Approve a five-year five percent (5%) annual rent increase at the Authority owned View Park Estates and Park La Habra Mobile Home communities, commencing on January 1, 2024; and, B. LOCATED AT 1750 WEST LAMBERT ROAD AND 1731 WEST LAMBERT ROAD.

MY NAME IS MIRANDA COLE, CORONA ECONOMIC DEVELOPMENT AND HOUSING MANAGER.

TONIGHT'S ITEM IS A REQUEST FOR THE HOUSING AUTHORITY TO CONSIDER A WRITTEN INCREASE AT VIEW PARK ESTATES AND PARK LA HARBOR MOBILE HOMES, AS WELL AS A REQUEST FOR APPROVAL OF A FINANCIAL ASSISTANCE PROGRAM IN 1992.

THE HOUSING AUTHORITY PURCHASED VIEW PARK ESTATES AND PARK LA HARBOR MOBILE HOMES THROUGH CERTIFICATES OF PARTICIPATION FOR 19 MILLION.

THE CERTIFICATES OF PARTICIPATION HAVE BEEN REFINANCED SEVERAL TIMES WITH THE MOST RECENT REFINANCE HAPPENING IN 2020.

THE CURRENT ANNUAL DEBT SERVICES $735,000 PER YEAR SINCE 1992.

IMPROVEMENTS IN MAJOR MAINTENANCE HAVE BEEN COMPLETED IN THE MOBILE HOME COMMUNITIES, TOTALING APPROXIMATELY $3,267,000.

THERE ARE STILL UPCOMING IMPROVEMENTS AND LONG-TERM MAINTENANCE THAT NEEDS TO BE, UM, COMPLETED IN THE COMMUNITIES.

FOR EXAMPLE, STAFF IS CURRENTLY WORKING ON SPECIFICATIONS FOR REPLACING THE ROOFING ON ALL OF THE COMMON AREA BUILDINGS.

THE AIR CONDITIONING AND THE CLUBHOUSE AT PARK LAHABRA NEEDS TO BE REPLACED.

THE BANK AND THE, OR THE BARK AND THE PLAYGROUND IN VIEW PARK NEEDS TO BE REPLACED WITH A DIFFERENT MATERIAL.

AND THERE IS A HOST OF OTHER, UH, PROPOSED IMPROVEMENTS SUCH AS POTENTIALLY ADDING AN ADDITIONAL PLAY AREA IN ONE OF THE, UM, MOBILE HOME PARKS AND ALSO REHABBING THE MAINTENANCE FACILITIES.

THE ESTIMATED OPERATING INCOME FOR FISCAL YEAR 2324 IS APPROXIMATELY $2,887,000.

THE TOTAL ESTIMATED OPERATING EXPENSES, INCLUDING MOBILE HOME PARK OPERATIONS, DEBT SERVICE, AND CITY ADMINISTRATION, UM, INCLUDING ANNUAL MAINTENANCE, IS ESTIMATED TO BE $3,165,000.

THIS WOULD LEAVE A DEFICIT IN CASHFLOW OF APPROXIMATELY $268,000 WITHOUT A RENT INCREASE OVER THE NEXT FIVE YEARS.

NET INCOME, AFTER ALL EXPENSES IS PROJECTED TO INCREASE FROM A DEFICIT OF $268,000 AT THE END OF FISCAL YEAR 2324 TO A DEFICIT OF $537,920 BY THE END OF FISCAL YEAR 27 28.

AS EXPENSES FOR OPERATING AND MAINTAINING THE MOBILE HOME PARKS CONTINUE TO INCREASE, STAFF IS ASKING THE HOUSING AUTHORITY TO CONSIDER APPROVING A FIVE-YEAR, 5% ANNUAL RENT INCREASE BY APPROVING A FIVE YEAR 5% ANNUAL RENT INCREASE.

THE TOTAL ESTIMATED OPERATING EXPENSES IS PROJECTED TO BE A DEFICIT OF CASH OF APPROXIMATELY $163,000 AT THE END OF FISCAL YEAR 2324.

BUT WE WILL REALIZE A POSITIVE CASH FLOW OF APPROXIMATELY $35,000 BY THE END OF FISCAL YEAR 27 28.

THE LAST INCREASE, UM, THAT TOOK PLACE IN THE PARKS WAS 10 YEARS AGO IN, IN 2023, AND RECOGNIZING THAT THERE ARE A NUMBER OF HOUSEHOLDS THAT MAY NOT BE ABLE TO AFFORD A 5% RENT INCREASE.

STAFF IS ALSO RECOMMENDING APPROVAL OF A FINANCIAL ASSISTANCE PROGRAM IF APPROVED.

THE FINANCIAL ASSISTANCE PROGRAM WILL PROVIDE PARTIAL REDUCTIONS IN THE RENT INCREASES FOR HOUSEHOLDS THAT MEET THE DEFINITION OF LOW INCOME, VERY LOW INCOME, AND EXTREMELY LOW INCOME HOUSEHOLDS.

A LOW INCOME HOUSEHOLDS RENT INCREASE WOULD BE REDUCED BY 25% OF THE NEW INCREASE.

A VERY LOW INCOMES HOUSEHOLDS RENT WOULD BE REDUCED BY 50% AND AN EXTREMELY LOW INCOME HOUSEHOLDS, UM, RENT INCREASE WOULD BE REDUCED BY 75%.

AN EXAMPLE OF HOW THE FINANCIAL ASSISTANCE PROGRAM WILL WORK IS AS FOLLOWS.

THE AVERAGE RENT IS CURRENTLY $850.

THE 5% RENT INCREASE WILL RESULT IN AN ADDITIONAL 43, DO $43 A MONTH FOR A TOTAL MONTHLY RENT OF $893.

IF A HOUSEHOLD APPLIES FOR ASSISTANCE AND QUALIFIES FOR VERY LOW INCOME, THEY WILL RECEIVE A 50% REDUCTION ON THEIR RENT INCREASE, BRINGING THE RENT INCREASE DOWN TO $22 A MONTH FOR A TOTAL MONTHLY RENT OF $872.

THE FINANCIAL ASSISTANCE APPLICATION IS ATTACHED TO THE AGENDA REPORT IN BOTH ENGLISH AND SPANISH.

IN ORDER TO PARTICIPATE IN THE FINANCIAL ASSISTANCE PROGRAMS, TENANT HOUSEHOLD INCOME WILL NEED TO BE CERTIFIED EACH YEAR WITH A NEW APPLICATION AND SUPPORTING DOCUMENTATION.

RESIDENTS MUST BE IN COMPLIANCE WITH PARK RULES AND REGULATIONS IN ORDER TO BE CONSIDERED FOR FINANCIAL ASSISTANCE.

THE INITIAL FINANCIAL ASSISTANCE APPLICATIONS ARE PROPOSED TO BE PROVIDED TO ATTENDANCE BY OCTOBER 2ND, 2023, AND WILL BE DUE TO STAFF NO LATER THAN NOVEMBER 2ND, 2023.

THE CITY'S HOUSING STAFF WILL REVIEW AND DETERMINE THE ELIGIBILITY OF EACH HOUSEHOLD THAT APPLIES FOR ASSISTANCE.

COMMUNITY MEETINGS WERE HELD AT PARK LA HABRA ON MAY 24TH AND VIEW PARK ON MAY 25TH TO DISCUSS THE PROPOSED RENT INCREASES AND FINANCIAL ASSISTANCE PROGRAM.

APPROXIMATELY SEVEN PEOPLE WERE IN ATTENDANCE.

UM, AT THE COMBINED MEETINGS, ALTHOUGH THERE WERE SOME CONCERNS FOR RESIDENTS ABOUT THE RENT INCREASES, STAFF ATTEMPTED TO ADDRESS THOSE CONCERNS THROUGH THE INTRODUCTION OF THE FINANCIAL ASSISTANCE PROGRAM.

STAFF EVEN PROPOSED THE CITY'S RESIDENTIAL REHABILITATION PROGRAM AND LOVE LA HARBOR AS OPTIONS FOR TENANTS TO GET ISSUES SUCH AS MISSING SKIRTING NEED FOR EXTERIOR PAINT AND OTHER MAINTENANCE ISSUES ADDRESSED.

AS LONG AS THE RESIDENTS ARE ON THE WAIT LIST FOR EITHER THE CITY'S REHABILITATION PROGRAM ARE LOVE LA HARBOR AND HAVE NO OTHER PARK RULE VIOLATIONS SUCH AS VISIBLE STORAGE, THE RESIDENTS STILL HAVE THE OPPORTUNITY TO BE APPROVED FOR FINANCIAL ASSISTANCE.

SHOULD YOU APPROVE THE RENT INCREASE.

IT IS RECOMMENDED THAT, THAT THE RENT INCREASE GO INTO EFFECT ON JANUARY 1ST, 2024, AND EACH JANUARY 1ST THEREAFTER WITH THE FINAL INCREASE TAKING EFFECT ON JANUARY 1ST, 2028.

PLEASE NOTE THAT ANY TENANTS IN THE MIDDLE OF THE LEASE THAT EXPIRES AFTER JANUARY 1ST, 2024 WILL START THEIR FIRST INCREASE UPON THE EXPIRATION OF THEIR FIRST YEAR LEASE.

FOR EXAMPLE, IF THE LEASE TERMINATES AT THE END OF FEBRUARY, 2024, THE RENT INCREASE WILL GO INTO EFFECT ON MARCH 1ST, 2024.

IN ORDER TO KEEP PACE WITH THE MARKET, RENTS STARTING ON JULY 1ST, 2023, NEW MOVE IN RENTS HAVE BEEN IN INCREASED TO $1,150 IN VIEW PARK AND A THOUSAND DOLLARS PER MONTH IN PARK LAHABRA.

AT THIS TIME, STAFF IS ASKING THE AUTHORITY TO APPROVE A FIVE YEAR, 5% RENT INCREASE IN VIEW PARK ESTATES AND PARK LA HARBOR, STARTING ON JANUARY 1ST, 2024, AND APPROVE A FINANCIAL ASSISTANCE PROGRAM FOR QUALIFIED LOW INCOME, VERY LOW INCOME, AND EXTREMELY LOW INCOME HOUSEHOLDS.

THAT CONCLUDES MY REPORT, AND I AM HAPPY TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE.

WE ALSO HAVE OUR, UM, MANAGEMENT AND ASSET, UM, MANAGER, UH, SUZANNE TAYLOR FROM AUGUSTA WITH US HERE TODAY.

UH, A COUPLE QUESTIONS IN THE ASSISTANCE, UH, PROGRAM.

UM, I KNOW ONE THING THAT WE DID WHEN WE HAD THE, KIND OF THE PANDEMIC FUNDS WE HAD, ONE OF THE BIGGEST COMPLAINTS WE HAD IS THE PAPERWORK THAT NEEDED TO BE TURNED IN WAS VERY DAUNTING.

SO MY QUESTION IS, ARE WE GONNA OFFER A PROGRAM TO HELP PEOPLE GET THROUGH THAT PROCESS IN THE EVENT THAT THEY'RE LOOKING TO BE, UM, TO RECEIVE THAT SUBSIDY OR THE ASSISTANCE PROGRAM? UH, IS IT GONNA BE STREAMLINED? HOW ARE WE, HOW HOW'S THAT PROCESS GONNA WORK? WELL, SUSAN, LOUIE AND I, THE HOUSING SPECIALISTS IN THE DEPARTMENT WILL BE WORKING DIRECTLY WITH THE APPLICANTS RECEIVING ALL THE APPLICATIONS AND GOING THROUGH THEM.

UM, WE WILL WORK WITH THEM AS MUCH AS WE CAN TO MAKE SURE THEY GET ALL OF THE INFORMATION THAT WE NEED.

WE TRY TO LIMIT IT AS MUCH AS WE COULD TO JUST THE INFORMATION THAT WE WOULD ABSOLUTELY NEED IN ORDER TO DETERMINE, DETERMINE THEIR HOUSEHOLD ELIGIBILITY.

UM, IF WE CAN GET THE APPLICATIONS OUT EARLIER THAN OCTOBER, WE CAN TRY TO DO THAT, BUT IT IS NECESSARY THAT WE GET THEM BACK BY NOVEMBER SO THAT WE CAN, UM, MAKE SURE THAT PARK MANAGEMENT UNDERSTANDS WHO'S ELIGIBLE FOR THE, UH, REDUCTION IN RENT BEFORE THEY SUBMIT THE INVOICES FOR THE JANUARY RENT.

BUT SUSAN AND I WILL PERSONALLY BE WORKING WITH ALL OF THE APPLICANTS TO TRY TO TAKE CARE OF ANY NEEDS OR CONCERNS THEY HAVE AS THEY GO THROUGH THE APPLICATIONS.

AND SUSAN IS A SPANISH SPEAKER, SO SHE'LL BE ABLE TO HELP OUT ANY RESIDENTS THAT ARE SPANISH SPEAKING ONLY.

MY NEXT QUESTION IS, UM, FROM A STANDPOINT, FROM A FINANCIAL STANDPOINT, WHAT IS THE BIGGEST EXPENSE THAT YOU FACE OVER THERE AT, AT THE PARK? WELL, THE BIGGEST EXPENSE IS THE DAY-TO-DAY OPERATIONS, OUR PARK MANAGEMENT, AND MAKING SURE THAT WE PAY ALL OF OUR UTILITY BILLS.

SO THOSE ARE THE BIG EXPENSES THAT WE HAVE AT THE MOBILE HOME PARKS RIGHT NOW.

THE SECOND EXPENSE WOULD BE THE CITY'S EXPENSES, INCLUDING THE DEBT SERVICE, THE DEBT SERVICE.

UH, IN FIGURING OUT THE BUDGET, IS THERE MONEY SET ASIDE FOR THE IMPROVEMENTS THAT'S BEEN DONE ON THE ROADWAY? WE'VE ALREADY COMPLETED THE IMPROVEMENTS AND PAID FOR THE ROAD CONSTRUCTION IMPROVEMENTS.

WE HAVE SOME MONEY SET ASIDE FOR SOME OF THE PROJECTS I MENTIONED SUCH AS THE UPCOMING ROOFING.

WE HAVE SOME MONEY TO DO SOME OF THE, UM, DESIGNING FOR SOME OF THE OTHER PROJECTS, BUT OVER TIME, WE NEED TO BUILD UP OUR RESERVES TO DO ANY OTHER MAJOR PROJECTS IN THE SO PARK.

SO MY QUESTION IS, IS THAT WHEN FIGURING OUT THE BUDGETS, IS THE STREETS FIGURED INTO THAT BUDGET? YEAH.

FOR MAINTENANCE OF THE STREETS? YES.

IS THAT CONSIDERED A PUBLIC RIGHT OF WAY? IS THAT A PUBLIC STREET? IT IS NOT CONSIDERED A PUBLIC STREET.

OUR BASE RENT TODAY IS EIGHT $867, BUT BY THE YEAR 2028, IT'LL INCREASE TO 1080 $3 AND 75 CENTS.

WE HAVE ALL BEEN DEALING WITH INFLATION FOR SEVERAL YEARS NOW, OR SEVERAL MONTHS NOW, AND WILL, AND THIS WILL ONLY INCREASE OUR BURDEN.

YOU STATE THAT THE LOW INCOME RESIDENTS CAN APPLY FOR REDUCTIONS, BUT NOT ALL RESIDENTS ARE IN THE THAT CATEGORY YET.
