I'M A CONTRACT PLANNER FOR THE CITY OF LAHABRA.

I'M HERE TO PRESENT TWO CONDITIONAL USE PERMITS.

THE FIRST IS CONDITIONAL USE PERMIT 23 DASH FOUR REQUESTING TO OPERATE A COMMERCIAL RECREATION FACILITY.

THE SECOND IS CONDITIONAL USE PERMIT.

23 DASH ZERO SEVEN REQUESTING TO OPERATE A RESTAURANT IN CONJUNCTION WITH THE COMMERCIAL RECREATION FACILITY.

THE BUSINESS IS CALLED LITTLE WORLD KIDS PLAYGROUND AND GAMES AND IS LOCATED WITHIN THE EXISTING LAHABRA TOWN CENTER SHOPPING CENTER AT 1377 WEST WHITTIER BOULEVARD, WHICH IS A VACANT SUITE LOCATED BETWEEN CVS AND THE CRAB SHACK.

THE PROPERTY IS WITHIN THE C TWO COMMERCIAL ZONE, WHICH IMPLEMENTS THE PROPERTY'S GENERAL PLAN LAND USE DESIGNATION OF HIGHWAY COMMERCIAL.

THE LA HABRA TOWN CENTER OFFERS UH, 100 102,185 SQUARE FEET OF RETAIL SPACE.

IT IS ANCHORED BY THE NORTHGATE GONZALES MARKET AND HAS A VARIETY OF OTHER COMMERCIAL BUSINESSES INCLUDING MEDICAL, UH, FOOD, RETAIL, AND UH, A VARIETY OF OTHER SERVICES.

THIS SLIDE SHOWS THE PROPOSED FOUR PLAN, WHICH ENCOMPASSES 12,000, UH, 515 SQUARE FEET.

THE APPLICANT INTENDS TO CONDUCT PERMITTED TENANT IMPROVEMENT TO CONSTRUCT THEIR KITCHEN, PLAYGROUND AREA, ARCADE AREA, DINING AREA, BIRTHDAY ROOMS AND BATHROOMS. THE INDOOR PLAYGROUND CONTAINS A VARIETY OF SLIDES, UH, GLIDERS, SPACE TUBES, CLIMBING WALLS, AND BALL PITS GEARED FOR YOUNG CHILDREN.

THE PROPOSED RESTAURANT IS ANCILLARY TO THE, UM, INDOOR PLAYGROUND AND ENCOMPASSES LESS THAN 10% OF THE TENANT SPACE.

THE DINING AREA WILL HAVE UP TO 38 SEATS.

THE PROPOSED RESTAURANT WILL OFFER POPULAR KIDS MENU ITEMS INCLUDING A VARIETY OF PIZZA, UH, CORN DOGS, CHICKEN WINGS, SANDWICHES, POPCORN, CHICKEN, SWEETS, AND SOFT DRINKS.

UH, THERE IS ARE NO ALCOHOL SALES PROPOSED LITTLE WORLD, EXCUSE ME, LITTLE WORLD PLANS TO BE OPEN MONDAY THROUGH SUNDAY, UH, FROM 10:00 AM TO 8:00 PM UH, THEY WOULD LIKE TO PROVIDE OPPORTUNITIES FOR CUSTOMERS TO BUY TICKETS AT THE DOOR AND ENJOY THE DAY AT THEIR LEISURE.

UH, IN ADDITION TO THE BOOKING OF THEIR BIRTHDAY PARTIES AT FIXED TIMES THROUGHOUT THE DAY OF 11:00 AM 2:00 PM AND 5:00 PM UH, THEY WILL HAVE SEVEN THROUGH NINE STAFF MEMBERS, UH, WORKING AT ANY POINT DURING BUSINESS HOURS AND DO REQUIRE WAIVERS, UM, TO BE SIGNED BEFORE THE USE OF THE FACILITIES.

UM, THEY PROVIDE A RANGE OF SERVICES INCLUDING AN ARCADE, PLAYGROUND, RESTAURANT, AND BIRTHDAY ROOMS. THE DAILY FOOTFALL RANGES FROM 100 TO 400 CUSTOMERS DEPENDING ON THE DAY OF THE WEEK.

THE MAXIMUM CAPACITY IN THIS STORE IS 280 PEOPLE.

CONDITIONS OF APPROVAL HAVE BEEN INCLUDED IN THE DRAFT RESOLUTION, WHICH REQUIRE THE APPLICANT TO ADHERE TO THESE OPERATING HOURS AND CAPACITY REQUIREMENTS.

UH, WHILE THIS IS A NEW BUSINESS IN THE CITY OF LAHABRA, THE APPLICANT CURRENTLY O OPERATES THE SAME TYPE OF BUSINESS IN THE CITY OF GARDEN GROVE STAFF LOOKED AT THE SUBMITTED PARKING STUDY, WHICH INCLUDED A SURVEY OF THE ENTIRE SHOPPING CENTER.

THE LAHABRA TOWN CENTER CURRENTLY PROVIDES 482 PARKING SPACES, WHICH ARE INTENDED TO BE SHARED BY ALL OF THE TENANTS IN THE SAME SHOPPING CENTER.

THE SURVEY IDENTIFIED THAT DURING THE PEAK PARKING DEMAND, WHICH IS SATURDAYS AT 2:00 PM UH, THE SHOPPING CENTER HAS A PARKING SURPLUS OF 136 SPACES.

THE PARKING STUDY CONSIDERED THE HOURS OF OPERATION AND PEAK PARKING USAGE, UM, BY THE MIX OF ALL LAND USES WITHIN THE LA LAHABRA TOWN CENTER SHOPPING CENTER, AS WELL AS THE PROJECT SPECIFIC PARKING DEMANDS BY COMPARING PARKING USAGE, UH, AT THE SAME TIME OF BUSINESS LOCATED IN GARDEN GROVE, SORRY, THE PARKING AREAS LOCATED NEAR THE PROJECT TENANT SITE HAD 82 PARKING SPACES AVAILABLE DURING THE PEAK PARKING PERIOD, UH, FAR MORE THAN THE 23 PARKING SPACES THAT WERE ANTICIPATED BY THE PARKING STUDY TO BE REQUIRED, UM, AND FAR MORE THAN THE 42 SPACES REQUIRED BY THE CODE.

AS A RESULT, THE PROJECT IS NOT OP, UH, EXPECTED TO OVERFLOW ONTO OTHER ZONES OR THE STREETS.

THE CITY'S TRAFFIC ENGINEER, UH, REVIEWED THE PARKING STUDY AND AGREED WITH ITS FINDINGS.

THE SHARED PARKING AREA HAS BEEN OUTLINED IN GREEN, UH, PER LAHABRA MUNICIPAL CODE SECTION 18.06040.

A APPROVAL OF A CONDITIONAL USE PERMIT IS REQUIRED FOR CONDITIONAL RECREATION FACILITIES AS WELL AS FOR RESTAURANTS.
