The Regular Meeting of the City Council for September 21, 2020, will be conducted in person at the City of
La Habra Council Chamber, located at 100 East La Habra Boulevard, La Habra, California. 

The City Hall atrium will be open for limited seating for the public to ensure proper social distancing and the wearing of masks or appropriate face covering is required.  Please be advised that in order to ensure the health and safety of the public by limiting contact that could spread the COVID-19 pandemic, the Council Chamber will be open for one speaker at a time during the City Council meeting when the Mayor opens public comment periods.  Staff will be available to assist those who wish to speak. 

We encourage the public to also participate in the City Council meeting by submitting written comments via email to cc@lahabraca.gov no later than 5:00 p.m. on Monday, September 21, 2020.

Your patience with these changes is appreciated as the City adjusts to new ways of conducting business during the COVID-19 pandemic.

PUBLIC COMMENTS: When addressing the City Council, please complete a Speaker’s Card before leaving the Council Chamber.
 
General Public Comments shall be received at the beginning of the governing body meeting and limited to three (3) minutes per individual, with a total time limit of 30 minutes for all public comments, unless otherwise modified by the Mayor.  Speaking time may not be granted and/or loaned to another individual for purposes of extending available speaking time, and comments must be kept brief, non-repetitive, and professional in nature.

The general Public Comment portion of the meeting allows the public to address any item of City business not appearing on the scheduled agenda.  Per Government Code Section 54954.3(a), such comments shall not be responded to by the governing body during the meeting.

B.  APPROVE AND ADOPT RESOLUTION NO. ______ ENTITLED:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA, CALIFORNIA, REAFFIRMING RESOLUTION NO. 5934 WHICH RATIFIED THE DIRECTOR OF EMERGENCY SERVICES' DECLARATION OF THE EXISTENCE OF A LOCAL EMERGENCY.
 
7.   APPROVE AND AUTHORIZE AGREEMENT FOR DELEGATION OF EARLY HEAD START PROGRAM OPERATIONS FOR FISCAL YEAR 2020-2021 Click to View
 
  That the City Council:
A. Approve and authorize the City Manager to execute an agreement for Delegation of Early Head Start Program Operations for Fiscal Year 2020-2021 with Orange County Head Start, Inc., (OCHS) authorizing the City to provide Early Head Start developmental services for up to 50 infant/toddler aged children and/or pregnant mothers living in La Habra in a Home-Based setting.

B. APPROVE AND ADOPT RESOLUTION NO. _____ ENTITLED:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA CERTIFYING THE APPROVAL AND AUTHORIZING THE EXECUTION OF LOCAL AGREEMENT NO. 2020-21 AGREEMENT FOR DELEGATION OF EARLY HEAD START PROGRAM OPERATIONS WITH ORANGE COUNTY HEAD START, INC.
 
8.   RECEIVE AND FILE TREASURER'S INVESTMENT REPORT FOR THE QUARTER ENDING

9.   APPROVE CHANGE ORDERS AND ADDITIONAL WORK TO PALP INC., DBA EXCEL PAVING COMPANY, FOR CONSTRUCTION OF THE WHITTIER BOULEVARD AND HACIENDA ROAD INTERSECTION IMPROVEMENTS, CITY PROJECT NO. 2-TC-13 Click to View
 
  That the City Council:

A.  Approve Change Orders No. 1 and 3 through 11 in the total amount of $264,893.58 for Palp Inc., dba Excel Paving Company, for construction of the Whittier Boulevard and Hacienda Road intersection improvement, City Project No. 2-TC-13.

B.  Approve an appropriation of $264,893.58 from the City's Traffic Impact Fund for change orders related to the construction of the Whittier Boulevard and Hacienda Road intersection improvement, City Project No. 2-TC-13.

C.  Authorize the City Manager to increase the City's purchase order with Palp Inc., dba Excel Paving Company, by $264,893.58, from the amount of $1,862,592.00 to the amount of $2,127,485.58.
 
10.   APPROVE AWARD OF CONTRACT TO PCI FOR THE ANNUAL CITYWIDE TRAFFIC STRIPING PROGRAM FISCAL YEAR 2020-2021 THROUGH FISCAL YEAR 2024-2025 Click to View
 
  That the City Council approve to:

A.  Award a contract for the Annual Citywide Traffic Striping Program Fiscal Year 2020-2021 through Fiscal Year 2024-2025 to PCI of Azusa, California, and approve a contract amount of $73,315.30 for the Fiscal Year 2020-2021 striping project, and reject all other bids;

B.  Appropriate an additional $30,646.83 from the Gas Tax Fund for this contract award; and

C.  Authorize the City Manager to execute an Agreement with PCI and issue a purchase order to PCI in the amount of $80,646.83 for the Fiscal Year 2020-2021 project, which includes a 10 percent contingency.
 
11.   WARRANTS:  APPROVE NOS.00126724 THROUGH 00127177 TOTALING $3,615,213.31; AND WIRE TRANSFER: APPROVE WIRE TRANSFER DATE 9/30/20 TOTALING $218,241.88 Click to View
