AND AT THIS TIME WE HAVE OUR PROCLAMATION THAT WE WILL PRO KANE PROCLAIM SEPTEMBER, 2020 AS NATIONAL PREPAREDNESS MONTH IN THE CITY OF ALHAMBRA.

AND AS THINGS HAVE BEEN GOING IN THE LAST SIX MONTHS, WE SHOULD TRY TO BE PREPARED, NOT ONLY FOR COVID-19, BUT EARTHQUAKES AND JUST THE GENERAL PROBLEMS THAT MAY COME UP.

YOU'RE VERY PLEASED TO SEE THE PLANNING COMMISSION VOTED FOUR TO ONE, NOT TO APPROVE RANCHO LA HARBOR PROJECT.

WE KNOW THE COMMISSION IS ONLY MAKING A RECOMMENDATION TO THE COUNCIL, BUT ARE ENCOURAGED THAT THEY BELIEVE THE NEGATIVE EFFECTS OF THE PROJECT OUTWEIGH THE BENEFITS TO THE COMMUNITY.

SOME OF THE MOST IMPORTANT NEGATIVE EFFECTS ARE THE LOSS OF OPEN SPACE.

THE TRAFFIC NIGHTMARES CAUSED HER RESIDENTS, THE HEALTH IMPLICATIONS OF RELOCATION OF TOXIC SOIL

WHILE STILL HAVING SUCH SOIL BURIED UNDER THE NEW PARK.

AND THE LACK OF TRUSTWORTHINESS OF THE DEVELOPERS SHOWN IN HIS EFFORTS TO FALSELY CLAIM, HUGE SUPPORT OF RESIDENTS THROUGH A QUESTIONABLE OPINION POLL.

WE HOPE YOU TAKE THE COMMISSION'S RECOMMENDATION.

SERIOUSLY.

WE ALSO BELIEVE THE PROJECT CAN BE SUMMED UP BY SAYING IT'S THE WRONG PROJECT AT THE WRONG TIME WITH THE WRONG DEVELOPER, THE RESIDENTS OF LA HARBOR WOULD LIKE TO SEE THE COUNCIL WORK FOR A WELL THOUGHT OUT REDEVELOPMENT OF EXISTING PARCELS ALREADY ZONED FOR HOUSING, WHICH WOULD PRESERVE OPEN SPACES AND CURRENT RESIDENTS, LIFESTYLE RANCHO LAHABRA FAILS.

ALL THESE BENCHMARKS.

WE URGE YOU NOT TO APPROVE RANCHO LAHABRA.

UH, I WANT TO KNOW HOW THIS WILL RUN AND I KNOW THIS IS A QUESTION YOU CAN ANSWER TO ME DIRECTLY, BUT WE CAN AT THE END, BUT I REALLY WANT THE COUNCIL TO GIVE SOME THOUGHT IN CASE, UH, 500 PEOPLE WOULD LIKE TO SPEAK OR COME AND EXPRESS THEIR VIEWS.

UM, WE CAN'T HAVE EVERYBODY HOLDING OVER, I ASSUME, IN THE PARKING LOT OR WHATEVER.

COULD WE HAVE PERHAPS A HYBRID OF ZOOM CALL IN AND IN PERSON MEETING, I REALLY HAVE NO IDEA HOW LAHABRA CITY COUNCIL, UH, PLANS TO HANDLE THIS, BUT I REALLY HOPE YOU HAVE SOME DISCUSSIONS AND SOME REALLY GOOD, UM, DIALOGUE WITH, WITH PEOPLE TO REALLY LET, LET THE PEOPLE SPEAK.

THERE ARE OLDER PEOPLE, PEOPLE THAT ARE STILL SCARED TO GO OUT.

I'M ONE OF THOSE PEOPLE.

UM, I JUST, BUT I WANT PEOPLE TO BE ABLE TO VOICE THEIR OPINION AND I JUST REALLY HOPE THAT YOU GIVE US THE, UM, THE ABILITY TO DO IT ON DIFFERENT PLATFORMS. THAT'S ALL I WANT TO SAY.

UM, AS YOU ALL KNOW, LAST WEEK WAS VERY SIGNIFICANT IN THAT THE CITY PLANNING COMMISSION CHOSE TO DENY THE RECOMMENDATION TO APPROVE THE RANCHO LA HARBOR PROJECT.

WE COMMEND THE ENTIRE CITY PLANNING COMMISSION FOR THEIR HARD WORK AND THIS PROJECT HAS A LOT OF MOVING PARTS.

SO IT WAS REALLY DIFFICULT TO COME UP WITH A DECISION.

WE HOPE THAT YOU, THE CITY COUNCIL WILL NOW CHOOSE TO SEE THAT THE PROJECT ACTUALLY HAS A LOT OF OVERWHELMING SUPPORT FROM YOUR CONSTITUENTS.

AND I GUESS MY CONCERN IS SIMILAR TO WHAT CHRISTINE SAID, AND WE KNOW THAT A LOT OF PEOPLE WANT TO ATTEND.

WE KNOW THAT THIS IS A TIME THAT WE REALLY CAN'T CONGREGATE LARGE GROUPS, BUT YET PEOPLE WANT TO BE ABLE TO HAVE A CHANCE TO VOICE THEIR CONCERNS.

AND IF THERE IS GOING TO BE LIKE 500 PEOPLE OR MAYBE EVEN MORE WHERE WE'RE JUST CONCERNED THAT PEOPLE MAY NOT HAVE THE STAMINA TO WAIT THE NUMBER OF DAYS TO LIKE, ESPECIALLY IF THEY HAVE TO WAIT OUT IN THE FOYER OR SOMETHING.

SO WE'RE JUST CONCERNED ABOUT THAT.

AND I WAS WONDERING IF THERE'S ANY WAY THAT SOME KIND OF SYSTEM COULD BE DEVISED THAT MAYBE PEOPLE COME DURING CERTAIN DAYS OR I'M NOT SURE WE, BUT REALLY IT HAS TO BE THOUGHT OUT.

UH, TONIGHT I COME AS A SUPPORTER OF THE RANCHO LAHABRA PROJECT.

UH, IN FACT, SEVERAL SUPPORTERS OF THE RANCHO LA HARBOR PROJECT TOLD ME THEY FELT THEY WERE NOT GIVEN A FAIR DEAL AT THE RECENT PLANNING COMMISSION HEARING.

AND I UNDERSTAND THAT AT LEAST SEVEN SUPPORTERS WHO WERE ON THE LINE AND SIGNALING THAT THEY WANTED TO SPEAK AND WERE NOT CALLED ON AND OVER THE FOLLOWING TWO NIGHTS ONLY ONE ADDITIONAL SUPPORTER WAS RECOGNIZED.

MAYBE IT WAS TECHNICAL ISSUES.

I DON'T KNOW, BUT STILL I HOPE THAT THE COUNCIL WILL WORK TO CONDUCT A HEARING ON RANCHO LAHABRA.

THAT IS FAIR.

I COME TO EXPRESS MY VIEW OF THE, OF OUR PRO UH, RENTAL HOVER PROJECT.

I THINK IT SHOULD GO FORWARD.

I FEEL THAT THE ISSUE IS FOR ME PERSONALLY, IS OPEN SPACE.

I FEEL THAT OPEN SPACE IS NEEDED IN LAHABRA OPEN SPACE THAT IS AVAILABLE AND ACCESSIBLE BY EVERYONE.

AND NOT JUST A SMALL GROUP.

IF THIS PROJECT DOES NOT GO FORWARD, THEN THE ONLY PEOPLE THAT CAN REALLY USE IT ARE GOLFERS.

I AM NOT A GOLFER.

THERE ARE MANY PEOPLE IN THIS CITY THAT ARE NOT GOLFERS.

IN FACT, THE HIGH PERCENTAGE OF THE GOLFERS THAT DO USE IT.

I UNDERSTAND DO NOT EVEN LIVE IN LAHABRA.

IF THE PROJECT DOES GO FORWARD, THEN THIS WOULD BE AN OPPORTUNITY FOR THE CITY TO PROVIDE OPEN SPACE WITH PARKLAND AND TRAILS THAT MYSELF AND ALL LAHABRA RESIDENTS WOULD HAVE ACCESS TO AND TO ENJOY.

FINALLY, THE PRESIDENT OF THE CHAMBER OF COMMERCE SHOWED ME THIS REPLY CARD TO THE PLANNING COMMISSION COMMISSION, AS EVIDENCE OF THE HOSTILITY DIRECTED AT THE SUPPORTERS OF RANCHO LAHABRA.

I KNOW MANY WHO ARE AFRAID TO EVEN SAY PUBLICLY THAT THEY SUPPORT THE RANCHO LA HOMBRES PROJECT APPROVAL BECAUSE THEY FEAR IT WILL HURT THEIR BUSINESS OR EVEN WORSE.

THIS ISN'T A ONE SIDED ISSUE.

THOUSANDS IN OUR COMMUNITY SUPPORT THIS PROJECT FOR VERY GOOD REASONS AND SHOULD NOT BE AFRAID TO SPEAK TO YOU ABOUT THEIR SUPPORT.

I HOPE THAT YOU WILL GO OUT OF YOUR WAY WHEN THIS MATTER COMES BEFORE YOU TO ENSURE THAT ALL POINTS OF VIEW WILL BE TREATED WITH RESPECT.
