ALRIGHT.AS, UH, YOU PROBABLY ALL KNOW, THIS IS JIM'S LAST, UH, FINAL MEETING AS MAYOR.
SO I'D LIKE, AT THIS POINT, WE, WELL, THAT'S TRUE.
THERE'S ALWAYS THAT POSSIBILITY, BUT FOR NOW, I'D LIKE TO INVITE UP JIM'S FOLKS, FRIENDS, FAMILY, EVERYBODY COME ON UP HERE.
BEN, MARY, PLEASE JOIN US UP HERE.
I KNOW, RIGHT? OUR WONDERFUL ADMINISTRATIVE ASSISTANT, BRIANNA, WAS, UH, KIND ENOUGH TO CONSTRUCT THIS BIOGRAPHY OF JIM, WHICH I WILL NOW READ FOR EVERYBODY AFTER WE GET FOLKS UP HERE.
COUNCIL MEMBER GOMEZ IS NO STRANGER TO BEING THE MAYOR IN LAHABRA.
IN FACT, IN 20 23, 20 23 WAS JIM'S FIFTH TIME AS MAYOR OF OUR CITY, AS A LIFELONG LAHABRA.
AND HE HAS OFTEN HEARD SAYING THAT ALL ROADS IN LAHABRA LEAD TO MY HEART AND HE DEMONSTRATES THIS LOVE OF LAHABRA EVERY DAY.
IN 2023, MAYOR GOMEZ WORKED TIRELESSLY WITH HIS FELLOW COUNCIL MEMBERS AND CITY STAFF TO MAKE SURE THAT THE CITY ADOPTED A STRUCTURALLY SOUND BUDGET THAT PROVIDED THE RESOURCES NECESSARY TO PROVIDE WELL-DEVELOPED PROGRAMS, PROJECTS, AND SERVICES FOR THIS COMMUNITY.
IT WOULD BE DIFFICULT TO REFLECT BACK ON EVERYTHING THE CITY HAS ACCOMPLISHED THIS PAST YEAR WHILE JIM WAS MAYOR, WITHOUT MENTIONING HOW WE CONTINUE TO SUPPORT OUR LOCAL NONPROFIT GROUPS SUCH AS MEALS ON WHEELS, VCC, THE GARY CENTER, THE LA HABER COLLABORATIVE.
AND IF I CAN MANAGE TO TURN THE PAGE QUICKLY ENOUGH, THERE'S MORE HILLCREST HEALTH AND WELLNESS CENTER WHO WORKED TO MAKE SURE THAT OUR RESIDENTS HAD ACCESS TO HEALTHY AND NUTRITIOUS MEALS.
JIM, YOUR WORK WITH MEALS ON WHEELS TO ADDRESS HUNGER ISSUES IN OUR COMMUNITY IS ESPECIALLY COMMENDABLE AND YOU CONTINUE TO SUPPORT PROGRAMS THAT ARE ESSENTIAL TO PROVIDE MEALS AND SUPPORT TO THOSE WHO NEED IT IN OUR COMMUNITY.
AS YOU ALL KNOW, JIM WAS SEEN AT JUST ABOUT EVERY EVENT WE HELD IN THIS COMMUNITY OVER THE PAST YEAR, INCLUDING THOSE PUT ON BY LOCAL NONPROFITS AND SCHOOLS.
JIM WAS CENTER STAGE AS WE CELEBRATED SEVERAL LARGE CITY EVENTS IN 2023, INCLUDING THE SPRING EXTRAVAGANZA, THE 4TH OF JULY FIREWORK SHOW, AND MOST RECENTLY, THE CITY'S 10TH ANNUAL TAMALE FESTIVAL.
OF COURSE, THE HIGHLIGHT OF HIS YEAR AS MAYOR WAS THE 2023 STATE OF THE CITY, THREE OVER 300 MEMBERS OF THE COMMUNITY AND GUESTS.
SEE, I NEED A PODIUM, DON'T I? THAT'S OKAY, I GOT IT.
300 GUESTS ATTENDED THIS THREE EVENT MADE POSSIBLE BY SPONSORSHIPS JIM PERSONALLY HELPED SECURE.
IN ADDITION TO THE FUN EVENTS WE DID, THE CITY WAS BUSY WORKING OVER THE PAST YEAR.
DURING JIM'S TENURE AS MAYOR, THE CITY ISSUED MORE THAN 985 PERMITS FOR NEW CONSTRUCTION IN OUR COMMUNITY.
[00:10:01]
IF YOU PUT A VALUE ON THAT CONSTRUCTION, IT TOTALED MORE THAN $51 MILLION.CITY STAFF WORKED DILIGENTLY ON A LARGE NUMBER OF KEY INFRASTRUCTURE PROJECTS, INCLUDING PARKS, STREETS, ALLEYS, SIDEWALKS, AND WATER AND SEWER MAIN PROJECTS.
IN 2023, IT IS ESTIMATED THE CITY HAS FILLED OVER 2000 POTHOLES, NOT TO MENTION MAJOR STREET PAVING PROJECTS SUCH AS PALM STREET, PALM STREET, EUCLID STREET, VARIOUS RESIDENTIAL STREET REPAIRS AND ALLEY IMPROVEMENTS.
A PARTICULARLY REWARDING PROJECT THIS PAST YEAR WAS THE COMPLETION OF THE MONTWOOD PARK LIGHTING PROJECT.
AND UNDER JIM'S WATCH IS MAYOR, WAIT FOR IT.
WE START A CONSTRUCTION ON THE RENOVATION OF OLD RESERVOIR PARK AND WILL SOON BEGIN CONSTRUCTION ON THE PARK AT THE FORMER WOMEN'S CLUBHOUSE SITE, ALONG WITH VISTA GRANDE PARK, WHICH IS GONNA BE SPECTACULAR.
JIM WAS A BIG PROPONENT OF COMMUNITY OUTREACH THIS PAST YEAR.
HE AND COUNSEL PARTICIPATED IN THE SECOND ANNUAL COMMUNITY OPEN HOUSE, THE POLICE DEPARTMENT'S, NATIONAL NIGHT OUT, THE CITIZENS ACADEMY CERT CLASSES AND MORE.
AND EVERYONE KNOWS HOW JIM KEEPS THIS COMMUNITY INFORMED THROUGH HIS SOCIAL MEDIA POSTS.
WHILE COMMUNITY EVENTS ARE OFTEN THE MOST NOTICEABLE ACTIVITIES WE DO, JIM AND THE COUNCIL HAVE ALSO BEEN FOCUSED ON HELPING SUPPORT A STRONG, VIBRANT AND DIVERSE BUSINESS COMMUNITY.
JIM AS MAYOR, WAS A MAJOR DRIVER IN REACHING OUT TO OUR LOCAL BUSINESSES AND SUPPORTING THEM THROUGH SOCIAL MEDIA PROMOTIONS AND RIBBON CUTTINGS.
IN FACT, UNDER YOUR LEADERSHIP THIS YEAR, JIM, THE CITY'S ECONOMIC WAIT FOR IT ECONOMIC DEVELOPMENT DIVISION HOSTED ITS SECOND ECONOMIC DEVELOPMENT FORUM, LAUNCHED AN E-NEWSLETTER AND HOSTED ITS TOP 25 BUSINESS LUNCHEON.
DURING JIM'S TENURE AS MAYOR, THE CITY SAW A VARIETY OF NEW COMMERCIAL AND RESIDENTIAL PROJECTS BEING BEGIN CONSTRUCTION OR REACH COMPLETION.
SOME OF THESE PROJECTS INCLUDE THE LA QUINTE IN HOTEL JOYCE, HALLMARK, JOANNE FABRIC AND CRAFT STORE, THE VALERA TOWN HOMES, AND VISTA WALK, JUST TO NAME A FEW NEW AND EXCITING COMMERCIAL PROJECTS CURRENTLY UNDER REVIEW INCLUDE DUNKING DONUTS, AMERICA'S TIRE COMPANY, THE RETURN OF KRISPY KREME.
AND, AND EVERYONE'S WAITING FOR THIS.
ORANGE COUNTY'S FIRST DUTCH BROTHERS, BUT NOT ALL PROJECTS GO AS PLANNED.
AND JIM AND THE CITY COUNCIL HAD TO ALSO TACKLE SOME CHALLENGES THIS YEAR, THE BIGGEST OF WHICH WAS AS A RESULT OF UNEXPECTED AND DIFFICULT CONTRACT NEGOTIATIONS WITH THE LOS ANGELES COUNTY FIRE DEPARTMENT.
BUT WITH YOUR LEADERSHIP, THE CITY COUNCIL WAS ABLE TO WORK TOGETHER TO COME TO A SOLUTION THAT WOULD BEST SERVE THE LA HABER COMMUNITY NOW AND HOPEFULLY INTO THE FUTURE.
SO AS YOU CAN SEE, 2023 WAS A VERY BUSY YEAR, AND YOU DID A TREMENDOUS JOB AS MAYOR JIM.
YOUR EXAMPLE OF SERVICE TO THE COMMUNITY IS SOMETHING YOU AND YOUR FAMILY SHOULD BE VERY PROUD OF.
IT IS MY GREAT PLEASURE TO PRESENT THIS GAVEL TO MAJOR TO MAYOR GOMEZ.
I THANK HIM AND COMMEND HIM FOR HIS DEDICATION AND COMMITMENT TO THE RESIDENTS OF LAHABRA AND ALSO FOR HIS FRIENDSHIP.
BUT WHAT WE, WHAT WE GOT NOW, SEVERAL INDIVIDUALS WOULD ALSO LIKE TO THANK AND RECOGNIZE THE MAYOR, SO I GUESS THE FAMILY COULD BE SEATED IF THEY LIKE.
AND THEN WE CAN RETURN TO THE DEAS AND I CAN INTRODUCE THE FIRST PERSON WHO'D LIKE TO SPEAK.
AND THAT IS OUR ESTEEMED FOURTH DISTRICT SUPERVISOR, DOUG CHAFFEE, SUPERVISOR CHAFFEE, PLEASE COME UP WELL AFTER HAVING BEEN MAYOR FOR PREVIOUS TIMES, YOU DIDN'T DO IT ALL BEFORE.
AND I'D LIKE TO COMMEND YOU FOR HOW YOU PERSONALLY REACH OUT TO YOUR COMMUNITY AND MARVELOUS THINGS YOU'VE DONE.
I MIGHT SUM UP IN A SHORT SENTENCE, YOU'VE MADE YOUR COMMUNITY HEALTHIER, HEALTHIER, AND SAFER.
WITH THAT, I'D LIKE TO BENCH YOU WITH A CERTIFICATE OF RECOGNITION FROM THE CITY.
YOU ALREADY GOT ONE THERE FROM THE COUNTY OF ORANGE.
THAT'S, AND YOUR FRIENDSHIP MEANT A LOT AS WELL.
I WANNA THANK YOU AND PAULETTE FOR ALWAYS BEING THERE EVERY STEP OF THE WAY.
AND, UH, I KNOW EARLY ON IN THE ELECTION WE HAD SOMEBODY RUN FROM LAHABRA, AND EVEN THOUGH THAT HAPPENED, YOU NEVER FORGOT ABOUT LAHABRA.
[00:15:01]
ONE OF THOSE THAT YOU ALWAYS, ALWAYS SUPPORT US.AND FOR THAT, I APPRECIATE YOUR FRIENDSHIP AND ALWAYS BEING THERE.
NEXT I'D LIKE TO INTRODUCE FIDEL VASQUEZ, WHO IS THE REPRESENTATIVE FROM SENATOR TOM BERG'S OFFICE.
FIDEL, IF YOU'RE HERE, HERE WE GO.
AS MENTIONED BEFORE, MY NAME IS FIDEL VASQUEZ AND I WORK FOR, I'M HERE REPRESENTING, UH, STATE SENATOR TOM BERG.
AND, UM, I WOULD, I WAS KIND OF HAD, I KIND OF HAD, DID HAVE SOMETHING PREPARED, UH, FOR THE MAYOR, BUT YOU KNOW, NOW NEW MAYOR, UH, DARREN ERIAN HAD A BEAUTIFUL ENCOMPASSING SPEECH THAT REALLY SPEAKS TO THE PRODUCTIVE, THE PRODUCTIVITY YOU HAD HERE, UM, DURING YOUR TENURE ON AS MAYOR DURING THIS YEAR.
BUT WITH THAT, I THINK I'D LIKE TO SPEAK TO ANOTHER ASPECT OF JUST MY, MY, MY ENGAGEMENT WITH THE MAYOR, RIGHT? UM, WHEN I STARTED OFF THIS, THIS ROLE, YOU KNOW, IT'S, IT'S A HUGE LEARNING CURVE THAT I HAVE.
AND, UH, DEFINITELY'S VERY SCARY, YOU KNOW, IMMERSING MYSELF INTO THESE CITIES THAT HAVE, ARE, ARE VERY NUANCED AND HAVE A LOT, A LOT OF DIFFERENT DETAILS AND, AND VERY METICULOUS AND, YOU KNOW, HAVE THINGS THAT I DON'T UNDERSTAND, LIKE, YOU KNOW, DIFFERENT TERMINOLOGY USED DURING CITY COUNCIL MEETINGS.
AND SO IT WAS VERY DAUNTING, YOU KNOW, TO JUST BE ABLE TO CONNECT WITH DIFFERENT CITIES, YOU KNOW, THAT I'M SUPPOSED TO BE THE EYES AND EARS FOR THE SENATOR IN THE COMMUNITY, RIGHT? AND COME TO THINK OF IT, WHEN I COME TO LA HABRA, I'M JUST EMBRACED AND I FEEL WELCOMED BY MAYOR JAMES GOMEZ AND THE ENTIRE CITY COUNCIL, RIGHT? AND I, WITH THAT, I JUST WANNA BE ABLE TO SAY THANK YOU, UH, TO THE MAYOR FOR YOUR SERVICE THIS YEAR.
AND JUST FOR, YOU KNOW, BEING ABLE TO INTERACT WITH PEOPLE LIKE MYSELF AND MAKE ME FEEL WELCOME.
I'M, I'M CERTAIN, AND I SEE RIGHT, JUST IN THE HUGE OUTPOURING OF THE COMMUNITY HERE, THAT YOU'RE ABLE TO CARRY THAT ON IN YOUR SERVICE, UM, WITH YOUR LEADERSHIP RIGHT THROUGH YOUR ROLE.
AND SO WITH THAT, I'D LIKE TO PRESENT YOU WITH A CERTIFICATE OF RECOGNITION ON BEHALF OF THE CALIFORNIA STATE SENATE AND SENATOR TOM BERG.
CONGRATULATIONS, MR. MAYOR FIDEL, I WANT TO THANK YOU AND THE CENTER, MOST RECENTLY YOU PROVIDED 50 TURKEYS, SO IT'S FREE OF COST.
AND THE CENTER CAME OUTTA CALVARY LA HARA AND WE DELIVERED THOSE MEALS TO A LOT OF SHUT-INS, UH, IN LA HARA.
WE DELIVERED OVER A HUNDRED MEALS TO INDIVIDUALS AND YOU GUYS WERE A BIG PART OF THAT.
THE SENATOR PERSONALLY CAME OUT AND DELIVERED MEALS.
SO THANK YOU FOR COMING THROUGH WITH ALL THOSE TURKEYS FOR US.
NEXT UP WE HAVE SCOTT DOE, REPRESENTATIVE FROM SENATOR JOSH NEWMAN'S OFFICE.
I'M THE DISTRICT REPRESENTATIVE, UH, FROM SENATOR JOSH NEWMAN'S OFFICE.
IT IS AN HONOR AND A PRIVILEGE, A GREAT HONOR AND PRIVILEGE TO BE HERE TODAY TO RECOGNIZE MAYOR JAMES GOMEZ FOR HIS ONE YEAR OF SERVICE AS THE MAYOR OF THE GREAT LAHABRA.
UH, YOU KNOW, MAYOR, EVER SINCE I CAME TO THE CITY AND STARTED WORKING WITH YOU, I'VE NEVER HAD A GREATER ALLY HERE IN LAHABRA.
UH, WE APPRECIATE ALL YOUR WORK THAT YOU'VE DONE AND GIVEN TO OUR COMMUNITY, ALL THE LOVE AND EVERYTHING THAT YOU'VE EVER DONE, SO THAT YOU CAN SERVE YOUR CONSTITUENTS THE BEST THAT YOU CAN.
AND SO, IN MY EYES, YOU ARE THE GOLD STANDARD FOR PUBLIC SERVICE.
AND SO WITH THAT, ON BEHALF OF THE CALIFORNIA STATE SENATE, CONGRATULATIONS, UH, AND YOU KNOW, WE HOPE TO SEE MORE, MANY MORE YEARS FROM YOU AS YOU CONTINUE YOUR, YOUR LIFE AS A PUBLIC SERVANT.
SAY SOMETHING ABOUT YOU, SCOTT AND SENATOR NEWMAN HAVE BEEN FANTASTIC.
I WAS ADDING UP JUST IN THE LAST TWO YEARS, THEY'VE PROVIDED NEARLY $10 MILLION TO OUR COMMUNITY, THE SPLASH PAD.
SENATOR NEWMAN WAS A BIG PROPONENT OF THAT, THAT BIG SINKHOLE OVER THERE, THE STORM TRAIN CHANNELS OVER THERE, JUST FANTASTIC.
AND, UH, EVERY TIME I CALLED IN THE CENTER, HE'D COME DOWN AND MEET WITH ME.
IN FACT, THIS MORNING, UM, MY LAST DAY AS MAYOR HERE, HE CAME ON DOWN AND MET WITH ME THIS MORNING AT WORK AND YOU CAME DOWN AS WELL.
AND WE HAD A GREAT MEETING THIS MORNING.
ALWAYS, ALWAYS, ALWAYS A BIG CHAMPION FOR LAHABRA.
SO PLEASE EXTEND MY SINCERE APPRECIATION, UH, FOR JOSH NEWMAN FOR ALL THAT HE'S DONE FOR OUR COMMUNITY.
YOU, YOU'VE DONE A TREMENDOUS JOB AS WELL.
AND NEXT WE HAVE KYLA TERRAZA, THE REPRESENTATIVE FROM ASSEMBLY MEMBER OF BLANCA PACHECOS OFFICE.
[00:20:02]
SO MUCH.I AM THE FIELD REPRESENTATIVE FOR THE CITY OF LAHABRA FROM, UM, THE OFFICE OF ASSEMBLYWOMAN BLANCA PACHECO.
AND IT IS A GREAT HONOR TO BE HERE.
I RECENTLY WAS REASSIGNED TO LAHABRA AND I THINK THAT THAT WAS ONE OF MY GREATEST BLESSINGS WORKING UNDER THIS OFFICE BECAUSE I GOT TO KNOW ALL OF YOU AND THE CITY COUNCIL.
AND I ALSO GOT TO KNOW JAMES GOMEZ.
AND LIKE WAS SAID BEFORE, HE IS REALLY THE GOLDEN STANDARD OF WHAT A MAYOR IS AND WHAT A CITY ALLY IS.
AND FROM THESE FEW MONTHS OF ME WORKING HERE AND GETTING TO WORK WITH YOU, IT HAS BEEN SUCH A BLESSING.
AND SO I'M VERY HONORED TO BE HERE AND TO PRESENT THIS CERTIFICATE OF RECOGNITION TO YOU.

AND SHE WAS THERE, THERE AT OUR TAMALI FESTIVAL.
SHE'S ALWAYS VERY, VERY VISIBLE, ALWAYS IN AN OPEN DOOR POLICY, AND WE ARE TRULY HONORED AND BLESSED TO HAVE YOU REPRESENT US AS WELL AS OUR ASSEMBLYWOMAN PACHECO.
SO PLEASE EXTEND MY SINCERE APPRECIATION.
I KNOW SHE GOT A LOT SUBMITTED CALL AND SHE WANTED TO BE HERE.

DID I WANNA SAY, UH, LAURA, IT'S BEEN AN HONOR TO WORK WITH YOU.
I'M THE LONGEST TENURED PERSON ON THE VECTOR CONTROL.
I HAVE 19 YEARS ON THE VECTOR CONTROL.
I'M KIND OF THE OLD GUY THERE IN THE ROOM NOW.
UM, AND IT'S BEEN TRULY AN HONOR.
UH, I'VE LEARNED A LOT ABOUT MOSQUITOES AND FIRE ANTS, AND IT'S A WONDERFUL ORGANIZATION TO SERVE WITH YOU.
THANK YOU SO MUCH FOR BEING HERE.
WE'RE NOT EVEN CLOSE TO BEING WELL, WE'RE CLOSE TO BEING DONE.
MY NAME IS LAFONDA RIGGINS AND I WORK FOR LOS ANGELES COUNTY FIRE DEPARTMENT.
I AM THE, THE COMMUNITY SERVICE, UH, LIAISON.
YOU USUALLY SEE ME WITH LIKE A CHIEF OR A BATTALION CHIEF, BUT THIS EVENING I'M GONNA PRESENT TO YOU BECAUSE YOUR ASSISTANT CHIEF IS SICK AND THEN THE BATTALION CHIEF IS ON A STRUCTURE FIRE.
SO I WANNA DO YOU, UH, DO YOU GOTTA CHECK FOR $5 MILLION THERE? YES, I DO.
SO I WANTED TO ONE PRESENT YOU WITH OUR CHALLENGE COIN BECAUSE WE ARE CELEBRATING 100 YEARS OF BEING IN THE FIRE SERVICE.
AND WHENEVER I COME TO LA HABRA, I ALWAYS FEEL WELCOME.
EVERYONE, EVERY SINGLE COUNCIL MEMBER HERE I'VE WORKED WITH, I'VE ENJOYED A MEAL WITH, AND I'M ALWAYS THE PERSON WHO'S BEHIND THE SCENE.
BUT YOU ALWAYS WANTED ME TO COME TO THE FOREGROUND.
YOU WOULD GO, COME SAY THE PLEDGE OF ALLEGIANCE, COME DO.
AND I APPRECIATE YOU FOR THAT.
'CAUSE MOST PEOPLE WANT ME, OR MOST OF THE TIME, I AM BEHIND THE FIREFIGHTERS.
SO I GOT YOU A LITTLE CUP FULL OF SOME LITTLE GOODIES.

OH, YOU KNOW, UH, MYSELF, STEVEN ROSE, WERE PART OF THE ORIGINAL COUNCIL THAT APPROVED BRINGING LA COUNTY INTO THE CITY, AND IT WAS CONSIDERED TO BE VERY CONTROVERSIAL BACK THEN, BUT IT'S THE BEST THING WE EVER DID.

AND, UH, YOU'VE DONE A TREMENDOUS JOB.
AND THANK YOU FOR ALWAYS, UH, COMING TO OUR COMMUNITY.

UH, HE SHOWS UP MORE OFTEN THAN I DO.
HE IS A, A CHEERLEADER FOR OUR CHAMBER OF COMMERCE.
SO, AND, UH, I KNOW TRYING TO KEEP UP WITH HIM ON SOCIAL MEDIA IS SOMETHING THAT I TRY TO DO, BUT HE HAS ME BEAT THIS GUY KEEPS YOU INFORMED OF PRETTY MUCH EVERYTHING THAT'S GOING ON IN LAHABRA.
I MODEL MY SOCIAL MEDIA AFTER HIM.
SO, UH, HE DOES A GREAT JOB WITH THAT, AND THAT'S WHY THEY CALL HIM MR. LAHABRA.

CAN WE BORROW SOME MONEY SO I CAN OPEN A, A WING TO PUT ALL THESE ON
I, UH, WOULD WANNA RECOGNIZE MY FAMILY.
UH, MY MOM AND DAD ARE HERE IN THE FRONT ROW.
AND THE GUY THAT I KNOW, IT'S NOT EASY TO HAVE A DAD IN PUBLIC SERVICE.
MY SON JAMES, SO MANY TIMES HE'S HAD A SACRIFICE WHEN I'VE BEEN AWAY FROM THE HOME AND OUT DOING OTHER THINGS, AND HE'S SACRIFICING.
HE'S NOT ONE TO BE IN THE LIMELIGHT.
AND IT'S BEEN VERY DIFFICULT FOR HIM SOMETIMES.
AND I, UH, I SINCERELY APPRECIATE HIM ALWAYS BEING SUPPORTIVE OF ME.
AND I HAVE NUMEROUS COUSINS AND GOD KIDS AND AUNTS AND UNCLES HERE, AND PEOPLE FROM MY CHURCH AND MY BUDDY FROM THE DODGERS ARE HERE.
WE GOT ALL KINDS OF PEOPLE HERE TODAY.
SO I, I DON'T WANT TO START NAMING OUT PEOPLE 'CAUSE THEN I WILL, UH, I'LL FORGET SOMEBODY.
UM, IT HAS BEEN A GREAT HONOR TO SERVE AS YOUR MAYOR THE LAST YEAR.
AND OF COURSE, IT'S REALLY GREAT TO GET ALL THESE ACCOLADES, BUT YOU KNOW WHAT, NO, NO PERSON STANDS ALONE.
I HAVE FOUR GREAT COLLEAGUES THAT I GET TO WORK WITH UP HERE, UH, DAY IN AND DAY OUT, WHO'VE ALWAYS VERY SUPPORTIVE.
I HAVE A WONDERFUL STAFF, UM, THAT REPRESENTS THE CITY AND THEY'VE JUST BEEN OUTSTANDING, OUTSTANDING, UH, TO BE THERE AND, AND BE SUPPORTIVE.

Appointment by the Mayor of one Councilmember to serve on the City's Emergency Preparedness Council as Vice Chair for a one-year term (December 2023-December 2024).]
CONSIDERATION.ITEM NUMBER ONE IS CITY COUNCIL, AGENCY AND AUTHORITIES.
ITEM TITLED, CITY COUNCIL REORGANIZATION AND APPOINTMENTS TO GOVERNMENTAL AGENCIES, AUTHORITIES, AND OUTSIDE BOARDS.
I WILL ACT AS THE PRESIDING OFFICER FOR THIS ITEM AND WILL BE TAKING A ROLL CALL, VOTE FOR EACH ITEM.
FIRST ITEM UNDER THAT ITEM IS CONSIDER AND ELECT MAYOR FOR A ONE YEAR TERM FROM DECEMBER.
DECEMBER, 2023 THROUGH DECEMBER 20, 24.
NOMINATIONS ARE NOW OPEN FOR THE POSITION OF MAYOR FOR A ONE YEAR TERM.
RHONDA, IT'S WITH GREAT HONOR THAT I'D LIKE TO NOMINATE DARREN ERIAN.
ARE THERE ANY, I WOULD LIKE TO MAKE A MOTION TO CLOSE NOMINATIONS AND CLASS THE UNANIMOUS VOTE.
UM, TO NOMINATE DARREN ERIAN AS MAYOR.
MOTION CARRIED UNANIMOUSLY TO ELECT COUNCIL MEMBER DARREN ERIAN AS MAYOR.
CONGRATULATIONS MAYOR NICK ARIAN.
GENTLEMEN AND LADY, THANK YOU VERY, VERY, VERY MUCH FOR THAT VOTE OF CONFIDENCE.
IT'S GREATLY APPRECIATED AND I HOPE I CAN LIVE UP TO THAT, UH, FAITH THAT YOU'VE INVESTED IN ME.
AND THANKS TO ALL YOU TOO FOR THE ROUND OF APPLAUSE.
UH, NOW FOR THE REST OF THIS, RHONDA AND, UH, MR. CITY MANAGER AND EVEN CITY ATTORNEY, MAYBE SOME HELP WITH THIS BECAUSE THERE'S A NOTION THAT I HAVE THAT I THINK MAY BE SHARED THAT A LOT OF THESE, UH, NOMINATIONS TO OTHERS.
OH, I'M SORRY, I'M JUMPING THE GUN ALREADY.
MAYOR PRO TEM MAYOR NICK SIAN.
WE NEED TO OPEN NOMINATIONS FOR MAYOR PROTI.
I WOULD LIKE TO NOMINATE ROSE ESPINOZA.
I'D LIKE TO MAKE A MOTION TO CLOSE NOMINA NOMINATIONS AND CAST THE UNANIMOUS VOTE.
VOTE PLEASE FOR THE NOMINATION OF COUNCIL MEMBER ESPINOZA FOR MAYOR PRO TEM.
[00:40:01]
COUNCIL MEMBER SIMONIAN.MOTION CARRIED UNANIMOUSLY FOR ELECT ESP.
I FORGOT TO READ A NOTE FOLLOWING OUR MEETING.
WE DO HAVE A RECEPTION, SO PLEASE NOBODY LEAVE.
WE'RE GONNA BE MEETING EIGHT BM.
IS THIS THE TIME? YEAH, IT IS.
AND THE IDEA IS TO SAVE SOME TIME BECAUSE I THINK, I SUSPECT THERE'S A FEELING THAT WE'D ALL LIKE TO KEEP THINGS ROUGHLY.
THEY, WE EITHER WERE LAST YEAR.
SO I THINK THE HELP THAT ALL NEED IS IN CRAFTING THE VERBIAGE FOR EMOTION THAT ESSENTIALLY ACCOMPLISHES THAT PURPOSE.
WHERE WE, WE ALREADY KNOW THAT THERE'S TWO BOARDS THAT IS ALWAYS THE MAYOR AND THE MAYOR PRO TEM.
AND THERE'S TWO THAT IT'S NOT.
SO THE MOTION WOULD BE, WOULD REQUIRE THAT WE SIMPLY KEEP ALL POSITIONS AS THEY EXISTED THIS PAST YEAR.
SO WHY DON'T I READ WHO IS CURRENTLY SERVING ON EACH OF THOSE BOARDS FOR FURTHER CLARIFICATION? OKAY.
WOULD YOU LIKE ME TO DO THAT, MAYOR? YES, PLEASE.
CURRENTLY SUCCESSOR AGENCY CHAIR IS SIMONIAN AND VICE CHAIR IS GOMEZ CIVIC IMPROVEMENT AUTHORITY CHAIR, NIAN AND VICE CHAIR ESPINOZA, ORANGE COUNTY SANITATION DISTRICT, DELEGATE ESPINOZA ALTERNATE MEDRANO, SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS DELEGATE ESPINOZA, ALTERNATE NIAN CITY INTERNAL AUDIT COMMITTEE.
GOMEZ AND NIAN PAST PRACTICE HAS BEEN TO APPOINT THE MAYOR AND MAYOR POTTI AND THE CITY EMERGENCY PREPAREDNESS COUNCIL IS GOMEZ AND MEDRANO.
TYPICALLY, THE MAYOR SERVES AS CHAIR MAYOR APPOINTS THE VICE CHAIR FOR THAT.
SO MY, MY SUGGESTION, IF YOU'D LIKE TO MAKE A MOTION, UH, I WOULD SUGGEST THAT YOU MAKE A MOTION TO KEEP ALL OF THE EXISTING MEMBERS, UH, EITHER CHAIRS OR VICE CHAIRS OR DELEGATES AS IS FOR THE SUCCESSOR AGENCY, CIVIC IMPROVEMENT AUTHORITY, ORANGE COUNTY SANITATION DISTRICT, AND SCAG.
AND THEN VOTE SEPARATELY ON THE INTERNAL AUDIT COMMITTEE.
AND THEN MAKE YOUR APPOINTMENT AS MAYOR FOR THE EMERGENCY PREPAREDNESS COUNCIL.
THAT SOUNDED LIKE WELL CRAFT, DID I MAKE THAT MOTION? I WILL SECOND THAT MOTION.
AND THAT'S FOR THE APPOINTMENTS TO SUCCESSOR AGENCY, CIVIC IMPROVEMENT AUTHORITY, ORANGE COUNTY SANITATION DISTRICT, AND SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS.
FOR ALL OF THOSE APPOINTEES TO REMAIN AS IS FOR AN ADDITIONAL ONE YEAR PERIOD, CORRECT? CORRECT.
I'M GOING TO CONDUCT A ROLL CALL.
VOTE, UH, COUNCIL MEMBER ESPINOZA? YES.
NOW FOR THE INTERNAL AUDIT COMMITTEE, UH, THE MAYOR IS ALREADY AUTOMATICALLY THE, UM, THE, THE, UH, CHAIR ESSENTIALLY OF THAT, UH, COMMITTEE.
AND IN THE PAST, UM, THE, UH, MAYOR ON MAYOR PRO TEM WOULD SERVE AS THAT, IF THAT WOULD BE WHAT YOUR DIRECTION WOULD BE.
I JUST NEED A, A MOTION TO DO THAT.
FOR IT TO BE REMAIN THE MAYOR AND MAYOR PRO TEM.
I WOULD MAKE A MOTION TO CONTINUE EXACTLY AS IT WAS LAST YEAR.
SO MAYOR AND MAYOR PRO TEM AS THE INTERNAL AUDIT COMMITTEE.
MAKE A MOTION TO CLOSE NOMINATION CAST THE UNANIMOUS VOTE.
VOTE FOR THE, UH, MAYOR AND MAYOR PRO TEM TO SERVE ON THE CITY AUDIT COMMITTEE.
UM, COUNCIL MEMBER GOMEZ? YES.
AND THEN THE FINAL SELECTION WOULD BE, UM, MR. MAYOR, YOU'D NEED TO SELECT SOMEONE TO BE THE VICE CHAIR OF THE EMERGENCY PREPAREDNESS COUNCIL.
IT COULD BE ANY OF YOUR COLLEAGUES ON COUNCIL.
I'D LIKE TO APPOINT, UH, COUNCIL MEMBER MADANO TO CONTINUE AS VICE CHAIR.
IS THERE A SECOND ON THAT MOTION? I, IF THE COUNCIL MEMBER ACCEPTS, THAT'S FINE.
I'LL SECOND THAT AND MAKE A MOTION TO CLOSE NOMINATIONS CAST THE UNANIMOUS VOTE.
SECOND, LET ME TAKE THE ROLL CALL VOTE TO SELECT, UM, COUNCIL MEMBER MEDRANO AS THE VICE CHAIR ON THE EMERGENCY PREPAREDNESS COUNCIL.
AND FOR THE, THE CHAIR TO BE NEWLY ELECTED.
UH, COUNCIL MEMBER GOMEZ? YES.
SO I THINK WE SKIPPED ABOUT, UH, 11 PAGES THERE AND I THINK THE CITY IS WELL SERVED BY THAT CHOICE.
SO THANK YOU VERY MUCH AGAIN, RHONDA.
[ CONSENT CALENDAR: All matters on Consent Calendar are considered to be routine and will be enacted by one motion unless a Councilmember, City staff member, or member of the audience requests separate action or removal of an item. Removed items will be considered following the Consent Calendar portion of this agenda. Public comment shall be limited to three (3) minutes per individual, with a total time limit of 30 minutes per item that has been removed for separate discussion, unless otherwise modified by the Mayor. Speaking time may not be granted and/or loaned to another individual for purposes of extending available speaking time, and comments must be kept brief, non-repetitive, and professional in nature. CITY COUNCIL:]
[00:45:01]
TO THE, UH, CONSENT CALENDAR, WHICH CORRECT? YES.WOULD YOU LIKE ME TO READ THAT OUT? THANK YOU.
WORKING AGENDA, ALL MATTERS ON CONSENT CALENDAR ARE CONSIDERED TO BE ROUTINE AND WILL BE ENACTED BY ONE MOTION UNLESS A COUNCIL MEMBER, CITY STAFF MEMBER OR MEMBER OF THE AUDIENCE REQUEST SEPARATE ACTION OR REMOVAL OF AN ITEM REMOVED.
ITEMS WILL BE CONSIDERED FOLLOWING THE CONSENT CALENDAR PORTION OF THIS AGENDA.
PUBLIC COMMENT SHALL BE LIMITED TO THREE MINUTES PER INDIVIDUAL WITH A TOTAL TIME LIMIT OF 30 MINUTES PER ITEM THAT HAS BEEN REMOVED FOR SEPARATE DISCUSSION.
UNLESS OTHERWISE MODIFIED BY THE MAYOR.
SPEAKING TIME MAY NOT BE GRANTED AND OR LOAN TO ANOTHER INDIVIDUAL FOR PURPOSES OF EXTENDING AVAILABLE SPEAKING TIME AND COMMENTS MUST BE KEPT BRIEF, NON-REPETITIVE AND PROFESSIONAL IN NATURE.
THE CONSENT CALENDAR INCLUDES CITY COUNCIL ITEMS ONE THROUGH 10, SUCCESSOR AGENCY ITEM ONE, CIVIC IMPROVEMENT AUTHORITY ITEM ONE, HOUSING AUTHORITY, ITEM ONE, AND CITY COUNCIL AGENCY AND AUTHORITY, AND A AUTHORITIES ITEM ONE.
DO WE MOVE ON TO PUBLIC COMMENTS ON CONSENT CALENDAR ITEMS AT THIS POINT? OR SIMPLY GO DIRECT TO THE, UH, POTENTIAL REMOVAL? PUBLIC COMMENTS NOW.
ALRIGHT, THIS IS THE TIME FOR PUBLIC COMMENT ON ALL ITEMS ON THE CONSENT CALENDAR.
AND I'M IN A RECEIPT OF TWO SPEAKING CARDS.
SO AT THIS TIME I WOULD CALL UP, UH, MR. BOB WHEATLEY FOR HIS SO MAYOR, YES, I BELIEVE THOSE SPEAKER, THAT SPEAKER CARD MAY BE RELATED TO THE CONSENT CALENDAR ITEM REQUIRING, I THINK IT'S BOTH.
THERE ARE TWO SEPARATE ITEMS RIGHT AFTER THE CONSENT CALENDAR.
THOSE WOULD BE FOR THOSE ITEMS. IT'S CITY COUNCIL AND ACCESSORY AGENCIES.
SO WOULD THIS BE THE TIME FOR THE CITY COUNCIL? IT NO, IT'LL BE LATER.
SO WE CAN JUST MOVE ON DIRECTLY TO REMOVAL OF ITEMS. SO THOSE CONSENT ITEMS THAT THE CITY CLERK CALLED GOT IT.
WHICH DO NOT INCLUDE THE TWO ISSUES RELATED TO THE HAMBRA MARKETPLACE.
WOULD STAFF LIKE TO REMOVE ANY OF THE CONSENT CALENDAR ITEMS? UH, IS THERE ANY OTHER PUBLIC COMMENT AT THIS POINT? I'M, I'M NOT SEEING ANYBODY.
ANYBODY ELSE WANNA TALK? DON'T HAVE ANY CARDS.
UH, COUNCIL, UH, FELLOW COUNCIL MEMBERS, YOU WANNA PULL ANY CONSENT CALENDAR ITEMS? AND APPARENTLY NO ONE IN THE AUDIENCE WANTS TO PULL A CONSENT CALENDAR ITEM.
SEEING NONE, MAY I HAVE A MOTION? MR. MAYOR? I'D LIKE TO, UH, MAKE A MOTION TO APPROVE, UH, WHAT REMAINS OF THE CONSENT CALENDAR.
I WILL SECOND MOTION IS SECOND ROLL CALL.
COUNCIL MEMBER, UH, THE MOTION IS TO APPROVE ALL CONSENT CALENDAR ITEMS. COUNCIL MEMBER GOMEZ? YES.
NEXT ITEM ON THE AGENDA, THERE ARE THE TWO ITEMS THAT ARE REQUIRING SEPARATE VOTES.
AND THE FIRST ITEM IS A CITY COUNCIL ITEM.
I'M HAPPY TO READ THE TITLE IF YOU WOULD LIKE ME TO, MAYOR.
CITY COUNCIL ITEM APPROVE THE PURCHASE OF A 2.8 ACRE PARCEL IN LAHABRA, COMMONLY KNOWN AS A PORTION OF THE LAHABRA MARKETPLACE PARKING LOT, A PN ZERO 1-838-ONE-DASH SIX FOUR, AND AUTHORIZE THE CITY MANAGER TO EXECUTE ANY RELATED DOCUMENTS AND TO TRANSFER FUNDS FROM THE CITY OF LAHABRA CITY TO THE SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY OF THE CITY OF LAHABRA SUCCESSOR AGENCY TO COMPLETE THIS PURCHASE.
SO YOU CAN CALL ON PUBLIC COMMENTS FOR THIS ITEM AS WELL.
AND WE DO HAVE TWO SPEAKER CARDS, RIGHT NOW'S THE TIME FOR PUBLIC COMMENTS ON THAT ITEM SPECIFICALLY.
SO AGAIN, I WOULD ASK IF, UH, THERE'S MR. BOB WHEATLEY YOU'D LIKE TO COME FORWARD AND SPEAK FOR THREE, A MAXIMUM OF THREE MINUTES.
PARDON ME? DO I GIVE THESE? UM, I'LL TAKE THESE.
CAN I GET THOSE? NO, WE'LL DO IT TOMORROW.
WHO'S MISSING? SOME READERS?
OH, WELL ONO WE'LL FIGURE IT OUT.
MY NAME IS BOB WHEATLEY AND I'M THE PRESIDENT OF GOLDEN WHEAT PROPERTIES.
UH, FIRST OF ALL, MAYOR GOMEZ, THE LOVE BACK HERE IS DEEP AND THICK, SO CONGRATULATIONS AND
WE PRO TEM, UM, THEY CHOOSE TO FOLLOW.
I STAND BEFORE YOU TO ADDRESS CONCERNS RELATED TO THE RECENT SOLICITATION FOR THE 2.8 ACRE PARCEL IN THE HABRA.
THE PROPERTY IN QUESTION HAS BEEN A SUBJECT OF A BIDDING PROCESS LED BY GM PROPERTIES WITH SPECIFIC TERMS AND CONDITIONS.
I MUST, HOWEVER, EXPRESS MY DEEP CONCERN ABOUT THE INTEGRITY OF THE BIDDING PROCESS.
THE OVERSIGHT BOARD IN 23 DASH 0 2 1 CLEARLY OUTLINES THE SUCCESSOR AGENCY IS RESPONSIBLE FOR COMPLYING WITH ALL LEGAL
[00:50:01]
REQUIREMENTS FOR THE DISPOSITION OF THE PROPERTY.AND THE SUCCESSOR SUCCESSOR AGENCY SHALL CONDUCT A PROCESS IN GOOD FAITH TO SOLICIT PRO PROPOSALS FROM INTERESTED PARTIES REGARDING THE SALE OF PROPERTY.
THE QUESTION OF THIS BOARD IS, WAS THE SOLICITATION CONDUCTED IN GOOD FAITH? AND, UH, CITY ATTORNEY JONES? I APPRECIATE THE FACT AND INVOCATION THAT YOU, WE INDICATED AND WE, UH, ASSERTED TO GOD THAT WE WERE GONNA ACT WITH INTEGRITY.
AND I KNOW THIS BOARD WILL AND I APPRECIATE THAT.
THERE WAS TWO ROUNDS OF BIDDING THE FIRST ROUND.
THE BID WAS CLOSED ON NOVEMBER SEVEN, AND THERE WERE THREE BIDDERS.
THE CITY OF LA HABER WAS NOT ONE OF THEM.
GOLDEN WHEAT PROPERTIES EMERGED AS THE HIGHEST BIDDER.
THEN THERE WAS A SECOND ROUND CALLED THE BEST AND FINAL ROUND, AND THE BIDS CLOSED ON NOVEMBER 16.
AGAIN, THERE WERE THREE BIDDERS AND NO BID WAS SUBMITTED BY THE CITY OF LAHABRA.
GOLDEN WHEAT PROPERTIES WAS AGAIN THE HIGHEST BIDDER AND WAS TWO TIMES HIGHER THAN THE SECOND PLACE BIDDER AND SHOULD HAVE WON THE, UH, BEEN AWARDED THE, THE, UH, CONTRACT.
THE CLOSED DOOR MEETINGS ON NOVEMBER 20 AND NOVEMBER OR NOVEMBER 20 AND DECEMBER FOUR RAISED CONCERNS.
A BID WAS OFFERED BY THE CITY FOR $1,000 HIGHER THAN THE GOLDEN WHEAT BID AFTER THE BIDDING WAS CLOSED.
THE SEQUENCE OF EVENTS RAISED SERIOUS CONCERNS ABOUT BID RIGGING AND SELF-DEALING.
AND WHAT IS THE PUBLIC PURPOSE FOR THE CITY TO OWN THIS PARKING LOT? I AM HOPEFUL THAT WE CAN ACT IN GOOD FAITH AND YOU SHOULD HAVE, UH, AN OFFER FOR MY COMPANY TO, TO INCREASE OUR BID TO 75,000 MAKING US THE HIGHEST BIDDER.
AGAIN, WHY DO I WANT THE PROPERTY? I HAVE AN ARRANGEMENT WITH, UH, UH, TENTATIVE AGREEMENT WITH, WITH TESLA.
THE CITY IN PRIOR COUNCIL MEETINGS HAS INDICATED THAT EV IS IMPORTANT AND IT'S ONLY GONNA INCREASE IN THE NEXT FOUR OR FIVE, 10 YEARS.
MR. WILL, I HATE TO INTERRUPT, BUT YOU'RE ABOUT 11 SECONDS OVER.
SO IF YOU COULD KIND OF WRAP IT UP.
I URGE THE CITY COUNCIL TO WITH WITHDRAW THEIR BID, ENSURING A TRANSPARENT PROCESS.
LET'S WORK TOGETHER TO UPHOLD THE PRINCIPLES OF GOOD GOVERNANCE AND PROTECT THE INTERESTS OF LA HABER RESIDENTS.
THANK YOU FOR YOUR TIME AND THANK YOU.
ANYBODY ELSE IN THE AUDIENCE LIKE TO SPEAK ON THIS PARTICULAR CONSENT CALENDAR ITEM? SEEING NONE, WE'LL CLOSE PUBLIC COMMENTS.
YES, MAYOR, WE HAVE ANOTHER CARD FOR DR.
OH, THERE, SHE'S, CONGRATULATIONS FOR ALL THE ACCOLADES FOR YOUR YEAR OF SERVICE THIS PAST YEAR AND GOOD LUCK WITH EVERYTHING YOU'RE GOING TO BE DOING.
THANK YOU FOR THIS YEAR AND CONGRATULATIONS PRO TEMP.
AND I'VE GOTTA PUT THESE ON SO I CAN SEE WHAT I HAVE.
I WOULD LIKE TO EXPRESS MY GRATITUDE FOR THE ITEM NUMBER ONE UNDER CONSENT CALENDAR ITEMS REQUIRING SEPARATE VOTES BEING MOVED FROM CONSENT CALENDAR TO SOME ACTION ITEM FOR AT LEAST YOUR COMMENTS.
OUR REASONS FOR REQUESTING THIS IS AS FOLLOWED AND PER THE DIRECTIONS GIVEN.
I UNDERSTAND THAT NO DIALOGUE OCCURS BETWEEN MYSELF AND THE COUNCIL AND THAT I HAVE THREE MINUTES.
THE LAND THAT IS BEING SUGGESTED FOR PURCHASED BY THE CITY IS STIPULATED IN THE AGENDA ITEM AS BEING PURCHASED FOR THE TOTAL AMOUNT OF 57,500 PLUS THE BROKERAGE FEES.
I WOULD LIKE TO USE THE 57,500 PURCHASE PRICE FOR THE PURPOSE OF MY QUESTIONS.
AND I THANK YOU IN ADVANCE FOR THIS.
I WOULD LIKE THE CITY'S ATTORNEY OR DESIGNATE TO GIVE CONSIDERATION OF ENTITIES WHO ARE TO RECEIVE THE FUNDS FROM THE SALE.
AS MY UNDERSTANDING IS THAT TAX ENTITIES ARE TO RECEIVE SPECIFIC PORTIONS OF THE SALES OF THE LAND ONCE OVERSEEN BY THE NOW DEFUNCT PER GOVERNOR BROWN'S ORDER IN 2012 OF THE LAHABRA REDEVELOPMENT AGENCY.
I UNDERSTAND THAT THE SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY OF THE CITY OF LAHABRA IS NOW IN CHARGE WITH THE DUTIES OF SELLING THE LAND.
MY UNDERSTANDING IS THAT AMONG THE TAX ENTITIES THAT ARE TO BENEFIT FROM FINANCIALLY FROM THE SALE OF THIS LAND, INCLUDE BUT NOT, MAY, MAY NOT BE LIMITED TO THE THREE SCHOOL DISTRICTS WITHIN OUR CITY LIMITS, THE VECTOR CONTROL AGENCY AND THE COUNTY GOVERNMENT.
I AM ASKING WHAT PORTION, AS IN PERCENTAGE OF THIS SALE WOULD BE DESIGNATED TO THE LA HABER CITY SCHOOL DISTRICT, THE LOWELL JOINT ELEMENTARY SCHOOL DISTRICT AND THE FULLERTON JOINT UNION HIGH SCHOOL DISTRICT, IF I'M CORRECT ON WHO IS TO BENEFIT.
THEN ANOTHER QUESTION IS, WHY IS THE LAND THAT THE CITY ITSELF TO THE COUNTY OVERSIGHT BOARD ON JUNE 2ND, 2022 DECLARED THE VALUE OF THIS LAND TO BE $2.5 MILLION
[00:55:01]
IS NOW BEING UNDERSOLD PER THE CITY'S OWN VALUATION.LITTLE OVER A YEAR AGO BY MORE THAN $2.4 MILLION LESS HAS LAND REALLY COST THAT MUCH, LOWERED THAT MUCH IN THIS TIME.
MORE IMPORTANTLY, IF THE LAND VALUE A YEAR OR SO AGO WAS 2.5 MILLION, HOW MUCH MORE WOULD THE THREE SCHOOL DISTRICTS RECEIVE FROM THE SALE? IT IS NOT MY AREA OF EXPERTISE TO KNOW ALL OF THESE ANSWERS, BUT AS A BOARD MEMBER, AND I AM SPEAKING FOR MYSELF AS A BOARD MEMBER AND NOT FOR THE BOARD, WHY WOULD THIS SALE BE DONE IN LIEU OF THE LOSSES TO THE SCHOOL DISTRICTS WHICH HAVE SERVED THE LAHABRA FAMILIES FOR DECADES AND ARE NOW IN THEMSELVES LOOKING AT THE FUTURE OF THEIR FUNDING WHEN CONSIDERATION OF THE $68 BILLION STATE DEFICIT LOOMS OVER ALL OF OUR HEADS? I WOULD HOPE THAT THE COUNTY OVERSIGHT BOARD CAN PERHAPS AT LEAST TAKE THIS INTO CONSIDERATION WHEN THEY MAKE THEIR FINAL DECISION AT THEIR NEXT MEETING, WHICH I BELIEVE IS IN JANUARY.
AND I HOPE THAT THIS BOARD WILL REALLY CONSIDER THE FAMILIES AND THE FUNDING THAT THEY WOULD BE LOSING BECAUSE OF THE, THE VALUATION OF THE LAND.
BUT I THANK YOU FOR YOUR TIME AND CONSIDERATION AS I ONLY AM ASKING.
SO OUR FAMILIES, THEIR CHILDREN ENTRUSTED TO OUR THREE SCHOOL SYSTEMS IN OUR CITY, ARE GIVEN AS MANY RESOURCES AS POSSIBLE FOR THEIR BENEFITS.
IS THERE ANYBODY ELSE IN THE AUDIENCE WHO'D LIKE TO SPEAK ON THIS PARTICULAR ITEM? ANYBODY ELSE? ANYBODY CLOSING PUBLIC COMMENTS ON THIS? I TURN IT BACK TO MY COUNCIL COLLEAGUES FOR DISCUSSION AND OR POSSIBLE MOTION.
I HAVE A QUICK QUESTION, DICK.
UH, IN YOUR OPINION, DO YOU FEEL THAT WE'VE DONE EVERYTHING UNDER THE LEGAL GUIDELINES EXPECTED BY THE LA HABER CITY COUNCIL AND THE REDEVELOPMENT A OR THE SUCCESSOR AGENCY? THE ANSWER'S YES, BUT LET ME INDICATE TO YOU THAT I'M NOT, OUR FIRM IS NOT HANDLING THIS PARTICULAR MATTER.
IT'S BEING HANDLED BY OUTSIDE COUNSEL.
WHO HAS ASSURED ME THAT THEY'VE FILED ALL THE LEGAL REQUIREMENTS.
I HAVE ONE QUICK QUESTION, IF I MAY.
FROM THE CITY MANAGER, UH, THERE'S THIS, UH, ERRONEOUS FIGURE OF SOMETHING, A COUPLE MILLION DOLLARS IN TERMS OF THE VALUE OF THIS PARKING LOT.
WHAT WAS THE ACTUAL OFFICIAL APPRAISED VALUE OF THAT LAND ENGINE? SO IN THE STAFF REPORT ATTACHED TONIGHT TO TONIGHT'S AGENDA, THE VALUE OF THE LAND WITH THE PARKING RESTRICTIONS THAT ARE ON THE DEEDED RESTRICTIONS WAS APPRAISED BY AN OUTSIDE APPRAISER FOR $30,000 $30,000.
THAT'S A LITTLE BIT DIFFERENT THAN TWO AND A HALF MILLION, ISN'T IT? IT'S $30,000.
ANY OTHER COMMENTS AND OR MOTION? I'D LIKE TO MAKE A MOTION TO APPROVE THE ITEM.
IS THERE A SECOND? I'LL SECOND.
MOTION AND A SECOND ROLL CALL PLEASE.
UH, COUNCIL MEMBER GOMEZ? YES.
AND SO NOW WE HAVE AN ANOTHER CONSENT CALENDAR ITEM REQUIRING A SEPARATE VOTE, BUT IN THIS CASE IT IS OF THE SUCCESSOR AGENCY, CORRECT? YES.
SO CHAIR SIMONIAN WILL NOW LEAD THIS ITEM OF THE SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY OF THE CITY OF LAHABRA.
AND THE FOLLOWING CONSENT CALENDAR ITEM REQUIRES A SEPARATE VOTE OF THE SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY OF THE CITY OF LAHABRA.
WOULD YOU LIKE ME TO READ THE TITLE? YEAH.
TITLE OF THIS ITEM IS A RESOLUTION OF THE SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY OF THE CITY OF LAHABRA SUCCESSOR AGENCY APPROVING A QUICK CLAIM DEEDED CONVEYING THE 2.8 ACRE PARCEL IN LAHABRA, COMMONLY KNOWN AS A PORTION OF THE LAHABRA MARKETPLACE PARKING LOT A PN 0 1 8 DASH 3 81 DASH SIX FOUR FROM THE SUCCESSOR AGENCY TO THE CITY OF LAHABRA AND FORWARDING THE PROPOSED TRANSFER TO THE ORANGE COUNTY OVERSIGHT BOARD FOR APPROVAL.
WE DO HAVE TWO PUBLIC COMMENT CARDS FOR THIS ITEM.
WE DO WELL, I'VE GOT ONE COMMENT CARD.
AND AGAIN, THIS IS FROM MR. BOB WHEATLEY AGAIN.
SO SIMON, I WASN'T SURE IF DR.
I'M SORRY YOU NOT, I JUST, I'M OVERLY EAGER YOU CHAIR SIMONIAN.
PRITCHARD WOULD LIKE TO SPEAK ON THIS ITEM AS WELL.
THANK YOU FOR YOUR TIME AND AGAIN, CONGRATULATIONS ON ALL OF YOUR APPOINTMENTS.
I JUST WANNA CLARIFY THE 2.5 MILLION CAME FROM YOU GUYS.
THAT AMOUNT WAS GIVEN TO THE OVERSIGHT BOARD FROM THIS CITY COUNCIL ACCORDING TO THE DOCUMENT THAT IS IN FILE AT THE CITY.
SO JUST TO CLARIFY, I DIDN'T MAKE THE NUMBER UP.
I TOOK IT TO BELIEVE THAT IT WAS TRUE AND IT IS WHAT WAS GIVEN TO THE COUNTY OVERSIGHT BOARD.
UM, I'M JUST ASKING FOR THE BEST FOR THE STUDENTS AND THEIR FAMILIES.
[01:00:01]
LIKE ANOTHER SHOT AT IT?SO IN TERMS OF GIVING MONEY TO THE STUDENTS, AND, UM, I DIDN'T PAY THE LADY TO COME IN TO BREAK THIS OUT, BUT, UM, THE WAY WE HAVE IT RIGHT NOW, THE HABER'S PAYING 62,000, SO THAT'S 62,000 OUT.
THEY'RE NOT GETTING 75,000 IN FROM MY FIRM.
UM, IF THE GOAL FOR THE CENTER IS PARKING, I WILL TAKE CARE OF THAT GOAL.
WE DON'T HAVE ANY, UM, PLANS IN CHANGING THAT.
THE PLANS THAT WE HAVE OR TENTATIVE PLANS, THE IDEAS THAT WE HAVE IS, UH, PUTTING IN 22 TESLA SUPERCHARGER STATIONS AND, YOU KNOW, DRIVING UP HERE, I I HAVE LOOKED FOR A SUPERCHARGER STATION THAT I DON'T BELIEVE THERE'S ANY IN THIS CITY.
AND THAT'S NOT NECESSARILY A BAD THING, BUT IT'S NOT SMART TO HAVE SOME FORWARD THINKING ON IT.
AND IN TERMS OF THIS, I KNOW, YOU KNOW, YOU'RE, I THOUGHT YOU MIGHT SWITCH SHIRTS OR SOMETHING AND SAY, HEY, WE'RE THE SUCCESSOR AGENCY.
UM, THE ORANGE COUNTY BOARD OVER, OR THE COUNTYWIDE OVERSIGHT BOARD HAS TO APPROVE THIS, RIGHT? UM, THE, AND EXHIBIT A, THE OVERSIGHT BOARD IS ADDRESSES YOU ALL SPECIFICALLY SAYS THE SUCCESSOR AGENCY SHALL CONDUCT A PROCESS IN GOOD FAITH TO SOLICIT PROPOSALS FROM ALL INTERESTED PARTIES.
WELL, UM, THAT JUST WASN'T DONE.
I AM AN ATTORNEY AND I UNDERSTAND MOST ATTORNEYS, YOU KNOW, THINK THAT THEY'RE REALLY SMART AND WHATEVER I DID WAS, YOU KNOW, CORRECT.
BUT, UM, IT JUST, IT'S JUST NOT.
UM, AND I WOULD ASK THIS BOARD TO DO THE RIGHT THING.
MAYBE WE TAKE A TIME OUT AND MAYBE WE DISCUSS THIS.
I CAN PROMISE YOU I HAVE A PROPERTY IN TUSTIN THAT I'M A YEAR INTO DOING THIS.
IT MEETS WITH THE CITY OF LA HARES, UH, GOALS FOR HAVING SUPERCHARGER STATIONS AND I'M GONNA PAY FOR IT.
SO I KNOW, I KNOW YOU HAVE A DIFFICULT JOB HERE.
I WAS HOPEFUL THAT THIS WOULD BE THE LAST TIME THAT I HAVE TO TALK ABOUT IT, BUT I JUST CAN'T.
IS THAT BROKEN?
IT'S, THE LETTER IS SENT TO HIM.
SO OBVIOUSLY THE COUNSEL KNEW WHAT MY BID WAS AND IT'S SIGNED BY MR. SARO AND I, IF I'M MISSING YOUR NAME, I APOLOGIZE.
I'D ASK THE BOARD EITHER TO TAKE A TIME OUT OR, UM, VOTE NO.
AND YOU HAVE IN FRONT OF YOU, I AM THE HIGHEST BIDDER TODAY YOU HAVE IN FRONT OF YOU OR MADAM CLERK.
DO DO THEY HAVE IN FRONT OF THEM MY BID? UH, NO, WE HAVE THAT INFORMATION HERE.
DO YOU MIND? IF YOU DON'T MIND.
IT WAS ALL PROVIDED IN OUR STAFF REPORT.
HE'S SAYING THAT HE PROVIDED A, A NEW BID TONIGHT.
AND I'LL DEFER TO THE CITY ATTORNEY AS TO WHETHER WE SHARE THAT WITH COUNSEL AT THIS POINT.
WELL, COULD AT LEAST COUNSEL SEE IT OR, I'M SORRY.
WANNA PASS IT UP HERE? WELL, SURE.
I DIDN'T, I THINK COUNCIL MEMBER MADANO HIT
I I I'M GIVING YOU A MINUTE AND A HALF MORE MAN.
AND WHEN YOU READ MY BID, IT'S 75,000 AND I AM THE HIGH BIDDER.
I DON'T THINK THAT THE SUCCESSOR AGENCY
[01:05:01]
CAN APPROVE A LOWER BID CONTAINING THE SAME, UH, TERMS EXCEPT FOR PRICE.IS THERE ANYTHING ELSE, MR. WHEATLEY? PROBABLY, BUT YOU GUYS HAVE BEEN SO GENEROUS.
ANY, UH, COMMENTS FROM THE, UH, AGENCY BOARD VIEW? NOT FROM ME, THEN FROM ME.
WE, IT WILL ENTERTAIN A MOTION.
I MOVE TO APPROVE THE CONSENT CALENDAR ITEM.
I HAVE A FIRST AND A SECOND FULL CALL VOTE PLEASE.
IS THERE AN ADJOURNMENT NOW OF THE SUCCESSOR AGENCY, OR DO I JUST PLOW AHEAD? IT WOULD REVERT BACK TO THE MAYOR.
SO WE HAVE NO PUBLIC HEARING SCHEDULED FOR TONIGHT, AND BECAUSE WE ARE LOOKING FORWARD TO, UH, CELEBRATING THE CHANGE IN THE ATRIUM AFTER THIS MEETING, WHAT I'M GOING
[ MAYOR'S COMMUNITY CALENDAR:]
TO DO IS ASK ANYBODY WITH AN INTEREST IN THE MAYOR'S COMMUNITY CALENDAR AT THIS TIME TO GO TO THE CITY'S WEBSITE AND WHERE ALL THE INFORMATION IS RIGHT THERE.OTHERWISE, IT'S QUITE A LENGTHY SLIDESHOW AND I KNOW THAT ALL OF US HAVE SOME COMMENTS TO MAKE.
SO WITH THAT SAID, I'D LIKE TO MOVE DIRECTLY TO ANY COMMENTS THAT MAY BE COMING FROM STAFF TONIGHT.
AND THEN AFTER THAT, I WOULD ENTERTAIN COMMENTS FROM
[ COMMENTS FROM COUNCILMEMBERS/DIRECTORS:]
MY FELLOW COUNCIL MEMBERS, AND I WILL BEGIN WITH OUTGOING MAYOR GOMEZ.I JUST WANNA SAY, UM, TO COUNCIL MEMBER GOMEZ, THANK YOU FOR YOUR LEADERSHIP.
UM, I ALWAYS LOOK FORWARD TO THE, TO YOUR ROLE AS MAYOR.
'CAUSE I NEVER KNOW WHAT IS IN STORE FOR OUR COMMUNITY AND FOR US.
UH, I KNOW, BUT WHATEVER YOU DO, I KNOW THAT YOU HAVE, YOU GIVE IT WITH LOVE AND PRIDE FOR OUR COMMUNITY, AND WE HAVE BEEN VERY, VERY FORTUNATE TO HAVE YOU AT THE HELM OF THAT.
AND SO THANK YOU FOR YOUR LEADERSHIP ROLE AND FOR MAYOR NAZARIAN.
I LOOK FORWARD TO WORKING ALONGSIDE YOU AS YOU TAKE THE HELM OF MAYOR AND SEE WHAT WE CAN DO TO MAKE OUR CITY BETTER, SAFER, AND, UH, JUST A LIVELY COMMUNITY AS, UH, GOMEZ CONTINUES TO DO SO.
UH, WANTED TO CONGRATULATE OUR OUTGOING MAYOR JAMES GOMEZ.
NOW, COUNCIL MEMBER, UH, IT'S, UH, IT CONTINUES TO BE A PLEASURE, UH, TO SERVE WITH YOU AND, UH, TO, UH, UH, TO FOLLOW IN YOUR LEADERSHIP, UH, AS MAYOR.
YOU ALWAYS HAVE THE, UH, THE, UH, THE BEST FOR THE COMMUNITY AT HEART AS WE CAN ALL SEE TODAY.
AND I WANTED TO THANK THOSE THAT CAME OUT, UH, TO, UH, TO SHOW THEIR LOVE FOR, UH, FOR OUR OUTGOING MAYOR, UH, GOMEZ.
UH, NOBODY HERE WAS PAID FOR ANY OF THAT.
I JUST WANNA MAKE SURE YOU KNOW THAT.
UM, NO, I, I, I SAY THAT JOKINGLY.
GREAT JOB AS MAYOR THIS LAST YEAR.
CONGRATULATIONS TO DARREN, AND, UH, CONGRATULATIONS TO OUR MAYOR, PRO TEM ROSE ESPINOZA.
UH, I WANTED TO THANK OUR CITY STAFF, UH, FOR ANOTHER GREAT YEAR.
YOU'RE IN LAHABRA, UH, FOR, UH, DOING, UH, A JOB.
UH, THAT, UH, IS, UH, IT GETS MORE AND MORE CHALLENGING EVERY YEAR, UH, WITH BUDGET CONSTRAINTS AND THINGS OF THAT NATURE.
UH, BUT, UH, IT SHOWS, UH, UH, HOW OUR FISCAL POLICIES ARE QUITE, UH, UH, QUITE PRUDENT, QUITE CONSERVATIVE, AND, UH, IN RUNNING THE CITY AND DOING WHAT IS BEST FOR OUR RESIDENTS AND FOR OUR CITY.
UH, WANTED TO THANK, UH, OUR CITY MANAGER FOR THOSE, UH, UH, FISCAL POLICIES AND FOR, UH, UH, PROVIDING THAT, UH, THAT DIRECTION FOR US.
UH, IT MEANS, UH, IT MEANS A LOT, UH, SO EVERYBODY ELSE, UH, WHO IS NOT IN ATTENDANCE.
AND FOR THOSE THAT AREN'T IN ATTENDANCE THIS EVENING, AS I ALWAYS LOVINGLY SAY IN TV LAND, UH, MERRY CHRISTMAS, FELIZ NAVID, AND, UH, HAPPY NEW YEAR, UH, TO EVERYBODY IN OUR COMMUNITY.
IT IS, UH, IT IS WITH AN, IT'S AN HONOR.
IT CONTINUES TO BE AN HONOR AND IS WITH GREAT PLEASURE THAT, UH, I SERVE ALONGSIDE, UH, MY, UH, MY FOUR COLLEAGUES UP HERE.
AND, UH, HAPPY HOLIDAYS EVERYONE.
YEAH, I WOULD LIKE TO ENJOIN THE REST OF
[01:10:01]
MY COLLEAGUES BY CONGRATULATING, UH, JIM ON A GREAT YEAR.UM, HE WORKS HARD EVERY YEAR, BUT, UH, GOES INTO A, A GEAR THAT I'VE NEVER SEEN BEFORE WHEN HE IS MAYOR.
AND MOST OF IT GOES, OKAY,
NOW NO ONE KNOWS MORE ABOUT THE MISFIRES THAN HIS MOM AND DAD
SO AT THE BEGINNING OF THE TERM, HIS MOTHER MARY COMES TO ME AND SAID, PLEASE KEEP HIM OUT OF TROUBLE,
AND I GOTTA TELL YOU, IT'S, IT'S A FULL-TIME JOB.
NOW, THE, THE MORE DIFFICULT PART OF IT IS WHEN HE DOES MISFIRE, HE GETS THIS LITTLE BOY LOOK ON HIS FACE AND HE BLAMES IT ON MEL REESE
MEL GREW UP WITH JIM, AND THEY WERE CLASSMATES AND BEST FRIENDS FOR MANY YEARS.
AND IT'S HARD TO BELIEVE THAT YOU COULD HAVE TAUGHT HIM THAT MANY BAD THINGS,
AND HE EXECUTES THEM WELL, UNFORTUNATELY.
BUT WE ENJOY THE HUMOR, WE ENJOY THE LOVE THAT WE HAVE WITH EACH OTHER.
IT'S FAMILY UP HERE, AND IT MAKES IT, UH, EASIER TO DONATE THE HOURS AND THE NIGHTS AND WEEKENDS AND EVERYTHING ELSE THAT WE SPEND IN THE COMMUNITY BECAUSE WE ENJOY BEING WITH EACH OTHER AND WE ENJOY OUR COMMUNITY.
UH, DARREN, UH, WE'RE ALL LOOKING FORWARD, UH, TO YOUR YEAR.
I KNOW THAT WILL BE ENERGY FILLED, UM, BECAUSE YOU NEED MEDICATION TO SLOW DOWN.
JOSE JUST TOLD ME IT'S NOT A ROAST.
NEXT WEEK, NEXT WEEK, CAN WE GET YOU ROAST AND IT'S FREE, FREE ROAST.
WE ENJOY THE FACT THAT ALL OF YOU, UH, SHOWED UP TO, UH, HELP US GO THROUGH OUR ROTATION, CELEBRATE OUR ACHIEVEMENTS, AND, UM, IT'S IMPORTANT THAT YOU DO THAT.
AND IT'S IMPORTANT THAT WE RECOGNIZE THAT YOU DO IT.
THANK YOU FOR ALL THAT YOU DO ALL YEAR LONG AS WELL.
SO I LOOK FORWARD TO SEEING YOU IN THE RECEPTION.
PLEASE STICK AROUND AND ENJOY, UM, THAT, UH, IT'S IN THE, UH, UH, ATRIUM OF CITY HALL NEXT DOOR AND WE'LL LOOK FORWARD TO SPENDING SOME QUALITY TIME WITH YOU ALL.
ANY COMMENTS FROM STAFF, MR. SADRO? UH, JUST, UH, MERRY CHRISTMAS TO EVERYBODY FROM, UH, STAFF AND, UH, HAPPY NEW YEAR AND CONGRATULATIONS TO MAYOR GOMEZ ON A GOOD YEAR.
GOOD LUCK NEXT YEAR FOLLOWING JIM, BUT YOU'LL DO A GREAT JOB.
LOOKING FORWARD TO WORKING WITH YOU.
ALRIGHT, FOLKS, WE'RE DOWN TO THE LAST FOUR MINUTES OR SO OF THIS MEETING BECAUSE MY COMMENTS ARE NEXT AND FINAL AND I GOT A LITTLE BIT OF BUSINESS TO DO DOWN HERE WITH THESE FLOWERS.
SO I'M GONNA ACTUALLY GO DOWN TO THE CARPET REAL QUICK HERE, SO JUST BEAR WITH ME.
YOU KNOW, THIS IS NO ACTUALLY SMALL THING ACTUALLY FOR ME BEING A MAYOR IS, IS LARGELY, UH, LARGELY SYMBOLIC.
I MEAN, BECAUSE THE HEAVY LIFTING IS DONE BY ALL FIVE OF US.
BUT A MAYOR CAN SET A THEME, A TONE, A MAYOR CAN KIND OF REPRESENT THE CHARACTER OF THE COMMUNITY, WHICH IS SOMETHING THAT JIM GOMEZ DID SO WELL.
HE'S THE ULTIMATE BOOSTER, THE ULTIMATE SHOWMAN FOR THIS COMMUNITY.
AND FOR THAT, HE IS ABSOLUTELY EITHER FAMOUS OR INFAMOUS, DEPENDING UPON THE WAY YOU'LL LOOK AT IT.
BUT
I CANNOT BEGIN TO TELL YOU THE EXTREME LEVEL OF NONSENSE THAT SHE HAS TOLERATED OVER THE YEARS.
I THINK SHE SUPPORTS ME, BUT IT HAS BEEN A LOT OF WORK.
AND I THANK YOU SO MUCH BECAUSE THAT'S A BIG REASON WHY I'M HERE.
AND I, AND I GOT 26 PEOPLE THAT I INVITED.
I'M NOT GONNA GO THROUGH ALL 26 'CAUSE THESE GUYS WOULD KILL ME IF I DID.
BUT I WANNA INTRODUCE MY BOY, JEREMY.
JEREMY RIGHT HERE, DAUGHTER-IN-LAW.
ROSIE GOT MY 17-YEAR-OLD GRAND GRANDDAUGHTER, ISABELLA WAVE.
THIS GUY IS KIND OF A SOCIAL MEDIA STAR,
[01:15:01]
JJ, HE'S BEEN IN SOME POSTS AND I'VE ALWAYS GOTTEN AN EXTRA 100 LIKES WHENEVER THEY SEE HIS FACE, STAND UP AND TAKE A BOW.SO AGAIN, THANK YOU SO MUCH TO MAYOR GOMEZ FOR THE SPECTACULAR YEAR.
I ALSO WANNA CONGRATULATE AGAIN, MAYOR PRO TEM ESPINOZA.
WHO WE CALL LIKE THE MOTHER TERESA OF LAHABRA BECAUSE SHE ALWAYS DOES THINGS FROM A MOTIVATION OF PURE LOVE AND, AND PRIDE AND RESPECT AND APPRECIATION FOR THIS COMMUNITY.
AND THAT'S ALL IT IS FOR ROSE.
HE'S THE FOUNDER OF ROSIE'S GARAGE, AS I'M SURE ALL OF YOU KNOW.
AND SHE HAS DISTINGUISHED HERSELF TO THE EXTENT THAT SHE WAS GIVEN A THOUSAND POINTS OF LIGHT AWARD BY PRESIDENT BILL CLINTON, AND IT WAS ONCE KNOWN AS ONE OF THE 25 MOST INFLUENTIAL PEOPLE IN ORANGE COUNTY.
SO WE ARE THE ONES PRIVILEGED TO HAVE YOU WITH US, AND I KNOW YOU'RE GONNA BE A GREAT PRO TEM AND BEYOND, AND THANK YOU SO MUCH, ROSE.
UM, NOW MADANO, I CAN'T SAY TOO MUCH ABOUT, I MEAN, EXCEPT YES, HE'S A SUPERSTAR.
GOT 10,000 FRIENDS ON SOCIAL MEDIA.
WE KNOW HE WAS ONE OF THE BEST MAYORS EVER TWO YEARS AGO.
UH, ANOTHER ENERGIZER BUNNY RABBIT WHO WENT OUT AND WORKED AS HARD AS ANY MAYOR EVER HAS.
AND I'M VERY PROUD TO CALL HIM A GOOD FRIEND.
AND I THANK HIM FOR HIS SUPPORT TONIGHT AND I LOOK FORWARD TO WORKING WITH YOU IN THE FUTURE.
SEE, THIS IS, THIS IS HOW I GET MY BEER MONEY
STEVE SIMONIAN IS THE EMINENCE GREASE OF THIS COUNCIL, OR KIND OF LIKE THE OBIWAN KENOBI, REALLY
HE HAS DECADES OF PUBLIC SERVICE EXPERIENCE.
HE'S BEEN THE POLICE CHIEF OF TWO DIFFERENT DEPARTMENTS.
HE'S BEEN AN ENORMOUSLY SUCCESSFUL BUSINESSMAN.
UH, THERE'S REALLY NOTHING THIS GUY DOESN'T KNOW, AND YOU CANNOT IMAGINE THE EXTENT TO WHICH THIS COMMUNITY HAS BENEFITED FROM THIS LONG-TERM INSTITUTIONAL KNOWLEDGE.
ONE QUICK EXAMPLE, HE REALLY SPEARHEADED THE IDEA OF THE PENSION REFORM BOND ACTION THAT WE TOOK.
AND I WASN'T ON COUNCIL AT THE TIME BECAUSE HE KNOWS HOW THESE THINGS WORK AND HE UNDERSTANDS FINANCE.
THAT'S AN ACTION NOW THAT AS WE SIT HERE TONIGHT, SAVES THE HARBOR TAXPAYERS $1 MILLION A YEAR.
AND UNLESS YOU'VE GOT THAT DEPTH AND BREADTH OF EXPERIENCE, THESE THINGS DON'T COME TO CITY COUNCIL MEMBERS AS SUDDENLY POP ON.
WE'RE TALKING AN ENORMOUS BODY OF KNOWLEDGE AND EXPERIENCE UP HERE.
AND THAT'S WHY YOU SEE WHAT YOU SEE IN LA HABRA.
THAT'S WHY THE ROADS LOOK GOOD.
THAT'S WHY WE HAVE FIRST CLASS GOLD STAR COMMUNITY SERVICES IN THIS, IN THIS TOWN.
AND THIS IS WHY WE'VE GOT THESE MAGNIFICENT EVENTS AND THIS IS WHY WE HAVE A MAGNIFICENT POLICE DEPARTMENT AND WHY WE STILL HAVE LA COUNTY FIRE.
SO THESE ARE THE REASONS UP HERE.
I TRULY STAND ON THE SHOULDERS OF GIANTS AND I THANK THEM ALL FOR THEIR SUPPORT THIS COMING YEAR.
AND IN THE PAST, AH, LET'S SEE IF I GET THIS RIGHT.
AND FOR THOSE WHO SPEAK SPANISH ONLY, I HOPE THAT MADE A LITTLE BIT OF SENSE.
THE OFFICIAL MOTTO OF THE UNITED STATES IS IN GOD WE TRUST.
BUT THAT'S NOT, THAT WAS NOT THE MOTTO BACK IN 1776.
TRADITIONAL MOTTO OF THE UNITED STATES OF AMERICA IS E PLURIBUS UNUM.
WHAT DOES THAT MEAN? OUT OF MANY ONE, THIS, MY FRIENDS, IS LAHARA THE CARING COMMUNITY, A VERY DIVERSE RACIALLY MIXED COMMUNITY OF VARIOUS SOCIOECONOMIC CLASSES.
WE ARE ONE IN COMMUNITY AND IN FAITH, AND WE ARE UNIFIED.
AND THAT'S THE KIND OF FEELING I'D LIKE TO CARRY FORWARD INTO THIS NEXT YEAR, PARTICULARLY AS WE APPROACH THIS CITY'S CENTENNIAL.
1925 LA HABER WAS INCORPORATED.
ALL RIGHT, WE'RE LEADING UP TO THE 2025 CENTENNIAL.
AND AGAIN, THERE'S A REASON WHY WE ARE OUTLIERS IN SOUTHERN CALIFORNIA FOR HAVING SUCH A WELL RUN AND ATTRACTIVE CITY.
AND IT'S BECAUSE THIS SENSE OF UNITY AND COLLABORATION.
SO WHAT I'M GONNA SAY IS FINALLY THAT ONE ANOTHER MOTTO OF LAHABRA IS LAHABRA STRONG.
SO NOW WE'RE ALL GOING TO SAY IT TOGETHER ON ACCOUNT OF THREE AS LOUD AS YOU CAN.
SORRY THE MEETING WENT SO LONG.
[01:20:01]
