UM, THEY DO THE REPORTING TO DOJ, THEY DO THE ENTRIES INTO THE STATE AND FEDERAL DATABASES, AND THEY PROCESS OVER A HUNDRED, UM, PUBLIC RECORDS REQUESTS PER WEEK.
SO JUST A LITTLE BIT ABOUT WHAT THEY DO FOR THE COMMUNITY, AND I REALLY WANNA TAKE THE TIME TO SAY THANK YOU TO THE CHIEF FOR HIS LEADERSHIP AND SUPPORT THROUGHOUT THE YEAR, AND TO COUNCIL FOR TAKING TIME TO RECOGNIZE THEIR HARD WORK AND SERVICE TO THE COMMUNITY.

I'M NOT SURE WHERE I LEFT OFF, BUT, UH, IT'S SIMILAR, UH, TO THE WELL THAT THIS PROJECT IS SIMILAR TO THE ONE THE COUNCIL REJECTED 2020, UH, AFTER OVERWHELMING PUBLIC OPPOSITION, OVER 75% OF THE HABERS VOTERS SUPPORTED THE INITIATIVE TO PRESERVE OPEN SPACES AND KEEP CONTROL OVER OUR CITY'S GROWTH DECISIONS.
LOCAL VOTING TO EXPEDITE THIS PROJECT NOW UNDER A PAY TO EXPEDITE DEAL, WOULD SEND THE WRONG MESSAGE TO THE RESIDENTS WHO ELECTED YOU.
THAT IS THE CITY'S SIDING WITH THE DEVELOPER AS OPPOSED TO THE COMMUNITY, THE STAFF, UH, THE, UH, THE STAFF REPORT ITSELF CALLS LENNAR'S PROPOSED SCHEDULE UNREALISTIC.
IT WOULD COMPRESS A NORMAL 18 MONTH BOW AND TIMELINE DOWN TO SEVEN MONTHS BY SHIFTING MAJOR PORTIONS OF THE ENVIRONMENTAL IMPACT REVIEW TO OUTSIDE CONSULTANTS PAID THROUGH LENNAR'S REIMBURSEMENT FUNDS.
I URGE YOU NOT TO DO THAT, THE SPEND THE 11 EXTRA MONTHS AND ALLOW YOUR OWN CITY STAFF WHO KNOW THE SITE HISTORY, THE INFRASTRUCTURE, AND THE COMMUNITY CONCERNS TO CONDUCT THE REVIEW THOROUGHLY AND INDEPENDENTLY.
KEEP IN MIND THAT THE PROJECT DELAYS TO DATE WERE CAUSED BY LENNAR THEMSELVES BY NOT COMPLETING THE EXPANDED PROJECT DESCRIPTION ON TIME.
ONCE THIS PROJECT IS RUSHED, YOU CAN UNDO IT.
AN INCOMPLETE ENVIRONMENTAL RECORD OR OVERLOOK TRAFFIC OR SAFETY ISSUES WILL HAUNT THE CITY LATER, LONG AFTER DEVELOPER'S GONE, YOUR STAFF IS ACCOUNTABLE TO YOU AND THE PUBLIC OUTSIDE CONTRACTORS ARE NOT.
PLEASE PULL THE NUMBER EIGHT FROM THE CONSENT CALENDAR, REJECT THE FAST TRACK ARRANGEMENT SO THE FULL COMMUNITY AND THE PLANNING AND THE COMMUNITY DEVELOPMENT STAFFS HAVE A PROPER AND TRANSPARENT REVIEW.

A PROJECT THIS COUNCIL ALREADY DENIED IN 2020 AFTER STRONG COMMUNITY CONCERN, IT DESERVES A FULL AND OPEN CONVERSATION, NOT A QUIET APPROVAL BURIED IN CONSENT.
MORE THAN 75% OF LA HABRA VOTERS SPOKE LOUDLY WHEN THEY VOTED TO ENSURE OUR COMMUNITY HAS A REAL VOICE AND DECISIONS THAT IMPACT OPEN SPACE APPROVING AND ACCELERATED PROCESSING AGREEMENT.
NOW, ESPECIALLY ONE FUNDED BY THE DEVELOPER RISKS, SENDING A MESSAGE THAT COMMUNITY VOICES MATTER LESS

THAT MEANS WE CAN FACE LARGE, UNPREDICTABLE RENT INCREASES WITH LITTLE PROTECTION.
A SPACE RENT STABILIZATION ORDINANCE WOULD KEEP RENTS FAIR AND AFFORDABLE WHILST ALLOWING PARK OWNERS TO EARN A FAIR RETURN ON THEIR INVESTMENT.
THIS TYPE OF ORDINANCE USUALLY INCLUDES FIVE KEY PROVISIONS THAT KEEP THINGS BALANCED FOR EVERYONE.
ANNUAL, ANNUAL ALLOWABLE RENT ADJUSTMENT.
THIS LIMITS HOW MUCH RENT CAN INCREASE EACH YEAR, OFTEN TIED TO THE CONSUMER PRICE INDEX.
FOR EXAMPLE, IF THE CPI RISES 4% AND THE ORDINANCE ALLOWS ONLY 75% OF THE AMOUNT, THEN RENT COULD INCREASE NO MORE THAN 3%.
THIS KEEPS RENT INCREASES PREDICTABLE AND

IN LINE WITH THE COST OF LIVING CAPITAL IMPROVEMENT PASS THROUGHS.IF THE PARK OWNER MAKES MAJOR IMPROVEMENTS LIKE NEW ROADS OR SEWER SYSTEMS, THEY CAN TEMPORARILY PASS THOSE COSTS ONTO THE RESIDENTS.
BUT THOSE CHARGES MUST BE SPREAD OVER THE LIFE OF THE PROJECT AND LISTED SEPARATELY ON RENT STATEMENTS AND REMOVED ONCE THE COST HAS BEEN PAID OFF.
VACANCY CONTROL, THIS LIMITS HOW MUCH RENT CAN RISE.
WHEN A HOME CHANGES HANDS PROTECTING THE HOMEOWNER'S EQUITY AND RESALE VALUE, EVERY $100 RENT INCREASE CAN REDUCE A HOME'S VALUE BY ABOUT $10,000.
SO THIS PROTECTION IS VITAL FOR KEEPING HOUSING AFFORDABLE, FAIR RATE OF RETURN.
IF A PARK OWNER BELIEVES THEY AREN'T EARNING A FAIR RETURN, THEY CAN APPLY FOR AN ADDITIONAL RENT INCREASE.

THE PROPOSED PROJECT IS LOCATED ON THE SAME SITE AS THE PRIOR RANCHO LA HABRA PROJECT, WHICH WAS DENIED BY THE LA HABRA CITY COUNCIL ON NOVEMBER 2ND, 2020.
IN JANUARY, 2023, LENNAR SUBMITTED A PRELIMINARY APPLICATION FOR THE PROPOSED PROJECT, WHICH FOLLOWING LENNAR'S SUBMISSION OF ADDITIONAL APPLICATION MATERIALS AND MULTIPLE REVIEWS WAS DEEMED COMPLETE IN JANUARY OF 2024.
IN APRIL, 2024, FOLLOWING A COMPETITIVE PROCUREMENT PROCESS, THE CITY COUNCIL SELECTED BOWMAN CONSULTING TO PREPARE AN EIR TO STUDY THE POTENTIAL ENVIRONMENTAL IMPACTS OF THE PROPOSED PROJECT.
BROMAN BOWMAN PROPOSED TO PREPARE AN EIR OVER AN 18 MONTH PERIOD FOR A NOT TO EXCEED COST OF JUST UNDER $220,000.
PURSUANT TO THE CITY'S MASTER SCHEDULE OF FEES, LENNAR IS REQUIRED TO PAY THE ASSOCIATED CONSULTANT COSTS TO PREPARE THE EIR PLUS 25% TO COVER STAFF MANAGEMENT OF THE CONSULTANT.
IN JUNE, 2024, STAFF RECEIVED A CHECK FROM LENAR TO COVER THESE COSTS AND KICKED OFF THE PREPARATION OF OF THE EIR IN JULY DUE TO DELAYS BY LENNAR PROVIDING THE NECESSARY TECHNICAL INFORMATION REQUIRED FOR THE PREPARATION OF THE EIR EXPANDED PRO.
PROJECT DESCRIPTION FOR THE PROPOSED PROJECT WASN'T FINALIZED UNTIL AUGUST OF 20 25, 11 MONTHS LATER THAN ASSUMED BY BOWMAN'S 18 MONTHS SCHEDULE DUE TO THIS DELAY.

THE MILESTONES IN BOWMAN'S SCHEDULE, THE WEST WITCH HILLS PROJECT AND EIR IS ANTICIPATED TO BE PRESENTED TO THE PLANNING COMMISSION IN MARCH OF 20 22 7.LENNAR WOULD LIKE TO SPEED UP THIS SCHEDULE, HOWEVER, STAFF DOES NOT HAVE THE RESOURCES OR FEAST STRUCTURE TO ACCOMMODATE THIS REQUEST.
THEREFORE, THE PROPOSED PROJECT PROCESSING AND REIMBURSEMENT AGREEMENT WOULD ALLOW THE CITY TO HIRE ADDITIONAL CONTRACT STAFF TO ASSIST CITY STAFF IN EXPEDITING THE PROJECT, AS WELL AS COVER THE COST FOR BOWMAN TO EXPEDITE ITS PROPOSED SCHEDULE.
LENNAR WOULD BE RESPONSIBLE FOR THE DIRECT COST OF THESE CONSULTANTS, PLUS 25% TO COVER THE COST OF THE MAN OF THEIR MANAGEMENT.
THE PROPOSED AGREEMENT REQUIRES LENNAR TO MAINTAIN A DEPOSIT WITH THE CITY OF AT LEAST $40,000 TO COVER THE COSTS ASSOCIATED WITH THE CONSULTANTS SELECTED TO EXPEDITE THE PROJECT.
IF LENNAR FAILS TO MAKE TIMELY DEPOSITS REQUIRED BY THE AGREEMENT, THE CITY MAY IMMEDIATELY TERMINATE THE EXPEDITED PROCESSING.
LENNAR HAS PROPOSED A SCHEDULE THAT WILL RESULT IN STAFF PRESENTING THE PROJECT AND THE AR TO PLANNING COMMISSION IN APRIL, 2026.
HOWEVER, AT THIS TIME, STAFF BELIEVES THAT PROPOSED SCHEDULE IS UNREALISTIC IF YOU APPROVE THE THE AGREEMENT BEFORE YOU TONIGHT, STAFF WILL WORK WITH THE CITY'S ON-CALL CONSULTANTS AND NAR TO IDENTIFY AN EXPEDITED SCHEDULE THAT CAN BE REASONABLY ACHIEVED IN THE EVENT THAT LENNAR DOES NOT CONCUR WITH THE SELECTION OF CONSULTANTS OR PROPOSED TIMEFRAME, LENNAR MAY TERMINATE THE AGREEMENT AT ANY TIME BY NOTIFYING THE CITY IN WRITING.
IN THE EVENT OF SUCH TERMINATION, THE CITY WILL TERMINATE ANY EFFORTS TO EXPEDITE THE PROCESSING OF THE PROPOSED PROJECT AND ANY PROCESSING CONSIDERATION FOR THE PROJECT WILL OCCUR WITH WITHIN THE CITY'S STANDARD PROCESSING TIMELINES.

UH, ONE OF THE ISSUES WITH THIS PROJECT IS IT IS JUST A VESTING, TENTATIVE TRACK MAP, WHICH TYPICALLY THIS TYPE OF PROJECT WOULD BE MANY OTHER ENTITLEMENTS SUCH AS A GENERAL PLAN AMENDMENT, A SPECIFIC PLAN AMENDMENT, A ZONE CHANGE.
HOWEVER, BECAUSE OF THE STATE LAW THAT THEY'RE BRINGING THIS PROJECT UNDER THOSE, UM, THEY'RE CHOOSING NOT TO PROCESS THOSE ADDITIONAL ENTITLEMENTS.
AND SO BECAUSE OF THAT, THE COST TO PROCESS A MAP IS ONLY $7,000.
SO WE HAVE THAT PLUS A TWO $20,000 FOR THE EIR.
SO IT'S A REALLY LIMITED AMOUNT OF MONEY THAT WE HAVE TO SPEND ON THIS PROJECT.
SO IN ORDER TO BRING ON ADDITIONAL STAFF TO ASSIST US WITH THAT, THAT IS WHY THEY'RE ASKING FOR THE REIMBURSEMENT AGREEMENT.
THE PRIOR RANCHO THE HA ROAD PROJECT ALSO HAD A REIMBURSEMENT, UM, AGREEMENT ASSOCIATED WITH THAT PROJECT.
AND UM, SO IT SOUNDS LIKE IN YOUR TIME, IN YOUR EXPERIENCE, IT JUST SO HAPPENS WE HAVEN'T HAD A A, A LARGE PROJECT LIKE THIS FOR SOMEONE TO MAKE THAT TYPE OF REQUEST IS, THAT IS CORRECT.

STATUS UPDATE FOR THE PROPOSED IMMERSION THEATER EXPANSION PROJECT AT THE CHILDREN'S MUSEUM That the City Council receive and file this status update for the proposed Immersion Theater expansion project at the Children's Museum and provide direction to staff regarding: A. Approval of the final site location for the proposed Immersion Theater building; B. Approval of a funding appropriation in an amount equal to half the cost, not to exceed $50,000 (whichever is lower), from available City Facility Improvement reserves, for site plans, architectural designs and building plans for the proposed new building; and, C. A City funding commitment for this project, in an amount not to exceed $400,000, that will be used to help construct the new proposed building, subject to City Council review of the final building plan and design at a future date, and subject to full private project funding for the project being secured prior to the City’s contribution being utilized.]

AS YOU'RE WELL AWARE, THE CITY OWNS AND OPERATES A CHILDREN'S MUSEUM AT LAHABRA AT, UM, AT LA PORT PARK, UH, WITH THE ASSISTANCE OF OUR FUNDRAISING ARM, THE 5 0 1 C3 RECOGNIZED NONPROFIT ORGANIZATION, THE FRIENDS OF THE CHILDREN'S MUSEUM.
THE MUSEUM STANDS AT APPROXIMATELY 12,500 SQUARE FEET.
WE HAVE EIGHT GALLERIES, PLUS A 1923 CABOOSE EXHIBIT AND A DINOSAUR GARDEN.
WE SEE APPROXIMATELY 90,000 PEOPLE VISITORS EACH YEAR.
THIS MUSEUM STAFF PLANS PROGRAMMING AND TRIES TO KEEP OUR, OUR CONTENT AND OUR GALLERIES FRESH, EXCITING AND CONTEMPORARY.
JUST SO OUR VISITORS HAVE AN EXCITING TIME AND CONTINUE TO VISIT AGAIN AND AGAIN.
ONE OF THE BOARD MEMBERS OF THE FRIENDS OF THE CHILDREN'S MUSEUM BROUGHT US AN IDEA THAT WAS, UM, A NEW IDEA FOR A GALLERY BACK IN 2016.
IT IS THE IMMERSION THEATER THAT WILL, THAT OFFERS, UM, UH, EXHIBITS BASED ON HIGH DEFINITION PROJECTION TECHNOLOGY THAT CREATES A STUNNING AUDIO VISUAL EXPERIENCE THAT THE VIEWER FROM FLORIDA TO CEILING CONTENT.
IT'S BASED ON A THEATER THAT MR. ROBERTS VISITED IN A QUARRY IN OUTDOOR QUARRY IN FRANCE.
IN 2016, THE CITY LISTENED TO THE PROPOSAL FOR THE NEW IMMERSION THEATER AND ASKED THE FRIENDS TO, TO REVISIT A PLAN THAT JOINTLY WAS AGREED UPON IN 2001 THAT WOULD ADDRESS THE OTHER DEFICIENCIES IN THE CHILDREN'S MUSEUM, INCLUDING THE INFRASTRUCTURE OF WINDOWS, HVAC, ROOF, UM, SEISMIC STABILITY ASSESSMENTS AND SO FORTH.
THE SUBMIT THE CITY COMMISSIONED A STUDY TO ADDRESS THESE ISSUES AND WE PRESENTED IT TO THE FRIENDS IN 2019.
A PROPOSAL FOR THE IMMERSION THEATER WAS BROUGHT TO THE CITY COUNCIL BACK IN 2019 FOR APPROVAL OF THE PLAN, AS WELL AS A COMMITMENT TO FUND $400,000 TOWARDS THE BUILDING OF THE NEW IMMERSION THEATER.

COUNCIL AT THAT TIME CONDITIONALLY APPROVED THE CONCEPT OF THE THEATER CONTINGENT ON STAFF COMPLETING THREE TASKS.ONE, SECURING NON-GENERAL FUND $400,000 TO SATISFY THE REQUEST OF THE FRIENDS.
TWO, WORKING WITH THE FRIENDS TO DEVELOP ARCHITECTURAL DESIGNS THAT COMPLIMENTS THE MUSEUM AND IS PRESENTED TO THE, THE COMMUNITY SERVICES COMMISSION AS WELL AS THE PLANNING COMMISSION.
AND THREE, DETERMINING A SUITABLE SITE THAT DOES NOT INTERFERE TOO MUCH IN THE, UM, OTHER ASPECTS AND AMENITIES OF PORTOLA PARK.
SINCE PRESENTING THE PROPOSAL TO THE CITY COUNCIL BACK IN 2019, CITY STAFF HAVE WORKED CLOSELY WITH MR. ROBERTS AND THE FRIENDS TO COMPLETE THOSE THREE TASKS.
THE FRIENDS HAVE FOUND FUNDRAISING VERY DIFFICULT WHEN THEY'RE FUNDRAISING FOR A CITY BUILDING, BUT THEY WERE ABLE TO SECURE A GRANT FROM LOWE'S BUILDING SUPPLY THAT ADDRESSED ONE OF THE LARGER A DA COMPLIANCE ISSUES.
AND AS YOU PROBABLY RECALL, WE WERE ABLE TO REPLACE, SO THE STAIRS THAT WENT INTO OUR TRAIN ROOM WITH A SWITCHBACK THAT IS NOW SUITABLE FOR BOTH WHEELCHAIRS AND STROLLERS.
IN ADDITION, THE CITY WAS ABLE TO WORK WITH OUR SUPERVISOR, THE COUNTY SUPERVISOR, DOUG CHAFFEE, FOR ASSISTANCE IN HELPING US PAY FOR OUR NEW ROOF AND NEW HVAC SYSTEM.
BUT MOST OF THE REST OF THE ISSUES STILL REMAIN TO FIND A SUITABLE SITE.
THE, THE SCOPE OF THE THEATER HAS BEEN REDUCED FROM 5,000 SQUARE FEET TO 3000 SQUARE FEET TO FIT WITHIN STAFF.
BELIEVE IS THE BEST LOCATION POSSIBLE AT THE SITE RIGHT NOW.
IF YOU LOOK AT YOUR ATTACHMENT TWO IN YOUR REPORT, THE SITE IS LOCATED TO THE SOUTH OF THE MUSEUM BEHIND THE DEPOT THEATER WITH DIRECT ACCESS TO THE PARKING LOT.
OF COURSE, THE SITE IS NOT PERFECT BECAUSE YOU WON'T BE ABLE TO SEE IT FOR THE MOST PART FROM EUCLID.
AND WE'LL PROBABLY HAVE TO REDUCE THE, THE TRAIN CARS THAT WE HAVE THERE BY AT LEAST ONE OR TWO.
BUT WE BELIEVE IT'S THE BEST OPTION AT THAT SITE.
THE PROPOSAL AT THIS TIME, UM, HAS THE, THE GALLERY ATTACHED TO OUR MUSEUM.
SO YOU CAN WALK SEAMLESSLY FROM THE CURRENT MUSEUM TO THE NEW THEATER.
THE THEATER WOULD SERVE MULTIPLE PURPOSES.
ONE, IT WOULD BE JUST A NEW ADDITIONAL GALLERY FOR THE MUSEUM.
TWO, IT COULD PROVIDE AN ADD-ON TO THE HUNDREDS OF TOURS THAT WE PROVIDE AT, UM, FOR SCHOOLS AND OTHER GROUPS.
AND THREE, IT WOULD BE A RENTAL SITE FOR EVENTS AND ACTIVITIES THROUGHOUT THE YEAR.
THE FRIENDS ARE READY TO COMMISSION ARCHITECTURAL DESIGNS FOR THE THEATER AND THEY'RE ASKING THE CITY TO JOIN THEM IN PAYING FOR THESE DESIGNS.
THEY'RE SEEKING UP TO 50,000, UM, YEAH, $50,000, UM, AT THE MAXIMUM OF $50,000 OR 50% OF THE PROJECT COST OF THESE DESIGNS, WHICHEVER IS LESS.
THEY'RE AS ALSO SEEKING A COMMITMENT OR A RECOMMITMENT FOR THE $400,000 TO HELP BUILD THIS THEATER.
ONCE IT'S DESIGNED, TONIGHT'S STAFF ARE ASKING THE COUNCIL TO RECEIVE AND FILE THIS REPORT AND TO GIVE A STAFF DIRECTION ON THREE ITEMS. AND THE FULL PLANS FROM THE ARCHITECTS IS ONLY A PART OF THE PICTURE, BECAUSE YOU HAVE TO HAVE AN AIR CONDITIONING COMPANY THAT BASICALLY LAYS OUT EVERYTHING AND PROVIDES THE CERTIFICATION FROM A MECHANICAL ENGINEER.

UH, I'VE GOT A THIRD PARTY THAT WILL BRING IN ANOTHER $400,000, AND THOSE NAMES WILL BE REVEALED IN THE FUTURE, BUT NOT TONIGHT.
WE HAVE $200,000 FROM THE, UH, LOCAL LA HABRA SUPPORT COMMUNITY, UH, FOUNDATION.
AND WE SECURED THAT A NUMBER OF YEARS AGO.
AND THE FRIENDS ITSELF HAS ABOUT $200,000 IN CASH THAT'S BEEN RAISED OVER THE LAST X AMOUNT OF YEARS.
75,000 OF THAT CAME FROM PAUL GOLDBERG AND 50,000 CAME FROM NANCY BERG, BOTH OF WHO ARE DECEASED.
SO THE BOTTOM LINE IS THIS, YOU CAN'T KNOW THE COST UNTIL YOU HAVE PLANS.
AND WHEN THOSE PLANS ARE READY, THEY CAN GO TO THE PLANNING DEPARTMENT WITH EVERYTHING THAT IT REQUIRES FOR THEM TO DO THEIR REVIEW.

AND I'M NOT A RELUCTANT PERSON WHEN IT COMES TO ASKING PEOPLE THAT I KNOW THAT HAVE A LOT OF MONEY TO GIVE SOME OF IT TO THE COMMUNITY.
AND THIS PROJECT, THERE'S 813 CHILDREN'S MUSEUMS IN THE UNITED STATES.
UH, ROBIN YOUNG TOLD ME WHEN SHE CAME UP WITH THIS IDEA THAT THIS WOULD BE THE FIRST CHILDREN'S MUSEUM WEST OF THE MISSISSIPPI.

I JUST QUICKLY CAME, UH, TO SAY, SAY HI, BUT THEN I WENT OVER TO THE, OR I HAD TO DRIVE TO THE, OR THE OLD ORANGE COUNTY COURTHOUSE IN SANTA ANA FOR A PRESS CONFERENCE HELD BY THE ORANGE COUNTY AUDITOR CONTROLLER THAT WAS PRESENTING A CHECK OF UNCLAIMED PROPERTY.
UH, THAT BELONGED TO OUR, OUR AGENCY OF A LITTLE OVER $8,000.
SO I WAS HAPPY TO BE THERE FOR THE PRESS CONFERENCE.
AND THEN FROM THERE I WENT TO THE SANTA ANA STATE OF THE CITY ADDRESS SINCE I WAS THERE IN THAT AREA.
AND THEN THO THURSDAY, OCTOBER THE 30TH, OF COURSE THE HALLOWEEN AND CITY HALL, UH, YOU GUYS OUGHT TO COME IN DURING THAT HOUR.
IT IS FANTASTIC TO SEE JUST, UM, THE COMPETITION WITHIN THE DEPARTMENT, BY THE WAY, WHO WON, UH, ENGINEERING DIVISION, UH, BEING THAT THEY'RE BUILDERS, UH, WON THE BEST DECORATED.
UM, THE, UH, ONE OF OUR POLICE, UH, OFFICERS, JIM GERE WON BEST SOLO, UH, COSTUME.
I, I WILL NOT SAY WHAT HE WAS DRESSED AS.
UM, AND THE BEST GROUP, UH, COMPETITION FOR COSTUMES WAS COMMUNITY DEVELOPMENT.
THEY CAME AS A HAUNTED, UM, DINER STAFF.
IT, IT'S WONDERFUL TO SEE THE SPIRIT OF IT ALL.
AND IT WAS WONDERFUL TO SEE MEL SHANNON COME BACK.
UM, BECAUSE HE LOVES, THIS IS A SPECIAL DAY FOR HIM.
HE LOVES TO, TO COMPETE AND HE LOVES TO REALLY MAKE IT LOOK, UH, AS YOU WOULD, YOU KNOW, FOR HALLOWEEN.
SO I, I WAS GLAD TO SEE HIM THERE.
UH, WITH THAT, I'M SORRY I WAS SICK, BUT, UM, I THANK ALL EV ALL OF YOU FOR HELPING ME OUT WITH A COUNCIL MEETING.

WHEN YOU SEE HUNDREDS OF KIDS THAT PUT SUCH ENORMOUS TIME, ENERGY, AND EFFORT INTO THEIR COSTUMES,
ALL THESE DEPARTMENTS KNOCK THEMSELVES OUT FOR THESE KIDS.
I ENJOYED THAT ECONOMIC FORUM AGAIN ON THE 29TH.
AND WHO ELSE WAS THERE? NOT YOU, BUT ANYWAY, JOSE WAS THERE, MAYOR PRO, TAM MADANO WAS THERE.
AGAIN, ANOTHER EXAMPLE OF OUR CONTINUING COMMITMENT TO THE WELFARE AND OF OUR LOCAL BUSINESS AND TO ENCOURAGE THEM TO THRIVE.
UH, CONGRATULATIONS TO NICO SUSHI, WHICH, UH, REOPENED AT THEIR NEW LOCATION.
