The Regular Meeting of the City Council and the Regular Joint Meeting with the Successor Agency to the Redevelopment Agency of the City of La Habra, La Habra Civic Improvement Authority, City of La Habra Housing Authority, and the La Habra Utility Authority for December 19, 2022, will be conducted in person at the City of La Habra Council Chamber, located at 100 East La Habra Boulevard, La Habra, California.  The City Council Chamber will be open for public seating and speakers when the Mayor opens public comment periods.  Effective March 1, 2022, the wearing of masks is no longer required for those entering this facility.

The public is also encouraged to participate in the Regular Meeting of the City Council and the Regular Joint Meeting with the Successor Agency to the Redevelopment Agency of the City of La Habra, La Habra Civic Improvement Authority, City of La Habra Housing Authority, and the La Habra Utility Authority by submitting written comments via email to cc@lahabraca.gov no later than 5:00 p.m. on Monday, December 19, 2022, or by viewing the meeting live through the City of La Habra website and clicking on "Watch Live" at 6:30 p.m.

That the City Council APPROVE AND ADOPT RESOLUTION NO. ______ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 8, 2022, DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY LAW.
 
INSTALLATION OF NEWLY ELECTED COUNCILMEMBERS:

PUBLIC COMMENTS: When addressing the La Habra City Council, please complete a Speaker’s Card before leaving the Council Chamber.
 
General Public Comments shall be received at the beginning of the governing body meeting and limited to three (3) minutes per individual, with a total time limit of 30 minutes for all public comments, unless otherwise modified by the Mayor or Chair.  Speaking time may not be granted and/or loaned to another individual for purposes of extending available speaking time, and comments must be kept brief, non-repetitive, and professional in nature.

The general Public Comment portion of the meeting allows the public to address any item of City business not appearing on the scheduled agenda. Per Government Code Section 54954.3(a), such comments shall not be responded to by the governing body during the meeting.
 
CONSIDERATION ITEMS:

That the City Council consider and elect/appoint:
A.  Mayor for a one-year term (December 2022-December 2023);

B.  Mayor Pro Tem for a one-year term (December 2022-December 2023);

C.  Chair and Vice Chair for the Successor Agency to the La Habra Redevelopment Agency for a one-year term (December 2022-December 2023);

D.  Chair and Vice Chair for the Civic Improvement Authority for a one-year term (December 2022-December 2023);

E.  Chair and Vice Chair for the Housing Authority for a one-year term (December 2022-December 2023);

F.  Delegate Representative to the Orange County Mosquito and Vector Control District for a two-year or four-year term;

G.  Delegate and Alternate Representative to the Orange County Sanitation District for a one-year term (December 2022-December 2023);

H.  Delegate and Alternate Representative to the Southern California Association of Governments (SCAG) for the purposes of voting in SCAG General Assembly meetings to be held in 2023;

I.  Two Councilmembers to serve on the Internal Audit Committee for a one-year term (December 2022-December 2023);

J.  Delegate and Alternate Representative to the Orange County Library Advisory Board for a two-year term (December 2022-December 2024);

K.  Appointment by the Mayor of one Councilmember to serve on the Emergency Preparedness Council as Vice Chair for a one-year term (December 2022-December 2023); and

L.  One Citizen-At-Large vacancy on the La Habra Rewards Fund Committee with an indefinite term.
 
CONSENT CALENDAR:
 
All matters on Consent Calendar are considered to be routine and will be enacted by one motion unless a Councilmember, City staff member, or member of the audience requests separate action or removal of an item. Removed items will be considered following the Consent Calendar portion of this agenda. Public comment shall be limited to three (3) minutes per individual, with a total time limit of 30 minutes per item that has been removed for separate discussion, unless otherwise modified by the Mayor. AUTHORIZE THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH BPE LLC, FOR PAVING CYPRESS STREET PRIOR TO CERTIFICATE OF OCCUPANCY FOR PROPERTY LOCATED AT 901 LESLIE STREET, BOUNDED BY LESLIE STREET AND CYPRESS STREET, AND DEPOSIT THE AMOUNT OF $175,000 INTO ESCROW

That the City Council:
A.  Approve and authorize the City Manager to execute an agreement with BPE LLC. to deposit the amount of $175,000 into escrow for paving Cypress Street prior to certificate of occupancy for property located at 901 Leslie Street, bounded by Leslie Street and Cypress Street; and
 
B.  Authorize staff to prepare plans and specifications for the improvements of Cypress Street from subject property to Imperial Boulevard.

That the City Council
A. Approve Plans and Specifications for Home Demolition at 107 East 2nd Avenue, City Project No. 1-D-23; and

B. Award construction contract for the Home Demolition at 107 East 2nd Avenue, City Project No. 1-D-23 to Unlimited Environmental Inc., of Long Beach, California, in the amount of $49,000 and reject all other bids; and

C. Authorize the City Manager to execute an agreement with Unlimited Environmental Inc., of Long Beach, California, in the amount of $49,000, and authorize staff to issue a purchase order to Unlimited Environmental Inc. of Long Beach, California, in the amount of $58,800; which includes a twenty percent (20%) contingency.
