I, THE 1.6 ACRE PROJECT SITE CONSISTS OF TWO COMMERCIAL BUILDINGS ACROSS THREE CONTIGUOUS PARCELS LOCATED AT THE NORTHWEST CORNER OF WOODIER BOULEVARD AND ORANGE STREET.
IN THE C TWO COMMERCIAL ZONE, THE TWO BUILDINGS ARE SALINAS TIRES AND WHEELS, WHICH OPENED IN 2004 AND SALINAS AUDIO, WHICH OPENED IN 2016 SURROUNDING THE SITE ARE RESIDENTIAL HOMES TO THE NORTH, THE HIGHLAND MOTEL TO THE EAST, ANOTHER AUTO REPAIR BUSINESS TO THE SOUTH, AND A COMMERCIAL SHOPPING CENTER TO THE WEST.
SALINAS TIRES AND WHEELS IN AUTO, UH, SERVICE AND REPAIR FACILITY IS CONSIDERED A LEGAL NON-CONFORMING USE AS IT WAS PERMITTED BY RIGHT IN THE C TWO ZONE WHEN IT OPENED FOR BUSINESS IN 2004.
IN DECEMBER, 2006, A LOT LINE ADJUSTMENT WAS APPROVED TO MERGE PARCELS ONE AND TWO, BUT WAS NEVER FORMALLY RECORDED WITH THE COUNTY AND THEREFORE IT ULTIMATELY EXPIRED IN DECEMBER, 2008.
THE SALINAS AUDIO BUILDING WAS PURCHASED IN 2014 AND OPENED IN 2016 SELLING VARIOUS TYPES OF VEHICLE STEREO AND INFOTAINMENT SYSTEMS. THE SITE HAS BEEN OPERATING IN THIS STATE OF LEGAL NON-CONFORMANCE EVER SINCE.
IN FEBRUARY OF 2024, STAFF WAS MADE AWARE OF ILLEGAL OUTDOOR VEHICLE SERVICING ON THE SITE AND THE CONVERSION OF AN EXISTING STORAGE ROOM WITHIN THE BUILDING INTO A FIFTH VEHICLE SERVICE BAY.
THE PROPERTY OWNER IS CURRENTLY WORKING WITH THE CITY TO CORRECT THESE VIOLATIONS AND ATTAIN THE NECESSARY BUILDING PERMITS.
BECAUSE THIS CONVERSION IS CONSIDERED AN EXPANSION OF THE EXISTING USE, THE SITE IS NOW REQUIRED TO COME INTO CONFORMANCE WITH THE CURRENT C TWO ZONING REQUIREMENTS, WHICH NOW REQUIRES A CUP FOR AUTOMOTIVE SERVICE USES.
ADDITIONALLY, BECAUSE AUDIO EQUIPMENT INSTALLATIONS FROM SALINAS AUDIO WILL TAKE PLACE WITHIN THE SALINAS TIRES, BUILDING A NEW LOT LINE ADJUSTMENT, WILL CONSOLIDATE ALL THREE PARCELS INTO ONE AND ULTIMATELY ELIMINATE THE EXISTING LOT LINES.
THE FLOOR PLAN FOR THE EAST SALINAS TIRES BUILDING AND THE ADDITION OF THE FIFTH BAY ARE SHOWN RIGHT THERE.
ACCESS TO THE PROPERTY IS FROM TWO DRIVEWAYS ALONG ORANGE STREET AND THREE DRIVEWAYS ALONG WHITTIER BOULEVARD.
THE PROJECT HAS BEEN CONDITIONED TO REMOVE THE WESTERNMOST DRIVEWAY ALONG WHITTIER BOULEVARD AND CREATE FOUR NEW PARKING SPACES THAT'LL SATISFY THE ONSITE PARKING COUNT OF 26 SPACES.
BUSINESS HOURS WILL REMAIN FROM 8:00 AM TO 6:00 PM MONDAY THROUGH SATURDAY, AND FROM 9:00 AM TO 4:00 PM ON SUNDAYS.
VEHICLE REPAIR SERVICES WILL INCLUDE TIRE CHANGES, ROTATIONS AND BALANCING ROOM INSTALLATIONS, OIL CHANGES, BRAKES, MAINTENANCE AND AUDIO SYSTEM INSTALLATIONS,
