAIRS AROUND THE CITY OF, YOU KNOW, MAKING THEM MORE WALKABLE, MAKING THEM MORE LIVABLE, MAKING THEM MORE BICYCLE FRIENDLY, UM, YOU KNOW, SLOWING DOWN TRAFFIC, DOING CURB CUTS AND BALL OUTS AND ALL THAT STUFF. SO I JUST TOOK A COUPLE OF QUICK PAGES OUT OF THAT DOCUMENT TO OF SOME OF THE STUFF THEY'VE TALKED ABOUT FOR LARA BOULEVARD. AND AGAIN, THIS WAS FINISHING THE, THE MEDIANS IN THE CENTER, WHICH WE DIDN'T GET TO AND ADDING SOME BIKE LANES AND STREET FURNITURE AND PLANTING. SO I DRUG HIM TO THE PUBLIC WORKS OFFICE AND WE SPOKE WITH, UM, BRIAN JONES AND, UM, GAVE THEM THE, THE TAPE FROM THE VIDEO OF THE CAMERA THAT THEY PLUMBER HAD, DIDN'T WANNA GIVE US, BUT GAVE IT TO US. AND, UM, THE NEXT MORNING A WHOLE CREW WAS OUT AT MY HOME DIGGING UP THE STREET BECAUSE IT HAD GONE THAT FAR. THE P THE PLUMBER WANTED TO CHARGE US $28,000 TO DO THIS. UM, BRIAN AND HIS CREW WERE OUT THERE. UH, RANDY AND DIS CREW, I SHOULD SAY WERE OUT THERE THREE DAYS. THEY JUST FINISHED TODAY.
