1. Consider a one-year lease with the Vista Community Clinic (VCC): Gary Center in the amount of $1, with an additional one-year extension at the City’s sole discretion in the amount of $1 for the use of City-owned property at 341 South Hillcrest Street, La Habra.

a. Authorize City Manager to execute a one-year lease with the VCC: Gary Center in the amount of $1, with the option for one additional one-year extension at the City’s discretion in the amount of $1, for the use of City-owned property at 341 South Hillcrest Street, La Habra.

3. Consider the proposed rate increases for the City’s Refuse Fund for Calendar Years 2016 and 2017.

a. Receive and file report regarding revenue requirements for the City’s Refuse Fund.

c. Direct staff to prepare and mail notices to property owners and customers regarding the scheduled public hearing on November 16, 2015, to consider Calendar Year 2016 and Calendar Year 2017 proposed rate increases for the City’s Refuse Fund.

1. Consider the proposed rate increases for the La Habra Utility Authority’s Water Fund for Calendar Years 2016 and 2017.

a. Receive and File report regarding revenue requirements for the La Habra Utility Authority’s Water Fund.

b. Schedule a public hearing on proposed rate increases for Water to be held on November 16, 2015.

c. Direct staff to prepare and mail notices to property owners and customers regarding the scheduled public hearing on November 16, 2015 to consider Calendar Year 2016 and Calendar Year 2017 proposed rate increases for the La Habra Utility Authority’s Water Fund.

d. Approve the elimination of the water surcharge rate between the months of May and September, which will be effective January 1, 2016.
