II. PUBLIC COMMENTS:

This is the time for the public to address any item of City Council/Authority/Agency business NOT appearing on this Agenda. Speakers must limit their comments to three (3) minutes each. The total time period for public comment is 30 minutes.
(Note: Per Government Code Section 54954.3(a), the City Council/Authority/Agency cannot take action or express a consensus of approval or disapproval on any public comments regarding matters which do not appear on the printed agenda.)

III. CONSENT CALENDAR:

All matters on Consent Calendar are considered to be routine and will be enacted by one motion unless a Councilmember/Director or member of the audience requests separate action or removal of an item. Removed items will be considered following the Consent Calendar portion of this agenda. Members of the audience will have the opportunity to address Authority on removed items at that time. Speakers must limit their comments to three (3) minutes each.

A. PROPOSED ITEMS:

1. PROCEDURAL WAIVER: Waive reading in full of resolutions and ordinances and approval and adoption of same by reading title only.

2. APPROVE SECOND READING AND ADOPTION OF ORDINANCE NO. 1756 ENTITLED: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA HABRA AMENDING CHAPTER 2.52 OF THE LA HABRA MUNICIPAL CODE RELATING TO EMERGENCY SERVICES.

3. Approve renewal of the City’s Property Insurance policy with Hartford Insurance Company for all properties, excluding the La Habra Inn, and renewal of the Property Insurance policy for the La Habra Inn with Admiral Insurance Company; both policy terms to be from March 1, 2015, through March 1, 2016.

4. Approve "Governing Body Resolution" authorizing the City’s participation in the 2014 Emergency Management Performance Grant (EMPG); authorize the City Manager, Director of Finance, and the Police Chief to serve as the City’s "Authorized Agents" for this grant project; and authorize the designated "Authorized Agents"  to execute FY 2014 Emergency Management Performance Grant Assurances, Certifications, Terms and Conditions, and Agreement to Transfer Funds for 2014 Emergency Management Performance Grant Program.

a. APPROVE AND ADOPT RESOLUTION NO. ______ ENTITLED: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA AUTHORIZING THE CITY MANAGER, OR DIRECTOR OF FINANCE, OR POLICE CHIEF TO SERVE AS THE CITY’S AGENTS TO EXECUTE FOR AND ON BEHALF OF THE CITY OF LA HABRA ANY ACTIONS NECESSARY FOR THE PURPOSE OF OBTAINING FEDERAL FINANCIAL ASSISTANCE PROVIDED BY THE FEDERAL DEPARTMENT OF HOMELAND SECURITY.

Accept and authorize recordation of Grant Deeds for streets as well as other purposes across the four following areas: (1) the easterly portion of Idaho Street between Highlander Avenue and Whittier Boulevard; (2) the northerly portion of Highlander Avenue between Idaho Street and Monte Vista Street; (3) the westerly portion of Monte Vista between Highlander Avenue and Whittier Boulevard; (4) a portion of sidewalk on Palm Street adjacent to Sonora High School.
