Approve the Notice of Completion for the Fiscal Year 2011-12 Residential Street Rehabilitation Project (1-R-11) and the Fiscal Year 2011-12 Water Main Replacement Project (1-W-11); and approve Change Order No. 5 in the amount of $43,045.68 for asphalt pavement at the intersection of Harbor Boulevard and Whittier Boulevard.
