WE'LL START WITH THE, UH, PROJECT LOCATION.

THE PROJECT IS LOCATED IN OUR LIGHT INDUSTRIAL ZONE BETWEEN, UH, UH, JUST SOUTH OF LAHABRA BAKERY.

UH, TO THE NORTH IS LAHABRA BAKERY.

YOU SEE ON THE SCREEN THERE, IT'S IN THE PLANNED COMMERCIAL INDUSTRIAL ZONE.

TO THE EAST IS LIGHT INDUSTRIAL.

IT INCLUDES, UH, CKD IN INDUSTRIES, PRECISION LANDSCAPE AND TURF, AS WELL AS FIX IT AUTO.

UH, TO THE SOUTH IS COMMERCIAL INDUSTRIAL.

UH, THAT'S THE FULLERTON JOINT UNION HIGH SCHOOL, UH, TRANSPORTATION OPERATIONS CENTER AND TO THE WEST IS COMMERCIAL INDUSTRIAL.

THERE ARE TWO BUSINESSES THERE.

THERE'S THE LA HABER PLATING FACTORY AS WELL AS WOLVERINE FENCING.

UH, THIS IS A VIEW OF THE SITE PLAN OR THE AERIAL, AND THIS IS THE SITE PLAN.

JUST AS A LITTLE BIT OF BACKGROUND, THE TWO BUILDINGS, UH, 9 0 1 AND 9 5 1 ARE CURRENTLY, UH, BEING REDEVELOPED, UH, TO, UH, HOUSE GENERAL SEALANTS COMPANY.

SO THEY'RE GOING UNDER, UNDER, UH, UH, SUBSTANTIAL REHABILITATION.

AND THE FENCING IS A, UH, SEPARATE PIECE OF THAT THAT WE'RE CONSIDERING HERE BECAUSE THEY'RE, THEY'RE SEEKING A VARIANCE FOR FENCE HEIGHT TO EXCEED THE FENCE HEIGHT OF SIX FEET TO EIGHT FEET AND MOST LOCATIONS IN ONE LOCATION HIGHER THAN THAT.

BUT WE'LL COVER EACH OF THEM.

SO, UM, I'VE HIGHLIGHTED A PORTION ON THE UPPER LEFT IN YELLOW, UH, JUST FOR REFERENCE, BECAUSE WE DO HAVE TWO SPECIAL CONDITIONS FOR THAT PARTICULAR LOCATION.

THAT AREA HAPPENS TO BE LAND OWNED BY THE CITY, RIGHT? AND THEY'RE GONNA BE PLACING FENCING IN THAT AREA.

AND SO WE HAVE TWO SPECIAL CONDITIONS.

ONE IS THAT THEY'RE GOING TO SIGN AN AGREEMENT THAT WOULD PERMIT THEM TO OPERATE THEIR GATES AND TAKE CARE OF THEIR GATES IN THAT LOCATION.

THE OTHER IS THAT THERE IS A, A WATERLINE THAT ENTERS, UH, A 10 INCH WATERLINE THAT ENTERS THE SITE AT THAT LOCATION, AND IT RUNS PARALLEL TO THE FENCE ON THE NORTH, JUST, UH, BELOW LA HABER BAKERY ON THEIR PROPERTY.

AND THEN IT CONNECTS INTO LESLIE AND RUNS SOUTH FROM THERE.

SO, UH, WE'RE GONNA ASK FOR AN EASEMENT SO THAT WE CAN GET ACCESS TO, UH, OPERATE, MAINTAIN THAT 10 INCH WATER LINE, SHOULD WE NEED IT, BECAUSE IT RUNS THROUGH THEIR PRIVATE PROPERTY.

SO YOU'LL SEE THOSE TWO CONDITIONS AT THE END, AND I JUST WANTED TO HIGHLIGHT THAT AREA FOR YOU SO YOU UNDERSTAND IT.

SO, UH, THERE'S FENCING OR GATES PROPOSED IN FIVE LOCATIONS.

UH, LOCATION NUMBER ONE, LOCATION NUMBER TWO, AND WE'LL COVER EACH OF THESE, UH, SEPARATELY.

BUT, UH, BUT BRIEFLY, UH, LOCATION THREE AGAIN, UH, ADJACENT TO THE, UH, BAKERY TO THE NORTH, UH, GATE IN LOCATION FOUR, AND ALSO IN LOCATION FIVE.

UM, THESE ARE TWO PICTURES FROM THE LAST COUPLE OF WEEKS OF THE BUILDINGS THAT ARE BEING RENOVATED.

UM, I'M PUTTING THESE UP THERE AGAIN FOR REFERENCE BECAUSE IT TIES INTO THE FENCING PROGRAM THAT THEY'RE SEEKING.

SO THE BUILDING COLOR IS SORT OF A LIGHT GRAY OFF WHITE COLOR.

AND THEN THERE'S AN ACCENT COLOR, WHICH IS A DARK GRAY, BUT WE'LL COME BACK TO THAT IN A MINUTE WHY I PUT THAT UP THERE.

SO, FENCING LOCATION NUMBER ONE ARE SLIDING GATES.

THIS IS A, A FIRE LANE AND A DRIVE AISLE.

FIRE DEPARTMENT HAS LOOKED AT THIS AND THEY, THEY'RE COMPLETELY FINE WITH THE GATES IN THAT LOCATION AND THE WAY THEY'RE GONNA OPERATE.

THEY STILL HAVE ACCESS, THEY STILL HAVE, UM, ALL THE EMERGENCY PROVISIONS LIKE A KNOX BOX AND SO FORTH TO GET INTO THAT LOCATION S**T THEY NEED.

UM, BUT THOSE GATES ARE GONNA SLIDE OUT AND ALLOW VEHICLES TO GO IN AND THEN THEY, THEY SEAL SHUT.

UM, THOSE ARE FABRICATED GATES.

THEY'RE A CORRUGATED METAL AND THEY'RE GONNA BE PAINTED, UH, DARK COLOR TO MATCH THAT ACCENT COLOR.

UH, THERE'S ALSO A PEDESTRIAN GATE AT THAT LOCATION SO THAT STAFF AND, AND WORKERS AND SO FORTH CAN ENTER IN AT THAT LOCATION.

SO THAT'S LOCATION ONE.

LOCATION TWO IS A MOTORIZED, UH, SECURE GATE AS WELL.

IT'S ALSO THAT FABRICATED, UH, CORRUGATED METAL.

UM, AND THAT IS A CONTROLLED LOCATION FOR THEM AS WELL.

UH, LOCATION NUMBER THREE IS, UH, 460 FEET OF CHAIN LINK FENCE.

NOW CURRENTLY THERE'S CHAIN LINK FENCE THERE.

IT'S DILAPIDATED, IT'S FALLING OVER, IT'S RUSTED.

THERE'S RAZOR WIRE ON THE TOP OF IT THAT'S GONNA BE REMOVED, AND THEY'RE GONNA REPLACE IT WITH NEW GALVANIZED FENCING.

AND THEN THAT COLOR, THAT, UH, UH, CAPE COD IS CLOSELY MATCHED TO THE, UH, TO THE MAIN COLOR OF THE BUILDING.

SO IT'LL BE FILLED WITH SLATS.

SO IT'LL BE, UH, IT'LL OBSCURE, UH, VIEWS INTO THE SITE.

AND THEN THERE'S A, UH, A GATE AGAIN IN THAT LOCATION.

THAT'S THE CITY OWNED PROPERTY.

THAT'S ALSO A, UH, CORRUGATED METAL GATE.

THAT'S THAT, UH, PAINTED COLOR.

UM, IF YOU LOOK AT THE NUMBER, I THINK IT'S THE NUMBER TWO, UH, RIGHT THERE ON THAT MAP, THAT'S ABOUT WHERE WE

BUT, UH, THAT'S A TRUCK ENTRANCE.

UM, IF YOU LOOK AT THE BUILDING, NINE, FIVE, UH, 9 0 1 AT THE TOP, UH, YOU CAN SEE THAT THEY'RE REDOING THE TRUCK DOCKS THERE.

AND SO TRUCKS WILL ENTER THAT LOCATION AND BRING IN AND DROP OFF MATERIAL AT THAT LOCATION.

AND SO THAT'S WHAT THAT GATE'S CONTROLLING.

AND THEN, UH, LOCATION NUMBER FIVE, UH, LOCATION NUMBER FIVE.

THE GATE IS ON A SLOPE.

SO WHAT HAPPENS AT IS THE PROPERTY IS BASICALLY FLAT FROM THE FRONT TO THE BACK, AND THEN THAT LAST 10 FEET OF THE SITE DROPS OFF RIGHT ABOUT 10 FEET DOWN, AND IT ENDS IN THE LOW RETAINING WALL AT THE BOTTOM OF THEIR SITE.

THE RETAINING WALL, IT'S THEIRS AND THAT SLOPE, UH, GOING UP IS THEIRS AS WELL.

UM, AND SO THAT PICTURE IS LOOKING BASICALLY, UH, IN, UH, A NORTHWARD DIRECTION, RIGHT? SO YOU CAN SEE THE SLOPE THERE.

YOU CAN ALSO, IF YOU LOOK AT THAT PICTURE, SEE THAT THERE'S A, A LOW GRAY RETAINING WALL AT THE BOTTOM.

AND YOU CAN SEE THE CONDITION OF THE FENCING THAT'S THERE, THAT'S THAT OLD FENCE WITH THE RAZOR WIRE ON TOP.

WHAT THEY'RE PROPOSING TO DO IS ABOUT THREE FEET NORTH OF THAT TO INSTALL THE CHAIN LINK FENCE WITH SLATS.

UM, THE FENCE WILL ACTUALLY BE 16 FEET HIGH IN, IN HIGH IN THAT LOCATION, BUT WHEN IT'S AT THE GRADE OF THE ACTUAL SITE, IT'S ONLY GONNA BE SIX FEET ABOVE THE GRADE.

RIGHT? AND IF YOU'RE DRIVING NORTH ALONG THAT STREET AND YOU'RE BETWEEN THE PLATING FACTORY AND WOLVERINE FENCING, THERE'S A BUNCH OF STORAGE THAT'S IN BETWEEN THOSE TWO BUILDINGS.

SO WHAT ACTUALLY HAPPENS AS, AS YOU VIEW, UH, BETWEEN THOSE TWO BUILDINGS, YOU DON'T ACTUALLY SEE THE FENCING.

UH, THE ONLY THING YOU'RE GONNA SEE IS THAT SIX FEET, UH, THAT STARTS AT GRADE AND GOES UP ABOVE THERE.

OKAY? SO AGAIN, THIS IS A VARIANCE AND, UH, THESE ARE THE FINDINGS, UH, THAT, UH, UH, NEED TO BE MADE.

THE APPLICANT HAS OFFERED A, A RATIONALE FOR THESE FINDINGS, UH, WHICH IS INCLUDED IN THE STAFF REPORT.

THE PARCEL IS SURROUNDED BY THE VACANT FORMER BIRCH FORD SITE TO THE NORTH, A CHEVRON GAS STATION AND SINGLE UNIT DWELLINGS TO THE EAST, A MULTI-TENANT SHOPPING CENTER TO THE SOUTH, AND AN APARTMENT COMPLEX TO THE WEST.

THE APPLICANT HAS PROPOSED A FULL FACADE RENOVATION OF THE EXISTING SHOPPING CENTER BUILDING THAT WAS CONSTRUCTED IN 1985.

THE OBJECTIVE OF THE REMODEL IS TO BRING NEW LIFE TO THE BUILDINGS AND CREATE A DESIGN THAT IS CONSISTENT WITH THE DESIGN REQUIREMENTS OF THE LAHARA BOULEVARD SPECIFIC PLAN.

THE PROJECT CONSISTS OF THE REMODEL OF FOUR BUILDINGS LOCATED ON FOUR INDEPENDENT PARCELS, WHICH SHARE COMMON OWNERSHIP.

THESE BUILDINGS ARE LABELED AS BUILDINGS A, B, C, AND D TWO BUILDINGS ARE NOT A PART OF THIS PROJECT.

AT THE NORTHEAST CORNER OF THE SITE IS A 76 GAS STATION, WHICH WAS RECENTLY CONSTRUCTED IN 2019 TO COMPLY WITH THE REQUIRED ZONING DESIGN STANDARDS.

AND LIKEWISE, THE TROY BURGER RESTAURANT LOCATED AT THE SOUTHEAST CORNER OF THE SITE UNDERWENT A COMPREHENSIVE REMODEL INDEPENDENTLY IN 2021.

THERE ARE CURRENTLY FIVE DRIVEWAYS TO ACCESS THE SITE, UH, THREE ON HARBOR BOULEVARD AND TWO ON UH, LA HARBOR BOULEVARD, UM, ALL PROVIDING INGRESS AND EGRESS TO THE SITE.

CURRENTLY, THE BUILDING FEATURES A WOOD CLAD AND WHITE STONE SIDING WITH A TERRACOTTA S TILE ROOF.

UM, THE SIDING HAS BECOME DIFFICULT TO MAINTAIN AND THE CENTER AS A WHOLE HAS BECOME DATED IN APPEARANCE.

THE PROPOSED REMODEL FEATURES IN EARLY CALIFORNIA SPANISH STYLE ARCHITECTURAL STYLE, WHICH IS CONSISTENT WITH THE REQUIREMENTS OF THE LAHABRA BOULEVARD SPECIFIC PLAN.

UM, THIS DESIGN INCLUDES STUCCO AND PLASTER CLADDING, DECORATIVE ARCH CORNICE CAPS, AND BUILT UP PLASTER ELEMENTS.

ALLEGED STONE VENEER, BRONZE DECORATIVE LIGHT FEATURES, UM, MORE OF THAT TERRACOTTA CLAY S TILE ROOFING, AND, UM, EARTH TONE COLORS.

UH, THE APPLICANT HAS ALSO PROPOSED A SIGN PROGRAM OR AN UPDATE TO THE SIGN PROGRAM FOR THE SHOPPING CENTER TO ALLOW TENANTS SOME FLEXIBILITY WHILE STILL MAINTAINING, MAINTAINING A COHESIVE FEEL AT THE CENTER.

UM, SO SOME REQUIREMENTS, THE SCIENCE SHALL BE CHANNEL LETTERED.

UH, THE LIGHTING SHALL BE A WHITE LED LIGHTING SYSTEM.

UH, THE MAXIMUM SIZE OF THE SCIENCE IS NOT TO EXCEED 75% OF THE HEIGHT OR THE WIDTH OF THE LEASE SPACE.

UM, AND THAT SIGNAGE SHALL NOT EXCEED A TOTAL OF 30% OF THE BUSINESS FRONTAGE.

AND FOR TEMPORARY SIGNS, THE REGULATIONS ARE GONNA BE CONSISTENT WITH THE CITY'S SIGN CODE.

UH, SO THE SITE HAS AN EXISTING, UM, NON-CONFORMING 20 FOOT TALL PYLON SIGN, UM, ALONG THE HARBOR BOULEVARD FRONTAGE THAT WILL UNDERGO A FULL REMODEL AS WELL.

UM, IT'S GONNA BE KEEPING THE INTERNAL FRAME AND THE FOUNDATION, BUT IT'S GONNA CONSTRUCT A NEW FACADE AND BASE WITH THE SAME MATERIALS AND COLORS.

UM, AS THE PROPOSED FACADES, UH, THE NEW TENANT SIGNS WILL BE LIMITED TO THAT WHITE AREA BOUNDED BY THE BROWN METAL FRAMING.

UM, THE OTHER EXISTING EIGHT FOOT TALL MONUMENT SIGN LOCATED ON THE HABER BOULEVARD, UM, WILL BE UPDATED WITH THE NEW TENANT SIGN INSERTS AND WILL BE PAINTED TO MATCH THE PROPOSED COLORS.

THE PROJECT AIMS TO UPDATE AND REFRESH THE EXISTING SHOPPING CENTER COMPLEX DESIGN AND BE MORE CONSISTENT WITH THE REQUIREMENTS OF THE LAHARA BOULEVARD SPECIFIC PLAN.

UM, STAFF RECOMMENDS THAT THE PLANNING COMMISSION APPROVE THIS PROJECT SUBJECT TO THE CONDITIONS OF APPROVAL.
