A. PROPOSED ITEMS:
1. PROCEDURAL WAIVER: Waive reading in full of resolutions and ordinances and approval and adoption of same by reading title only.
2. Approve City Council Minutes of September 16, 2019.
3. Approve denial of claim for Irene Moreno for Property Damage.
4. Approve denial of claim for Enrique Graciano for Property Damage.
5. Approve denial of claim for Mercury Insurance for Property Damage.
6. APPROVE SECOND READING AND ADOPTION OF ORDINANCE NO. 1810 ENTITLED: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA HABRA AMENDING SECTION 5.36.090 OF CHAPTER 5.36 (ALARM SYSTEMS) OF TITLE 5 (BUSINESS TAXES, LICENSES, AND REGULATIONS) OF THE CITY OF LA HABRA MUNICIPAL CODE RELATING TO FALSE ALARM PREVENTION FEES.
7. Approve Notice of Completion for the Alley Nos 8, 30, 31, 59, 70, and 97 Improvement, Fiscal Year 2018-2019; Project No. 6-R-18; and authorize staff to send for recordation.
8. Approve and authorize City Manager to execute an agreement with South Coast Air Quality Management District (SCAQMD) for a Mobile Source Air Pollution Reduction Review Committee - Local Government Partnership Program $80,700 grant; and approve appropriation of $26,300 from General Fund to the General Capital Projects Fund, as local matching funds for the City Hall Charging Stations Project.
9. Approve and accept the offer of dedication for additional right-of-way Grant Deed and a 12-month Temporary Construction Easement for a portion of certain property located at 1610 West Whittier Boulevard for construction and other purposes; and authorize staff to send for recordation.
10. Receive and file Treasurer’s Investment Report for the quarter ending June 30, 2019.
11. Approve and authorize the City Manager to execute an agreement for Delegation of Early Head Start Program Operations for Fiscal Year 2019-20 with Orange County Head Start (OCHS) authorizing the City to provide early head start developmental services for up to 50 infant/toddler aged children living in La Habra in a Home-Based Setting.
12. Approve and authorize the City Manager to execute an agreement with Rosa Santoyo for mental health services required for students and families enrolled in the Early Head Start program at a cost of $65 per hour, not to exceed 36 hours per month, from September 13, 2019 through June 30, 2020.
13. Approve and authorize City Manager to execute an Affiliation Agreement with the Regents of the University of California, Irvine (UCI) Department of Ophthalmology to provide vision care for the children enrolled in the Child Development Division programs and provide further assessments for those who fail the annual vision screening for School Year 2019-2020.
14. Approve and authorize City Manager to execute the Continued Funding Application for the General Child Care (CCTR) and State Pre-School (CSPP) contracts for Fiscal Year 2020-2021 with the California Department of Education Early Education and Support Division.
15. WARRANTS: Approve Nos. 00122926 through 00123236 totaling $2,349,345.15; and WIRE TRANSFER: Approve Wire Date 9/24/2019 for a total of $205,276.86.

1. Duly noticed public hearing to consider an ordinance replacing Chapter 8.26 "Prohibition of Pushcart Vending" with Chapter 8.26 "Regulation of Sidewalk Vendors" to the La Habra Municipal Code and to include adding related fees within the Master Schedule of Fees, subject to the attached ordinance and exhibits.
a. APPROVE FIRST READING OF ORDINANCE NO. ______ ENTITLED: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA HABRA REPLACING CHAPTER 8.26 "PROHIBITION OF PUSHCART VENDING" WITH CHAPTER 8.26 "REGULATION OF SIDEWALK VENDORS" TO THE LA HABRA MUNICIPAL CODE AND TO INCLUDE ADDING RELATED FEES WITHIN THE MASTER SCHEDULE OF FEES, AS PER EXHIBITS "A" AND "B."
