THE PROJECT SITE IS LOCATED ON A 0.2 ACRE SITE ALONG THE EAST SIDE OF HARBOR BOULEVARD, JUST SOUTH OF THE WHITTIER BOULEVARD INTERSECTION IN GREEN.
THE SITE HAS BEEN USED AS A LAUNDRY AND DRY CLEANING ESTABLISHMENT SINCE THE BUILDING WAS CONSTRUCTED IN 1969 AND HAS BEEN OPERATED BY THE CURRENT PROPERTY OWNER SINCE 2010.
IT'S ADJACENT TO THE VACANT FIRST FEDERAL CREDIT UNION BUILDING TO THE NORTH AND MULTIFAMILY RESIDENCES TO THE SOUTH, EAST AND WEST.
IN MARCH OF THIS YEAR, THE PROPERTY OWNER RECEIVED NOTIFICATION OF POTENTIAL HARMFUL VAPORS IN THE AIR FROM THE MULTIFAMILY COMPLEX TO THE SOUTH.
TO ADDRESS THIS CONCERN, THE PROPERTY OWNER HAS PROPOSED THE PLACEMENT OF A TEMPORARY SOIL VAPOR REMEDIATION SYSTEM IN THE DRIVE AISLE ALONG THE NORTHERN BOUNDARY OF THE SITE FOR AN ANTICIPATED PERIOD OF ONE YEAR, OR AS DIRECTED BY THE DEPARTMENT OF TOXIC SUBSTANCE CONTROL, AFTER WHICH IT'LL BE REMOVED.
NO OTHER CHANGES OR MODIFICATIONS HAVE BEEN PROPOSED TO THE EXISTING DRY CLEANING BUSINESS OR THE SITE.
THE PROPOSED TRAILER IS 16 FEET BY SEVEN FEET AND EIGHT FEET IN HEIGHT.
AND ALL VAPOR REMEDIATION, UH, RELATED EQUIPMENT IS FULLY ENCLOSED INSIDE THE TRAILER TO MITIGATE ANY NOISE RELATED CONCERNS.
THE PLACEMENT OF THE TRAILER IS ALSO CONSISTENT WITH THE CURRENT DEVELOPMENT STANDARDS FOR THE C TWO COMMERCIAL ZONE AND ITS ZERO FOOT SIDE YARD SETBACK REQUIREMENT.
WHILE THE, WHILE THE PROJECT SCOPE IS TEMPORARY AND MINOR SOIL REMEDIATION SYSTEMS ARE ONLY PERMITTED IN THE C TWO COMMERCIAL ZONE WITH THE APPROVAL OF A CONDITIONAL USE PERMIT PER THE MUNICIPAL CODE.
AS MENTIONED, THE PLACEMENT OF THE EQUIPMENT TRAILER IS TEMPORARY AND TUCKED AWAY IN THE, UH, TUCKED AWAY TOWARD THE REAR OF THE PROPERTY, BEHIND THE PARKING AREA, AND AWAY FROM THE PUBLIC'S VIEW.
BASED ON THESE LOGISTICS STAFF RECOMMENDS THAT THE PLANNING COMMISSION APPROVE THE PROPOSED CONDITIONAL USE PERMIT.
STAFF AND THE APPLICANT ARE AVAILABLE TO ANSWER ANY FURTHER QUESTIONS OR CONCERNS.

UM, DOES THE FIRE DEPARTMENT GET NOTIFIED AS TO THE LOCATION OF THE SYSTEM, THE FIRE DE WELL, MOST OF THE, UM, THE CITY'S DEPARTMENTS GET NOTIFIED FOR A PROJECT LIKE THIS, SO YES, THEY WOULD RECEIVE NOTIFICATION.

IT'S ALL THE SPANISH TILES AND THERE ARE 16 UNITS THERE.
WE WERE VERY CONCERNED BECAUSE, UH, WE WERE TESTED MORE THAN A YEAR AGO.
AND, UH, UNFORTUNATELY THERE WAS CONTAMINATION IN THE SOIL AND IT CAME FROM 20 YEARS AGO THAT WE SAW SOME, UH, OF THE PLANTS DISAPPEAR, UH, TURNING BACK TO SOIL WHEN THEY WERE DOING THE PRIOR OR UNIT, UH, ON THE PRIOR DRYER CLEANER WAS WORKING THERE.
AND THEN, UH, WE FIGURED OUT BECAUSE OF THE REQUEST FOR THE UNITS THAT ARE GONNA BE MADE IN THE LAND PIECE OF THE, UH, CREDIT UNION, NOW THIS THING HAS BEEN ROLLING DOWN WHAT WE ARE CONCERNED ABOUT, THAT WE WERE PROMISED MANY THINGS FROM THE ENVIRONMENTAL DEPARTMENT AND THEN THEY BROKE THE PROMISE BY EXCUSING THAT THEY ARE OUTTA BUDGET.
BUT THAT'S NOT SOMETHING FOR YOU.
WHAT IS FOR YOU IS THAT I ENCOURAGE YOU TO EXPEDITE THIS PROCESS.
WE ARE SUFFERING BOTH BODILY AND FINANCIALLY.
OUR LAST UNIT THAT WAS SOLD BEFORE ALL THIS ISSUE WAS PRICED AT $650,000.
IT WAS MORE THAN TWO YEARS AGO.
AND NOW THE OFFER THAT WE HAVE RECEIVED FOR THE SIMILAR UNIT IS $450,000.
SO BECAUSE I AM A MEMBER, I'M TREASURER AS SECRETARY OF THE HOAI SEE THAT EVERYBODY'S IS GONNA SUFFER FROM THIS ISSUE BOTH FOR SALES AND FOR REFINANCING THEIR, UH, THEIR MORTGAGE LOANS.
SO I KNOW THAT THIS IS SOMETHING THAT FROM DAY ONE, THEY PROMISE TO BE DONE.
I DON'T KNOW WHY IT HAS BEEN DELAYED THIS MONTH, THIS LONG.
AND I DO APPRECIATE IF YOU EXPEDITE PUTTING THIS VACUUM TO GET RID OF MOST OF THE VAPORS THAT WE ARE STILL SUFFERING FROM.
