2. Duly noticed public hearing to consider a Negative Declaration of Environmental Impacts 14-01, Zone Change 14-01 from C-3 "General Commercial" to SP-7 "Fairfield Specific Plan", Specific Plan 14-01, Design Review 14-02, and Development Agreement 14-01 for a 335 unit apartment complex at 951-1055 South Beach Boulevard.
