VEHICLE SALES OR USED CAR SALES IS PROPOSED TO TAKE PLACE ON A 17,058 17,058 SQUARE FOOT PROPERTY CURRENTLY APPROVED WITH A 507 SQUARE FOOT VACANT COMMERCIAL BUILDING AND AN ATTACHED 528 SQUARE FOOT CANOPY.

BOTH THE BUILDING AND CANOPY WERE CONSTRUCTED WHILE THE PROPERTY WAS UNDER THE JURISDICTION

OF THE COUNTY OF ORANGE, THE PROPERTY WAS ANNEXED INTO THE CITY OF LAHABRA IN 2017.

THE PROPERTY IS DESIGNATED BY THE GENERAL PLAN FOR HIGHWAY COMMERCIAL LAND USE AND IS LOCATED WITHIN THE C TWO ZONE COUNTY RECORDS IDENTIFIED.

THE PROPERTY, UH, WAS USED FOR USED VEHICLE SALES AS EARLY AS 1971, UH, AND ENDED IN 2018.

SINCE THERE ARE NO COUNTY OR CITY RECORDS THAT IDENTIFIED THE CONTINUED OPERATION AND THERE HAS BEEN A TIME LAPSE OF OVER ONE YEAR, A CONDITIONING PERMIT IS REQUIRED.

THE LEFT HAND SIDE OF THE SCREEN IS SHOWING EXISTING CONDITIONS WHILE THE RIGHT HAND SIDE IS SHOWING THE PROPOSED CONDITIONS.

DAPPER CAR SALES PROPOSES TO OFFER ONLINE SALES SALES BY APPOINTMENT AND WALK IN FOR USED VEHICLES.

THE HOURS OF OPERATION ARE FROM 9:00 AM TO 7:00 PM SEVEN DAYS A WEEK, AND THE FACILITY WILL OPERATE WITH THREE EMPLOYEES.

THE PROPERTY WILL BE SECURED WITH AN EXISTING 30 INCH HIGH TUBE LAYER STEEL FENCE WITH TWO SLIDING VEHICLE ACCESS GATES LOCATED ALONG ER BOULEVARD, UM, AND IS ALSO SECURED WITH AN EXISTING MASONRY BLOCK ALONG THE SIDES AND REAR OF THE PROPERTY.

THE MAIN ON ONSITE IMPROVEMENTS INCLUDE LANDSCAPING AND A D A, UH, PARKING LOT UPGRADES PURSUANT TO SECTION 18.0 8.070 B, ANY SITE SUBJECT TO DISCRETIONARY REVIEW SHALL BE BROUGHT INTO COMPLIANCE WITH ALL CURRENT ZONING CODE STANDARDS TO THE EXTENT PHYSICALLY POSSIBLE.

AS DETERMINED BY THE PLANNING COMMISSION TO THIS EFFECT.

THE APPLICANT IS PROPOSING TO CONSTRUCT NEW LANDSCAPE PLANNERS ALONG WOODIER BOULEVARD ENCOMPASSING APPROXIMATELY 348 SQUARE FEET.

UM, NEW LANDSCAPING AS SHOWN ON THE EXHIBIT IN EIGHT FOOT TALL SOLID WALL IS PROPOSED TO BE CONSTRUCTED ON THE SOUTH SIDE OF THE CANOPY.

IT'S SHOWN IN DARK BLUE, UM, WHICH WILL BLOCK THE VIEW OF THE CAR PREP AREA LOCATED UNDERNEATH THE CANOPY.

THE CAR PREP AREA WILL BE USED FOR VEHICLE VACUUMING AND WAXING.

IT SHOULD BE NOTED THAT CAR WASHING ACTIVITIES ARE PROHIBITED SINCE THE PROPERTY, UH, HAS NOT BEEN IMPROVED.

WITH THE PROPER DRAINAGE AND WATER CLARIFIERS, THE CUSTOMER VEHICLE INGRESS AND EGRESS WILL BE PROVIDED USING THE EXISTING WESTERLY DRIVEWAY.

THE DRIVEWAY WILL LEAD TO THREE CUSTOMER PARKING SPACES AND THE A E D A SPACE.

THE SECONDARY EASTERLY DRIVEWAY WILL BE USED FOR EMPLOYEE ACCESS AND VEHICLE DISPLAY AND STORAGE AREAS.

THIS WAS DESIGNED TO SEPARATE THE CUSTOMER AREA FROM THE VEHICLE DISPLAY AND STORAGE AREAS.

EMPLOYEES WILL BE ABLE TO PARK THEIR VEHICLES WITHIN THE CAR STORAGE AREA LOCATED TO THE REAR OF THE PROPERTY.

UM, THE PRIMARY VEHICLE DISPLAY AREA IS LOCATED ALONG ER BOULEVARD AND THE EAST EASTERLY DRIVEWAY WILL BE USED AS ACCESS, UH, FOR TEST DRIVES.

THERE ARE TWO ABANDONED NON-CONFORMING SIGNS ON THE PROPERTY.

ONE IS LOCATED ON THE LIGHT POLE.

IT'S APPROXIMATELY 16 FEET IN HEIGHT.

THE SECOND IS A ROOF SIGN LOCATED ON THE BUILDING.

UM, SINCE THE PROPERTY HAS BEEN VACANT FOR OVER A YEAR, BOTH SIGNS DO NOT COMPLY WITH CURRENT CODE AND AS SUCH ARE REQUIRED TO BE REMOVED.

THE APPLICANT DOES HAVE THE OPTION TO INSTALL CODE COMPLIANT, UH, SIGNS AS AN ADMINISTRATIVE MEASURE.

THE 507 SQUARE FOOT BUILDING WILL INCLUDE TWO SALES AREAS, OUR OFFICES A D A RESTROOM SERVER ROOM, AND AN OPEN SALES AREA WITH THE MAIN OF THE ENTRYWAY OF THE BUILDING FACING SOUTH ONTO WIEDER BOULEVARD.

THE APPLICANT HAS MADE AN ATTEMPT TO COMPLY WITH CURRENT CODES REQUIREMENTS.

HOWEVER, SINCE THE PROJECT SCOPE ONLY INCLUDES THE REUSE OF THE EXISTING BUILDING, IT DOESN'T INVOLVE ANY BUILDING ADDITIONS OR EXPANSIONS.

A NEXUS FOR FULL SITE CONFORMANCE CANNOT BE MADE AND AS SUCH, THE PROPERTY WILL REMAIN NON-CONFORMING.

WITH REGARDS TO THE ONSITE LANDSCAPING REQUIREMENT WITHIN THE PARKING LOT, STAFF IS RECOMMENDING APPROVAL OF THE C U P, WHICH INCLUDES PROJECT SPECIFIC CONDITIONS INCLUDING PROHIBITING ONSITE MAINTENANCE OF VEHICLES, UH, WASHING THE VEHICLES AND STORING UH, STORING OF DISMANTLED OR WRECK VEHICLES.
