A. Approve the Project Specifications for the Alley Improvement Project, Alleys No. 1 and No. 83, City Project No. 3-R-21;
B. Award a construction contract for the Alley Improvement Project, Alleys No. 1 and No. 83, City Project No. 3-R-21 to F.S. Contractors, Inc., of Sylmar, California, in the amount of $139,700 and reject all other bids; and,
C. Authorize the City Manager to execute an Agreement with F.S. Contractors, Inc., and authorize staff to issue a purchase order to F.S. Contractors, Inc., in the amount of $167,640, which includes a 20 percent contingency.

B. Authorize staff to increase Mike Bubalo Construction Co. Inc.'s Emergency Work Purchase Order from $750,000.00 to $888,767.58.

Approve and authorize the City Manager to execute the Sixth Amendment to the Workforce Innovation Opportunity Act (WIOA) Agreement for Youth Program Services with the County of Orange, increasing the City's Ready S.E.T. OC program funding by $260,000 for a maximum funding of $2,440,915 for fiscal year 2023-2024; and,
B. Authorize the appropriation of the additional funding to the Employment & Training Division 2023-2024 adopted budget.
