WE'RE GRATEFUL FOR THOSE WHO SERVE OUR COMMUNITY, AND WE RECOGNIZE THE SERVICE OF SO MANY TO MAKE THIS COMMUNITY A SPECIAL PLACE.
THIS EVENING, OUR HEARTS ARE FULL WITH THE LOSS OF TWO VERY SPECIAL PEOPLE WHO DIED THIS PAST WEEK, WHO GAVE SO MUCH SERVICE TO OUR COMMUNITY.
FORMER COUNCIL MEMBER DAVE MCCAULEY, AND OUR OFFICIAL PHOTOGRAPHER, MR. BRUCE MARTIN, WHO BOTH PASSED AWAY.
HE GAVE TIRE TIRELESS HOURS TO OUR COMMUNITY, BLESS THEIR FAMILIES, UH, ENDURE THEM WITH LOVE AND PEACE AS THEY GO FORTH TO THE NEXT, UH, PHASE OF THEIR LIVES.
AND WE SAY THESE THINGS HUMBLY SON JESUS CHRIST.
HE IS FAITH FLAT OF OUR COUNTRY FOR THE PLEDGE OF ALLEGIANCE AND BEGIN BY PLEDGE TO FLAG IN THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS NATION UNDER INDIVIDUAL LIBERTY AND JUSTICE FOR ALL.

WELL, YOU'RE GONNA SHARE ABOUT WHAT THEY DID AS MY UNDERSTANDING.
MY NAME'S JENNIFER BUSH AND I WORK FOR MEALS ON WHEELS, ORANGE COUNTY AND HAVE FOR ALMOST 15 YEARS.
I HAVE THE PLEASURE OF RUNNING THE CONGREGATE LUNCH PROGRAM, UH, AT THE LA HABER COMMUNITY CENTER MONDAY THROUGH FRIDAY.
UM, FIVE DAYS A WEEK, ALMOST EVERY SINGLE DAY EXCEPT A FEW OF OUR HOLIDAYS.
UM, THE PROGRAM ITSELF IS FOR SENIORS 60 AND OVER TO COME IN PERSON AND HAVE A NUTRITIOUS, WELL-BALANCED MEAL, LOW SUGAR, LOW SALT.
UM, THEY COME AND ENJOY AND IT'S PROBABLY MORE FOR THE SOCIALIZATION THAN BEING LOCKED UP AT HOME.
WE TRY TO AVOID THAT AS MUCH AS POSSIBLE.
WE DO HAVE A SHUTTLE THAT RUNS AND PICKS UP PEOPLE EVERY DAY AND BRINGS THEM TO THE PROGRAM.
UM, AND I CAN'T RUN THE PROGRAM BY MYSELF, SO I HAVE VOLUNTEERS AND THESE TWO MAKE IT SO THAT I CAN HAVE A VACATION OR A DAY OFF OR SURVIVE AND DO PAPERWORK.
UM, EVELYN'S BEEN WITH ME FOR OOF A LONG TIME.
MATT'S BEEN WITH ME FOR A LONG TIME AS WELL.
UM, WE KEEP TRACK OF OUR VOLUNTEER HOURS AND I TURN THEM IN MONTHLY.
UM, JUST SO YOU HAVE AN IDEA, I HAVE 23 LOCATIONS THROUGHOUT CENTRAL AND NORTH ORANGE COUNTY.
AND WITHIN THOSE 23 LOCATIONS, WE RUN A COUPLE OF PROGRAMS, HOME DELIVERED MEALS, WHICH WE HAVE TWO OF THOSE PROGRAMS HERE IN LAHABRA.
CARMEN MILLER IS LAHABRA MEALS ON WHEELS.
SHE DOES BOTH MINE AS WELL AS HERS.
SO THERE'S TWO SEPARATE COMPANIES AND EVERYBODY WORKS TOGETHER TO DELIVER TO THE HOME.
AND I THINK WE'RE AT ABOUT 60 YES.
BETWEEN THE TWO, THE TWO COMPANIES.
SO WITH THAT BEING SAID, THERE'S TWO TO 300 VOLUNTEERS FOR MEALS ON WHEELS, ORANGE COUNTY, THROUGHOUT CENTRAL AND NORTH ORANGE COUNTY.
AND OF THAT, JUST IN JUNE, THERE WERE OVERALL, UM, OVER 4,000 HOURS OF VOLUNTEER SERVICES.
AND THAT'S PEOPLE DELIVERING, THAT'S VOLUNTEERS, UM, THAT GO INTO PEOPLE'S

HOMES TO SAY HELLO, UM, ET CETERA.SO FOR THE CONGREGATE LUNCH PROGRAM, JUST IN THE MONTH OF JUNE, WE HAD 2,246 HOURS OF VOLUNTEER TIMES.
SO WITH THAT BEING SAID, EVELYN, FOR LAST YEAR, SHE GAVE ME 752.5 HOURS, ALL VOLUNTEER.
SHE WAS THE ONLY ONE THROUGHOUT MEALS ON WHEELS, ORANGE COUNTY THAT WAS AWARDED THE PRESIDENTIAL AWARD OF OVER 500 VOLUNTEER HOURS.
UM, I CAN'T DO IT WITHOUT HER.
LITERALLY, MATTHEW ON THE OTHER HAND, HE IS HERE USUALLY TUESDAYS AND THURSDAYS.
HE'LL TRY AND SQUEEZES ANOTHER DAY, UM, IF HE'S NOT BUSY.
BUT HE GOT THIS PRESIDENTIAL SILVER AWARD AND THAT WAS 275 HOURS TOTAL.
WELL, ON BEHALF OF THE HABER CITY COUNCIL, WE COMMEND YOU FOR YOUR WONDERFUL, WONDERFUL WORK OF VOLUNTEERISM.

UH, 15 YEARS AGO, MY BROTHER BEN ATTENDED A COUNCIL MEETING REQUESTING SIDEWALKS BE INSTALLED ON THAT AVENUE AND NOTHING WAS DONE SO FAST.
FORWARDING TO 2020, I CREATED A PETITION.
I HAD THE NEIGHBORS SIGN, UH, REQUESTING SPEED BUMPS, AND, UM, I MAILED IT TO THE CITY PLANNER AND STATING THAT, UH, WE WOULD LIKE FRANCIS AVENUE TO BECOME A CALMED AREA.
I DID RECEIVE A VOICEMAIL FROM THE PLANNER, UH, STATING THAT WE WERE ON THE LIST.
HOWEVER, DUE TO C O I D, UM, STREET IMPROVEMENTS WERE HALTED.
UH, SO I STAND BEFORE YOU REQUESTING THESE SPEED BUMPS.
ONCE AGAIN, I UNDERSTAND THAT SIDEWALKS, UM, ARE NOT POSSIBLE.
IT ENTAILS QUITE A BIT MOVING OF UTILITY POLES, RELOCATING, UH, UH, MAIN LINE WATER LINES, GAS LINES, THE WHOLE SHEBANG, AND VERY, VERY COSTLY.
UM, HOWEVER, OUR STREET IS VERY HEAVILY TRAVELED AND BECAUSE OF THE ECONOMY, THERE ARE SEVERAL FAMILIES LIVING IN ONE HOME.
THEREFORE, THERE ARE MANY, MANY CARS PARKED ON EITHER SIDE OF OUR STREET.
WE EVEN IN AND OUT OF THE PARKED CARS JUST TO GET TO THE LAUNDROMAT OR FAMILIES WALKING WITH STROLLERS, CHILDREN GOING TO SCHOOL, WASHINGTON MIDDLE SCHOOL, OR SONORA.
UM, I JUST WANTED TO ALSO, UH, MENTION THAT DURING RUSH HOUR THERE ARE CARS GOING UP HARBOR THAT WANNA TURN ONTO WOODIER BOULEVARD.
THEY, IN TURN, THEY DON'T WANNA WAIT THE FOUR SIGNAL LIGHTS TO TURN ON WHITTIER, SO THEY TURN ONTO FRANCIS, AND THEN THEY MAKE THEIR WAY TO COLLEGE, TO PINEHURST, TO CYPRUS, AND THEN TO WHITTIER BOULEVARD SO THEY CAN, YOU KNOW, CONTINUE GOING HOME.
UM, EAST FRANCIS IS NOT A WEALTHY NEIGHBORHOOD AND, UM, THERE ARE ON A DAILY BASIS, CARS THAT TRAVEL AT A HIGH RATE OF SPEED.
LAST YEAR, UH, ONE CAR WAS TRAVELING AT A HIGH RATE OF SPEED AND HIT SIX VEHICLES, PARKED VEHICLES.
EARLIER THIS YEAR, OUR NEIGHBOR WAS SIDESWIPED TWO DOORS DOWN.
OUR NEIGHBOR, THEIR CAR WAS TOTALED.
ALL THESE INCIDENCES WERE HIT AND RUN AGAIN, NOT A WEALTHY AREA.
IT'S HARD FOR THEM TO COME UP WITH A $500 DEDUCTIBLE TO GET THEIR VEHICLES PRE UH, UH, REPAIRED.
NOT ONLY THAT, BUT TO, UH, RENT A CAR TO GO TO WORK, OR EVEN GET AN UBER DRIVER.
SO, UM, AND DID I MENTION THREE PETS WERE KILLED.
ALSO, AS I DRIVE AROUND THE CITY OF LA HABRA, I NOTICE THAT THE STREETS THAT HAVE SIDEWALKS AND SPEED BUMPS ARE VERY WIDE STREETS, VERY WIDE STREETS.
I DUNNO IF YOU'VE BEEN ON EAST FRANCIS AVENUES, ROSIE.
UM, PLEASE, IT, IT, IT'S TIME.
AND I NOTICED THAT 90% OF THOSE STREETS HAVE SPEED BUMPS.

THE CITY COUNCIL INITIATED THIS CODE AMENDMENT IN FEBRUARY, SOMEWHAT IN RESPONSE TO CRIMINAL ACTIVITY THAT OCCURRED AT SEVERAL BUSINESSES IN SOUTHERN CALIFORNIA, INCLUDING A 7-ELEVEN IN LA HABRA DURING THE EARLY MA MORNING HOURS OF JULY 11TH, 2022.
THIS INCIDENT BROUGHT TO THE ATTENTION TO THE FACT THAT THIS CITY DOES NOT LIMIT THE HOURS OF OPERATION RE FOR RETAIL BUSINESSES, AND THAT THE ONLY RETAIL BUSINESSES THAT OPERATE 24 HOURS A DAY IN LA HABRA OTHER THAN GAS STATIONS, WHICH ALREADY REQUIRE A C U P, ARE FIVE SEVEN ELEVENS IN OUR CITY.
SURROUNDING CI CITIES VARY ON HOW THEY REGULATE THE HOURS OF OPERATION FOR RETAIL BUSINESSES.
LAHABRA ONLY PERMITS RETAIL BUSINESSES TO OPERATE BETWEEN THE HOURS OF 7:00 AM AND 11:00 PM FULLERTON AND BUENA PARK DID NOT HAVE ANY LIMITATIONS ON THE HOURS OF OPERATION FOR RETAIL BUSINESSES.
BREA DOES NOT LIMIT THE HOURS OF OPERATION RE FOR RETAIL BUSINESSES.
HOWEVER, THEY DO REQUIRE A C U P FOR CONVENIENCE STORES AND WHITTIER REQUIRES A C U P FOR BUSINESSES THAT OPERATE PAST 12:00 AM AND OR BEFORE 6:00 AM BASED ON COUNSEL'S DIRECTION AND TO PROVIDE FLEXIBILITY IN THE HOURS OF OPERATION.
STAFF DRAFTED AN ORDINANCE WHICH WAS REVIEWED BY PLANNING COMMISSION ON MAY 8TH, 2023, AND IS BEFORE YOU TONIGHT.
SEVERAL OF THE 7-ELEVEN OWNERS ATTENDED THE PLANNING COMMISSION PUBLIC HEARING, AND DURING PUBLIC COMMENTS SAID THAT WHILE THEY APPRECIATED THE CITY'S EFFORTS TO ASSIST WITH THE SAFETY OF THEIR BUSINESSES, THEY WERE CONCERNED ABOUT THE COST OF THE ACQUIRING A C U P.
THAT CONDITIONS OF APPROVAL COULD REQUIRE EXPENSIVE SAFETY MEASURES SUCH AS SECURITY GUARDS.
AND IF THEY DID NOT PURSUE A C U P FOR 24 HOUR OPERATIONS, THEY WOULD BE PENALIZED FINANCIALLY BY THE 7-ELEVEN CORPORATION.
IN RESPONSE TO THESE COMMENTS, STAFF OFFERED TO MEET WITH THE EFFECTIVE BUSINESS OWNERS TO RECEIVE FURTHER INPUT ON THE DRAFT ORDINANCE PRIOR TO PRESENTING THE ZONE CHANGE TO COUNCIL.
AFTER COMPLETING THEIR DELIBERATION, THE PLANNING COMMISSION VOTED THREE ONE TO RECOMMEND CITY COUNCIL APPROVAL OF THE ZONE CHANGE.
FOLLOWING THE PLANNING COMMISSION MEETING, STAFF MET WITH FOUR OF THE FIVE 7-ELEVEN OWNERS AND THEY REITERATED THEIR CONCERNS IN LIGHT OF THESE CONCERNS.
AND IN FURTHERANCE OF THE CITY'S COUNCIL'S OBJECTIVE TO STREAMLINE PROJECT PROCESSING, REMOVE UNNECESSARY REGULATIONS AND OR MAKE THE ZONING CODE EASIER TO IMPLEMENT.
STAFF IS RECOMMENDING THAT THE CITY COUNCIL TAKE NO FURTHER ACTION AND DIRECT STAFF TO WITHDRAW ZONE CHANGE 2301 FROM FURTHER REVIEW AT THIS TIME.
SO LET ME JUST KINDA BRING THE CITY COUNCIL UP TO UP TO DATE.
SO FAR FOLLOWING THE, THAT RASH OF ROBBERIES, I MET PERSONALLY WITH ALL THE SEVEN 11 OWNERS WHO ARE HERE AND ALSO, UH, ONE OTHER ONE AS WELL.

SO I, UH, BROUGHT THAT FORWARD, ASKED STAFF TO LOOK TO AND INVESTIGATE, SO WE WERE GONNA MOVE FORWARD.
BUT WHAT WE WERE NOT AWARE OF AND WHAT THEY DID NOT KNOW IS THE FACT THAT THERE WAS GONNA BE, UH, BASICALLY A FINE FROM THE 7-ELEVEN CORPORATION, WHICH WOULD SIGNIFICANTLY IMPACT THEIR FINANCES.
SO THEY ASKED ME TO WITHDRAW THAT CONCERN, AND BY THAT TIME, I'D ALREADY GONE PLANNING COMMISSION AND SO, SO FORTH.
SO THIS WAS ORIGINALLY, UH, INITIATED BY THEM, THE OWNERS, AND NOW THE FACT IT'S GONNA, IT SIGNIFICANTLY IMPACT THEM.
SO WE TRY TO HELP THEM OUT, BUT THEN CORPORATE, UH, PUT THIS ON.

SO THE STORES HAVE BEEN OPEN 24 HOURS.

LA HABRA BOULEVARD, FORMERLY CALLED CENTRAL AVENUE, HISTORICALLY SERVED AS THE CENTRAL BUSINESS DISTRICT FOR OVER 40 YEARS.
HOWEVER, WITH THE BUILD OUT OF WHITTIER BOULEVARD AND IMPERIAL HIGHWAY, CENTRALIZED COMMERCIAL ACTIVITY ALONG THE H BOULEVARD HAS DIMINISHED OVER TIME SINCE 1975, THE CITY HAS TAKEN VARIOUS INITIATIVES TO ADDRESS THE SHIFT OF COMMERCIAL ACTIVITY AND TO ENCOURAGE THE REJUVENATION OF THE CITY'S CENTRAL CORRIDOR.
THE CORRIDOR HAS BENE BENEFITED FROM MANY PUBLIC IMPROVEMENTS OVER THE YEAR, INCLUDING THEMED BELL-SHAPED STREETLIGHTS, DECORATIVE STAMPED, AND COLORED CONCRETE SIDEWALKS AND MISSION BELLS SCATTERED THROUGHOUT THE DISTRICT.
IN ADDITION, SEVERAL NEW BUILDINGS HAVE BEEN CONSTRUCTED USING THE SPANISH REVIVAL OR MISSION STYLE OF ARCHITECTURE, GIVING CHARACTER TO PORTIONS OF THE STREETSCAPE.
THE CITY HAS ALSO INVESTED IN THE CONSTRUCTION AND RENOVATION OF THE EXPANDED CITY CENTER, CITY CIVIC CENTER COMPLEX IN THIS CORRIDOR TO MATCH THE STYLE OF ARCHITECTURE AND TO PROVIDE A CIVIC FOCAL POINT FOR COMMUNITY EVENTS AND ACTIVITIES.
THE CORRIDOR, HOWEVER, LACKS THE ECONOMIC VIBRANCY AND ACTIVITY THAT CAN BE FOUND IN SIMILAR DOWNTOWN DISTRICTS IN OTHER CITIES IN SOUTHERN CALIFORNIA.
AS PART OF THE CITY'S ANNUAL GOALS AND OBJECTIVES FOR FISCAL YEAR 2324, THE CITY COUNCIL ADOPTED GOAL FIVE.
OBJECTIVE H RETAIN A CONSULTANT TO DEVELOP A COHESIVE STRAIGHT STRATEGY IN IMPLEMENTATION TOOLS TO ESTABLISH A DOWNTOWN DISTRICT ALONG THE HABRA BOULEVARD TO INCLUDE THE ANALYSIS OF CURRENT MARKET CONDITIONS, DEVELOPMENT CONSTRAINTS, RECOMMENDED SPECIFIC PLAN AMENDMENTS, POTENTIAL FUNDING SOURCES, AND CONSIDERATION OF FEE WAIVERS AND DEVELOPMENT INCENTIVES.
IN RESPONSE, STAFF RELEASED A REQUEST FOR PROPOSALS, INVITING QUALIFIED PROFESSIONAL CONSULTING FIRMS TO SUBMIT PROPOSALS FOR THE EVALUATION OF THE CONCURRENTLY ADOPTED LAVAR SPECIFIC PLAN, AND TO DEVELOP AN UPDATED REVISED PLAN.
THE CITY RECEIVED PROPOSALS FROM TWO CONSULTING FIRMS FROM

THE COSTS ASSOCIATED WITH THIS PROJECT WERE INCLUDED IN THIS YEAR'S BUDGET TO FUND THE AGREEMENT AS A ONE-TIME EXPENSE.
IF THIS AGREEMENT IS APPROVED BY COUNCIL, IT IS ANTICIPATED THAT THE PROJECT WOULD START IN LATE SUMMER, EARLY FALL 2023, WITH A ROBUST COMMUNITY ENGAGEMENT COMPONENT, INCLUDING STAKEHOLDER INTERVIEWS, STUDY SESSIONS WITH PLANNING COMMISSION, AND CITY COUNCIL, THE DEVELOPMENT OF AN INTERACTIVE WEBSITE, CONDUCTING A PUBLIC WORKSHOP, SETTING UP BOOSTED CIVIC EVENTS, AND MODERATING SEVERAL ADVISORY COMMITTEE MEETINGS.
ONCE THIS PHASE IS COMPLETE, M I G WILL DE WILL DEVELOP AND RELEASE A DRAFT OF THE UPDATED SPECIFIC PLAN FOR REVIEW IN LATE SPRING, EARLY SUMMER 2024, FOLLOWED BY ENVIRONMENTAL ANALYSIS OF THE POTENTIAL ENVIRONMENTAL IMPACTS OF THE IMPLEMENTATION OF THE PLAN.

THE INITIATION OF ZONE CHANGE 23 DASH OH TWO TO AMEND THE TITLE 18 ZONING OF LA HABER MUNICIPAL CODE BY ADDING A PUBLIC ART PROGRAM REQUIREMENT, OR IN LIEU OF, OF FEE OPTION FOR LARGER DEVELOPMENT PROJECT STAFF REPORT.WELCOME BACK AGAIN, GLAD TO BE BACK.
THIS IS A REQUEST FOR COUNCIL TO DIRECT STAFF TO INITIATE A ZONE CHANGE RELATED TO ART IN PUBLIC PLACES.
OVER THE LAST 10 YEARS, THE CITY COUNCIL HAS TAKEN SEVERAL ACTIONS TO ENCOURAGE PUBLIC ART.
IN NOVEMBER, 2013, THE CITY COUNCIL APPROVED ITS OWN CHANGE THAT ALLOWED PUBLIC ART AND WATER FEATURES TO BE PLACED IN REQUIRED SETBACKS ON PRIVATE PROPERTY SUBJECT TO PLANNING COMMISSION APPROVAL.
ALTHOUGH THIS ZONE CHANGE ALLOWED FOR THE PLACEMENT OF ART IN THESE AREAS, IT DID NOT MANDATE THE INSTALLATION OF PUBLIC ART.
IN JANUARY, 2014, THE CITY COUNCIL ADOPTED A COMPREHENSIVE UPDATE OF THE CITY'S GENERAL PLAN WITH VARIOUS GOALS RELATED TO THE QUALITY DESIGN OF NEW DEVELOPMENT PROJECTS, ENHANCEMENT OF PUBLIC PLACES AND IMPL, IMPROVING RESIDENTIAL AND RETAIL STREETSCAPES, AND SPECIFICALLY ENCOURAGING PUBLIC ART TO PROMOTE PEDESTRIAN ACTIVITY IN RETAIL COMMERCIAL DISTRICTS AND CORRIDORS.
THROUGH THE CITY'S EXISTING DEVELOPMENT AGREEMENT PROCESS.
A PUBLIC ART, OR IN LIE FEE COMPONENT HAS BEEN INCLUDED IN SOME LARGER DEVELOPMENT PROJECTS.
HOWEVER, THIS PROCESS IS SUBJECT TO A PROJECT BY PROJECT NEGOTIATION AND HAS NOT BEEN IMPLEMENTED CONSISTENTLY, CONSISTENTLY SINCE 2015.
THESE EFFORTS HAVE RESULTED IN TWO SCULPTURES, IN TWO MOSAICS BEING INSTALLED WITHIN PRIVATE DEVELOPMENT PROJECTS, AS WELL AS THE COLLECTION OF NEARLY $280,000

IN FEES IN MAR.ON MARCH 6TH, 2023, THE CITY COUNCIL ADOPTED ITS ANNUAL GOALS AND OBJECTIVES FOR FISCAL YEAR 2324.
OBJECTIVE P CALLS FOR THE CREATION OF PUBLIC ART, UH, PUBLIC ART REQUIREMENT, OR IN L FEE FOR LARGER DEVELOPMENT PROJECTS.
WHILE STAFF HAS NOT DUG INTO THE DETAILS OF SUCH PRO PROGRAM, IF LAHABRA WERE TO IMPLEMENT REQUIREMENTS SIMILAR TO THOSE OF OTHER SURROUNDING CITIES, THIS REQUIREMENT WOULD GENERALLY APPLY TO ALL DEVELOPMENT PROJECTS WITH A BUILDING VALUATION OF MORE THAN 1.5 MILLION, AND COULD REQUIRE INSTALLATION OF ART THAT IS THE EQUIVALENT OF 1% OF THE PROJECT VALUATION OR THE PAYMENT OF AN IN LIE FEE FOR THE SAME AMOUNT IN REFERENCE, THE 117 UNIT OLSEN PROJECT ON IMPERIAL HIGHWAY HAS A VALUATION OF 17 MILLION.
AND THE 58 UNIT VALARA PROJECT ON ELECTRIC AVENUE HAS A VALUATION OF 5.3 MILLION.
JUST SO YOU GET AN IDEA OF THE TYPES OF PROJECTS THIS WOULD APPLY TO THE CREATION OF A PUBLIC ART REQUIREMENT, OR IN LIEU FEE, REQUIRES A ZONE CHANGE, WHICH MUST BE INITIATED BY COUNCIL.
THEREFORE, STAFF IS REQUESTING THE INITIATION OF SET ZONE CHANGES AT THIS TIME, FOLLOWING THE INITIATION OF THE ZONE, CHANGE TO STAFF WOULD PREPARE A DRAFT ORDINANCE FOR FURTHER CON CONSIDERATION BY THE PLANNING COMMISSION AND CITY COUNCIL AT PUBLIC HEARINGS.
IF THE CITY COUNCIL DOES NOT WISH TO HAVE STAFF INITIATE ZONE CHANGE PROCEEDINGS, STAFF RECOMMENDS THAT THE CITY COUNCIL MODIFY OR REMOVE THE RELATED CITY COUNCIL OBJECTIVE FOR ITS 2023 GOALS AND OBJECTIVES.

THIS CAME UP IN THE MOVE MORE EAT HEALTHY INITIATIVE THAT WE DID LIKE EIGHT YEARS AGO WITH THE, YOU KNOW, THE FAITH-BASED COMMUNITY AND IT BRINGS HEALTH TO THE COMMUNITY.
AND WHAT WE'VE BEEN WORKING ON FOR YEARS IS OBESITY FOR KIDS FROM LIKE, YOU KNOW, TODDLERS TO ABOUT 12 YEARS OLD.
SO IT KIND OF ENCOMPASSES IT THAT, WHICH TIES TO THE, THE TRAIL AND THIS WHOLE DOWNTOWN THING.
SO I FEEL IT'S IMPORTANT, AND IT'S SOMETHING I'VE WORKED REALLY, REALLY HARD ON, AND I WAS THE SPEARHEAD FOR THE PLANNING COMMISSION TO DO THIS IN THESE PAST FEW YEARS.

HE LATER BECAME OUR ECONOMIC, UH, DEVELOPMENT, AND HE TOOK THAT POSITION AND RANG LIKE GANG GANGBUSTERS.
HE WAS INSTRUMENTAL IN BRINGING COSTCO TO LA HABRA.
HE WAS INSTRUMENTAL IN BRINGING THAT SECOND, UH, WALMART TO LA HABRA, WHERE WE HAD THAT TIRE TABOO AREA OVER THERE.
HE WORKED TIRELESSLY WITH SCOTT BELL TO BRING ALL THE MARKET IN, IN THAT AREA.
HE KNEW THE ART OF MAKING A DEAL.
HE WAS WELL RESPECTED BY, YOU KNOW, SCOTT BELL, A BRAND NEW DEVELOPER WHO HAD COME TO THE AREA.
AND HE BROUGHT SCOTT BELL, SO TO SPEAK, ON THE MAP, BECAUSE SCOTT HAD NOT REALLY DONE MANY DEVELOPMENTS, AND HE WORKED CLOSELY WITH HIM.
AND THERE WERE VERY LITTLE STAGNANT, UM, BUSINESS AREAS BECAUSE OF BRUCE.
I MEAN, I'M SORRY, BECAUSE OF DAVE MCCAULEY.
HE REALLY STEPPED IT UP, UH, VERY ACTIVE, UH, IN TERMS OF WITH THE ROTARY CLUB NONPROFITS.
HE WORKED VERY, UH, CLOSELY WITH THE BOYS AND GIRLS CLUB, AS WELL AS HE SERVED AS A BOARD MEMBER, BUT HE WAS INSTRUMENTAL IN STARTING THE JAY JOHNSTONE GOLF TOURNAMENT WITH THE ROTARY CLUB.
HE BROUGHT THAT ON AND BROUGHT SOME OF THE BIGGEST CELEBRITIES, UH, FROM THE WORLD OF BASEBALL TO THAT.
AND HE WORKED ALONGSIDE WITH JAY JOHNSTONE.
AND HE WAS JUST, JUST A CHARACTER.
THOSE OF US WHO, WHO GOT TO SEE HIM AT THE EMPLOYEES, UH, BANQUET, YOU COULD SEE THAT DAVE MCCALLEN KNEW HOW TO BUST A MOVE OUT ON THE DANCE FLOOR.
YOU KNOW, HE WAS UP THERE IN HIS AGE, BUT MAN, HE, HE DANCED LIKE GUYS HALF HIS AGE WHEN HE WAS WELL ENOUGH.
AND HE WAS ALWAYS A CHARACTER.
UH, ONE THING THAT, THAT, YOU KNOW, NOW IT'S BIG ON FACEBOOK, YOU KNOW, JOSE AND I DO A LOT OF FACEBOOK LIVES.
ONE THING IS DAVE MCCAULEY WAS MR. TELEVISION.
HE HAD A CABLE SHOW CALLING THE LAHABRA CONNECTION, AND EVERY WEEK HE'D HAVE A BRAND NEW SHOW ON CHANNEL THREE, AND HE'D HIGHLIGHT THE BUSINESSES GOING ON.
HE, HE HIGHLIGHTED INDIVIDUALS THAT WERE DOING A DIFFERENCE IN THE AREA, LIKE THIS TIME DURING SUMMER, HE WOULD GO OUT THERE BY, BY A POOL BRINGING PEOPLE ON POOL SAFETY, YOU NAME THE TOPIC.
HE DID OVER 150 SHOWS, UH, WITH ADELPHIA CABLE BACK THEN.
AND DAVE IS JUST A WONDERFUL, WONDERFUL INDIVIDUAL.

UM, AND HE, HE WAS JUST A WONDERFUL PERSON.
HE WORKED VERY CLOSELY WITH TOM MOCK DURING THE EARTHQUAKE OF WHITTIER EARTHQUAKE.
