THE SUBJECT PROPERTY IS LOCATED AT THE NORTHWEST CORNER OF IDAHO AND IMPERIAL HIGHWAY.

THE PROJECT SCOPE INVOLVES THE DEMOLITION OF A 5,400 SQUARE FOOT BANK OF CALIFORNIA COMMERCIAL BUILDING AND THE CONSTRUCTION OF A 3,630 SQUARE FOOT CRISPY KREME DRIVE THROUGH RESTAURANT, UM, FOR NO CRISPY KREME PREVIOUSLY OPERATED WITHIN THE CENTER, UH, BETWEEN 1999 TO 2006 AT 18 0 1 1 WEST IMPERIAL HIGHWAY, WHICH IS THE CURRENT BUILDING, UH, OPERATED BY CHICK-FIL-A.

THE PROJECT LAYOUT INCLUDES A NEW COMMERCIAL BUILDING IN COMPLIANCE WITH CURRENT ZONING REQUIREMENTS AND BUILDING SETBACKS.

THE DRIVE-THROUGH CONFIGURATION WRAPS AROUND THE BUILDING.

UH, THE BUILDING ITSELF IS LOCATED APPROXIMATELY 360 FEET FROM THE NEAREST RESIDENTIAL PROPERTY TO THE NORTH.

THE DRIVE-THROUGH CONFIGURATION HAS A QUEUING CAPACITY OF 15 VEHICLES VIA A SINGLE LANE.

THE PROJECT SITE ALSO INCLUDES A 980 SQUARE FOOT OUTDOOR SEATING AREA HIGHLIGHTED IN GREEN ON THE SOUTH SIDE OF THE BUILDING.

ALSO INCLUDED IS A FULL SIZE TRASH ENCLOSURE JUST NORTH OF THE DRIVE-THROUGH EXIT.

THE DRIVE-THROUGH MINI BOARD AND SPEAKER IS LOCATED SOUTH OF THE OUTDOOR SEATING AREA FACING ONTO IMPERIAL HIGHWAY.

AND THE DRIVE-THROUGH PICKUP WINDOW IS LOCATED ON THE EAST SIDE OF THE BUILDING FACING, UM, ONTO IDAHO STREET.

THE BUILDING'S MAIN PEDESTRIAN ACCESS IS LOCATED ON THE WEST SIDE OF THE BUILDING FACING ONTO THE IHOP RESTAURANT.

THE BUILDING'S INTERIOR INCLUDES SALES AREA, A DINING AREA COMPLETE WITH 20 UH CHAIRS AND FIVE SEATS AND CUSTOMER RESTROOMS. THE INTERIOR ALSO INCLUDES EMPLOYEE WORK AREAS, INCLUDING A PROCESSING AREA FOR THE PREPARATION OF DONUTS AND A STORAGE AREA AND WHOLESALE, UH, AND A STORAGE AREA FOR THE WHOLESALE AND DELIVERY SERVICE.

THE RESTAURANT IS PROPOSING TO OPERATE 24 HOURS A DAY, SEVEN DAYS A WEEK.

THE DRIVE-THROUGH WILL OPERATE FOR 24 HOURS A DAY AND THE INTERIOR DINING AREA IS PROPOSED TO OPERATE FROM 5:30 AM TO 10:00 PM DAILY.

CRISPY KREME WILL SELL DONUTS, ICE CREAM, HOT AND ICED COFFEE TO DINE IN AND DRIVE THROUGH CUSTOMERS.

CRISPY K CREAM'S DELIVERY SERVICE INCLUDES THE USE OF FOUR DELIVERY TRUCKS THAT WILL BE PARKED ON SITE AND THEIR PARKING IS SHOWN IN THE SITE PLAN AND THE RED DOTS.

THE TRUCKS WILL BE USED TO DELIVER THEIR PRODUCTS TO GROCERY STORES, CONVENIENCE STORES AND OTHER BUSINESSES.

THE ANTICIPATED DELIVERY HOURS WILL TAKE PLACE BETWEEN 9:00 PM AND 10:00 PM THAT'S WHEN THE VEHICLES WILL LEAVE THE SITE AND THEY WILL RETURN TO THE PROPERTY FROM THEIR DELIVERY ROUTES BETWEEN 4:30 AM AND 6:00 AM THE BUILDING'S EXTERIOR AND ARCHITECTURAL DESIGN IS CONTEMPORARY.

IT HAS SIMILAR COLORS AND MATERIALS AS THE RECENTLY CONSTRUCTED PAD PAD BUILDING LOCATED WITHIN THE CENTER.

THE BUILDING INCLUDES A WHITE AND GRAY EXTERIOR COLORS AND A GREEN ACCENT COLOR.

A TRAFFIC STUDY AND A PARKING STUDY WERE SUBMITTED AND THESE ANALYZE THE PROJECT'S TRAFFIC IMPACTS, TRIP GENERATION, BEAL QUEUING AND ONSITE PARKING.

THE ANTICIPATED TRIP GENERATION OF THE FOR THE PROJECT IS MINIMAL AND NO MITIGATION IS REQUIRED.

THE PROJECT IS ALSO NOT SUBJECT TO V M T OR A VEHICLE.

MILES TRAVELED ANALYSIS.

THREE OTHER CRISPY KRES WERE ANALYZED.

THESE INCLUDED, UH, CRISPY KREMEN, THE CITY OF LONG BEACH, CITY OF INDUSTRY AND SAN DIEGO.

THE DATA CONCLUDED THAT THE AVERAGE Q LENGTH FOR ALL THREE WAS 13 VEHICLES.

THE MAX OBSERVED WAS 23 VEHICLES FOR THE UH, INDUSTRY LOCATION.

THE LAHAMER DRIVE-THROUGH HAS BEEN DESIGNED TO ACCOMMODATE 15 VEHICLES WITHIN THE DRIVE-THROUGH

ONSITE PARKING WAS ALSO ANALYZED WITHIN THE EASTERLY END OF THE CENTER, UH, IDENTIFIED AS ZONE THREE AND IT INCLUDES THE KRISPY KREME IHOP AND THE PAD BUILDING WEST OF IHOP.

THE DATA OUTLINED THAT THERE WILL BE A SURPLUS AT 27 SPACES WITHIN ZONE THREE WITH FULL OCCUPANCY OF THE PAD BUILDING.

THEREFORE, THERE'S NO SIGNIFICANT DEMAND ON PARKING, UH, GENERATED BY THE PROJECT IN THE VENT THAT VEHICLE Q LINKS EXCEED THE 15, UH, VEHICLE CAPACITY TWO TRAFFIC MANAGEMENT PLANS HAVE BEEN INCLUDED.

UH, PHASE TWO, WHICH IS SHOWN ON SCREEN, CAN ACCOMMODATE UP TO 28 VEHICLES ON SITE WITHIN THE, UH, DRIVE AISLES NOT IMPACTING, UH, THE STREETS.

PHASE THREE CAN ACCOMMODATE UP TO 50 VEHICLES SHOULD THE NEED ARISE AND THESE TRAFFIC MANAGEMENT PLANS ARE INCLUDED IN THE TRAFFIC, UH, STUDY AND THE UM, PARKING STUDY.

LASTLY, THE PROJECT INCLUDES A SIGN PACKET THAT OUTLINES THE PROJECT'S, WALL SIGNS, DIRECTIONAL ONSITE SIGNAGE, UH, THE MENU BOARD INCLUDING THE USE OR CONSTRUCTION OF AN EIGHT FOOT HIGH MONUMENT SIGN ALONG IMPERIAL HIGHWAY.

UM, ALL THE PROJECTS FINDINGS CAN BE MADE, THEREFORE STAFF, UH, IS IN SUPPORT AND, UH, RECOMMENDS APPROVAL OF THE PROJECT AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE.

UH, UNFORTUNATELY I DON'T HAVE THE QUEUE ANALYSIS FROM WHEN KRISPY KREME WAS IN OPERATION.

UM, HOWEVER, TAKING A LOOK AT THE TWO DRIVE-THROUGH LOCATIONS WITHIN THE CENTER, CHICK-FIL-A REMODELED THEIR DRIVE-THROUGH CONFIGURATION TO ALLOW FOR UP TO 18 VEHICLES AND THAT'S USING DUAL LANES.

THE PREVIOUS WAS JUST A SINGLE LANE, SO IT MIGHT HAVE BEEN, UH, LESS THAN THAT.

BUT THAT'S ALSO PART OF WHY THE PROJECT INCLUDES THESE TRAFFIC MANAGEMENT PLANS TO TRY TO ANTICIPATE, UM, THE NEED DIFFERENT SCENARIOS BASED ON THE, THE TRAFFIC VOLUMES ON SITE.

SO WE HAVE A PHASE ONE AND PHASE TWO TO TRY TO ACCOMMODATE AND KEEP THE TRAFFIC ON THE PROPERTY AND NOT SPILL ONTO IMPERIAL OR IDAHO.

I MAKE A MOTION APPROVE AND RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAHABRA, CALIFORNIA APPROVING DESIGN REVIEW 22 DASH ZERO EIGHT AND CONDITIONALLY.

USE PERMIT 22 DASH 26 FOR THE CONSTRUCTION OPERATION OF A DRIVE-THROUGH RESTAURANT KRISPY KREME DONUTS AT 12 0 1 WEST IMPERIAL HIGHWAY, MAKING THE APPROPRIATE FINDINGS AS PER THE APPROVED PLANS AND SUBJECT TO CONDITIONS AND MAKING A DETERMINATION THAT THE PROJECT IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT PURSUANT TO SECTION 15,303 CLASS THREE NEW CONSTRUCTION OR CONVERSION OF SMALL STRUCTURES OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT GUIDELINES.
