THE APPLICANT DEN IS REQUESTING APPROVAL FOR A TENTATIVE PARCEL MAP TO ALLOW FOR A RESIDENTIAL SUBDIVISION LOCATED AT 800 NORTH TROPICANA AWAY ON THE NORTHEAST CORNER OF EAST WHITTIER BOULEVARD AND TROPICANA WAY, AS SHOWN THE SURROUNDING PARCELS ON ALL SIDES OF THE PROJECT ARE ZONED R ONE B AND ARE DEVELOPED WITH SINGLE UNIT DWELLINGS.

RIGHT NOW, THE PROJECT PARCEL SIZE IS ROUGHLY DOUBLE THAT OF THE NEIGHBORING PARCELS.

IF THIS TENTATIVE PARCEL MAP MOVES FORWARD, IT WILL RESULT IN TWO LOTS THAT WILL BE SIMILAR IN SIZE TO THE SURROUNDING NEIGHBORHOOD.

THE SUBJECT PARCEL IS CURRENTLY ZONED AS R ONE B AND THE GENERAL PLANNED USE DESIGNATION IS LOW DENSITY.

THE EXISTING PARCEL SIZE IS 14,450 SQUARE FEET.

THE PROPOSED TENTATIVE PAR PARCEL MAP, UH, WOULD CREATE TWO PARCELS THAT WOULD PERMIT THE DEVELOPMENT OF ONE SINGLE UNIT DWELLING ON EACH PARCEL AT A DENSITY OF SIX UNITS PER ACRE.

THIS DENSITY IS BELOW THE MAXIMUM OF EIGHT DWELLING UNITS PER ACRE ALLOWED.

UNDER THE LOW DENSITY RESIDENTIAL LAND USE DESIGNATION, THE APPLICANT IS PROPOSING TO SPLIT THE LOT IN HALF TO CREATE TWO ROUGHLY EQUAL SIZED PROPERTIES.

PROPOSED PARCEL ONE WOULD BE SIZED 7,248 SQUARE FEET WITH 62.56 FEET OF LOT FRONTAGE WHILE PROPOSED PARCEL TWO WOULD BE SIZED 7,202 SQUARE FEET WITH 63.44 FEET OF FRONT LOT DITCH.

PURSUANT TO THE LA HABER MUNICIPAL CODE, THE MINIMUM LAW AREA REQUIRED IN THE R ONE B ZONE IS 7,200 SQUARE FEET AND THE MINIMUM LOT FRONTAGE WIDTH IS 60 FEET.

THE EXISTING SINGLE UNIT DWELLING WILL BE PARTIALLY DEMOLISHED AND MODIFIED TO ENSURE THAT NO PORTION OF THE EXISTING BUILDING WILL BE CROSSING THE PROPOSED PROPERTY LINE.

THE APPLICANT IS REQUESTING APPROVAL TONIGHT FOR THE MAP ONLY IF APPROVED.

THE APPLICANT WILL BE ABLE TO SUBMIT DEVELOPMENT PLANS WHICH WILL BE REVIEWED ADMINISTRATIVELY FOR ILLUSTRATIVE PURPOSES.

THE APPLICANT HAS PROVIDED PLANS TO DEMONSTRATE THE POTENTIAL DEVELOPMENT ON EACH PARCEL AND CONFIRM THAT SAID DEVELOPMENT WOULD CONFORM WITH THE DEVELOPMENT STANDARDS OF THE R ONE B ZONE.

IF THE PROPOSED TENTATIVE PARCEL MAP IS APPROVED, THE APPLICANT INTENDS TO SUBSEQUENTLY SUBMIT COMPLETE BUILDING PLANS FOR THESE DWELLING UNITS, WHICH WILL BE REVIEWED BY PLANNING STAFF FOR COMPLIANCE WITH THE LAHABRA MUNICIPAL CODE.

DURING PLAN, CHECK REVIEW, STAFF RECOMMENDS APPROVAL OF THE TENTATIVE PARCEL MAP TO SUBDIVIDE THE EXISTING 14,450 SQUARE FOOT PARCEL INTO TWO TWO LOTS SIZED 7,248 SQUARE FEET AND 7,202 SQUARE FEET.

BEFORE CONCLUDING MY PRESENTATION, I WOULD LIKE TO INFORM THE COMMISSION THAT STAFF HAS PREPARED A REVISED RESOLUTION FOR CLARITY ONLY, UH, PROJECT SPECIFIC CONDITION 11 WAS REVISED TO REQUIRE THAT ONLY THE REQUIRED PORTIONS OF THE EXISTING DWELLING ARE DEMOLISHED INSTEAD OF THE ENTIRE DWELLING PRIOR TO THE RECORDATION OF THE FINAL MAP.

AND GENERAL CONDITION 1.1 HAS ALSO BEEN MODIFIED AT THE REQUEST OF THE ATTORNEY.

THESE CHANGES HAVE BEEN REFLECTED IN THE MODIFIED CONDITIONS OF APPROVAL THAT HAVE BEEN PROVIDED TO YOU.

SO WHAT THEY'RE ASKING FOR HERE ISN'T ANYTHING REALLY UNCOMMON OR UNUSUAL, UM, IN THAT NEIGHBORHOOD.

UM, IN ORDER TO DO THIS MAP AND MAKE THIS SUBDIVISION, THERE'S A CERTAIN NUMBER OF FINDINGS THAT MUST BE MADE THAT ARE ALL LISTED IN THE, UH, MUNICIPAL CODE.

AND THERE'S A SERIES OF EIGHT DIFFERENT FINDINGS OF, UM, THAT THEY HAVE TO MAKE.

THE APPLICANT HAS BEEN ABLE TO MAKE ALL THOSE FINDINGS.

AND AT THIS POINT, UM, YOU KNOW, THERE'S NO ACTUAL, UM, CONCERN THAT I WOULD HAVE OF WHY WE COULDN'T MOVE FORWARD WITH APPROVING THIS PROJECT RIGHT NOW.

I, I WOULD, I WOULD AGREE.

AND ALSO IT'S VERY DIFFICULT FOR US TO TELL LANDOWNERS WHAT THEY CAN AND CANNOT DO WITH THEIR LAND AS LONG AS THEY'RE WITHIN THE BOUNDS OF THE LAW.

SO THE NEXT STEP IN THE PROCESSIS WOULD BE AFTER THE MAP IS DONE TO SUBMIT PLANS FOR THOSE, AND THERE'S BUILDING PLANS WOULD, UM, YOU KNOW, THERE PUBLIC RECORDS, BUT, YOU KNOW, THERE'S, THERE'S, IT'S NOT A DISCRETIONARY APPROVAL BECAUSE THAT THE STATE DOESN'T ALLOW IT TO BE.
