1. PROCEDURAL WAIVER: Waive reading in full of resolutions and ordinances and approval and adoption of same by reading title only.

Approve Plans and Specifications for the Annual Sewer Rehabilitation Program, Main Lining & No Dig Point Repair at Various Locations FY 2015-2016, Project No. 1-S-16; award contract for the construction of the Annual Sewer Rehabilitation Program, Main Lining & No Dig Point Repair FY 2015-2016, Project No. 1-S-15 to Sancon Technologies, Inc. of Huntington Beach in the amount of $338,564.50 and reject all other bids; authorize Executive Director to execute agreement with Sancon Technologies, Inc.; and authorize staff to issue a purchase order in the amount of $372,420.95 that includes a 10 percent contingency.
