[ CONSENT CALENDAR: Senate Bill 1439 (“SB 1439”) amended Government Code Section 84308 to expand the regulation of campaign contributions in excess of $250 from donors involved in certain matters before the legislative body. If the donor has a matter pending before the agency, and the official received a campaign contribution from the donor in excess of $250 in the prior 12 months, the official must publicly disclose the contribution and cannot in any way participate in the decision of the matter. The donor also has a duty to disclose the contribution on the record. In the 12 months following the decision, a local official cannot receive campaign contributions in excess of $250 from a donor with an economic interest in the governmental decision. Public officials are encouraged to closely track all campaign contributions which collectively exceed $250 in any 12-month period from any single source. All matters on Consent Calendar are considered to be routine and will be enacted by one motion unless a Councilmember, City staff member, or member of the audience requests separate action or removal of an item. UH, TONIGHT FOR YOUR CONSIDERATION IS TO RECEIVE AND FILE THE CITY'S INITIAL NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM RESULTS AND CONSIDERED PROPOSED PROGRAM UPDATES.
SO THIS IS AN OVERVIEW OF THE PROGRAM, WHICH INITIATED BACK IN 2006.
UH, IT WAS FORMALLY ADOPTED BY THE CITY COUNCIL, UH, AS THOSE WHO ARE NOT AWARE OF WHAT THE NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM IS, IT'S A CITYWIDE INITIATIVE THAT OUTLINES THE PROCESS WHERE RESIDENTS COULD REQUEST THEIR, THEIR, THEIR NEIGHBORHOODS BE EVALUATED FOR TRAFFIC SAFETY RELATED ISSUES, SUCH AS SPEEDING AND CUT THROUGH TRAFFIC.
IN ADDITION, UH, THIS PROGRAM ALLOWED RESIDENTS TO PARTICIPATE IN A PROCESS TO CONSIDER AND REQUEST CERTAIN TRAFFIC CALMING TOOLS AND MECHANISMS SUCH AS SIGNAGE, SIGNAGE, SPEED LUMPS, AND OTHER STRIPING MARKINGS.
AND 2009, THERE WAS, UH, TWO PROJECTS THAT WERE IMPLEMENTED AS A PILOT PROGRAM, UH, LA HAVA EAST AND THE COSTCO NEIGHBORHOOD, WHICH I WOULD ELABORATE A LITTLE BIT MORE DOWN THE PRESENTATION.
UH, IN TWO, 2011, THERE WAS A PRIORITY LIST THAT WAS ADOPTED BY COUNCIL CONSISTING OF 15 NEIGHBORHOODS, NEIGHBORHOODS EIGHT THROUGH THROUGH O.
IN 2015, NEIGHBORHOODS G AND H RECEIVED IMPLEMENTATION NEIGHBORHOODS BD AND O RECEIVED IMPLEMENTATION 2016 FOLLOWED BY 2017, 2022.
THERE WERE NINE PROGRAMS THAT WERE EITHER INITIATED OR IMPLEMENTED.
UH, IN 2022, THERE WAS A PRIORITY LIST THAT WAS PREPARED AND DEVELOPED.
UH, IN 2023 NEIGHBORHOODS, KMJF AND EAC, UH, WERE IMPLEMENTED.
AND, UH, SHORTLY THEREAFTER, A YEAR LATER, WE, UH, CAME TO COUNCIL WITH A NOTICE OF COMPLETION OF THE ENTIRE PROGRAM.
SO LET'S TALK ABOUT THE INITIAL PROGRAM THAT WAS IMPLEMENTED BACK IN 2006, 2006, AND WHAT WAS, UH, DRIVEN AND WHAT WERE THE PRIMARY GOALS OF THIS PROGRAM? THE, THE PRIMARY GOALS OF THIS PROGRAM WAS TO REDUCE SPEED AND CUT THROUGH TRAFFIC VOLUMES, ENHANCE THE NEIGHBORHOOD ENVIRONMENT, IMPROVE DRIVER BEHAVIOR, AND ALSO IMPROVE PEDESTRIAN AND BICYCLISTS SAFETY.
ALL THESE THAT COULDN'T DONE WITHOUT IT.
FOUR GUIDING PRINCIPLES, EDUCATION, ENFORCEMENT, EVALUATION AND ENGINEERING, OR ALSO CALLED THE FOUR EAST.
SO THIS IS THE PILOT PROGRAM THAT WAS IMPLEMENTED ON LAHABRA EAST.
UH, IT WAS, UH, BOUND BY LAHA BOULEVARD, HARBOR BOULEVARD, THE NORTH CITY LIMIT, AND THE EAST CITY LIMIT.
THE TR TRAFFIC HAULING DEVICES THAT WERE INSTALLED.

THIS ISN'T, SO YOU GUYS CAN HAVE A REFERENCE OF, MORE OR LESS WHERE THESE NEIGHBORHOODS WERE IN, IN RELATIVE TO, TO CITYWIDE, UH, PROGRAM THE PROCESS.
SO THIS IS A CURRENT PROCESS THAT WE HAVE.
UH, I'LL PROVIDE A HIGH LEVEL OVERVIEW.
UH, WE START BY REACHING OUT TO THE NEIGHBORHOODS BASED ON THE PRIORITY LIST.
UH, THE GOAL IS TO EXPLAIN TO THE NEIGHBORHOOD WHAT ARE THE GOALS OF OBJECTIVES OF THE PROGRAM AND FORM A NEIGHBORHOOD TRAFFIC COMMITTEE, WHICH, UH, IT, IT REQUIRE A MINIMUM OF, OF 10 MEMBERS.
THESE MEMBERS WILL REPRESENT THE ENTIRE NEIGHBORHOOD PER SE, AND THEY WERE THE ONES WHO TAKE THE HEAVY LIFTING AND CANVAS THE, THE NEIGHBORHOODS AND MAKE SURE THAT THEY GET THE VOTING THAT THEY WILL LIKE SO THEY CAN IMPLEMENT THESE TRAFFIC CALMING DEVICES, WHICH WAS NOT ALWAYS, UH, SUCCESSFUL.
AND I'LL EXPLAIN THAT LATER, UH, DOWN THE PRESENTATION, UM, THAT IT'S FOLLOWED BY THREE, THREE MEETINGS.
UH, THEN THE GOAL IS TO COME UP WITH A PLAN, CHOOSE FROM A TOOLBOX OF HOW, HOW THEY WANNA CALM THE NEIGHBORHOOD, UH, AND THEN MAKE A DECISION.
ONCE A DECISION IS MADE, WE COME ONE FINAL MEETING AND WE GET A, EITHER A CONSENSUS OR A, OR IF THERE ARE ANY OTHER, UH, ISSUES OR ADDITIONAL TRAFFIC ELEMENTS THAT THEY WANNA, UH, IMPLEMENT, THEN IT'S KIND OF LIKE THE SPEAK NOW FOREVER, HURRY YOUR PIECE.
UH, IF THERE, THERE ARE NO ISSUES WITH THAT, THEN COUNT, UH, STAFF WILL THEN SEND OUT A BALLOT TO ALL THE NEIGHBORHOODS SO THEY CAN, UH, GET THEIR OPINION.
AND, UH, THE REQUIREMENT TO PROCEED WITH IMPLEMENTATION IS WE NEED TO GET A MINIMUM OF 50% OF THE BALLOTS.
UH, AND THEN WITHIN THIS 50%, 67% OF THE, THE, THE RESIDENTS HAVE TO APPROVE THE IMPLEMENTATION PLAN.
SHOULD IT BE, BE IMPLEMENTED THEN? I'M SORRY, ALBERT, WHAT PERCENTAGE? 50%.
OF ALL THE SUR YOU KNOW, FOR ALL THE RESIDENTS HAVE TO SUBMIT A SURVEY, WHETHER IT'S A YES OR NO, THEN IT IS, IS IT A SIMPLE MAJORITY AFTER IT'S, YES.
WELL, NO, LEMME TAKE THAT BACK.
SO, IF, IF, FOR EXAMPLE, IF WE SEND OUT A HUNDRED BALLOTS IN ORDER TO CONSIDER IT, WE NEED TO GET A MINIMUM OF 50 BALLOTS, RIGHT? OUT OF THOSE 50 BALLOTS, 67% HAVE TO SAY YES, 67%, 67%, WHICH IS THE MAJORITY, TWO THIRDS.

I UNDERSTAND, BUT HOW DID, WHAT'S THE BACKGROUND OF COMING UP WITH THAT NUMBER? CAN YOU, YOU KNOW, IT'S PRETTY STANDARD TO MAKE, UH, THE MAJORITY TO BE 67%.
OR WHERE IS IT THE POLICE RECOMMENDATION? WHERE, WHERE, ACTUALLY I CAN SPEAK TO THAT.
'CAUSE I REMEMBER WHEN COUNCIL DELIBERATED THIS, UM, THE CITY COUNCIL BACK THEN WAS VERY, UH, FOCUSED ON HAVING THE MAJORITY OF THE RESIDENTS, THE VA, THE OVERWHELMING MAJORITY OF THE RESIDENTS, SUPPORTIVE OF A PLAN.
'CAUSE THEY DIDN'T WANT RESIDENTS TO NOT SUPPORT IT, OR NOT ENOUGH RESIDENTS TO SUPPORT IT.
'CAUSE THE FEAR WAS IF IT WAS 50% PLUS ONE RESIDENT SAYS YES, THAT MEANS ALMOST HALF DON'T WANT IT.
SO COUNCIL SAID, LISTEN, IF THE NEIGHBORHOOD WANTS TO DO THIS, WE HAVE TO AT LEAST GET HALF THE BALLOTS BACK.
AND OF THOSE HALF, AT LEAST TWO THIRDS HAVE TO APPROVE, OR WE'RE NOT MOVING FORWARD WITH THE PLAN.
BUT IT WAS A VERY HIGH BAR AND IT CREATED A LOT OF ISSUES, AS ALBERT WILL TALK ABOUT WITH SOME OF THE NEIGHBORHOODS TO GET EVEN A PLAN ADOPTED OR APPROVED TO SEND TO COUNCIL.
AND, AND WE'LL TALK ABOUT THAT IN A LITTLE BIT.

AND, UM, WAS ALSO A, UH, SHE WAS A TEACHER, UH, OF MY SON AND HER, ROGER WAS VERY ACTIVE IN, IN SCHOOL, WOULD COME OVER AND DO ACTIVITIES, UM, ON HIS OFF TIME, AND WAS VERY SUPPORTIVE OF HIS WIFE.
SO ROGER WILL DEFINITELY, UH, BE MISS.
AND I ALWAYS MAKE FUN OF MY SON BECAUSE ONE NIGHT WE WERE OUT NEAR COMPOST AND MY SON LOOKED AT ROGER AND SAID, TOLD TO TEASE HIS TEACHER, HEY, IS THAT YOUR GRANDPA? HE GOES, NO, THAT'S MY HUSBAND.
SO THAT WAS KINDA THE ONLY THE INSIDE JOKE.
SO OUR, OUR DEEPEST SYMPATHY GOES TO, TO MRS. OZ ON THE LOSS OF, OF ROGER, AND ALSO TO YOU GABBY, AND YOUR ENTIRE FAMILY.
WELL, UH, AT THE MEETING THREE WEEKS AGO, I PROMISED A FULL REPORT ON MY EXPERIENCE OUT IN THE FIELD ON WHAT I CALL THE KOMODO DRAGON, BUT IT'S ACTUALLY NOT CALLED THAT, I THINK IT'S CALLED KUBODA.

AND, UH, AS I TOLD THE CHIEF THE LAST TIME I SAW HIM, IT WAS THE RIDE OF A LIFETIME.
AND IT GOES TO SHOW THE TREMENDOUS, UM, DEDICATION AND INITIATIVE TAKEN BY PATROL TO ACTUALLY CHECK THESE AREAS ON A NEARLY DAILY BASIS.
THE RAILROAD RIGHT OF WAY IS A HAVEN FOR NEFARIOUS BAD ACTORS.
THERE'S A LOT OF, OF, UM, YOU KNOW, CRIME THAT IS, UH, POTENTIALLY COMMITTED IN THIS UNSEEN AREA.
SO THE FACT THAT THEY'RE ABLE TO PATROL THESE AREAS IS A TREMENDOUS NET SAFETY BENEFIT TO THE CITY OF LA HABRA.
AND, UH, FOR THOSE WHO MIGHT HAVE SEEN THE SOCIAL MEDIA VIDEO OF US ACTUALLY PASSING THROUGH THESE STORM DRAIN CHANNELS, COUNTY STORM DRAIN CHANNELS, IT WAS STRICTLY A SCENE OUT OF A ZOMBIE APOCALYPSE MOVIE BECAUSE YOU JUST DON'T KNOW WHAT'S AROUND THE NEXT CORNER.
AGAIN, THESE ARE MANAGED BY THE COUNTY SYSTEM.
IT'S NOT OUR RESPONSIBILITY, BUT IT, I I CAN CALL IT ATMOSPHERIC, BUT IN FACT, IT WAS KIND OF TERRIFYING.
AND IT'S JUST A GREAT THING THAT LAW ENFORCEMENT IN THE CITY OF HABRA IS ABLE TO PENETRATE INTO THESE AREAS AND CHASE PEOPLE OUT IF THEY'RE FOUND.
AND IF THEY DO ENCOUNTER FOLKS THERE WITH WARRANTS AND OTHER THINGS, THEY, THEY, THEY'RE ARRESTED.
SO I THINK THIS IS THE DEPARTMENT GOING, YOU KNOW, THE EXTRA MILE TO MAKE SURE THAT ALL CORNERS AND POCKETS AND NOOKS AND CRANNIES OF THE CITY ARE BEING ADEQUATELY PATROLLED, NOT JUST ON THE STREETS, BUT VIRTUALLY ANYWHERE A HUMAN BEING CAN GO.
SO THAT WAS A GREAT EXPERIENCE.
SECOND QUICK THING IS THE INTERCOSTAL WATERWAY CLEANUP DAY WAS ON SEPTEMBER 21ST.
AND THAT ALSO IS A REMARKABLE EXPERIENCE OF SEEING JUST HOW COMMITTED OUR VOLUNTEERS ARE TO MAKING SURE THAT, UH, ENVIRONMENTALLY THE CITY'S DOING THE RIGHT THING AND SHOWING, YOU KNOW, UM, COMMITMENT TO THAT END.
WHAT KIND OF STUFF DOES WIND UP IN OUR STORM TRACK CHANNELS AND WATERWAYS.
I MEAN, YOU KNOW, LIKE BARBECUES, I MEAN, YOU NAME IT, YOU CAN FIND IT SOMETIMES IN THE STORM DRAINS, BUT WE HAD FOLKS REPELLING DOWN ROPES TO, TO THE BOTTOM OF THIS, OF, IT'S A PORTION OF COYOTE CREEK ACTUALLY, AND PICKING UP JUST ENORMOUS AMOUNTS OF DEBRIS
