Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the Regular Meeting of the City Council for April 6, 2020 will be conducted telephonically through Zoom and broadcast live on the City’s website. Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chamber will not be open for the meeting. Councilmembers will be participating telephonically and will not be physically present in the Council Chamber.
In accordance with executive order N-25-20, guidance from the California Department of Public Health on gatherings, and in an effort to slow the spread of COVID-19 and to ensure the health and safety of our community, remote public participation can be done as follows:

The meeting will be live-streamed on Channel 3 and through the City of La Habra website at http://www.lahabraca.gov/356/Archived-Council-Meetings for viewing beginning at 6:30 p.m.

If you would like to participate via Zoom, you may access the meeting remotely by calling 1-253-215-8782 and entering Meeting ID: 961-494-014. Please note, you will enter the meeting muted, but if you want to comment during the public comment portions of the agenda, press *9, at the appropriate time indicated by the Mayor during the meeting, and your call will be selected from the meeting cue. Please note that speakers must limit their comments to three minutes each and that the total time period for public comment is 30 minutes.

Public comments will also be accepted by email to cc@lahabraca.gov, before or during the meeting with the subject line "CITY OF LA HABRA MEETING CORRESPONDENCE - ITEM #" (insert item number relevant to your comment) or "NON-AGENDA ITEM". Please note that lengthy public comments may be summarized in the interest of time, and will not exceed three minutes in total length per comment. In the interest of time, we encourage the public to email or mail in their public comments prior to the City Council meeting.

APPROVE SECOND READING AND ADOPTION OF ORDINANCE NO. 1817 ENTITLED: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA HABRA REAUTHORIZING ORDINANCE NO. 1678 AND THE PUBLIC, EDUCATIONAL, AND GOVERNMENTAL (PEG) FEES ON STATE FRANCHISED VIDEO SERVICE PROVIDERS OPERATING WITH THE CITY OF LA HABRA.

Approve and authorize City Manager to renew the City’s primary earthquake policy with Landmark American Insurance Company at a policy limit of $5 million and the excess coverage of $70.56 million to be assigned to Everest Indemnity, QBE Specialty Insurance, and General Security Insurance at a 10 percent deductible and an annual premium cost of $279,880 for the term of April 19, 2020 through April 19, 2021.

Approve Parcel Map No. 2017-154 as submitted and accept the dedication of Imperial Highway to the City of La Habra in fee, abandon a City of La Habra drainage easement, dedicate a new drainage easement to the City of La Habra, dedicate a new public sidewalk easement to the City of La Habra and authorize recordation of the parcel map.

Approve and adopt a resolution authorizing the City Manager, Director of Finance, and Police Chief to serve as the City’s "Authorized Agents" for the Emergency Management Performance Grant (EMPG) Program; approve the Agreement to Transfer Funds for the 2019 EMPG Program; and authorize any of the designated "Authorized Agents" to execute Fiscal Year 2019 Emergency Management Performance Grant Assurances, Certifications, Terms and Conditions, and Agreement to Transfer Funds for 2019 EMPG Program.

APPROVE AND ADOPT RESOLUTION NO. _______ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA AUTHORIZING THE CITY MANAGER, DIRECTOR OF FINANCE, AND POLICE CHIEF TO SERVE AS THE CITY’S "AUTHORIZED AGENTS" TO EXECUTE FOR AND ON BEHALF OF THE CITY OF LA HABRA ANY ACTIONS NECESSARY FOR THE PURPOSE OF OBTAINING FEDERAL FINANCIAL ASSISTANCE PROVIDED BY THE FEDERAL DEPARTMENT OF HOMELAND SECURITY.

Approve to waive the formal bid procedures per La Habra Municipal Code Section 4.20.070 (C), Cooperative Purchase Provision, and authorize City Manager to execute a purchase order to CDCE, Inc. for $221,539 for the purchase of new Panasonic Toughbook Mobile Data Computers (MDC’s).

Approve and adopt the City of La Habra Hazard Mitigation Plan (HMP) in accordance with the prior approval of the plan by the California Office of Emergency Management (Cal-OES) and the Federal Emergency Management Agency (FEMA).

Approve the Early Head Start Program Continued Funding Application for the 2020-2021 Fiscal School Year (FSY) and authorize City Manager to sign the application and documentation.
|
| 12. |
Approve and authorize the City Manager to execute the submission of a Request for Proposal (RFP) for the Workforce Innovation and Opportunity Act (WIOA) Youth Program Services, RFP No. 012-202812, for the operation of the year-round Career Training Program.

| 13. |
Approve to receive the report and ratify certain municipal actions related to the COVID-19 local emergency declaration.

| 14. |
WARRANTS: Approve Nos. 00125127 through 00125411 totaling $1,967,529.83; and WIRE TRANSFER: Approve Wire Date 3/30/2020 for a total of $218,781.25.

Approve Notice of Completion for the Residential Street Rehabilitation Project No. 3-R-18 Fiscal Year 2016-2018 and Water Main Replacement Program Project No. 2-W-18 Fiscal Year 2017-2018 and authorize staff to send for recordation.
