2. Duly noticed public hearing to consider a Conditional Use Permit 16-13 and a Design Review 16-14 for an automobile service station at 101 South Harbor Boulevard, La Habra, California, as per the approved plans and subject to conditions. The project was reviewed pursuant to the guidelines of the California Environmental Quality Act (CEQA) and determined to be Categorically Exempt pursuant to Section 15303(c), Class 3: "New Construction or Conversion of Small Structures" of the CEQA Guidelines, which allows for the construction of a commercial building not exceeding 10,000 square feet in floor area.

Consider the placement of pavers recognizing former City Manager Brad Bridenbecker, Police Officer Michael Osornio, and the La Habra City Fire Department in the special designated plaza area in the Civic Center; and the placement of the Civic Center dedication paver from RTC Engravers in this area.
2. Consider an application requesting the Local Agency Formation Commission of Orange County take proceedings pursuant to the Cortese-Knox-Hertzberg Local Reorganization Act of 2000 for the City of La Habra to annex County islands designated as the Macy/Randall Island, Citrus/Idaho Island, Citrus/Entrada Island, Cypress/Terry Island, Hensel/Magda Island, and Palm/Shadycrest Island consisting of approximately 130.7 acres of property and a property tax exchange agreement and annexation, dissolution of County Service area and transfer of drainage facilities between the City of La Habra and the County of Orange. Annexation of County Islands to the City is exempt from the California Environmental Quality Act by Section 15319, Class 19-Annexations of Existing Facilities and Lots for Exempt Facilities of the California Environmental Quality Act Guidelines as the areas to be annexed are developed to the density allowed by the current zoning of both the County of Orange and the City of La Habra.

Beamish asked about private streets that do not meet code requirements and whether the city would pay for the improvements going in
Sadro asked if sewer line to be put in it would be at the approval of the property owner - Elias responded yes
Beamish inquired about Council conflicts such as working for the county, octa, etc
Blazey asked if property owners will be charged sewer charges if they remain on the septic system
Blazey asked Carlos Jaramillo is anyone under current County of Orange permit will be grandfathered in as existing non-conforming -- is there a binding document in place for future building officials. Carlos responded that it will be incorporated into existing city history file
Espinoza asked Blazey to speak before the constituents. Blazey stated constituents took darker approach to annexation
Blazey asked that speakers come to podium in a civil manner and asked that there be no threats like those received over the past few weeks
Robert Soledo 1184 North Idaho Street - against annexation
Speaker 2 Richard Thompson (Sharon Way) - disgusted with Council representing La Habra. Wish to remain status quo. Stated island residents are pawns in City's scheme to take over Cal Domestic shares.
Speaker 3 - Scott Wilson (Wallace Avenue) - congrats staff for thorough staff report but it was 6 months too late. Addressed concerns regarding permits. Concerns regarding being grandfathered in because staff reports states only permitted work will be grandfathered in. Opposed to changing addresses. City Attorney Jones conflict of interest?
Speaker 4 - Jason Demille - against annexation
Speaker 5 - Jimmy Andreoli - Terry Island overall in support of annexation but has concerns and stated it needs to be done the right way. does not want address changes. stated full cost of annexation has not been addressed. improvements to property - believes will have to pay more money to City of La Habra already paying to County.
Speaker 6 - 1001 South Citrus Drive - against annexation. stated only addressed out of sequence are the ones in the City of La Habra, not the County Islands. Asked if there will be a refund on the sewer costs/property taxes
Speaker 7 - Ron Woodward already on city sewer system. receives water service from Cal Domestic. believes annexation for him is okay. Believes not allowing COunty island residents the right to vote is not right

Speaker 9 - Nick Patapoff thanks staff for improved report - still believes there are holes in the report, i.e "addressing scheme" (how will google/mapquest know which address?) lives on private street. one positive is the ability to call city to have neighbor bring in trash cans (code enforcement). firm believer in the right to vote, but will he need to re-register to vote? Carlos responds Registar of Voters will recognize the new addresses
Speaker 10 - Jaqueline Wells believes this is all about water, lives on the street where there is always a water leak. frustrated when city is closed on Friday and there is a leak and needs to inform someone. Used Twitter to show the leak. Believes there will be no benefit from annexation.
Speaker 11 - Noran Toran (sp?) sent Beamish a video of the leak because of concern with it turning into sinkhole. putting resident lives at risk. concerns regarding trash left out on street, large bulky items left out for one month (behind 7-Eleven). Medicare - do not sell stock because it will put residents in higher income and therefore have to pay highter premiums

Speaker 13 - Caitlyn Gillespe - opposed to annexation burden to residents with older homes many live on fixed income believes obscene to purchase permits for routine maintenance on homes. believes these things should not require a permit address change - against. also home business subject to expenses with changing addresses annexation has too many costs associated with it that will over burden residents
Speaker 14 - Sharon Farrell Palm/Shadycrest Island lives on a private drive and asked if that is considered a private street concerns regarding connecting to the sewer line if more than more than 200 feet. McCreary responded do not need to connect . Sadro stated all property owners on private road would have to agree to put in sewer line
Speaker 15 - Mark Urane (spelling?) against annexation believes residents should be able to vote regarding annexation website should be done better with more check boxes for what residents want and do not want
Speaker 16 - Sue Schmidt 9141 Sharon Way what bothers her the most is changing the addresses. has lived here for 35 years with the same address. asked when Council votes that they think about changing their own address and if they would be okay with that. believes this is a big thing to the people it is affecting. pleads with council to think about it
Speaker 17 - Madrano retired registered nurse. in her time as a nurse she was an advocate for her patients. She stood for her patients and not the pharma companies (analogy for Orange County representatives). Asked who here has loyalty to the people and not larger organizations. Asked Council be there for the people.
Speaker 18 - Mark Squires Against Annexation looking to retire and looking to cut his expenses. Would like the sewer connection but cannot afford the cost. Asked two questions 1. Is change of address for public or only private streets? 2. Selling stock - Sadro responds you own until you sell
Speaker 19 - Kristine Demille Magda Lane Against Annexation not interested in address changes. Stated many flaws in staff report. Concerns regarding annexation website. Stated could not find staff report from annexation webpage. Looking for trash collection & rate comparisons which only showed up this past Thursday. Stated website is constantly changing. Sewer tie in costs - 5.8 million cost to residents after city puts in sewer lines. stated sewer lines on map don't match up. not consistent with what is said tonight and what staff report states.
Speaker 20 - Ken Ladwig/Ludwig (spelling?) concerns regarding sewer costs - are there certain contractors that would have to be used or can it be an owner build? Sadro asked where the estimates came from. Jaramillo responded that they approached 3 contractors to assess 5 homes and give estimate, etc. Any contractor can pull permits. Plans to be submitted to planning dept. Jaramillo reponds these are ballpark figures. Beamish asked if he could dig his own trench and lay his own pipe. Jaramillo responds that it could be owner-builder work. Dennis McCreary approaches podium to answer question. McCreary stated an owner can perform the work him or herself. Permit will need to be pulled. Elias addresses questions as it pertains to public right-of-way. Elias stated resident is only responsible for the private portion of the sewer line, no one is allowed to dig in public right of way unless a certified, licensed contractor. Sadro stated city will run lateral lines to the property to save property owner money but it is up to the property owner to run their own line to the lateral. Questions regarding designated rural

Beamish believes some issues from residents can be mitigated if vote is to pass
Beamish thinks there should be town hall meetings - consensus in islands stating what they want and what they don't want. Wants it in writing for future Councils. Stated addresses are a really big deal. Would like town hall meeting to listen to residents. Gives responsibility to island residents whether addresses are changed. Beamish stated he will and always has been for the people and will not vote a certain way because it is the popular political vote. Stated makes sense to annex the county islands. Believes it is in the best interest of the City to annex, but is interested in hearing comments from colleagues and he could be persuaded otherwise.
Blazey asked Elias Saykali a question regarding the leak being prepared on Trundell. Elias responded this is a 4 inch line that would not provide any fire services. Blazey would like to hear colleague's opinions. Responsibility to serve residents. His biggest concern is disaster preparedness as a Councilmember. Current system is not built to support a large fire. Cal Domestic water will provide access to reservoir we don't have access to. 3 million dollar savings to water capacity gained by going through this process. Being directed by LAFCO and County to annex the islands, the City did not present this issue. Improve water customer service and fire protection service. Improvements you don't want you don't have to do, declare yourself a rural area. Agrees with Beamish to hear from residents about what they want. Wants residents to know the reality of why annexation is being requested. Wants to support island residents' decisions
MPT Shaw asked Chief about service. Is there sufficient staff for increased service? Chief Price responds yes there is sufficient staff. Can provide more service as resources become available.
MPT Shaw - Serves as La Habra's rep on OCSD. environmental improvement to be tied into the sewer system because it goes to Fountain Valley to be recycled into drinking and ground water. An opportunity to make changes to city policies. Shaw grew up in one of the county islands. Find a way to address the concerns of the residents. If there is improved water system in northern area of the City it could be beneficial to potential threat of La Habra Heights fire. County to give city 3.1 million for annexation & approx $183,000 per year in prop taxes
Mayor - biggest concern for her is the address change. lists organizations which would be notified of address changes. would like community meetings regarding this issue. Apologies to Supervisor Nelson for the comments made towards him.
Beamish - timeline next meeting at Board of Supervisors - will have opportunity to speak to the Board of Supervisors
Frank Kim - CEO of OC would like to bring to his board as soon as possible 30-45 days. Beamish poses motion to initiate town hall meetings. Believes there are others from County Islands which have not voiced their opinions yet. Would like a better turnout if there were to be a town hall meeting. Believes maybe there are things the County does that perhaps the City emulate. Blazey asked Beamish to clarify that he would like to annex and then move forward with town hall meetings. Blazey would like residents to have an opportunity to voice their concerns.
Motion to Direct Staff to to hold town hall meetings with the six annexed County islands to determine a consensus regarding obtaining a rural designation or the potential desire for installing sewer, sidewalks, street lights, or changing addresses; and staff to recommend the best process to memorialize Council's action. Consider an application requesting the Local Agency Formation Commission of Orange County take proceedings pursuant to the Cortese-Knox-Hertzberg Local Reorganization Act of 2000 for the City of La Habra to annex County islands designated as the Macy/Randall Island, Citrus/Idaho Island, Citrus/Entrada Island, Cypress/Terry Island, Hensel/Magda Island, and Palm/Shadycrest Island consisting of approximately 130.7 acres of property and a property tax exchange agreement and annexation, dissolution of County Service area and transfer of drainage facilities between the City of La Habra and the County of Orange. Annexation of County Islands to the City is exempt from the California Environmental Quality Act by Section 15319, Class 19-Annexations of Existing Facilities and Lots for Exempt Facilities of the California Environmental Quality Act Guidelines as the areas to be annexed are developed to the density allowed by the current zoning of both the County of Orange and the City of La Habra.

Concerns regarding being grandfathered in because staff reports states only permitted work will be grandfathered in. Opposed to changing addresses. City Attorney Jones conflict of interest?

Beamish thinks there should be town hall meetings - consensus in islands stating what they want and what they don't want. Wants it in writing for future Councils. Stated addresses are a really big deal. Would like town hall meeting to listen to residents. Gives responsibility to island residents whether addresses are changed. Beamish stated he will and always has been for the people and will not vote a certain way because it is the popular political vote. Stated makes sense to annex the county islands. Believes it is in the best interest of the City to annex, but is interested in hearing comments from colleagues and he could be persuaded otherwise.
Blazey asked Elias Saykali a question regarding the leak being prepared on Trundell. Elias responded this is a 4 inch line that would not provide any fire services. Blazey would like to hear colleague's opinions. Responsibility to serve residents. His biggest concern is disaster preparedness as a Councilmember. Current system is not built to support a large fire. Cal Domestic water will provide access to reservoir we don't have access to. 3 million dollar savings to water capacity gained by going through this process. Being directed by LAFCO and County to annex the islands, the City did not present this issue. Improve water customer service and fire protection service. Improvements you don't want you don't have to do, declare yourself a rural area. Agrees with Beamish to hear from residents about what they want. Wants residents to know the reality of why annexation is being requested. Wants to support island residents' decisions
MPT Shaw asked Chief about service. Is there sufficient staff for increased service? Chief Price responds yes there is sufficient staff. Can provide more service as resources become available.
MPT Shaw - Serves as La Habra's rep on OCSD. environmental improvement to be tied into the sewer system because it goes to Fountain Valley to be recycled into drinking and ground water. An opportunity to make changes to city policies. Shaw grew up in one of the county islands. Find a way to address the concerns of the residents. If there is improved water system in northern area of the City it could be beneficial to potential threat of La Habra Heights fire. County to give city 3.1 million for annexation & approx $183,000 per year in prop taxes
Mayor - biggest concern for her is the address change. lists organizations which would be notified of address changes. would like community meetings regarding this issue. Apologies to Supervisor Nelson for the comments made towards him.

Consider an application requesting the Local Agency Formation Commission of Orange County take proceedings pursuant to the Cortese-Knox-Hertzberg Local Reorganization Act of 2000 for the City of La Habra to annex County islands designated as the Macy/Randall Island, Citrus/Idaho Island, Citrus/Entrada Island, Cypress/Terry Island, Hensel/Magda Island, and Palm/Shadycrest Island consisting of approximately 130.7 acres of property and a property tax exchange agreement and annexation, dissolution of County Service area and transfer of drainage facilities between the City of La Habra and the County of Orange. Annexation of County Islands to the City is exempt from the California Environmental Quality Act by Section 15319, Class 19-Annexations of Existing Facilities and Lots for Exempt Facilities of the California Environmental Quality Act Guidelines as the areas to be annexed are developed to the density allowed by the current zoning of both the County of Orange and the City of La Habra.

Speaker 3 - Scott Wilson (Wallace Avenue) - congrats staff for thorough staff report but it was 6 months too late. Addressed concerns regarding permits. Concerns regarding being grandfathered in because staff reports states only permitted work will be grandfathered in. Opposed to changing addresses. City Attorney Jones conflict of interest?

She stood for her patients and not the pharma companies (analogy for Orange County representatives). Asked who here has loyalty to the people and not larger organizations. Beamish stated he will and always has been for the people and will not vote a certain way because it is the popular political vote. Stated makes sense to annex the county islands. Believes it is in the best interest of the City to annex, but is interested in hearing comments from colleagues and he could be persuaded otherwise.
Blazey asked Elias Saykali a question regarding the leak being prepared on Trundell. Elias responded this is a 4 inch line that would not provide any fire services. Blazey would like to hear colleague's opinions. Responsibility to serve residents. His biggest concern is disaster preparedness as a Councilmember. Current system is not built to support a large fire. Cal Domestic water will provide access to reservoir we don't have access to. 3 million dollar savings to water capacity gained by going through this process. Being directed by LAFCO and County to annex the islands, the City did not present this issue. Improve water customer service and fire protection service. Improvements you don't want you don't have to do, declare yourself a rural area. Agrees with Beamish to hear from residents about what they want. Wants residents to know the reality of why annexation is being requested. Wants to support island residents' decisions
MPT Shaw asked Chief about service. Is there sufficient staff for increased service? Chief Price responds yes there is sufficient staff. Can provide more service as resources become available.
MPT Shaw - Serves as La Habra's rep on OCSD. environmental improvement to be tied into the sewer system because it goes to Fountain Valley to be recycled into drinking and ground water. An opportunity to make changes to city policies. Shaw grew up in one of the county islands. Find a way to address the concerns of the residents. If there is improved water system in northern area of the City it could be beneficial to potential threat of La Habra Heights fire. County to give city 3.1 million for annexation & approx $183,000 per year in prop taxes
Mayor - biggest concern for her is the address change. lists organizations which would be notified of address changes. would like community meetings regarding this issue. Apologies to Supervisor Nelson for the comments made towards him.

Consider an application requesting the Local Agency Formation Commission of Orange County take proceedings pursuant to the Cortese-Knox-Hertzberg Local Reorganization Act of 2000 for the City of La Habra to annex County islands designated as the Macy/Randall Island, Citrus/Idaho Island, Citrus/Entrada Island, Cypress/Terry Island, Hensel/Magda Island, and Palm/Shadycrest Island consisting of approximately 130.7 acres of property and a property tax exchange agreement and annexation, dissolution of County Service area and transfer of drainage facilities between the City of La Habra and the County of Orange. She stood for her patients and not the pharma companies (analogy for Orange County representatives). Asked who here has loyalty to the people and not larger organizations. Beamish thinks there should be town hall meetings - consensus in islands stating what they want and what they don't want. Wants it in writing for future Councils. Stated addresses are a really big deal. Would like town hall meeting to listen to residents. Gives responsibility to island residents whether addresses are changed. Beamish stated he will and always has been for the people and will not vote a certain way because it is the popular political vote. Stated makes sense to annex the county islands. Believes it is in the best interest of the City to annex, but is interested in hearing comments from colleagues and he could be persuaded otherwise.
Blazey asked Elias Saykali a question regarding the leak being prepared on Trundell. Elias responded this is a 4 inch line that would not provide any fire services. Blazey would like to hear colleague's opinions. Responsibility to serve residents. His biggest concern is disaster preparedness as a Councilmember. Current system is not built to support a large fire. Cal Domestic water will provide access to reservoir we don't have access to. 3 million dollar savings to water capacity gained by going through this process. Being directed by LAFCO and County to annex the islands, the City did not present this issue. Improve water customer service and fire protection service. Improvements you don't want you don't have to do, declare yourself a rural area. Agrees with Beamish to hear from residents about what they want. Wants residents to know the reality of why annexation is being requested. Wants to support island residents' decisions

MPT Shaw - Serves as La Habra's rep on OCSD. environmental improvement to be tied into the sewer system because it goes to Fountain Valley to be recycled into drinking and ground water. An opportunity to make changes to city policies. Shaw grew up in one of the county islands. Find a way to address the concerns of the residents. If there is improved water system in northern area of the City it could be beneficial to potential threat of La Habra Heights fire. County to give city 3.1 million for annexation & approx $183,000 per year in prop taxes
Mayor - biggest concern for her is the address change. lists organizations which would be notified of address changes. would like community meetings regarding this issue. Apologies to Supervisor Nelson for the comments made towards him.

Frank Kim - CEO of OC would like to bring to his board as soon as possible 30-45 days. Beamish poses motion to initiate town hall meetings. Believes maybe there are things the County does that perhaps the City emulate. Blazey asked Beamish to clarify that he would like to annex and then move forward with town hall meetings.
