THE PARCEL IS SURROUNDED BY A MULTI-TENANT OFFICE BUILDING AND A CONDOMINIUM COMPLEX TO THE NORTH RESIDENTIAL HOMES TO THE EAST, A DRY CLEANERS AND APARTMENT COMPLEX TO THE SOUTH, AND A SENIOR LIVING FACILITY, A PUBLIC PARK AND A CONSTRUCTION OFFICE TO THE WEST, TO THE DIRECT NORTHWEST OF THE SITE IS THE SEVEN 11 AND GARY BUREAUS GAS STATION CURRENTLY UNDER CONSTRUCTION.

THE TWO DRIVEWAYS ON THE SITE LOCATED ALONG WHITTIER AVENUE TO THE NORTH AND HARBOR BOULEVARD TO THE WEST WILL REMAIN AS IS BECAUSE COMPANY VANS RACK UP MILEAGE AND SUSTAIN WEAR AND TEAR RATHER QUICKLY.
THERE WILL BE TWO DESIGNATED ONSITE MECHANICS TO PROVIDE BASIC VEHICLE MAINTENANCE INSIDE THE BUILDING.
THE MAINTENANCE WILL BE STRICTLY FOR COMPANY VEHICLES AND NO SERVICES ARE OFFERED TO THE GENERAL PUBLIC.
WHILE THE APPLICANT INTENDS TO REUSE THE EXISTING BUILDING AS IS, THE ONLY EXTERIOR MODIFICATIONS WILL BE THE INSTALLATION OF TWO NEW ROLL UP STYLE DOORS FOR VEHICLE ACCESS INTO THE BUILDING.
THE INSTALLATION OF THE ROLL UP DOORS WILL ELIMINATE FOUR PARKING SPACES ALONG THE NORTH SIDE OF THE BUILDING, AS WELL AS THE FOUR TREES THAT ARE SHOWN RIGHT THERE.
CURRENTLY, THERE IS SIX FOOT TALL WROUGHT IRON FENCING THAT WAS INSTALLED ALONG WOODIER AVENUE AND HARBOR BOULEVARD WITHOUT ANY PLANNING APPROVAL OR BUILDING PERMITS.
AS PART OF THIS ENTITLEMENT, THE THE FENCING WILL BE PUSHED BACK 10 FEET ALONG WINDIER AVENUE AND 15 FEET ALONG HARBOR BOULEVARD TO COMPLY WITH COMMERCIAL DEVELOPMENT STANDARDS.
THE TWO MANUALLY OPERATED GATES WILL BE RETROFITTED WITH NOX BOXES FOR FIRE ACCESS AND THE EXISTING CMU WALLS ALONG THE SOUTHERN AND EASTERN BOUNDARIES WILL REMAIN AS IS.
THERE ARE 120 PARKING SPACES AVAILABLE ON THIS SITE.
17 OF THEM ARE COMPACTS THAT ARE SHOWN IN BROWN, UH, UP BY WADE AVENUE AND BY THE NORTH SIDE OF THE BUILDING.
AS MENTIONED, THE INSTALLATION OF TWO ROLL UP STYLE DOORS ON THE NORTH SIDE OF THE BUILDING WILL ELIMINATE FOUR COMPACT SPACES, WHICH WILL BE REPLACED WITH FOUR STANDARD PARALLEL PARKING SPACES AS SHOWN RIGHT THERE.
ADDITIONALLY, THE SEVEN EXISTING COMPACT SPACES ALONG WHITTIER AVENUE WILL BE RETRIED TO ACCOMMODATE SIX STANDARD PARKING SPACES, AND THE SIX COMPACT SPACES REMAINING ALONG THE NORTHERN SIDE OF THE BUILDING WILL BE RETRIED TO ACCOMMODATE FOUR STANDARD PARKING SPACES.
THE INTERIOR LAYOUT OF THE BUILDING CONSISTS OF TWO FLOORS.
THE FIRST FLOOR INCLUDES A LOBBY AREA, 11 OFFICE ROOMS, TWO CONFERENCE ROOMS, TWO RESTROOMS, A COMPUTER ROOM, A MAINTENANCE ROOM, AND EQUIPMENT ROOM, AN ELECTRICAL ROOM, A JANITORIAL CLOSET, A FIRE RISER ROOM, AND AN OPEN AREA FOR A VEHICLE LIFTS.

HOWEVER, THERE ARE STILL 10 OTHER HOUSING OPPORTUNITY SITES WITHIN THE CITY FOR A TOTAL OF 590 UNITS THAT ARE YET TO BE DEVELOPED, MEANING THAT THERE'S STILL ENOUGH LAND WITHIN THE CITY TO ACHIEVE THE CITY'S ARENA.
STAFF RECOMMEND THE PLANNING COMMISSION APPROVE THIS PROJECT SUBJECT TO THE CONDITIONS OF APPROVAL.
