G AND SENATE BILL 1020 16 RELATED TO WILDFIRE AND EMERGENCY PREPAREDNESS, CLIMATE CHANGE, ADAPT ADAPTATION IN ENVIRONMENTAL JUSTICE.

AND THREE, AMEND CHAPTER EIGHT, IMPLEMENTATION MANUAL TO INCLUDE THE NEW POLICIES AND ADD NEW PROGRAMS AS PART OF THE UPDATES TO CHAPTER TWO, COMMUNITY DEVELOPMENT IN CHAPTER SEVEN, COMMUNITY SAFETY, THE GENERAL PLAN AMENDMENTS UNDER GENERAL PLAN AMENDMENT 23 DASH ZERO ONE WERE REVIEWED PURSUANT TO THE GUIDELINES OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT CQA AND FOUND TO BE EXEMPT PURSUANT TO CQA GUIDELINES, SECTION 1 5 0 6 1 B THREE COMMON SENSE EXEMPTION.

SINCE IT CAN BE SEEN WITH CERTAINTY THAT THERE IS NO POSSIBILITY THAT THE GENERAL PLAN AMENDMENTS MAY HAVE A SIGNIFICANT EFFECT ON THE ENVIRONMENT.

GENERAL PLAN AMENDMENT 23 DASH ZERO ONE CONSISTS OF MAKING MINOR CHANGES TO CHAPTER TWO.

COMMUNITY DEVELOPMENT PER THE CITY OF LA HARBORS RECENTLY ADOPTED 2012 THROUGH 20 29 6 CYCLE HOUSING ELEMENT AND UPDATING THE POLICIES UNDER CHAPTER SEVEN, COMMUNITY SAFETY PER STATE REQUIREMENTS.

THERE ARE NO CHANGES TO CHAPTER TWO, COMMUNITY DEVELOPMENT OR CHAPTER SEVEN, COMMUNITY SAFETY THAT WOULD AFFECT THE CITY'S PHYSICAL LAYOUT NOR INTENSIFY LAND USES BEYOND WHAT IS CURRENTLY PERMITTED.

THE UPDATES TO CHAPTER TWO COMMUNITY DEVELOPMENT ONLY CONSISTS OF UPDATING TERMINOLOGY, REMOVING RESIDENTIAL DEVELOPMENT CONSTRAINTS AND ESTABLISHING OBJECTIVE DESIGN STANDARDS.

THE REVISED GOALS AND POLICIES UNDER CHAPTER SEVEN, COMMUNITY SAFETY PRIMARILY RELATE TO THE CITY'S LONG-TERM SAFETY AND RESILIENCE RELATED TO WILDFIRES, EMERGENCY PREPAREDNESS, CLIMATE CHANGE, ADAPTATION, AND ENVIRONMENTAL JUSTICE AS REQUIRED UNDER STATE LAW AND TO ENSURE AN EQUITABLE CITY FOR ALL RESIDENTS.

THE AMENDMENTS TO CHAPTER EIGHT IMPLEMENTATION ARE TO INCLUDE THE NEW POLICIES AND ADD NEW PROGRAMS AS PART OF THE UPDATES TO CHAPTER TWO, COMMUNITY DEVELOPMENT AND CHAPTER SEVEN.

COMMUNITY SAFETY AS A GENERAL PLAN AMENDMENT IS A DISCRETIONARY PROJECT.

IT IS SUBJECT TO CONSIDERATION UNDER CQA.

HOWEVER, STAFF REVIEWED AND CONSIDERED THE CHANGES PROPOSED UNDER GENERAL PLAN AMENDMENT 23 DASH ZERO ONE PURSUANT TO THE REQUIREMENTS OF CQA AND DETERMINED THAT THEY ARE MINIMAL AND HAVE NO POSSIBILITY OF HAVING SIGNIFICANT EFFECT ON THE ENVIRONMENT.

CONSEQUENTLY, THE PROPOSED GENERAL A PLAN AMENDMENT 23 DASH ONE IS EXEMPT PURSUANT TO SQL GUIDELINES, SECTION 1 5 0 6 1 B THREE COMMON SENSE EXEMPTION.

TO PRESENT TO YOU THE PROPOSED CITY INITIATED AMENDMENTS TO THE LAHABRA GENERAL PLAN.

THE LAHABRA GENERAL PLAN IS A STATE MANDATED LONG RANGE PLAN THAT WAS ADOPTED IN 2014 AND SERVES AS IS THE BLUEPRINT FOR THE CITY'S FUTURE.

IT GUIDES DECISION MAKING, CITY SERVICES AND THE PHYSICAL DEVELOPMENT OF THE CITY.

EACH OF THE CHAPTERS UNDER THE GENERAL PLAN MUST BE PERIODICALLY UPDATED PER STATE LAW.

THE CITY RECENTLY UPDATED ITS HOUSING ELEMENT, WHICH IS REQUIRED TO BE UPDATED EVERY EIGHT YEARS IN 2022 AFTER A LENGTHY MULTI-YEAR PUBLIC PROCESS, THE CITY COUNCIL ADOPTED THE 20 21 20 29 HOUSING ELEMENT AND IT WAS DETERMINED TO BE IN SUBSTANTIAL COMPLIANCE BY THE STATE'S HOUSING AND ECONOMIC DEVELOPMENT DEPARTMENT IN APRIL OF 2023.

THROUGH THE ADOPTION OF THE HOUSING ELEMENT, THE CITY OF LA HARBOR HAS COMMITTED TO FACILITATING MORE HOUSING DEVELOPMENT AND THIS IS WHAT TRIGGERED THE GENERAL PLAN AMENDMENTS THAT ARE SUBJECT TO GPA 23 OR ONE, SORRY.

THE FIRST SET OF UPDATES ARE PROPOSED TO THE COMMUNITY DEVELOPMENT CHAPTER IN THE GLOSSARY OF THE GENERAL PLAN.

THESE UPDATES PERTAIN TO HOUSING AND IN FACT, THESE UPDATES WILL IMPLEMENT SEVERAL OF THE HOUSING PROGRAMS WITHIN THE HOUSING ELEMENT.

THE CITY IS PROPOSING TO NEUTRALIZE AND UPDATES THEIR TERMINOLOGY, REMOVE DEVELOPMENT CONSTRAINTS TO ACCOMMODATE A VARIETY OF HOUSING DEVELOPMENT WITHIN THE MIXED USE LAND USE DESIGNATION, IMPLEMENT NEW OBJECTIVE DESIGN STANDARDS AND THE, UM, I MEAN THE AMENDMENTS ARE SIMILAR TO THE ZONE CHANGES THAT WERE RECENTLY REVIEWED BY THE PLANNING COMMISSION AND WERE, UM, ADOPTED BY THE CITY COUNCIL ON DECEMBER 4TH.

PURSUANT TO STATE LAW, ALL CITIES ARE REQUIRED TO UPDATE THEIR COMMUNITY SAFETY CHAPTER IN CONJUNCTION WITH THEIR HOUSING ELEMENT UPDATE.

CHAPTER SEVEN ESTABLISHES A FRAMEWORK TO HELP MINIMIZE PERSONAL INJURY, LOSS OF LIFE, PROPERTY DAMAGE AND ENVIRONMENTAL DAMAGE FROM NATURAL AND HUMAN CAUSED HAZARDS.

SINCE 20, SINCE THE UPDATE IN 2014, UH, OF THE GENERAL PLAN, SEVERAL LAWS WHICH ARE HIGHLIGHTED IN BLUE WERE PASSED BY THE STATE TO ENSURE THAT EACH CITY

ADEQUATELY ADDRESSED EMERGENCY PREPAREDNESS FOR THEIR COMMUNITY.

THE STATE LAWS REQUIRE THE FOLLOWING UPDATES, THE FIRST TO ADD NEW WILDFIRE HAZARD POLICIES TO ADDRESS FIRE RISK AND STRENGTHEN EXISTING POLICIES FOR AREAS DESIGNATED AS VERY HIGH FIRE SEVERITY ZONES.

UH, IN LA HABRA, THESE AREAS ARE GENERALLY IN THE SOUTHERN BORDER, UM, WITH, UM, THE CITY OF FULLERTON 10.

ALSO TO ADD A NEW CLIMATE ADAPTATION AND RESILIENCE GOALS AND POLICIES TO ENSURE THAT THE CITY OF THE HARBOR IS RESPONDING TO CLIMATE HAZARD EVENTS SUCH AS DROUGHT, HEAT WAVES, AND EXTREME WEATHER AND STORMS ADOPTING NEW HUMAN HEALTH GOAL, UH, WITH NEW POLICIES TO PROVIDE GUIDANCE ON HOW TO MINIMIZE EXPOSURE TO VECTOR-BORNE DISEASES AND TO INITIATE NEW PREPARATION AND MANAGEMENT MEASURES.

LASTLY, TO UPDATE THE EMERGENCY PREPAREDNESS SECTION TO INCLUDE NEW POLICIES THAT WILL ENHANCE THE CITY'S EVACUATION PREPAREDNESS CAPACITY AND COORDINATION EFFORTS FOR ALL OF THE MENTIONED UPDATES, UM, PLANNING STAFF TO WORK WITH KEY CITY DEPARTMENTS AND OBTAIN THEIR INPUT DURING THE UPDATE PROCESS.

AND THE PROPOSED AMENDMENTS WERE ALSO REVIEWED AND APPROVED BY SEVERAL STATE REQUIRED AGENCIES.

THE NEW POLICIES WERE ALSO ADDED UNDER, OR WILL BE ADDED UNDER THE GENERAL PLAN IMPLEMENTATION MANUAL TO ENSURE THAT THEY'RE ADDRESSED PURSUANT TO SENATE BILL 1000.

THE CITY IS PROPOSING ANNUAL NEW ENVIRONMENTAL JUSTICE COMPONENT TO BE INCLUDED AS PART OF THE SAFETY ELEMENT.

THE BILL KNOWN AS PLANNING FOR HEALTHY COMMUNITIES ACT REQUIRES THAT THE CITY IDENTIFY DISADVANTAGED AREAS AND INCORPORATE ENVIRONMENTAL JUSTICE GOALS, POLICIES, AND PROGRAMS INTO THE GENERAL PLAN TO HELP ADDRESS THE ENVIRONMENTAL RISK FACED BY THESE COMMUNITIES.

SB 1000 REQUIRES THAT THE CITY CONSIDER FOOD ACCESS, ACTIVE LIVING OPPORTUNITIES, AIR QUALITY, CLEAN ENVIRONMENTS, ENABLING CIVIC ENGAGEMENT FOR EVERYONE, AND ENSURING SAFE AND SANITARY HOMES FOR ALL.

WITH THE HELP OF OUR CONSULTANT PLACE WORK INC, THE CITY PREPARED A HEALTH AND ENVIRONMENTAL JUSTICE ASSESSMENT TO IDENTIFY THESE COMMUNITIES.

A MULTI-LEVEL SCREENING TOOLS OR MULTI-LEVEL SCREENING TOOLS.

WERE USED TO IDENTIFY THESE AREAS BY USING A NUMBER OF CONTRIBUTING FACTORS SUCH AS INCOME LEVEL POLLUTION, HEALTH STATISTICS, AND SOCIOECONOMIC FACTORS.

AS YOU CAN SEE ON THE MAP, THERE APPEAR TO BE 10 CENSUS TRACKS, UH, WITHIN THE CITY THAT FALL UNDER THIS CRITERIA AS REQUIRED BY SB 1000 STAFF ALSO SOLICITATED THE, UM, COMMITTEE'S INPUT DURING THE PREPARATION OF THE EJ COMPONENT, THE PLANNING STAFF DISTRIBUTED QUESTIONNAIRE AT TWO CITY EVENTS AND ALSO HELD TWO COMMITTEE WORKSHOPS ON OCTOBER 24TH, UM, AT THE KEY AT THE LAHABRA COMMUNITY CENTER.

AT THE PARTICIPANTS FOR BOTH, UM, EVENTS OR COMMITTEE OUTREACH EFFORTS PROVIDED INSIGHTFUL COMMENTS OF WHICH THE MAJORITY OF THOSE COMMENTS WILL BE ADDRESSED UNDER THE EGYPT COMPONENT OR ARE ALREADY CURRENTLY ADDRESSED BY THE CITY.

BUT OVERALL, THE RESIDENTS OF THE CITY HAD COMMENTS AND HER CONCERNS REGARDING THE LACK OF BICYCLE TRAILS, UM, REQUESTING FOR MORE CITY TREES, CONCERNS WITH AIR POLLUTION, UM, HOUSING CONDITIONS, A LIMIT TO ACCESS TO HEALTHY FOOD OPTIONS, AND IMPROVING, UM, COMMUNITY ENGAGEMENT.

THE ASSESSMENT, ALONG WITH THE COMMUNITY'S INPUT HELPED TO GUIDE THE PROPOSED CHANGES TO THE COMMUNITY SAFETY CHAPTER TO ADDRESS THE ENVIRONMENTAL JUSTICE AND COMPLY WITH SB 1000.

AS A RESULT, SEVEN NEW POLICIES, SEVEN NEW GOALS WITH POLICIES WERE PROPOSED TO HELP LA HABRA FURTHER BECOME A SAFE AND EQUITABLE CITY FOR ALL OF ITS RESIDENTS AND A NEW HEALTH AND ENVIRONMENTAL JUSTICE PROGRAM SUMMARY TO ADDRESS THESE NEW GOALS AND POLICIES WILL BE ADDED TO THE GENERAL PLAN'S IMPLEMENTATION MANUAL.

IN CLOSING ALL OF THE PROPOSED GENERAL PLAN AMENDMENTS PRESENTED TO YOU TONIGHT, WE'LL HELP IMPLEMENT THE 20 21 20 29 HOUSING ELEMENT WILL HELP THE CITY MEET THE ESTABLISHED GENERAL PLAN GOALS AND WE'LL FURTHER ENSURE THAT THE CITY WILL BE IN COMPLIANCE WITH STATE LAW.

THEREFORE, IT IS RECOMMENDED THAT THE PLANNING COMMISSION APPROVE THE RESOLUTION WHICH RECOMMENDS APPROVAL TO THE CITY COUNCIL FOR GENERAL PLAN AMENDMENT 2301 TO AMEND CHAPTER TWO UNDER EXHIBIT A, AMEND CHAPTER SEVEN UNDER EXHIBIT B, AMEND CHAPTER EIGHT, UM, THE IMPLEMENTATION MANUAL UNDER EXHIBIT C, AMEND APPENDIX C UNDER EXHIBIT D AND ADD APPENDIX D OF THE CLIMATE CHANGE AND VULNERABILITY

UM, SO IT'S SOMETHING THAT, IT'S HARD TO SAY THAT IT'S LIKE JUST HITTING US OR THAT WE'RE THE ONES CONTRIBUTING TO IT.

SOMETHING THAT CAN BE, YOU KNOW, YOU KNOW, OCCURS REGIONWIDE.

RIGHT? YEAH.
