[ LA HABRA COMMUNITY SERVICES COMMISSION REGULAR MEETING WEDNESDAY, OCTOBER 14, 2020 6:30 P.M. COUNCIL CHAMBER 100 EAST LA HABRA BOULEVARD LA HABRA, CALIFORNIA 90631 PUBLIC ADVISORY: THE COUNCIL CHAMBER WILL NOT BE OPEN TO THE PUBLIC Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsome on March 17, 2020, the Regular Meeting of the City of La Habra Community Services Commission for OCTOBER 14, 2020, will be conducted telephonically through Zoom. Please be advised that pursuant to Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chamber will not be open for the meeting. Community Services Commissioners will participate telephonically and will not be physically present in the Council Chamber. In accordance with Executive Order N-25-20, guidance from the California Department of Public Health on gatherings, and in an effort to slow the spread of COVID-19 and to ensure the health and safety of our community, remote public participation can be done by: 1. Submitting an email to kalbarian@lahabraca.gov no later than 5:15 p.m. on Wednesday, October 14, 2020. 2. SO FOR THE EARLY HEADSTART REPORT, THE ATTACHMENT ONE IS OUR PROGRAM INFORMATION SUMMARY FOR THE MONTH OF AUGUST.

SO, UM, IT DOES INDICATE THAT WE ARE CURRENT.

WE CURRENTLY HAVE 42 CHILDREN ENROLLED, SO WE ARE UNDER ENROLLED RIGHT NOW.

WE ARE CURRENTLY RECRUITING CHILDREN INTO THE PROGRAM.

EVERYTHING ELSE IS PRETTY MUCH NUMBERS AT THE BEGINNING OF THIS SCHOOL YEAR.

AND, UM, AS WE WERE ENROLLING FAMILIES OR RE-ENROLLING FAMILIES AND THE PROGRAM, THE COST REPORT FOR THE MONTH OF AUGUST ALSO INDICATES THAT WE HAVE SPENT 14% OF OUR GRANT.

I JUST ALSO WANTED TO SHARE WITH YOU THAT WHEN WE RECEIVED THE AGREEMENT FOR THE 20, 20, 21 SCHOOL YEAR, THERE WAS ALSO A COLA INCREASE AND A QUALITY IMPROVEMENT BUDGET THAT WAS NOT INDICATED

WHEN WE APPLIED FOR THE GRANT DOLLARS FOR THE GRANT.

SO, UM, YOU WILL BE RECEIVING A BUDGET REVISION TO SHOW THOSE TWO ITEMS, UM, PRETTY SOON, HOPEFULLY BY NEXT MONTH.

AND THEN, UM, IT ALSO SHOWS THAT ARE IN KIND IS A LITTLE BIT LOW ONLY BECAUSE WE HAVEN'T REPORTED EVERYTHING YET THAT WE HAVE DONE FOR THE MONTHS OF JULY AND AUGUST.

AND AS YOU KNOW, WITH COVID AS, UM, AS WELL, WE HAVEN'T HAD MUCH, UM, VOLUNTEERS COME AND DO WORK FOR OUR PROGRAM.

CREDIT CARD PURCHASES IS DETAILED REPORTS, UM, CREDIT CARDS FOR THE MONTH OF AUGUST AND ALSO FOR CACFP P IT'S ALSO FOR THE MONTH OF AUGUST, IT DOES SHOW THAT IT LOOKS LIKE IT'S VERY LOW ONLY BECAUSE WE'RE ONLY CLAIMING THE CHILDREN WHO ARE BEING SERVED AT OUR CENTERS.

AND BECAUSE WE CAN ONLY, WE ONLY HAVE A COHORT OF 12 OR 14 CHILDREN AT ONE IN EACH CLASSROOM.

IT IS MUCH LESS THAN WHAT WE TYPICALLY WOULD HAVE.

AND ATTACHMENT FIVE IS THE FOOD EXPENDITURES AND REVENUE FOR THE MONTH OF, UM, THROUGH THE MONTH OF AUGUST.

AND THEN ATTACHMENT SIX IS THE 2021 MONITORING PROCESS FOR HEAD START AND EARLY HEAD START.

SO EVERY YEAR THEY RELEASE THEIR MONITORING PROCESS.

THIS YEAR IS NO DIFFERENT FROM THE LAST THREE YEARS OF HOW THEY'RE DOING MONITORING, WHERE THEY WOULD HAVE, UM, WHAT THEY CALL, UM, FOCUS AREA ONE OR A FOCUS AREA TWO FOR THIS YEAR.

WE ARE UNSURE YET.

WE HAVEN'T RECEIVED NOTICE WHAT'S A MONITORING REVIEW.

UM, ORANGE COUNTY WILL RECEIVE, BUT FOR FOCUS THERE YOU'LL WIND, IT'S MORE OF INTERVIEWS.

AND THEN FOCUS AREA TWO IS INTERVIEWS, OBSERVATIONS, AND DOCUMENT REVIEW.

SO WE'LL, WE'LL KNOW IN THE FUTURE, WHICH TYPE OF MONITORING WE'LL BE RECEIVING.

UM, ATTACHMENT SEVEN IS JUST AN UPDATE OF OUR CLOSING OUT OUR 2019 2020 PROGRAM GOALS, UM, OF WHAT WE HAVE DONE IN TERM, UM, IN TERMS OF, UM, REACHING OR DETERMINING IF WE REACHED OUR GOALS FOR THE SCHOOL YEAR 20, 19, 2020, BUT AS YOU KNOW, THIS IS A FIVE-YEAR GOAL PLAN.

SO SOME OF THEM LOOK THEY'RE BLANK BECAUSE IT WAS LAST YEAR WAS ONLY A YEAR.

ONE OF THE WHOLE PROCESS FOR OUR PROGRAM GOALS.

UM, ATTACHMENT EIGHT IS A 2019 2020 SELF-ASSESSMENT CORRECTIVE ACTION VALIDATION.

SO THIS IS JUST TO SHOW WHAT WE HAVE DONE TO CORRECT WHAT THE FINDINGS THAT WE HAD DURING OUR SELF ASSESSMENT AND MAKING SURE THAT WE HAVE CORRECTED THOSE FOR THIS 20, 2021 SCHOOL YEAR ATTACHMENT NINE IS THE 1920 PERIOD ONE GRAND TEAM MONITORING.

SO THIS AGAIN IS VALIDATION TO SHOW THAT WE HAVE CORRECTED THE ITEMS FROM MONITORING.

THERE ARE STILL SOME ITEMS THAT ARE STILL IN PROCESS BECAUSE, UM, LIKE ONE OF THEM IS ABOUT, UM, FULL ENROLLMENT.

SO WE'RE STILL WORKING ON THAT.

AND WE'RE IN CONSTANT COMMUNICATION WITH OUR GRANTEE, WITH REGARDS TO ENROLLMENT OF CHILDREN IN THE PROGRAM, ATTACHMENT 10 IS OUR 2019 2020 CHILD OUTCOME REPORT.

UM, WHEN WE PRESENTED THIS TO YOU, WHICH WAS, UM, THE SECOND ASSESSMENT PERIOD, THAT'S PRETTY MUCH WHEN COVID HIT.

SO WE DIDN'T DO ANY ASSESSMENTS FOR THE REMAINDER OF THE SCHOOL YEAR FOR THE THIRD PERIOD.

SO IF YOU SEE THE REPORT, THERE'S NO INFORMATION FOR THE THIRD PERIOD BECAUSE WE WERE NOT ABLE TO COLLECT DATA FOR THAT ASSESSMENT.

AND THEN, UM, FOR THE ATTACHMENT 11, WHICH IS A SCHOOL READINESS GOALS, THIS IS AN UPDATE FOR 20, 20, 20, 21 SCHOOL READINESS GOALS.

UM, THERE ISN'T MUCH CHANGES.

WE JUST TWEAKED HOW WE'RE GOING TO, UM, WORK WITH THE CHILDREN, ESPECIALLY WITH, UM, UM, COVID AND OUR HOME EDUCATORS ARE NOT, UM, IS, ARE NOT CONDUCTING HOME VISITS, LIKE GOING TO THE HOMES.

MOST OF THEIR VISITS ARE DONE VIRTUALLY OR OVER THE PHONE.

SO IT'S A LITTLE BIT DIFFERENT IN TERMS OF HOW WE'RE GOING TO BE COLLECTING DATA OR HOW WE CAN ACHIEVE, UM, THE SCHOOL READINESS FOR THE CHILDREN.

SO THIS IS THE ONE YEAR THAT WE'RE REALLY RELYING ON PARENTS TO WORK WITH THEIR CHILD, UM, TO REACH THE GOALS FOR THE YEAR.

UM, I WOULDN'T LET EVERYONE OH THAT AS YOU KNOW, THE, UH, COMMUNITY CENTER, THE FRONT DESK AND THE COUNTER IS STILL OPEN FOR PEOPLE COMING IN AND LOOKING FOR SERVICES, BUT OUR FACILITIES ARE STILL CLOSED AS REQUIRED BY THE COUNTY AND THE STATE STILL.

HOWEVER, OUR PARK PLAYGROUNDS, IF YOU NOTICE ARE FINALLY OPEN THAT WAS ALLOWED BY THE STATE A COUPLE OF WEEKS AGO.

SO ALL OF OUR PARK PLAYGROUNDS AND EXERCISE EQUIPMENT MACHINES ARE OPEN.

IT'S SUPPOSED TO BE ONE FAMILY ONLY PER USE, AND YOU'RE NOT SUPPOSED TO BE ON THE MACHINES OR THE EQUIPMENT MORE THAN 30 MINUTES AT A TIME.

SO THAT WAY YOU CAN SAVE IT FOR OTHER FAMILIES.

WE ARE SANITIZING THOSE, UH, AREAS TWICE A WEEK.

AND UM, AND THEN THE REST OF THAT, UH, IS INCUMBENT ON THE RESIDENTS AND USER TO DO THEIR OWN CLEANING.

UH, WE HAVE ALLOWED SOME YOUTH SPORTS BECAUSE THAT'S ALLOWED BY THE COUNTY, BUT THE COUNTY SPECIFICALLY DOES NOT ALLOW ANY COMPETITION YET STILL NOT ADULTS OR YOUTH.

UM, THE YOUTH ARE ALLOWED TO DO WHAT WE CALL SKILL DRILLS.

SO NO CLOSE CONTACT PERIOD.

UM, MEANING THAT YOU CAN'T EVEN HAVE, UH, A BATTER AND A CATCHER RIGHT NOW BECAUSE THEY'RE WITHIN SIX FEET.

SO THERE'S ALL KINDS OF OTHER RECOMMENDATIONS OR REQUIREMENTS, DEPENDING ON THE STRENGTH, WHICH, UM, WHERE YOU CAN ONLY HAVE ONE WAY IN.

UM, WE DID HAVE SOME COMPLAINTS WITH OUR POP WARNER TEAM BECAUSE THEY WERE NOT SOCIAL DISTANCING.

AND SO WE HAD TO SUSPEND THEM FOR A WEEK.

SO, UM, THEY WEREN'T ALLOWED TO PLAY AT THE END OF LAST WEEK AND THE BEGINNING OF THIS WEEK, THEY GET TO GO BACK TOMORROW.

SO WE SUSPENDED THEM FOR ONE FULL

WEEK OF USAGE BECAUSE, UM, WE ARRIVED ONCE AND SAW THEM THAT THEY WEREN'T SOCIALLY DISTANCING.

UM, BUT THEY WERE CLOSED.

SO THEY HAD ABOUT 16 KIDS ALL IN ONE GROUP REALLY IN CLOSE CONTACT.

SO THAT'S USED FOR IT.

NO ADULT SPORTS ARE ALLOWED AT ALL.

UM, THE BASKETBALL RIMS ARE STILL DOWN, SKATEBOARD PARKS STILL LOCKED.

AND THIS IS ALL REALLY DO BECAUSE, UH, THE STATE AND COUNTY ARE NOT ALLOWING ANY OF THESE ACTIVITIES.

SO NOW WE'RE SPENDING A LOT OF TIME GOING OUT TO THE PARKS TO MAKE SURE THAT, UM, THE SOCCER, SOFTBALL, BASEBALL, AND FOOTBALL ARE LIVING WITHIN THE RULES.

AND BECAUSE IF WE DON'T AND THE, OR, OR SOMEBODY ELSE FINDS OUT THAT, UM, WE ARE NOT ENFORCING THE RULES THAT COULD JEOPARDIZE, UH, THE FUNDING THAT THEY DID GIVE US TO HELP WITH, UM, THE CARES ACT OR THE CORONA VIRUS AND, UM, EDUCATION AND EVERYTHING ELSE.

SO THAT'S A RECREATION FACILITIES AS IT RELATES TO, UM, ACTIVITIES THAT EVENT, UM, YOU PROBABLY KNOW WE STILL ARE DOING OUR DAY CAMPS, SO THEY RUN, UH, FIVE DAYS A WEEK, 7:00 AM TILL 6:00 PM.

AND, UH, WE HAVE TWO CLASSROOMS STILL.

KIDS ARE REALLY GOOD AT KIND OF SPOTTING WHEN THEIR PARENTS ARE DOING SOMETHING THAT THEY SHOULDN'T BE DOING AND THEY KIND OF BRING IT UP LIKE, HEY MOM, YOU'RE SUPPOSED TO BE WEARING A MASK OR YOU'RE SUPPOSED TO BE DOING THIS.

OR, YOU KNOW, OUR TEACHER SAID THAT THIS IS THE WAY TO DO IT.

SO KIND OF, UM, MAYBE SENDING LIKE MATERIALS HOME WITH THEM OR EVEN THE MASS OR SOMETHING, AND JUST KIND OF REINFORCING THAT MESSAGE WITH THE KIDS, ESPECIALLY WHEN THEY GO HOME TO THEIR SPANISH SPEAKING PARENTS.

AND THEY CAN COMMUNICATE THAT TO THEM.
